18 ‘fasting meet’ attendees test Covid-19+ve

ITANAGAR, Jul 14: Eighteen out of 23 people have tested positive for Covid-19 after a reported ‘fasting meet’ at a prayer centre in Papu Nallah, Naharlagun – a fortnight after the government decided to allow places of worship to open from 1 July onwards.
Following the sudden surge in cases, the district disaster management authority has issued a containment order on the centre in Papu Nallah, with instructions to put the inmates under home quarantine for a period of 14 days with immediate effect.
During the containment period, the DMO will collect samples of the primary and secondary contacts for Covid-19 tests after shifting all positive cases to the Covid care centre in Lekhi.
As per the order, no unauthorized person shall be allowed to enter or exit from the prayer centre church without prior approval from either the Itanagar capital region deputy commissioner or the DMO/DSO.
The DMO/DSO will carry out antigen/RT-PCRA TrueNat tests on all the inmates as per the SOP from time to time and instruct on the period of quarantine and other follow-up action to be taken.
The DMO will also deploy staff to oversee the immediate medical and other essential needs of the inmates of the prayer centre, as may be required, and also for thermal scanning, etc.
The building will also be sanitized soon.
“At present, the perimeter of the containment area will be the prayer centre church. No buffer zone has been created as the scale is reportedly localized within the prayer centre as per contact tracing,” the order read.
“However,” it said, “the perimeter will be expanded subject to subsequent findings and as shall be required.”
Violators of the order will be prosecuted under Section 51 (b) of the Disaster Management Act, 2005, and under Section 188 of the IPC.
On 30 June, the government had issued an order allowing opening of places of worship outside the containment zones in the state, with certain restrictions and operating procedures, including regular disinfection, provision of water, soap and sanitizer, maintenance of strict hygiene and social distancing norms within and outside the premises, using of facemasks, and arrangements for separate entry and exit points.
However, it is not known whether the protocols were being followed or not.
Reportedly, there are places of worship across the state that are housing devotees for prayer meets and functions and many are not heeding the advice of their family members to return home.
It is to be noted that the deputy commissioners are empowered to regulate or close any religious institution in order to control the spread of Covid-19 in Arunachal.
While the daily bulletin reported a Covid-10 positive case in Papu Nallah, it did not specify whether the case was from a prayer centre or not.

ITANAGAR, Jul 7: A 27-year-old lady police constable in the establishment branch of the capital SP office in Ganga tested positive for Covid-19 on Tuesday, sending alarm bells ringing and causing the SP office to be sealed.
The constable was reportedly suffering from fever for the last few days. She tested positive during a test.
DGP RP Upadhyaya informed this daily that the lady constable had no travel history.
“All the staffers working at the SP office will go for Covid-19 test on Wednesday, and after proper disinfection of the office building and campus, the office will be allowed to open,” he said.
As per information, around 80 staffers of the capital SP office will take the coronavirus test. The lady constable has been shifted to the Covid care centre.
A health worker at the TRIHMS and a businessman also tested positive for Covid-19 in the Itanagar capital region (ICR) on Tuesday. The health department has not released any update on their travel history, or on how they contracted the virus.
Two other Covid-19 positive cases were reported from the ICR. They are returnees from Uttar Pradesh and Kerala.
Namsai also reported a Covid-19 positive case in a returnee from Tamil Nadu.
The health department’s bulletin says that “all are asymptomatic and shifted to Covid care centres.”
Thirteen persons – 10 in Changlang and one each in Leparada, Namsai and West Kameng – have been released after they tested negative twice, and advised strict 14-day home quarantine.
Meanwhile, training for the medical team to carry out sero-surveillance by ELISA for frontline workers was held on Tuesday. The activity will start from Wednesday onwards, the health department said.

