ARMY DISMISSES TWO SOLDIERS OVER KILLING OF ISLAMIC CLERIC IN YOBE ... soldiers to face civil prosecution

The Nigerian Army(NA) has dismissed from service, two soldiers, Lance Corporal John Gabriel and Lance Corporal Adamu Gideon, allegedly involved in the killing of an Islamic cleric, Sheik Goni Gashua Aisami in Yobe state. The soldiers were dismissed after facing trial at the Headquarters 241 Recce Battalion, Nguru on Saturday 27 August 2022, having been indicted in a report of a Board of Inquiry set up to investigate the unfortunate incident.
Both soldiers were charged and summarily tried for Failure to perform military duties and Conduct prejudice to service discipline, punishable under Section 62(a) of Armed Forces Act CAP A20 and Section 103(1) of Armed Forces Act CAP A20 Laws of the Federal Republic of Nigeria 2004. Both of them were found guilty and awarded reduction of rank from Lance Corporal to Private and Dismissed Regiments.

The two dismissed soldiers will be officially handed over to the Nigeria Police, Yobe State Command in Damaturu for civil prosecution in the court of law.

It could be recalled that the NA had pledged to institute a Board of Inquiry to unravel the circumstances surrounding the incident and speedily bring the suspects to justice, if indicted.

₦31 Million Cash Stolen By Unknown Persons At Katsina Government House

Katsina State government has confirmed the stealing of some monies by some unknown persons at the account section of the Government House.

The Director-General (Media) Alhaji Al-Amin Isa who confirmed the theft in an interview with newsmen, said he could not disclose the amount stolen.

He however maintained that some of the suspects were in police custody and investigations are ongoing.

It could be recalled that this is the second time such an incident is happening at the Katsina Government house and a few weeks ago after another cashier was attacked losing over N60 million.

Police Apprehend Three INEC Officers for Creating Illegal PVC Registration Unit in Church Hall in Lagos

Officers of the Ijeshatedo police station have apprehended three Independent National Electoral Commission (INEC) staff for conspiring with a parish priest of St Brigigs Catholic Church, Ijeshatedo, Lagos, to create an illegal permanent voter’s card registration unit in the church auditorium for members.

The INEC staff including Mrs Rita, Mr Ikechukwu Izuchukwu and Miss Agbokhna Ebigun, were arrested following a complaint by the Chairman, Residents Association, Raji Azeem, to the police about ploys by the church to disenfranchise some members of the public.

According to Azeem, residents have waited to no avail at the INEC recognised registration centre only to discover that electoral officers have been camped at Catholic Church hall attending to members of the church.

He said, “The INEC registration officers, according to INEC provision should be stationed at 9A, Imam Thanni but this was not to be. We have been here awaiting their arrival but when we discovered that they were not forthcoming, we were worried.

Only for us to discover that they have been camped at the St Brigigs Catholic Church auditorium on the influence of the parish priest registering only members of the church while we were in the queue waiting. It was a deliberate attempt to disenfranchise us.

The House 9A Imam Thanni registration centre has remained a constant polling unit since 1983. But the priest decided to play the religious cards by inducing the electoral officers to register only his church members.

The church members have been around since 5am but we were unaware of their plan until we busted them in action and handed them over to the police at the Ijeshatedo police station. The arrested INEC officers have been crying and begging for their misdeeds.

But they were granted bail by the IPO, Inspector Shola so that they can continue with the registration. He instructed them to return after the exercise and that they should discontinue the exercise at the church hall and move to the venue approved by INEC.”

Another resident, Omolabake Ishola, said the news that political thugs invaded the venue of the registration exercise is false. According to her, the media platforms are deliberately distorting the truth of the matter.

According to her, “There were no thugs at the registering venue contrary to what is being reported by some media houses. The fact of the matter is that the INEC officers have been compromised and they decided to register only members of the Catholic Church while other residents were left out.

We have been around since 8 am only to discover that INEC officers are at the church hall registering church members. This isn’t fair enough. From what we heard, the Parishioner had announced that he had made arrangements for the electoral officers to come to the church hall to register all members. But we should ask ourselves, is there a registration centre at the church hall? We have to be truthful with ourselves.”

Confirming the arrest of the three INEC staff, the Spokesman of the Lagos state police command, SP Benjamin Hundeyin said they were found within the church premises registering members.

He said, “The INEC officials were assigned to Imam Thanni Street by House 9A for today’s exercise. They were, however, found within the church premises. Residents raised concerns and informed the police. The DPO Ijeshatedo swung into action and brought the INEC officials to the station.”

