SSS marks 63rd anniversary, to launch ‘ExpreSSS’ services

The Social Security System (SSS), on September 1, 2020, will commemorate its 63rd founding anniversary with the theme "SSS@63: Responding to the Times through Express Services."

In celebration of its anniversary, SSS will hold month-long online activities through its page and YouTube channel, starting with the release of its anniversary video at 11:00 a.m. on Tuesday, followed by the launching of "ExpreSSS," which is the highlight of the celebration.

SSS President and CEO Aurora C. Ignacio said the ExpreSSS features enhanced SSS online services that aim to provide members, employers, pensioners, beneficiaries, and the public with a simple, faster, and more convenient means of registration, filing of benefits and loans, and other transactions.

"ExpreSSS is a product of our continuous digital transformation efforts over the years, which is also aligned with the call of Finance Secretary and Social Security Commission Chairman Carlos Dominguez III to expand the use of digital technologies for the prompt delivery of our services," Ignacio said.

She added that the initiative advances the SSS' compliance with the Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 and will help ensure the continuous and efficient delivery of SSS services amid the coronavirus disease 2019 (COVID-19) pandemic.

Following the first day of the month-long celebration, the SSS will run an information drive about the ExpreSSS services from September 2 to 30. Weekly uSSSap Tayo live episodes will be streamed on the SSS page. At the same time, webinars will be conducted thrice a week. Registration links for webinars will be posted on the SSS page.

Webinar topics for the first and third weeks will focus on online services such as loan and SS number applications, Payment Reference Number Generation, Employment Report (R-1A) Form submission, Sickness Notification, Maternity Notification, and Sickness Benefit Reimbursement Applications.

For the second and fourth weeks, topics will be about online benefit applications for Unemployment, Retirement, and Funeral; and online enrollment of disbursement accounts.

"We encourage our members and their beneficiaries, pensioners, covered-employers, and the public to participate in these activities to keep themselves in the loop as we continuously strive to bring our services closer to them via online services," Ignacio concluded.

Under Presidential Proclamation No. 682, s. 2004, signed by the then President Gloria Macapagal-Arroyo, every month of September since 2004 shall be known as "Social Security Month."

The proclamation aims to address the need to stimulate public awareness on matters involving social security protection, encourage Filipinos to take personal responsibility in uplifting their economic and social conditions through active membership in the SSS, and highlight the role of the SSS in developing and promoting a viable, universal and equitable social security protection scheme through world-class service.

For this cause, every month of September, the SSS intensifies its efforts to promote the importance of SSS membership and publicize the programs and benefits it offers and its role in nation-building.

SSS sets new guidelines for the online filing of retirement benefit claims via My.SSS

The Social Security System (SSS) has set new guidelines for the online filing of retirement claim applications (RCAs) to allow more members to benefit safely and conveniently.

The state-run pension fund issued SSS Circular No. 2020 - 018 signed by SSS President and CEO Aurora C. Ignacio, which expanded the coverage of the online RCA submission option using the My.SSS web portal at www.sss.gov.ph and increased the bank options for the disbursement of retirement benefits.

"Our goal through this initiative, along with other digital transformation efforts of the SSS, is to improve the delivery of our services to our stakeholders by making them more accessible through the use of technology. Moreover, we see digital technology as an essential tool during and beyond this COVID-19 pandemic," Ignacio said.

Under the new guidelines, employee-members who are at least 60 to 64 years old and separated from employment, except for underground/surface mineworkers and racehorse jockeys, may now submit their RCAs online.

Also, members who are at least 65 years old and already submit their RCAs online effective September 2015, and Overseas Filipino Worker and voluntary members who are at least 60 years old since December 2018 are qualified under the new guidelines.

Members must be registered at the My.SSS web portal on the SSS website and must have an enrolled disbursement account with the SSS through the Bank Enrollment Module (BEM).

Both online services may be accessed under the E-services tab upon logging in at the said web portal.

To qualify for the online submission of RCAs, a member must have at least 120 monthly contributions before the semester of the month of submission of the claim, for monthly pension, or at least one monthly contribution, for lump sum benefit; has an SS number that is not canceled; has no outstanding Stock Investment, Privatization, Educational or Vocational Technology loan balance; has no dependent child/children; is not an underground/surface mineworker or racehorse jockey; and not a self-employed member below 65 years old.

Online applications of employee-members, at least 60 to 64 years old, with contributions before or up to​ the month of retirement must be certified by their latest employer through the employer's My.SSS web account. Otherwise, the RCA will not be processed without the certification of the employer.