Edn dept issues clarification, AAPSU rejects it outright

ITANAGAR, Jul 3: The education department on Friday issued a clarification over the controversy surrounding the cabinet decision to include a panchayat leader along with two residents of the district concerned as part of the five-member selection board to conduct interviews for the recruitment of teachers under the Samagra Shiksha Abhiyan (SSA)/ISSE in the districts.
The decision has invited strong backlash in the state, with the All Arunachal Pradesh Students’ Union (AAPSU) criticizing the move and seeking its reversal.
Education Secretary Niharika Rai issued the clarification. She claimed that “there already are various committees at the district level which involve even MLAs as members, and the involvement of a panchayat leader in this case is a way to ensure decentralized participation in decision-making and fair selection.
“The panchayat leader will be more of a watchdog to ensure that the DC and the department select the right people as per the qualification criteria, and that the interview is fair. Even the 73rd Constitutional Amendment Act envisaged giving a more prominent role to the panchayats for decision-making,” Rai said.
The secretary said eminent members of the society would be there to ensure that the people of the locality concerned have a say in the selection of suitable teachers in the school of that area.
“Since SSA/ISSE teachers are selected for a district only and serve there only in their careers, district functionaries are best suited to make selections of teachers for their respective districts,” Rai said.
She said that, during the selection process, to be conducted in the districts by the committees headed by the DCs, “eighty percent weightage of marks is given to predetermined qualification and percentage of marks received by the applicant in his/her academic qualification, ie, in 10th, 12th, graduation, post-graduation, BEd/DElEd, APTET/CTET, etc.
“Only 20 percent weightage of marks is given to the interview, which is to be conducted by the DC along with the other committee members, and therefore it is not a major component,” said the secretary.
The AAPSU has outright rejected the clarification.
“The department must clearly outline that a PRI representative and two so-called respected citizens should not be in the interview board. They should be clearly not given any participatory member role. Instead of them, subject experts or any other government officials should be included, as is the normal practice,” said AAPSU general secretary Tobom Dai.
He added: “The department’s justification that 20 percent will not have any impact on the outcome of the whole selection process is beyond our understanding. Leave alone 20 percent, even 0.1 percent is a big game-changer in any competitive exam.”
The union termed the secretary’s clarification an eye-wash.
“Even if the department clarifies, nothing actually changes unless the revised guideline approved by the state cabinet is officially changed. This was a cabinet decision and it has to be rectified by the cabinet. The education secretary should not misguide the people on this issue,” said Dai.

114 primary contacts of two Covid-19 positive health workers traced out: DC

ITANAGAR, Jul 1: Itanagar Capital Region Deputy Commissioner Komkar Dulom has informed that all 114 primary contacts of the two frontline health workers who tested Covid-19 positive, have been traced out, of which results of 90 are negative. The rest of the results are awaited.
He also stated that the 78 secondary contacts of both have been traced out and swab collection of 58 persons has been taken till now.
The DC was addressing a press briefing which was held here on Wednesday, to clear the air with regards to the panic created after a health attendant and a storekeeper of the state quarantine facility (SQF) in Lekhi, in the capital region, tested positive for Covid-19 on Monday.
“Once all the results come out, further course of action would be taken on whether there is a need to declare containment zone or not,” the DC said and urged all to refrain from jumping into conclusions, which could create unnecessary misconceptions regarding community spread.
Urging all to refrain from sharing names of Covid-19 positive people on social media and stigmatising them or their families, the DC informed that strict action would be taken against those involved in sharing such information. He said that the Capital SP is strictly pursuing the matter.
Further, informing that the two health workers had contracted the virus without coming in direct contact with the positive patients, the DC stressed that “there are possibilities that SOPs were not properly followed.”
He advised all to mandatorily follow the basic SOPs like wearing masks, proper handwashing, maintaining health and hygiene and other precautionary measures, which will help contain the disease from spreading.
Also, present in the briefing was DMO Mandip Perme, who informed that the health department is ensuring all precautionary measures for those working in the Covid Care Centre.
The DMO also informed that it has been decided to use rapid antibody testing kits/Elisa for all health care workers and others working in SQC Lekhi for screening of Covid-19 infection in view of high-risk exposure of Covid-19 cases.
The DC further informed that owing to the shutting down of PTC facility quarantine to facilitate the restart of training of police personnel, the entry of returnees from outside the state has been suspended temporarily from 1 to 3 July except for emergency cases and exempted categories as per the MHA’s order.
“The registration of arrivals shall resume at the state quarantine centre, Lekhi from 4 July for paid quarantine centres at SQC Lekhi and hotels as per the new SOPs. Contact point of all arrivals shall be the check gate at Banderdewa and GoAP-issued ILP is must for entering the gates,” informed the DC.
He also informed that all returnees to Papum Pare district may use the portal http://covid19.itanagar smartcity.in/register/papumpare/ for advance registration for hassle-free movement through the Banderdewa check gate.
Four test positive, four recover
Four Covid-19 positive cases have been reported from the state, taking the total of active cases to 128.
Two who returned from Rajasthan and Kerala tested positive in Lower Siang, while the one from Namsai is a returnee from Tamil Nadu and shifted to CCC. The one in Capital region is a Madhya Pradesh returnee.
All the cases have been detected from FQ and all are asymptomatic, the health department said.
Meanwhile, three have recovered from the virus in Changlang and one in West Kameng. They have been released as they have tested negative in two consecutive samples as per SOP and advised for strict 14 days home quarantine and self-monitoring.
Changlang has 51 cases, Capital 41 followed by 14 in West Kameng.

