MARINA LIFTS MORATORIUM ON MARITIME TRAINING CENTERS, ASSESSMENT CENTERS

MANILA, PHILIPPINES - Recognizing the role of MTIs and ACs as indispensable partners in implementing training and assessment requirements as mandated under the STCW Convention, 1978, as amended, the Maritime Industry Authority (MARINA) has issued Advisory No. 2021-01, which lifts the moratorium or the temporary prohibition on the acceptance of applications for the approval of Maritime Training Courses and Assessment Centers.

The lifting is in accordance with the Presidential Decree 474, Republic Act. No. 10635 and its Implementing Rules and Regulations (IRR), the Standards of Training, Certification and Watchkeeping (STCW) for Seafarers, 1978, as amended, as well as the study conducted by the Agency.

The issued Advisory No. 2021-01 expressly repeals STCW Advisory No. 2017-16, entitled "Moratorium on the Approval of Maritime Training Courses" and thus, lifting the moratorium on the accreditation of maritime training courses. Existing and newly formed Maritime Training Institutions (MTIs) that intend to offer programs or courses shall be required to comply with the requirements prescribed in Annex B of the aforementioned Advisory.

Aside from MTIs, MARINA, through the said Advisory, also lifts the moratorium on the accreditation of assessment centers (ACs). In effect, the aforementioned Advisory expressly repeals STCW Advisory No. 2018-02, entitled, "Standards for Mandatory Training Courses Under the STCW Convention, 1978, as Amended." Hence. existing and newly formed ACs that intend to offer assessment of competency shall be required to comply with the requirements prescribed in Annex B of the aforementioned Advisory.

In addition, MTIs and ACS that intend to offer programs or courses and assessment of competency shall likewise comply with the existing MARINA circulars, policies, rules and regulations in the accreditation of Maritime Training Programs or Courses, and Assessment of Competency.

MARINA reminds the concerned MTIs and ACs that submission of fraudulent or fake documents or usage of cloned, imitation, or pirated equipment and simulators shall be ground for disapproval of the application for accreditation.

Submissions must be done electronically through cloud or Google Drive, or by sending it to [email protected]. Inquiries and other concerns may also be addressed through the same email.

Lastly, MARINA assures the public that it continuously commits to produce globally competitive seafarers by maintaining the quality of maritime education and training in the country despite the rising number of confirmed cases of COVID-19.

LOOK: The Port Management Office of NCR-North and the Maritime Industry Authority (Marina) spearheaded the meeting with the Manila North Harbour Port, Inc. (MNHPI) and the 2GO Group in the setting-up of a One-Stop-Shop to process stranded, returning seafarers and transport them to back to Visayas and Mindanao.

All parties are looking at having the maiden voyage as early as next week after the further expansion of the Enhanced Community Quarantine to May 15 to combat the spread of dreaded Coronavirus Disease or COVID-19.

Marina will be in-charge of the seafarers qualified for the program while the PPA and MNHPI will provide the needed port services prior to sailing using 2GO vessels.

Seafarers hailing from Visayas and Mindanao are aching to go back home since Day One of the ECQ as it barred passenger operations to and from any of the Manila ports.

MGA PAALALA SA MGA OFWs NA GUMAGAMIT NG 2GO VESSEL BILANG QUARANTINE SHIPS

1. Ang accommodation para sa 14-day na pamamalagi sa loob ng Quarantine Ships ay LIBRE.

2. Ang 2GO ang nagluluto upang mapakain ng regular ang mga OFWs sa barko. Ang bayarin sa pagkain na PhP180 para sa breakfast, lunch at dinner, ay sagot ng mga manning/recruitment agencies. Nag-boluntaryo din ang OWWA na sila ang magbabayad ng pagkain ng mga OFWs kung sakaling hindi sagutin ng manning/recruitment agency. Noong nakaraang Huwebes, nagbigay din ng direktiba si DOTr Secretary Arthur Tugade na kung sakaling mayroon pa ring problema, sagutin muna pansamantala ng Philippine Coast Guard (PCG) at Maritime Industry Authority (MARINA) ang pagkain ng mga OFWs.