Nigerian Soldiers Vow To Go On Strike Soon, Accuse Buhari Of Failing To Address Corruption Among Top Army Officers

Some aggrieved personnel of the Nigerian Army have accused President Muhammadu Buhari of failing to check corruption and financial mismanagement among some top military officers while soldiers continue to cry on a daily basis.

The soldiers in an open letter to the President accused top army officers of corruption and extortion.

Copied in the letter titled “Petition Against Nigeria Army Finance Corps” are the Vice President of Nigeria, Senate President, 36 state governors, National Security Adviser, traditional rulers, the Chief of Defence Staff and the Chief of Army Staff.

The soldiers said despite their numerous complaints, nobody is saying anything about their unpaid allowances by the military finance corps.

The letter read, “We want to start by saying that it is a shame on General Muhammadu Buhari for failing to address the financial mismanagement of Nigerian soldiers while they continue to cry on the (sic) daily basis.

“Soldiers of the Nigerian Army have complained severally (sic) how their money is being short pay (sic) by the Army Finance and nobody is saying anything about it.

“Nigerian soldiers have complained severally (sic) how they have been given 20% of the 100% allowance which was signed into law by the President Buhari since (sic) 2017 which is known as MAFA. No one is saying anything and the President is not interested to follow up or investigating (sic) the matter.

“The salary of our soldiers is being paid through POS, phone transfer in connection with banks by the army finance department. Our soldiers have been crying but no one is saying anything.

Our Soldiers continue to buy their uniforms themselves and every other kit needed to protect the people and the nation. No uniform allowance, no boot allowance, and nobody are (sic) saying anything.

“The soldiers we don't see as anything are the ones that are keeping this country moving. They are using their lives as a wages (sic) between Nigerians and our adversaries.

“When these boys will strike, they won't be able to enjoy all the money they are stealing and hiding for (sic) their children. When they will strike, running to another country will be too late for us. When they will strike, they (sic) won't be room for amendment.

“Pay our soldiers their money in full and do it now. Army finance should not have anything to do with our soldiers’ salaries and allowance"

Former acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, has been promoted to the rank of Assistant Inspector General of Police, the Police Service Commission said on Monday.

“The eight Commissioners of Police promoted to AIGs were; CP Mustafa Magu Ibrahim who is the most senior in the CP cadre and who missed the last two promotions after returning to the Police; Abraham Egong Ayim; Okunlola Kola Kamaldeen; Andrew Amieengheme; Akeera Mohammed Younous; Celestine Amechi Elumelu; Ngozi Vivian Onadeko and Danladi Bitrus Lalas (Airwing),” a statement signed by PSC spokesperson Ikechukwu Ani said.

Operatives of the Economic and Financial Crimes Commission, EFCC, on Monday, May 16, 2022 arrested serving Accountant General of the Federation, Mr. Ahmed Idris in connection with diversion of funds and money laundering activities to the tune of N80billion (Eighty Billion Naira) only.

The Commission’s verified intelligence showed that the AGF raked off the funds through bogus consultancies and other illegal activities using proxies, family members and close associates.

81 DIVISION NIGERIAN ARMY OPERATION CHECKMATE ARRESTS IMPOSTORS IN LAGOS AND OGUN STATES

The 81 Division Nigerian Army Military Police Personnel have arrested over 12 suspected impostors fully dressed in military camouflage uniforms portraying the Nigerian Army in bad light during OPERATION CHECKMATE within Lagos and Ogun States.

The General Officer Commanding (GOC) 81 Division Nigerian Army (NA) Major General Umar Thama Musa in a press briefing dispelled the unfounded narrative that all illicit acts committed by persons dressed in military uniforms are always military personnel. He noted that person displaying military banners and accoutrement such as belts and stickers on vehicles and driving commercial vehicle in military uniform as well as driving civil vehicle painted in Army colour are most often not personnel of the Nigerian Army. He said in an effort to curtail this ugly trend, the Division has heightened the activities of OPERATION CHECKMATE to ensure regular arrest of impostors and offenders within the Division area of responsibility. The GOC disclosed that over 150 impostors have been arrested from January last year till date.

Major General Musa during the parade of the suspected impostors explained that preliminary investigation revealed that some of suspects specialized in mounting road block along Ajah road to extort money from motorist as well as indulge in other illegal duties while dressed in Nigerian Army Camouflage uniform. Similarly, the GOC said there are some arrested fully dressed in military uniform who were caught along the Ilaro Border area of Ogun State where they carry out smuggling of rice and other contrabands.