PTC to be closed to returnees from 30 Jun

ITANAGAR, Jun 27: Itanagar Capital Region DC Komkar Dulom has issued an order stating that no returnee/inmate will be admitted into the police training centre (PTC) in Banderdewa from 30 June onwards.
The order comes following a decision taken during a meeting chaired by Home Minister Bamang Felix here on Saturday regarding winding up the quarantine centre at the PTC to facilitate restart of training of police personnel there.
The DC informed that entry of returnees from outside the state will be suspended from 1-3 July, except for emergency cases and for those in the exempted categories as per the MHA’s order.
Dulom urged the people to cooperate with the administration “as these arrangements are required to shift all logistics to the state quarantine centre (SQC) in Lekhi from the PTC, Banderdewa.”
He further informed that intra-state travel will be allowed unhindered.
The registration of arrivals will resume at the SQC from 4 July for paid quarantine at the SQC in Lekhi or at hotels, as per the new SOP, and the contact point of all arrivals will be the check gate at Banderdewa, informed the DC.
“Due to less arrival of returnees, the ferrying of inmates from Banderdewa to various interior districts by bus shall also be discontinued wef 1 July. The returnees shall be provided quarantine facilities in the capital region for initial quarantine period, to be followed by home quarantine in respective districts subsequently, as the case may be,” the order read. MoRTH approves fund for Ita-B’dewa highway
June 27, 2020
ITANAGAR, Jun 26: The ministry of road, transport & highways (MoRTH) has given financial sanction as well as administrative and technical approval for the remaining two packages of the Itanagar to Banderdewa four-lane highway project.
These are Package B, from the Jully trijunction (Papu Hapa) to Nirjuli, and Package C, from Nirjuli to Banderdewa.
For Package B, with a total length of 11 kms, Rs 496 crore has been sanctioned, while for Package C, Rs 437 crore has been sanctioned for 7.5 kms.
At present the work on Package A, from Chandranagar to the Jully trijunction, is in progress.
Informing about this, Highway Chief Engineer Kuru Sera said the four-lane road project from Hollongi to Banderdewa “is a very crucial infrastructure project for the state.”
He said even though the monsoon rains and the Covid-19 pandemic have created hindrances in the ex*****on of Package A, “the work is still progressing.”
Sera said that the much-delayed Potin to Pangin road project is also finally gathering pace.
“The 400-km Potin-Pangin Trans-Arunachal Highway was pending for quite a long time due to various reasons. Later, the MoRTH divided the whole stretch into nine packages for easy implementation. The agreement has already been signed for Packages 1, 2 and 4,” he said.
“For the other five packages, the letter of acceptance (LOA) has been issued and agreement will be signed as soon as performance guarantee is submitted,” the CE informed, adding that LOA has not been issued only for one package.
Highlighting the status of the East-West Industrial Corridor and the frontier highway road projects, the CE said the detailed project report for the Pasighat to Naharlagun stretch has been submitted to the government and survey is going on for the remaining section.
“This project will connect foothill areas of the state. Another road infrastructure project – the frontier highway – which will connect villages located along the international border, is being taken up. The MoRTH and the PWD highway are coordinating in the state. These two are pet projects of MoS (Independent) for Sports & Youth Affairs Kiren Rijiju,” Sera said.
He further said that work on the Pasighat-Pangin and the Pasighat-Yingkiong highway is nearing completion. However, he said Covid-19 has affected the progress of work in these two sections.

