SIKKIM: Grand welcome at Rangpo To the Sikkim CM Prem Singh Tamang
Gangtok: The Chief Minister of Sikkim, Prem Singh Tamang, received a grand welcome following his return from New Delhi at Rangpo today After The Foreigners Tag Issues Being Solved.
It is to be mentioned that it is a historic achievement of the state, as the Hon’ble Apex Court deleted all the references to Nepalis of Sikkimese origin as foreigners and/or migrants in its judgement dated January 13, 2023.
It also clarified that the judgement did not touch upon Article 371F of the Constitution of India, which grants special status to Sikkim.
The grand welcome programme of the CM was attended by cabinet ministers, MLAs, officials from various departments, and people from different parts of the Himalayan state.

SC Ammends Prior Order - Offending Paragraph Removed
Supreme Court agrees to remove the paragraph describing Sikkimese-Nepalese as people of "foreign origin" from the judgment in " Association of Old Settlers of Sikkim vs Union of India".
A bench comprising Justices MR Shah and BV Nagarathna stated this while hearing a review petition filed by the Central Government.
Bench : We will remove the remark “persons of foreign origin settled in Sikkim like the Nepalese” from the judgment.
Solicitor General Tushar Mehta expresses concerns about the whole sentence and request to remove it entirely and not just the above phrase.
Bench : We will remove “Namely the Bhutia Lepchas and the persons of foreign origin settled in Sikkim like the Nepalese”
SG Mehta prays for the removal of the entire sentence.

BJP Darjeeling welcomes and appreciates the first budget of "Amrti Kaal' which empowers women, ensures social security for elderly and senior citizens, provides skills, learning and employment creating opportunities for the youths, and will help India become the world leader in green energy and green technology. We welcome the huge relief given to the middle-class and salaried-class, with individuals up to Rs 7 Lakh income not having to pay any taxes. We applaud the Central Govt decision to undertake development of tourism infrastructure and amenities in border villages through the 'Vibrant Villages' Programme. Further, we are hopeful that our Darjeeling-Kalimpong-Siliguri-Terai region will feature in the 50 tourist destinations that will be developed as a complete package for domestic and foreign tourists by the Central Government. We welcome the increase in PMAY budget to Rs 76000 crores to ensure house for all by the Central Government. It underlines our central tenant of 'Sabka Saath, Sabka Vikash'.
BJP Darjeeling expresses our deep concern at the rampant corruption in the utilisation of funds provided by the Central Government towards the development of our region and welfare of the citizens. We register our strongest protest against those who have looted public resources, and avow to use the legal system to ensure that all those corrupt are put behind bars.
BJP Darjeeling also strongly and unequivocally protests against the unfortunate assertion made in the recent Supreme Court order, which labels the 80% of the Sikkimese population as “persons of foreign origin settled in Sikkim, like the Nepalis”. Such statements put to question the citizenship of all Gorkhas spread across India. The 1.5 crore Gorkha citizens of India are indigenous to our nation, and no one has the right to label us as being of “foreign origin,” we came with the land.

We demand immediate implementation of the New Labour Codes to ensure higher wages and better standard of living for the workers. I am happy to share that the work for the development of Bagdogra Airport is set to commence from December, 2022.
Answering to questions, I had asked in the Parliament, Hon’ble MoS Civil Aviation Gen. V.K. Singh (Retd) has stated that “AAI has planned development of a Civil Enclave at Bagdogra airport at a cost of Rs.1884 crore. The probable date of start for the project is in December, 2022.“
This is a welcome news for our region. Bagdogra being the only Airport catering to a large population in North Bengal, Sikkim, lower Assam, eastern Bihar and even our neighbouring countries, carries immense potential for Air Traffic growth.
I had further requested Hon’ble Minister Civil Aviation Sh. Shri. Jyotiraditya Scindia ji for initiating a daily helicopter service between Bagdogra, Darjeeling and Kalimpong, as this will help boost tourism and also help locals in emergency situation by saving commuting time.
To which, the Ministry has stated, “operations across the country. The policy covers various aspects like concessional ground handling charges, parking deposit, landing charges, service charges, credit facility with ATC and training for Air Traffic Control with a view to making helicopter operations viable. The helicopter policy encourages the airport operators/State Governments/UTs to develop heliports. As per the policy, State Governments/UTs are required to set up an Institutional mechanism to facilitate helicopter operations by obtaining permissions, approvals, clearances, etc. The Government through this policy, aims to stimulate air traffic and enhance air connectivity through helicopters by facilitating helicopter operations across the country.”
I am hopeful that the Government of West Bengal will take this opportunity to initiate helicopter services in our region, which will help the locals and tourists alike.