3. LIBRE na rin ang tubig para sa lahat ng Quarantine Ships.

4. Nagtayo rin ng charging stations ang 2GO para magamit ng ating mga kababayan.

5. Sa tulong naman ng Department of Tourism (DOT), namimigay din ng face masks at hygiene kits sa mga OFWs sa loob ng barko.

6. Ibinaba rin ng 2GO ang presyo ng mga bilihin sa kanilang mini-mart, upang maging lubhang mas mababa kesa sa standard na presyo nito sa barko bago pa man ipatupad ang ECQ. Ito ang ilan sa mga halimbawa:

- Coffee: from P30 to P15 (50% lower)
- Chocolate drink: from P30 to P18 (40% off)
- Cup Noodles: from P40 to P25 (38% off)

7. Mas pinaigting din ng 2GO at PCG, katuwang ang PPA at MARINA, ang pagpapanatili ng social distancing sa loob ng barko.

- Kahit na 1,988 passengers ang capcity ng M/V St. John Paul II, nasa 400 katao lamang ang tinanggap nito.

- Para sa mga cluster na may apat (4) bunks, dalawang (2) bunks lamang ang occupied ng pasahero.

- Ang mga silya at lamesa sa dining hall ay nakahiwalay din ng tig-isang (1) metro.

- Dalawang (2) tao lamang ang pinapayagang gumamit ng shared restrooms na kayang mag-accommodate ng limang (5) tao.

8. Nagpatupad din ang 2GO ng mas pinaigting na paglilinis at pag-disinfect sa loob ng Quarantine Ships. Ito ang ilan sa kanilang mga hakbang sa pagpapanatili ng kalinisan sa loob ng barko:

Every 30 minutes
- Sanitation of touchable hard surfaces such as handrails, doorknobs, tabletops and counters with 100 ppm chlorine solution.
- Deep cleaning and sanitation of common toilets and bath.

Every Hour
- Cleaning and sanitation of public areas such as dining halls, front desk, quikmart every hour.

Twice a day
- Doctors/Medical Staff Consultation hours are being observed. They conduct rounds to repatriates in all areas. Medical records are maintained. Officers and crew are also encouraged to seek medical consultation as a precautionary measure.

Weekly
- Pest control treatment covers all areas from galley, accommodations, dining areas, officers and crew quarters including wagon decks.

SEAFARERS DISAPPOINTED OVER OWWA'S $200 CASH AID

Many seafarers were happy to learn that government, through the Overseas Workers Welfare Administration (OWWA), had started processing applications for the much-delayed cash gift promised by Labor Secretary Silvestre Bello III.

Their joy, however, was short lived. Frustrations grew as seafarers tried exasperatedly to avail themselves of the one-time $200 or P10,000 cash assistance.

The principal source of their distress is the stringent requirements imposed for applying for the financial support which, many of them found redundant, tedious and impractical.

Under the guidelines on the cash assistance issued by the Labor department seafarers are required to upload the following requirements:

a. Copy of Passport or Travel Document;
b. Copy of flight ticket or boarding pass evidencing return to the Philippines or arrival stamp/sticker attached in the Passport;
c. Proof of overseas employment i.e. valid verified overseas employment, OEC, residence I.D.s, visa/re-entry visa, among others or permit to stay in the receiving country; and
d. Proof of loss of employment on account of COVID19 or proof that the host country/ies are included in the list of those heavily affected by the COVID-19 (i.e. notice of termination of employment or closure of the company issued by the Foreign Recruitment Agency or principal/employer, incident report on the termination of employment submitted by the employer to the POLO concerned, Philippine Embassy/ Consulate/ POLO/ OWWA certification/referral of displacement due to COVID-19, among others.)

