1. Mr. Stephen Lugonda, ACP, Prisons Headquarters is appointed Ag. Commissioner of Prisons, Human Resource Planning and Development.

2. Mr. Fred Kajubi Kayongo, ACP, Regional Prisons Commander Mid-Central is transferred to Prisons Headquarters in the Directorate of Human Resource Management for duty. He hands over the Region to Mr. Godfrey Obbo, SSP, DPC Mityana, who is now appointed Regional Prisons Commander, Mid-Central Region.

3. Mr. Robert Jolly Bamutura, ACP, Regional Prisons Commander, North Western Region is transferred to Central Region as Regional Prisons Commander. He hands over the Region to Mr. Henry Natwaluma, SSP, on leave, who is now appointed Regional Prisons Commander, North Western Region.

4. Mr. Deogratious Sabba, ACP, Officer in Charge, U.G. Prison Farm Ibuga proceeds on leave pending retirement at own request. He hands over the Station to Mr. Godfrey Kumakech, SSP, Officer in Charge, U.G. Prison Farm Mubuku, who is now appointed Officer in Charge, U.G. Prison Farm Ibuga.

5. Mr. David Charles Opio, SSP, DPC Gulu, is appointed Regional Prisons Commander North Eastern Region. He takes over from Mr. Sam Edotu, SSP, who proceeds on accumulated leave.

6. Mr. Alfred Alula, SP, Officer in Charge, U.G. Prison Otuke is appointed Staff Officer, Regional Prisons Headquarters, Northern Region.

7. Mr. Francis Lwanga, SP, Officer in Charge, U.G. Prison Ntungamo is transferred to U.G. Prison Farm Mubuku as Officer in Charge.

8. Ms. Annita Karungi, SP, Officer in Charge, U.G. Prison Buwambo, is transferred to U.G. Prison Ntungamo as Officer in Charge. She hands over the Station to Ms. Victoria Achan, SP, U.G. Prison Luzira Women, who is now appointed Officer in Charge U.G. Prison Buwambo.

9. Mr. Walter Atuzo, SP, Officer in Charge, U.G. Prison Fort Portal is appointed DPC Mityana. He hands over the Station to Mr. Patrick Busulwa, ASP, who is now appointed Officer in Charge, U.G. Prison Fort Portal.

10. Mr. Deogratious Muhonde, ASP, on leave is appointed Staff Officer, Mid- Northern Region. He takes over from Mr. Felix Akoko Okwanga, ASP, who proceeds on leave pending retirement.

11. Mr. Bosco Nuwagaba, ASP, U.G. Prison Farm Ibuga is appointed Officer in Charge, U.G. Prison Kamuge. He takes over from Mr. Patrick Epila, ASP, who is transferred to U.G. Prison Otuke as Officer in Charge.

12. Ms. Susan Atim, ASP, U.G. Prison Mbarara Women is transferred to U.G. Prison Masaka Women as Officer in Charge. She takes over from Ms. Ruth Georgina Kaahwa, P.O.I, who proceeds on accumulated leave.

13. Ms. Proscovia Eryenyu, ASP, U.G. Prison Jinja Remand is appointed Officer in Charge, U.G. Prison Butiiti. She takes over from Mr. Peter Joseph Ogwang, P.O.I, who proceeds on accumulated leave.

14. Ms. Deodato Atwine, ASP, on leave, is transferred to U.G. Prison Mbale Main for duty.

15. Mr. Felix Abneri Mugiya, ASP, from leave he is transferred to U.G. Prison Kitalya Mini Max for duty.

16. Mr. Drake Mutagambwa, ASP, Deputy Officer in Charge, U.G. Prison Kitalya Mini Max is transferred to Prisons Headquarters in the Department of Policy and Planning for duty.

17. Mr. Augustine Balikoowa, ASP, on leave, is transferred to U.G. Prison Farm Bugungu Y.P. for duty.

18. Mr. Kadri Wambuga, ASP, U.G. Prison Fort Portal is transferred to U.G. Prison Kitalya Mini Max for duty.

22. Mr. Godfrey Kalumba, P.O.I, on leave, is transferred to U.G. Prison Ngogwe as Deputy Officer in Charge.

23. Mr. Beeri Rwomushana, P.O.II, on leave, is transferred to U.G. Prison M/Bay for duty.

24. Mr. Fred Otim, P.O.II, on leave, is transferred to U.G. Prison Farm Ngenge for duty.

25. Mr. Robert Isingoma, P.O.II, on leave, is transferred to U.G. Prison Farm Ibuga for duty.

26. No.4871 Chief Warder II John Bosco Okanyakure, on leave, is appointed acting P.O.II and transferred to U.G. Prison Kityerera as Officer in Charge. He takes over from Mr. Simon Ojoo Amorut, P.O.II, who proceeds on accumulated leave.

Mr. Bosco Nuwagaba and Ms. Victoria Achan, ASP, should start the processes of taking over and handing over without delay.

The Director Administration should take appropriate action without delay. All leave shall be taken strictly outside the Stations.