गोर्खा जातिले राजनैतिक न्याय पाउनुपर्छ। यो संवैधानिक अधिकार सम्मत माग हो गोर्खा जातिको। देशको संविधानभन्दा माथि कोही छैन।
जिटीएले गोर्खा जाति अनि दार्जीलिङ पहाडको राजनैतिक आकाँक्षा पूरा गर्न सक्तैन। संवैधानिक अधिकारबिनाको जिटीए थमाएर गोर्खा जाति अनि पहाडवासीहरु लगायत तराई र डुवर्सवासीको राजनैतिक मुद्दा अब समाप्त भयो भन्नु राज्यको सत्ताधारीहरुको निम्ति दिवासप्न मात्रै हो। जिटीएको खरानीले गोर्खाल्यान्डको भुप्रो छोपिएको जस्तो मात्रै छ तर निभेको छैन। बंगाल टुक्रा भएर गोर्खा जातिले देशको संविधान बमोजिम राजनैतिक न्याय नपाएसम्म यो निभ्नेछैन। जसरी देश स्वाधीन नभइञ्जेल स्वाधीनता संग्रामीहरुले कसम खाएका थिए। शहिद समेत बनेका थिए। यो देशको इतिहास हो। जहाँ गोर्खा जातिको रगतको कथा पनि जोडिएको छ।
बंगाल विभाजन हुँदा देश टुक्रा हुँदैन। भारतीय गोर्खा जातिको देश टुक्रा गर्ने सपना पनि छैन। गोर्खाहरुले पनि देशमा आत्म निर्णयको अधिकार पाउनुपर्छ भन्ने हाम्रो माग हो। यो मागलाई देशले प्रदान गर्ने हो। राज्यले होइन।नयाँ राज्य निर्माण हुँदा नोक्सान कसैलाई छैन।
बंगाल विभाजनको विरोधमा केवल बंगालको सत्तासिन दलहरु मात्रै छन्। तर बंगालकै बंगाली बौद्धिक जमात सानो सानो राज्य भएमा सबै जातिगोष्ठी सबल हुने र देशको विकास समानान्तररुपमा हुने विश्वासमा छन्। उनीहरू सचेत छन्। सबैलाई न्याय हुनुपर्ने वकालत गर्छन्। उनीहरुले हाम्रो वास्तविक समस्या बुझेका छन्।
देशमा सशक्त स्थितिमा भाजपाको सरकार छ। भाजपा नेतृत्वहरुले वचन समेत दिइसकेका छन्। भाजपाले नै गोर्खा जातिको राजनैतिक समस्याको निदान गर्नेछ । हामी भाजपाको वचनमाथि विश्वासमा बसेका छौं। अत: समय ढिलो छिटो मात्रै हो। अब कसैले बंगाल विभाजन रोक्न सक्तैन। बंगाल विभाजन हुन्छै हुन्छ। बंगाल विभाजनद्वारा नै गोर्खा जातिले राजनैतिक उन्मुक्ति पाउनेछ। पहाडका जनतालाई हामी आह्वान गर्छौ - जिटीएको सानो सानो प्रलोभनमा नफस्नुहोस्। गोर्खा स्वाभिमान बिक्री नगर्नुहोस्। समस्यै समस्याको पहाड र गोर्खा जातिलाई बचाउने अन्तिम विकल्प नै भाजपा हो।