Increasing Siang river water poses threat to Mebo sub-division
June 25, 2020

PASIGHAT, Jun 24: The increasing water level of the mighty Siang River due to heavy downpour at the upper reaches is posing a serious threat to the entire Mebo sub-division on its left bank.
The rivers and perennial streams of the region, including Kadang, Ngopok, Sisar and Taro-Tamak are swelling due to torrential rain for the last few days which ultimately increased the water level of the Siang River.
Overflowing water of the Siang River, which breached a boulder bund at Sigar on Tuesday, is eroding community plantation on the left bank of the river. The erosion posed by the river is reaching closer to the Siagar school building and playground, besides the community burial ground.
The river water is also taking critical turns at Raling, Motum, Kiyit, Borguli, Seram, Kongkul, Namsing villages in its downstream.
Recurring flash floods caused by the Siang River in the last two years have left a trail of devastation at Serum, Kongkul and Mer-Gadum villages.
The East Siang district administration also issued an advisory on Tuesday and alerted the people of the district to refrain from venturing into the Siang for fishing, swimming and avoid collection of dripped-wood, trees and bamboos etc.
It also asked the people dwelling in low lying areas to stay alert.
On the other hand, overflowing water of Sille River in Ruksin circle eroded the right abutment of the Bailey bridge at Niglok and snapped road communication between Ruksin and Bilat areas.
The turbulent river flowing down from Mirem hill site also flooded Leku Jelom area of bordering Assam at the downstream.
Earlier too, surging river water had eroded the same portion of the Bailey bridge for three consecutive years.
During the visit of Ruksin ADC Kabit Apang to the area, Niglok Head Gaon Bura Talung Saroh appealed to the ADC to immediately restorate the bridge as it is very essential for medical emergencies.
Meanwhile, East Siang Deputy Commissioner Dr Kinny Singh directed the PWD Executive Engineer (EE) for immediate restoration.
After field visit, EE Tani Taki informed the DC that the approach road towards Niglok site has been completely damaged and it would take at least 10 to 15 days.
He has asked the Ruksin administration to issue travel advisory for the public not to use the MMR road till connectivity is restored.