The GOC said the arrested impostors would be handed over the Nigerian Police for further action. He therefore urged members of the public to desist from wearing military uniform and T- Shirts, display of military Banners, Belts and stickers on vehicles as well as driving of civil vehicles painted in Army colour. He further implored members of the public to continue to support the Division’s OPERATION CHECKMATE by providing information to the nearest Nigerian Army Formations or Units as part of efforts to rid Lagos and Ogun States off criminal elements who are bent on tarnishing the highly revered image of the NA. Deploys Heavily Armed Tactical Squads, UAVs

The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, fdc, today patrolled the entire 163km stretch of the Abuja-Kaduna expressway for hands-on assessment of the security challenges and to personally supervise the operational deployment of officers drawn from the Police tactical squads to ensure the safety of travellers along the route.

In the course of the patrol, the IGP mapped out some salient and strategic points along the express which were immediately fortified with the deployment of operatives drawn from the Police Mobile Force (PMF), Counter Terrorism Unit (CTU), Special Forces (SF), Intelligence Response Team (IRT), the Special Tactical Squad (STS), as well as airwing operatives in charge of unmanned aerial vehicles of the Nigeria Police Force.

During the patrol, IGP Alkali equally visited personnel of the Armed Forces and Police deployed at Rijana to secure technical crew of the Nigeria Railway Corporation undertaking repair works at the damaged train coaches and rail line in the axis, to boost their morale and assess the state of their post.

Police Rescue App Gets Over 10,000 Fake Alerts In Four Days

The Nigeria Police ‘Rescue Me App’ has received over 10,000 fake emergency alerts in four days.

This is according to the Acting Force Public Relations Officer, CSP Olumuyiwa Adejobi, in a tweet via his Twitter handle on Wednesday.

The Rescue Me App was launched by the police to help citizens in distress to report crimes in their neighbourhoods, with direct access to police helplines.

In his tweet, Adejobi noted that the fake emergency alerts by some citizens prank testing the service had resulted in heavy traffic on the system.

He urged Nigerians to only use the service when in genuine need for the police to be able to help those who are in an emergency.

Nnamdi Kanu Denied Being An IPOB Member –FG’s Lawyer

Shuaib Labaran, the lead counsel to the Federal Government on the trial of the leader of the proscribed Indigenous People of Biafra, Nnamdi Kanu, has said he (Kanu) denied membership of IPOB.

The Federal Government has laid charges of treason against Nnamdi Kanu, including 15 fresh charges which were filed on Monday.

Kanu has pleaded not guilty to all the charges against him.

Speaking with journalists outside the court, Labaran said, Kanu “vehemently” denied being an IPOB member.

The Federal Government has finally declared bandits as terrorists.

The declaration is contained in a gazette proscribing their existence and restraining any person or group of persons from participating in activities of bandit groups.

This follows weeks of footdragging, after Justice Taiwo Taiwo of the Federal High Court in Abuja, granted an ex parte application for Yan Bindiga (Hausa word for gunmen) and Yan Ta’adda (Hausa word for terrorists) to be declared as terrorists

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN), has now gazetted the court judgement.

States in the North-West geopolitical zone including Kaduna, Zamfara, Sokoto and Katsina have been ravaged by banditry in the last year.

N2.1Bn Pension Scam: Maina to Spend 8 Years in Prison, Court Rules

Justice Okon Abang of the Federal High Court Abuja, today, November 8, 2021 convicted former chairman of the Pension Reform Task Team (PRTT) Abdulrasheed Maina on charges of money laundering brought against by the Economic and Financial Crimes Commission, EFCC and sentenced him to eight years imprisonment.

EFCC Arrests Obi Cubana For Money Laundering, Tax Fraud

Popular socialite and businessman, Obinna Iyiegbu, aka Obi Cubana, has been arrested by the Economic and Financial Crimes Commission for money laundering.

According to PUNCH, the Anambra-born club owner, who arrived the headquarters of the EFCC at Jabi, Abuja, at about noon on Monday, is currently being interrogated by operatives of the commission.

Though allegations against the socialite were sketchy as of press time, a source disclosed that his case borders on alleged money laundering and tax fraud.

The source said, “Obi Cubana was arrested and brought to the EFCC headquarters on Monday afternoon over allegations of money laundering and tax fraud. He is being grilled by detectives as we speak.”

The EFCC spokesman, Wilson Uwujaren, said he has yet to be briefed on the development.

All qualified teachers in primary schools across Borno State will soon begin to enjoy N30,000 minimum wage, as against current situation in which some number of teachers receive as low as N11,000 due to activities of ghost teachers, Governor Babagana Umara Zulum has said.

Zulum stated this on Monday, at the Government House in Maiduguri, while inaugurating reconstituted board of the Borno State Universal Basic Education Board, which got a new Executive Chairman, permanent and non-permanent members. The reconstitution was necessitated by expiration of tenures served by former members of the UBE board.