दार्जीलिङ पहाड, तराई, डुवर्स लगायत देशभरि छरिर बसोबास गर्ने गोर्खा समुदायको तर्फबाट, म सिक्किमका माननीय मुख्यमन्त्री, श्री पी एस गोलेलाई भारतको माननीय राष्ट्रपति द्रौपदी मुर्मुजी सिक्किममा भ्रमणको क्रममा छुटिएका गोर्खा समुदायहरूको निम्ति जनजातिको दर्जा प्राप्त होस् भनी माग राख्नु भएकोमा धन्यवाद दिन चाहन्छु।
राष्ट्रपति द्रौपदी मुर्मुजीको भ्रमणले हाम्रो आशालाई पुनर्जीवित गर्छ र उनले यस क्षेत्रको संस्कृति कार्यक्रमको उत्सवमा साक्षी र सहभागी हुँदा हामी हर्षित छौं। माननीय राष्ट्रपतिले छुटिएको गोर्खा जनजातिको निम्ति समुदायको अनुसुचित जनजाति दर्जाको माग पूरा गर्न सरकारसँग पनि हस्तक्षेप गर्नुहुनेछ भन्ने हाम्रो ठूलो आशा छ।
माननीय मुख्यमन्त्रीले हाम्रो जनजातिको छुट्टै संस्कृति र परम्पराका कारण यी छुटिएका जनजाति समुदायलाई ‘पहाडी जनजाति’ भनेर चिनिने महत्वपूर्ण कुरा पनि उठाउनुभयो । सिक्किम र भारतीय गोर्खाका छुटिएका जनजाति समुदायहरूको निम्ति जनजाति दर्जाको मांग जनजाति सूचीमा नयाँ समुदाय थप्ने मांग होइन। सन् १९४१ सम्म रहेको अनुसुचित जनजातिको हैसियत ‘पुनःस्थापना’ गर्ने मांग हो, तर बिना कुनै कारण अचानक हटाइयो ।
म सिक्किमका माननीय मुख्यमन्त्रीलाई पनि २०१९ मा आफ्नो पदभार ग्रहण गरेदेखिनै केन्द्र सरकारसँग अनुसुचित जनजातिको मुद्दालाई निरन्तरता दिनु भएकोमा धन्यवाद दिन चहान्छु। पहिलो ठोस कदम चाल्दै, सिक्किम सरकारले ११जनवरी २०२१ मा राज्यमा १२ समुदायहरूलाई अनुसूचित जनजातिको श्रेणी अन्तर्गत समावेश गर्ने ऐतिहासिक प्रस्ताव पारित गर्यो र स्वीकृतिको निम्ति केन्द्र सरकारलाई पठाइयो।
सिक्किम एक मात्र राज्य हो जसले राज्यका विधानसभामा प्रस्ताव पारित गरेको छ। पश्चिम बङ्गाल सरकारले केन्द्र सरकारलाई आफ्नो सिफारिस पठाए पनि राज्य सभाले त्यस्तो कुनै प्रस्ताव पारित गरेको छैन। म प्रार्थना गर्दछु र आशा गर्दछु कि पश्चिम बंगाल सरकारले पनि गोर्खाहरूलाई अनुसुचित जनजातिको दर्जा दिन ठोस कदम चाल्नेछ र यस सम्बन्धमा राज्य सभा मार्फत प्रस्ताव पारित गर्नेछ।
म पनि आशावादी छु कि केन्द्रको बीजेपी सरकारले छुटिएका समुदायहरूलाई अनुसुचित जनजाति पुनर्स्थापित गर्ने मुद्दामा चाँडै निर्णय लिनेछ। अनुसुचित दर्जा दिनुले साना संस्कृति र परम्पराको संरक्षण सुनिश्चित गर्नेछ र देशभर बसोबास गर्ने भारतीय गोर्खाहरूले सामना गरिरहेको पहिचानको समस्या पनि समाधान हुनेछ।