15 NDRF personnel in capital region test Covid-19 positive

ITANAGAR, Jun 21: Fifteen National Disaster Response Force (NDRF) personnel have tested Covid-19 positive in the capital region, and have been shifted to the Covid care centre (CCC).
Reportedly, the first positive case was detected on 16 June. The person was symptomatic when his swab sample was collected on 15 June. He was among the personnel who had returned from West Bengal after concluding duties related to cyclone Amphan.
The Arunachal Times has learnt that, following the swab sample testing, the asymptomatic personnel were released after completing 14 days of quarantine, following the government’s 19 May order.
When a medical team stationed at the state quarantine facility in Lekhi visited the NDRF quarantine facility, it learned that none of the returnees had been tested.
Alarmed by the situation, the medical team collected swab samples from 25 NDRF personnel on 17 June. Out of these, 11 tested positive.
In the second batch, 80 swab samples were collected, out of which three more tested positive on 18 June.
Sources informed that so far nearly 150 swab samples have been collected from NDRF personnel and the results are awaited.
When contacted, an NDRF official denied the possibility of civilians getting infected by Covid-19 positive NDRF personnel.
The detailed information regarding the spike in the Covid-19 positive cases among the NDRF personnel was not initially reflected on the state’s surveillance portal.
One more person reportedly tested positive in the GREF cantonment area in Damsite, Naharlagun. He was shifted to the Lekhi CCC after confirmation.
It is learnt that the GREF personnel who have come from outside the state are not submitting to tests, going against the standard operating procedure (SOP) issued by the health secretary.
After the positive case was reported, a team of doctors visited the GREF cantonment in Damsite and put up a ‘containment zone’ poster there to caution the people in the vicinity.
The medical team’s action apparently irked the GREF authority, who shot a letter to the health secretary, stating that declaring the area as a containment zone would be detrimental to the organization.
Sources informed that there are returnees in the GREF cantonment who are yet to be tested. Among them is the GREF chief engineer’s daughter, who has a history of having travelled to Delhi, the sources said.
The health & family welfare department had issued an order on 19 May, stating that, as per the revised SOP, staffers of the central police and military forces and the Border Roads Task Force should be allowed to enter and bring labourers to the state for approved activities, such as road construction.
The health secretary had also stated that the “paramilitary establishment shall execute their own SOP for prevention of Covid-19 with 14 days’ mandatory quarantine in their own facilities.”
The order further stated that the government’s testing facility would be used only for testing those who develop symptoms of Covid-19 during the period of facility quarantine.
Meanwhile, four more persons have tested Covid-19 positive in the capital region, according to the health department.
All four are returnees – two from Assam, and one each from Uttar Pradesh and Madhya Pradesh. All of them have been shifted to the CCC.
On the other hand, six people have recovered from Covid-19 – four in East Siang district and two in the capital. They tested negative twice and have been advised 14 days’ home quarantine.

AAPSU WITHDRAWS PASIGHAT LOCKDOWN AFTER 'NEGATIVE' RESULTS OF CONTACTS

ITANAGAR, Jun 19: The All Arunachal Pradesh Students' Union (AAPSU) has called off the 12-day complete lockdown in Pasighat Municipal Corporation areas which it imposed earlier as a measure to contain the possible community transmission of Covid-19 in the township.
Through a press release on Friday, AAPSU said that the decision has been taken as the test results of the primary and secondary contacts came ‘negative’, thereby allaying fears of a possible community transmission of the virus in the township. The release said that the decision had been arrived after duly assessing all the on-ground measures taken by the East Siang District Administration and in-depth discussions on the scenario with the East Siang District Indigenous Covid-19 Warriors team and the union’s federal units i.e. All East Siang District Students’ Union (AESDSU) and others. Effectively, the lockdown has ceased to exist from 5 pm on Friday.
AAPSU while clarifying that it had to take the lockdown decision earlier due to escalating fears of community transmission, however suggested the District Administration to work in close coordination with all the stakeholders viz, students unions, CBOs and NGOs. It has also assured that AESDSU members shall continue to render voluntary services as Covid-19 volunteers whenever required.
The union has also urged all the District Administrations of the state to be more proactive in their Covid combat efforts, adding that any laxity will compel them to come up with similar initiatives in other districts as well.
Meanwhile, areas such as the RWD Office Complex near NCC office in Ward No. 6 and Kadu Complex at Jarkong under Ward No. 7 of the township have been sealed off by the DA as a precautionary measure. AAPSU PR