The reconstituted board has Professor Bulama Kagu as the Executive Chairman, Hon. Abubakar Mai Deribe as permanent member, 1; Alhaji Sadiq Abdallah as permanent member, 2 and Habu Daja Aliyu as permanent member, 3 alongside representatives of stakeholder ministries.

“One major issue in Borno’s primary education system today is the welfare of teachers. It is pathetic that there are teachers who are still collecting between N13,000 and N11,000. I want to assure, that despite economic challenges, we are working to ensure that every qualified teacher in Borno State earns minimum of N30,000 which is the national minimum wage” Zulum said.

The Governor also said, a number of unqualified teachers identified during assessments, who are trainable, will be sent for professional teachers training, to acquire skills and methodologies than can help them teach effectively.

He however noted that those that are not trainable will be transferred to other departments as non-academic staffs in schools.

Zulum ruled out retrenchment including those of untrainable teachers, so as not to increase an already high unemployment rate, with social implications.

… Inaugurates New Audit Commission Board

In another development, Governor Zulum at the same event, also inaugurated the Chairman and members of a newly established Borno State Audit Service Commission.

The Board is headed by Alhaji Ibrahim Mohammed Lawalam with Auditor General of the State, Auditor General for Local Government, Alhaji Mohammed Kauji, Zannah Lawan Mustapha and Zannah Dalatu Shettima Kullima as members.

The Governor noted that the commission was established to sanitize governance process from all forms of financial indiscipline and ensure adherence to all financial regulations and extant laws for effective management of public resources.

AT OFFICIAL LAUNCH OF eNAIRA, PRESIDENT BUHARI SAYS DIGITAL CURRENCY WILL BOOST NIGERIA'S GDP BY $29BILLION IN 10 YEARS

The adoption of the Central Bank Digital Currency (CBDC) and its underlying technology, called block chain, can increase Nigeria’s GDP by $29billion over the next 10 years, President Muhammadu Buhari said Monday in Abuja at the official launch of the eNaira.

The President also declared that the introduction of the eNaira would enable the government to send direct payments to citizens eligible for specific welfare programmes as well as foster cross border trade.

President Buhari said that alongside digital innovations, CBDCs can foster economic growth through better economic activities, increase remittances, improve financial inclusion and make monetary policy more effective.

''Let me note that aside from the global trend to create Digital Currencies, we believe that there are Nigeria-specific benefits that cut across different sectors of, and concerns of the economy.

''The use of CBDCs can help move many more people and businesses from the informal into the formal sector, thereby increasing the tax base of the country,'' he said.

The President said with the launch of eNaira, Nigeria has become the first country in Africa, and one of the first in the world to introduce a Digital Currency to her citizens.

He commended the Governor of the Central Bank, Godwin Emefiele, his deputies and the entire team of staff who worked tirelessly to make the launch of Africa's first digital currency a reality.

The President, who assured Nigerians of the safety and scalability of the CBDC system, said the journey to create a digital currency for Nigeria began sometime in 2017.

''Work intensified over the past several months with several brainstorming exercises, deployment of technical partners and advisers, collaboration with the Ministries of Communication and Digital Economy and its sister agencies like the Nigerian Communications Commission (NCC), integration of banking software across the country and painstaking tests to ensure the robustness, safety and scalability of the CBDC System, '' he said.

The President also used the occasion of the unveiling of the eNaira to painstakingly explain to Nigerians why he approved the use of the digital currency.

''In recent times, the use of physical cash in conducting business and making payments has been on the decline. This trend has been exacerbated by the onset of the COVID-19 pandemic and the resurgence of a new Digital Economy.

''Alongside these developments, businesses, households, and other economic agents have sought for new means of making payments in the new circumstances.

''The absence of a swift and effective solution to these requirements, as well as fears that Central Banks’ actions sometimes lead to hyperinflation created the space for non-government entities to establish new forms of “private currencies” that seemed to have gained popularity and acceptance across the world, including here in Nigeria.

''In response to these developments, an overwhelming majority of Central Banks across the world have started to consider issuing digital currencies in order to cater for businesses and households seeking faster, safer, easier and cheaper means of payments.

''A handful of countries including China, Bahamas, and Cambodia have already issued their own CBDCs.

''A 2021 survey of Central Banks around the world by the Bank for International Settlements (BIS) found that almost 90 per cent are actively researching the potential for CBDCs, 60 percent were experimenting with the technology and 14 per cent were deploying pilot projects.

''Needless to add, close monitoring and close supervision will be necessary in the early stages of implementation to study the effect of eNaira on the economy as a whole.