On the other hand, members who have worked as an underground/surface mineworker for at least five years, whose optional retirement age is at 50 years old effective 27 April 2016; members who have worked as a racehorse jockey for at least five years, whose retirement age is at 55 years old effective 24 May 2016; and self-employed members below 65 years old must submit their retirement benefit application at SSS branches because they need to present or submit additional documents for their claims.

Members who are not qualified to submit their RCAs online and those who were required to submit additional documents may schedule an appointment with any SSS branch of their choice to submit their claims. They may access the online appointment system under the member info tab upon logging in to their respective My.SSS web accounts.

The SSS will pay retirement benefit claims through the member's Unified Multi-Purpose Identification (UMID) Card enrolled as an ATM card. In its absence, it will be released through their preferred disbursement channel enrolled in the BEM, which includes Philippine Electronic Fund Transfer System and Operations Network (PESONet) participating banks, Union Bank of the Philippines Quick Card, electronic wallets, and remittance transfer companies/cash payout outlets.

PhilHealth mulls releasing 2nd wave of financial support to Covid-19
hospitals

The Philippine Health Insurance Corporation (PhilHealth) is seriously considering the release of a second tranche of its Interim Reimbursement Mechanism (IRM) or emergency cash advance to help hospitals with needed liquidity so that they can respond better to the increasing Covid-19 patients.

The Agency said it will review each hospital’s utilization of the first IRM tranche, and will ask them to start liquidating the said funds to be eligible for the second tranche.

The second wave of IRM funds will be made available to Covid-19 hospitals specifically those in high concentration areas such as the National Capital Region, Regions III, IV and VII where bed capacity either reached full capacity or in critical levels as corona virusi nfections increase due to the easing of quarantine policies. However, overall nationwide total Covid 19 admissions was only a little over 50% with most admissions in Level 3 or apex referral hospitals.

For the second wave of IRM, the state agency said that it will provide concerned hospitals with cash advance equivalent to three months’ worth of their claims based on their 2019 claims data.

To date, PhilHealth already released a total of P14.7 billion to 681 hospitals nationwide under its first wave, P7.6 billion or 52% of which went to private institutions. Of this, almost P4.2 Billion or 29% was released to NCR, followed by PRO IV-A (Calabarzon) at P1.2 billion or 8%, and PRO III-A (Central Luzon) at P1.1 billion or 7%.

PhilHealth assured the public that its funds are adequate and available to ensure that all patients, whether of Covid-19 or not, adequate care when needed without experiencing financial difficulty as mandated by the Universal Health Care Law. # # #

Pag-IBIG Fund offers promo rates on home loans to boost economy

Top officials of Pag-IBIG Fund announced on Thursday (July 09) that they are offering promo rates on their home loans of as low as 4.985 percent per annum until the end of the year, in a move to help members acquire homes and help boost the national economy amid the pandemic.

The agency is offering special low rates of 4.985 percent per annum under a 1-year repricing period and 5.375 percent per annum under a 3-year repricing period. These are its lowest-ever rates under its Regular Housing Loan program, and are available to members getting new home loans until the end of 2020 only.

These further reduced the agency’s previous rates, already pegged at a low 5.375 percent per annum for the 1-year repricing and 6.375 percent per annum for the 3-year repricing period. Meanwhile, interest rates for its Affordable Housing Program, available for low and minimum-wage earners, remain at its lowest with a subsidized home loan interest rate of 3 percent per annum.

“By offering these special rates to our members, we are spurring economic activity in the housing industry, which has a ripple effect on the national economy. This is a win-win situation because our members get to take advantage of these home loan rates, while their purchase of their homes will help generate more jobs to help get our economy back on track. This then, is our contribution to our nation’s journey to recovery, as led by President Duterte,” said Secretary Eduardo D. del Rosario of the Department of Human Settlements and Urban Development (DHSUD) and Chairman of the 11-member Pag-IBIG Fund Board of Trustees.

With the Pag-IBIG Board’s approval of the promo rates on July 9, Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy P. Moti said that the special rates shall take effect immediately and shall be enjoyed by incoming home loan borrowers until December 29, 2020

“We review our rates regularly and have never repriced it upward under the Duterte administration. Our ever-improving quality of portfolio has allowed us to keep the rates low under our Risk-Based Pricing Model. But this time, we are offering something special. In consideration of the impact of the pandemic on the livelihood of our members, we reduced our home loan rates by as much 100 basis points for the next six months because we want to help members who are thinking of buying a home to take advantage of our lower-than-lowest rates. Even amid the pandemic, now is the best time to buy a home with a Pag-IBIG Housing Loan” Moti said.