CM discusses ‘Unlock 2’ with stakeholders

‘Schools will not reopen before August’
ITANAGAR, Jun 18: Chief Minister Pema Khandu discussed issues such as reopening of schools and colleges, guidelines for the return of stranded people, hiring of labourers, quarantine facilities, sample testing, etc, with various stakeholders during a meeting here on Thursday, in view of the end of ‘Unlock 1’ on 30 June, when the state will slowly open up for normal activities.
This comes after Prime Minister Narendra Modi in a videoconference on Tuesday asked the states to prepare for ‘Unlock 2′.
During the meeting, which was attended by the leaders of all political parties, community-based organizations represented by the Arunachal Indigenous Tribes Forum, and members of the All Arunachal Pradesh Students’ Union, the CM sought suggestions for finalizing the standard operating procedure (SOP) post 30 June.
Most of the participants emphasized that ‘the war’ is not over and the government still needs to approach with caution the matter of opening up normal activities.
Khandu gave assurance that all the suggestions offered by the participants would be considered while finalizing the SOP for Unlock 2.
The CM informed that about 14,000 stranded people have returned to the state.
“They were put under institutional quarantine, and sent for home quarantine only when they tested negative for two consecutive times, as per the prevailing SOP,” he said.
The CM said a timeline would be given for the people who are outside the state to return, “probably by 30 June.”
“Those returning after the timeline will have to bear the minimum cost of institutional quarantine. However, the state government will continue to bear the expenses of the swab tests.
At the moment, all expenses, for both institutional quarantine and tests, are being borne by the state government,” Khandu said, adding that the five-day mandatory institutional quarantine, followed by RT-PCR test of swab samples twice, would be applicable to all returnees, including government officials of all ranks.
The chief minister further said that providers of essential services such as telecom, power, healthcare, etc, along with technicians and labourers hired for essential services will also need to follow the SOP.
“As far as reopening of schools is concerned,” Khandu said, “schools will not reopen before August. The government will take a review on prevailing conditions in July and decide after receiving guidelines from the human resources ministry. Colleges under Rajiv Gandhi University will reopen as per directives of the University Grants Commission.”
He said the pandemic has made the state government realize the significance of a robust healthcare system and the importance of self-sufficiency. “We as ‘Team Arunachal’ are committed to seriously work in these two sectors,” he said.

At least 20 army personnel killed in Ladakh face-off
June 17, 2020
As reported, on Jun 16 a total of 20 Indian Army personnel were killed during a violent clash with Chinese troops in eastern Ladakh’s Galwan Valley on Monday night, escalating the already volatile border standoff between the two sides, an army statement said Tuesday.
Initially, the army said one officer and two soldiers were killed. Later in the night, an army statement said 17 more soldiers who “were critically injured in the line of duty at the stand off location and exposed to sub-zero temperatures in the high-altitude terrain have succumbed to their injuries, taking the total that were killed in action to 20.”
“Indian and Chinese troops have disengaged at the Galwan area where they had earlier clashed on the night of 15/16 June 2020,” it said, adding that the “Indian Army is firmly committed to protect the territorial integrity and sovereignty of the nation.”
Multiple sources in government and military establishments told PTI that the fierce clashes continued for several hours.
The sources said the Chinese side also suffered “proportionate casualties,” but chose not to speculate on the numbers.
Defence Minister Rajnath Singh briefed Prime Minister Narendra Modi about last night’s clash, as well the overall situation in eastern Ladakh after he held a high-level meeting with External Affairs Minister S Jaishankar, Chief of Defence Staff Gen Bipin Rawat and the three service chiefs.
According to a senior military officer, it is the first incident involving the casualty of an Indian soldier in a violent clash with the Chinese Army after 1975 when four Indian soldiers were killed in an ambush at Tulung La in Arunachal.
Military sources said the two armies held major general-level talks at the site of the clash.
“During the de-escalation process underway in Galwan Valley, a violent face-off took place on Monday night with casualties. The loss of lives on the Indian side includes an officer and two soldiers,” the Army said in a brief statement.
“Senior military officials of the two sides are currently meeting at the venue to defuse the situation,” it said. (PTI)