In response to these requirements, a disgruntled seafarer of Sun Enterprises Ltd. commented: “Dami nyo requirements pwede naman passport. Naka-ECQ nga e. May record naman kayo sa OWWA. Pinapahirapan nyo lang kami.”

Some proposed a simple set of requirements. “Baka pwede naman po kahit OEC ok na yon dahil may record naman dyan sa kanila...”one seafarer countered.

A long-time cook from Philippine Transmarine Carriers has similar sentiment. “Crisis po ngayon at alam nyong ang mga seafarer ay di makaalis dahil sa worldwide pandemic. Bakit ang dami nyo pang hinihinging requirements? OEC, tatak ng passport at COE ay sapat na dahil may details naman kami dyan sa inyo OWWA/POEA. Grabe. Di po kami applicant na hihingian nyo ng napakaraming requirements, alam nyo namang lockdown.”

Many find it difficult to comply simply because they do not have their documents with them as one marine engineer from BSM Crew Service Center pointed out: “Marami ang hindi maka-comply ng requirements dahil ang kanilang papeles nasa agency at sarado.”

Add another seafarer: “Pati dito pahirapan i-claim?.Only in the Philippines. Paano matutugunan itong requirements nasa office mga docs namin…”

Others directly questioning the soundness of the requirements. “Paano naman po yung naka-line up na pero d pa nakpirma ng contract dahil sa NCOV d makaalis (makauwi) po dahil wala byahe ng bus,” asked a seaman from Adfil Shipmanning and Management Corp. apparently stranded in Manila.

Due to their frustrations, some have unkind words for OWWA. “Walang kwenta mga bulok ng utak nitong mga taga-OWWA. Ang bibigyan nila yung mga napauwi galing abroad na may mga sahod pa. samantalang ang mga na cancel ang flight papuntang abroad d qualified. Sino ba sa tingin nyo ang may pera sa dalawa?” an able seaman at Royal Caribbean International slammed OWWA.

The technical glitch in OWWA system was also not spared as a seafarer from Solstad Offshore sarcastically remarked: “Ayaw mag-open ng site. Bakit lockdown na rin ba yan? O ayaw ipamahagi sa OFW/seaman?”
For those fortunate who succeeded in submitting the requirements, a seafarer has hinted something fishy is going on: Nakapag pasa na ako ng form pero until now wala pang natatanggap na email galing OWWA. Binibitin nila mga tao para naman sa atin yan hndi sa kanila. Tapos sa dami nang requirement pahirapan nila mga OFW para kung ma-deny sa kanila na ang pera...puro corruption.”

Others, could not help but bring out the welfare fund managed by OWWA that seafarers’ contributed. A seaman from Career Philippines Shipmanagement Inc., who likely did not know the various OWWA programs for seafarers, asked:

“Ilang buwan ang hihintayin bago niyo aprubahan (applications)? Halatang ayaw niyo maglabas ng pera, e ang laki na ng kontribusyon naming mga seaman sa inyo pero wala pa kaming natatanggap na tulong simulate sapul pa.”

Out of desperation, one seafarer was prompted to suggest: “Ipa-Tulfo na lang natin (OWWA),” referring to a popular radio/tv program where people lodge complaints and the anchor would try to resolve the complainants’ concerns.

It would be remembered that the $200 cash assistance is specifically designed as government support to seafarers displaced by the COVID-19 pandemic.

But thousands of seafarers, who are equally affected adversely by the disease, were upset they could not avail of the cash gift.

The simple plan of salvation is to accept that you are a sinner (Rom. 3:23), repent from your sins (Acts 17:30), and receive Jesus Christ as your Lord and personal Saviour (Rom. 10:13).

Sinner's Prayer:
“Dear Lord Jesus, I know that I am a sinner. I know that I need you. I believe that you died on the cross for me. Forgive me of my sins. Right now, I turn from my sins and open the door of my heart and life to you. I receive you as my Saviour, come into my life and save me. Thank you for what you did on the cross for me. Amen.”
