Joburg City Library Still Closed After R21.5 Million Refurbishment

The Johannesburg City Library remains closed, even though the refurbishment, which started on May 24, 2021, has cost over R21 million. Structural problems like faulty fire safety systems, electrical issues, and leaks are to blame. An inspection by the Democratic Alliance (DA) and Johannesburg Heritage Foundation revealed the project is incomplete and the building is in poor condition.

The refurbishment was supposed to cost R45 million but has now ballooned to nearly R80 million. The library is expected to reopen partially in six months, but it will not be fully functional until it meets fire safety standards. This prolonged closure is troubling, especially given Gauteng's illiteracy rate and the library's importance for education and access to information.

The DA is demanding a detailed report on the spending and pressing for timely completion of the project.

The National Association of Social Housing (NASHO) warns that a potential 40% increase in electricity prices will heavily impact vulnerable social housing tenants. Many of these tenants, who earn less than R6,700 per month, are unable to access indigent benefits because they rent from institutional landlords. This lack of support could worsen their financial difficulties and create problems for social housing landlords if tenants struggle to pay rent. NASHO urges local governments to provide equal support to social housing tenants and assess the impact of the price hike on both tenants and landlords.