The Unified Multi-Purpose Identification (UMID) Consortium of the Government Service Insurance System (GSIS), Philippine Health Insurance Corporation (PhilHealth), Philippine Statistics Authority (PSA), and Social Security System (SSS) would like to inform the public that the processing of UMID cards is experiencing delays due to the malfunctioning of the Central Verification System (CVS).

More specifically, the CVS has been experiencing intermittent downtime since August last year. Its system’s “biometric uniqueness match operation” has also stopped working. As a result, all UMID card applications submitted to GSIS and SSS from October 2019 to March 2020 could not be properly processed and released pending resolution of this technical problem.

The Philippine Statistics Authority (PSA), which is the administrator of the CVS, is coordinating with the technical provider to fix the problem. Once the problem is resolved, the UMID card applications of affected GSIS and SSS members/pensioners shall be processed on a “first-in, first-out” basis.

As an interim measure, SSS will accept the acknowledgment stub or the online transaction number as proof of UMID card application when transacting in their branches or online. On the part of GSIS, the System will issue temporary eCards that will allow their members to receive their loan proceeds, pension and other benefits.

The UMID Consortium sincerely apologizes for this inconvenient delay in the processing of UMID cards. Rest assured that we are exerting all efforts to address the problem.

Checkless payment of funeral benefit claims starts now, says SSS

The Social Security System (SSS) has started paying funeral benefit claims through the banks and other alternative payment channels as the pension fund shift its transactions online.

Effective June 22, 2020, Social Security funeral benefits will no longer be released through checks in an effort of the Social Security System to go digital and decongest or limit walk-in transactions for the safety of the members and SSS employees well.

SSS President and CEO Aurora C. Ignacio said the SSS funeral benefit is a cash benefit granted to anyone who paid the funeral expenses of a deceased member. The release of the benefit will now either through ​Philippine Electronic Fund Transfer System and Operations Network ​(PESONet) participating banks, e-wallets​, ​e.g., PayMaya, or Remittance Transfer Companies (RTCs)/Cash Payout Outlets (CPOs), in addition to the earlier launched mode of payment via Unified Multi-Purpose Identification (UMID) cards enrolled as an ATM card.

"Upon the filing of their funeral claim applications, claimants who are also SSS members must enroll a disbursement account in the SSS' Bank Enrollment Module (BEM), if they do not have a UMID-ATM," Ignacio said.

To access the BEM, members must log in to their My.SSS account at the SSS website, www.sss.gov.ph, and proceed to the E-services tab then click Bank Enrollment.

Members must select their preferred PESONet participating bank, e-wallet, or RTC/CPO. They must supply their bank account number to enroll their bank account or their mobile number for e-wallets or RTCs/CPOs.

The complete list of PESONet participating banks and electronic money issuers (including e-wallets) is available under the "ACH Participants" section of the Payments and Settlements tab of the Bangko Sentral ng Pilipinas website at www.bsp.gov.ph. Aside from banks and e-wallets, the DBP Cash Padala Thru M Lhuillier, an RTC/CPO, may also be selected in the BEM.

SSS reminds its members that the entry of their bank account numbers must be a continuous string of numbers without any dashes or non-numeric characters. Meanwhile, mobile numbers must also follow the same format, e.g., 09171234567 or 09181234567.

"Claimants who are non-SSS members must present and submit a copy of their disbursement account together with their funeral claim application and other documentary requirements," Ignacio said.

To receive the benefit payment through PESONet participating banks, non-SSS member claimants must present the original copy and submit the photocopy of any of the following: passbook, ATM card with the name of the claimant and account number, validated initial deposit slip, or a bank certificate or statement issued within three months before the filing of the claim with the name of the claimant and account number.

If they opt to receive the benefit through e-wallets or RTCs/CPOs, claimants must provide their mobile numbers.

"The disbursement of funeral claims through banks and alternative payment channels allows SSS beneficiaries to conveniently receive the benefit without having to wait for checks, picking them up at the SSS branch where they filed their claims, and going to the bank to encash them," Ignacio said.

Funeral claims encoded in the SSS' funeral system as of June 22, 2020, will still be paid through checks. However, if it is not yet encoded in the said system, the SSS branch will inform the claimant ​to enroll a disbursement account in the BEM or provide the corresponding documentary requirement for his/her disbursement account.