''It is on the basis of this that the Central Bank of Nigeria (CBN) sought and received my approval to explore issuing Nigeria’s own Central Bank Digital Currency, named the eNaira,’’ he said.

Equally, the Nigerian leader noted that his approval was also underpinned by the fact that the CBN has been a leading innovator ‘‘in the form of money they produce, and in the payment services they deploy for efficient transactions.’’

He noted that Nigeria’s apex bank has invested heavily in creating a Payment System that is ranked in the top ten in the world and certainly the best in Africa.

''This payment system now provides high‐value and time‐critical payment services to financial institutions, and ultimately serves as the backbone for every electronic payment in Nigeria.

''They have also supported several private‐sector initiatives to improve the existing payments landscape, and in turn, have created some of the world’s leading payment service providers today,’’ he said.

In his remarks, the CBN Governor explained that eNaira is Nigeria’s CBDC and it is the digital equivalent of the physical Naira.

''As the tagline simply encapsulates, the eNaira is the same Naira with far more possibilities. The eNaira – like the physical Naira – is a legal tender in Nigeria and a liability of the CBN. The eNaira and Naira will have the same value and will always be exchanged at 1 naira to 1 eNaira,'' he said.

Emefiele added that the CBN has given careful consideration to the entire payments and financial architecture and has designed the eNaira to complement and strengthen these ecosystems and has implemented secure safeguards and policies to maintain the integrity of the financial system.

He pledged that there would be strict adherence to the anti-money laundering and combating the financing of terrorism (AML/CFT) standards in order to preserve the integrity and stability of Nigeria’s payment system.

According to Emefiele, since the eNaira platform went live, there has been overwhelming interest and encouraging response from Nigerians and other parties across the world with over 2.5 million daily visits to the website.

He listed the following milestones:

''33 banks are fully integrated and live on the platform, 500 million has been successfully minted by the Bank, N200 million has been issued to financial institutions, over 2,000 customers have been onboarded and over 120 merchants have successfully registered on the eNaira platform''.

The CBN governor also used the occasion to commend President Buhari for making history, yet again, with the launch of the eNaira – the first in Africa and one of the earliest around the world.

He also dispelled fears on the nation's foreign reserves, saying the reserves are strong and getting stronger by the day.

''Mr. President, as you make ground breaking reforms, there have been continuing debate on the true value of the Naira. Rather than worry today on the direction of the exchange rate, let us take a step back and analyze how we got here in the first place.

''Please recall that since the advent of the International Monetary Fund (IMF) led Structural Adjustment Programme (SAP) in 1986, and the introduction of the Second Tier Foreign Exchange (SFEM) market, the Naira has been on a one-way free fall from parity to the US Dollar in 1984 to over N410/USD today.

''Some 35 years later, we have not been able to achieve the many promises and objectives of that programme.

''Instead, what we have seen is widespread import dependency, which has wiped out most of our production and manufacturing bases and exported all our jobs in the process.

''What has happened to the massive textile factories across our nation such that we import almost all cotton products when we are rich in cotton?

''What has happened to our vehicle assembly plants across the nation such that we import most vehicles and have become a massive dumping ground for dying second-hand vehicles?

''What has happened to our rubber plantations through which we made the best tyres and rubber products in the world? What has happened to our groundnut pyramids? What has happened to our Cocoa farms? What has happened to our palm oil mills?

''Under your leadership, Mr. President, we must stop this decline for good! We must return to massive homemade production; we must get our people working again. We must create the economic environment for massive domestic production and significant non-oil exports.

''As custodians of your national reserves, let me first assure you that there is no cause for alarm. Our FX reserves are strong and indeed getting stronger by the day, crossing the 40 billion USD mark, and is one of the highest in Africa - and growing.

''But we cannot fritter our reserves away on cheap imports and currency speculators. We must return to an employment-led growth anchored on productivity and rewarding producers of local goods, services, innovation and new technologies.

''If you consume cheap imports and export our jobs, we will make you pay dearly; but if you produce locally - with little or no foreign inputs beyond machinery, we will support you, and the markets will reward you abundantly,'' he said.

In addition to all policies and actions of the CBN to support the economy especially through the trying times of COVID-19, Emefiele announced a new financial instrument titled “The 100 for 100 PPP - Policy on Production and Productivity”, which will be anchored in the Development Finance Department under his direct supervision.

He explained that under this policy the CBN would advertise, screen, scrutinize and financially support 100 targeted private sector companies in 100 days, beginning from 01 November 2021, and rolling over every 100 days with new set of 100 companies, whose names will be published in National Dailies for Nigerians to verify and confirm.