The Regional Prisons Commanders, where possible, should supervise the handing and taking over.

These Orders take immediate effect.

ANNOUNCEMENT

INTERVIEWS FOR RECRUIT WARDERS AND WARDRESSES 2020-2021.

Following an advert for recruitment of Warders/ Wardresses in Uganda Prisons Service which appeared in the Monitor Newspaper of 7th August 2020 and Newvision of 10th August 2020 and subsequent applications by prospective candidates, interviews for the shortlisted candidates which were postponed on 13th November will be conducted in your respective regions fro. Monday 8th February 2021 to 12th February 2021.

List of shortlisted candidates can be viewed from all our Regional Headquarters except for Central Region which can be viewed at Kampala Extra Region Headquarters - Luzira; and can also be viewed on Uganda Prisons Website and candidates will also be contacted by SMS.

MINIMUM ACADEMIC QUALIFICATIONS
Applicants should be Ugandans holding an Honours Bachelor's Degree in any of the disciplines either in Arts or Sciences (Pure and Applied) from a recognized University or institution

DUTIES:
The incumbent will be responsible to the Officer In-Charge of a Correctional Institution for performing the following duties:
• ln- Charge of Prisons Institutions;
• Responsible for safety and security of the institution;
• Responsible for correctional training of inmates confined therein;
• Supervising and appraising subordinate staff;
• Responsible for discipline of institutional staff and inmates;
• Responsible for general accountability of arms, ammunitions, clothing and other Government stores;
• Any other duties as may be assigned from time to time.

Applicants should have the following competences:
• Results Orientation; Ethics and Integrity; Interpersonal Skills;
• Ability to adapt to multi-cultural settings; Communication Skills;
• Team Building and Problem-Solving skills.
• Age limit is 35 years.

Applications are invited from suitably qualified Ugandans to fill vacant posts of Cadet Assistant Superintendent of Prisons existing in the Uganda Prisons Service (UPS).
Applications should be filled in triplicate on Public Service Commission Form 3 (2008) and addressed to the Secretary, Prisons Authority, PO. Box 7191, Kampala, and submitted at Prisons Regional Headquarters, at either Luzira, Masaka, Mbarara, Kabaie, Fort-Portal, Mubende, Jinja, Mbale, Soroti, Moroto, Lira, Gulu, Arua, Masindi, and Mukono, not later than 30th October, 2020. Handwritten applications are also acceptable. The application forms can be downloaded on the Prisons Authority website: www.prisonsauthority.go.ug and Public Service Commission website: www.psc.go.ug . or Ministries/Departments and District Service Commission Offices.
The applications should bear the title as well as the Reference Number of the post applied for. Applicants should attach three recent passport size photos, three sets of certified photocopies of their academic transcripts and certificates and National identity card (ID). Applicants subsequently shortlisted for oral interviews shall be required to present certified copies and originals of their academic transcripts and certificates at the time of sitting interviews.
Applicants should apply for a maximum of only two (2) posts clearly indicating the first and second choice against the post applied for. Officers already in Government Service should not apply.
All applicants must be physically and medically fit and should not have been convicted of any criminal offence in any court of law.
ln addition, successful candidates must be prepared to undergo a Twelve (12) months Cadet Assistant Superintendent of Prisons Officers’ course at the Prisons Staff College and Training School plus three (3) months attachment. Uganda Prisons Service is an equal opportunity employer.

Moroto prison commander suspended after jail break
The Commissioner General of Uganda Prisons Service Can Dr.Johnson Byabashaija has suspended Norman Aruho, the Officer in Charge of Moroto Prison to pave way for investigations into the prison break at the facility. Uganda Prisons Spokesperson Mr.Frank Baine(CP) says Aruho has been suspended together with his Deputy, Joseph Angwandia until investigations into the prison break are completed by a team sent by the Commissioner General.

The following junior officers in the attached list have been selected to undertake the above course lasting three (3) months. They should report to the Commandant Prisons Academy and Training School in uniform, on Friday 18th September, 2020 with out fail.

They should carry with them the following:

ii. Bed sheets
iii. Towel
iv. Some civilian clothes

Date 24th August 2020

Following the confirmation of positive COVID-19 cases in Amuru prison, Amuru district in Northern Uganda.

The Uganda Prisons Service Taskforce working with the Ministry of Health, National Taskforce, CDC, ICRC, Gulu and Amuru Taskforces carried out further investigations in Amuru prison facility and staff quarters, out of the 205 inmates, 153 inmates tested positive and out of 28 staff, 1 tested positive for COVID-19. The positive cases are asymptomatic.

The 153 inmates have been transferred to Gulu Main Prison, Gulu district where the service has established a fully equipped treatment center at the facility. The prison staff is admitted at Gulu Referral Hospital. All are undergoing treatment and being managed by both Uganda Prisons health team, Gulu Referral team and Ministry of Health team.

Amuru prison is one of the 19 identified reception centers / prisons for isolation of new inmates country wide.

The Uganda Prisons Service would like to assure the public the situation is calm and under management.
