The Remarkable Transformation of Dumpather's Government School

Nestled in the serene landscape of Dumpather, within the Diyun Circle of Arunachal Pradesh, stands a beacon of educational progress and transformative vision. Founded in 1979, the modest beginnings of a Government Primary School in this remote village have blossomed over the decades, first into an Upper Primary institution, and subsequently, into a commendable Secondary School.

A glance at the juxtaposed photographs brings to light an incredible journey of infrastructural evolution. The initial semi-pucca edifice, marred by a perpetually leaking roof and vulnerable open windows, did more than just inconvenience students and staff; it raised genuine concerns about their safety and well-being. These challenges, however, became a narrative of the past when Mr. Somlung Mossang assumed office as the MLA of the Diyun-Bordumsa Assembly constituency.

With a passionate commitment to education and community development, Mr. Mossang played a pivotal role in transforming the school's infrastructure. His relentless efforts culminated in the sanction of a state-of-the-art, double-storey RCC building โ€“ a pioneering establishment in a region predominantly serving Chakma students from neighboring villages like Dumpather, Udaipur and Mudoidweep.
This metamorphosis symbolizes more than just architectural advancement; it embodies a renewed promise of quality education, safety, and a brighter future for the students. Nikh Kamin's election campaign that started from 22nd August and is likely to conclude tomorrow with meetings at Manaabhum & Sukha Nalah. So far, Nikh Kamin has conducted meetings at Maitripur, Gautampur, Shantipur, Jyotipur, Avoipur, Doompani, Jyotsnapur, Doompather, Udaipur, Mudoidweep and Madhupur.

Disaster Relief Distributed in Diyun by MLA Somlung Mossang

Philanthropic MLA of Bordumsa-Diyun Shri Somlung Mossang today distributed disaster relief ration to 126 cyclone/storm affected families of Diyun Circle.

On April 14, 2022, severe storms, torrential rain and strong winds caused damage to homes, downed trees, caused power supply outage and damaged crops.

MLA visited the affected families of Innao Pather, Sompoi and Jyotsnapur on 19th April to assess the situation and extent of damage caused and promised to provide immediate relief to the affected families.

Today in the first phase of philanthropic initiative 9 families of Innao Pathar, 8 of Sompoi and 109 families of Jyotsnapur and adjacent areas were provided with immediate relief. The quantum of relief for per family included 1 Qtl Rice, 20 kg Potatoes, 10 kg Dal, 2 Kg Onion, 2 Ltr Mustard oil.

In the second phase, monetory assistance would be provided to the affected families. He also directed the administration to conduct loss assessment survey to process compensation to the affected people from the government.

NEW DELHI, 19 Apr: The Rights and Risk Analysis Group (RRAG) on Tuesday filed a complaint with the United Nations Working Group on Enforced or Involuntary Disappearances against the enforced disappearance of Tapor Pullom of Arunachal Pradesh, who was allegedly abducted by Chinaโ€™s Peopleโ€™s Liberation Army (PLA) on 11 September, 2015, from Taji Bogo Pass in Manigong circle of Shi-Yomi district near the India-China border.

โ€œThe whereabouts and fate of Tapor Pullom, who was about 40 years at the time of his alleged abduction by the Chinese PLA, remain unknown as of today.

The government of India, the government of Arunachal Pradesh and its agencies have failed to respond to the repeated requests by the family members to bring back the victim,โ€ the RRAG said in a release.

The PLA often intrudes into territory of Arunachal and abducts indigenous tribal people of Arunachal. On 18 January, 2022, Arunachali youth Miram Taron (17) was abducted by Chinese PLA from inside Indian territory from Lungta Jor area in Upper Siang district, and he was released to Indian authorities after nine days. Similarly, on 2 September, 2020, five Arunachali youths, identified as Tanu Bakar, Prasad Ringling, Ngaru Diri, Dongtu Ebiya and Toch Singkam from Nacho circle of Upper Subansiri district were abducted by the PLA from Sera 7 area near the India-China border and were released only on 12 September, 2020, the RRAG said.

It said that RRAG director Suhas Chakma, after being authorised by the family members of Pullom, requested the WGEID to intervene with the government of the Peopleโ€™s Republic of China for his early and safe release.

โ€œIn the last six years, Tapor Pullomโ€™s wife had passed away and his five children and one daughter-in-law, who believe their father is still alive, are awaiting his return. The unending wait is very painful for the entire family and this case ought to conclude with the government of the Peopleโ€™s Republic of China immediately releasing Tapor Pullom,โ€ Chakma said.

HMLA Bordumsa-Diyun Shri Somlung Mossang takes stock of Cylone-affected areas of Diyun, announces disaster relief

DIYUN, 19 April: While the competent Government authority has been striving to assess the damage caused by recent cyclone across Bordumsa-Diyun for providing government relief, the HMLA, Shri Somlung Mossang today took stock of the Cyclone-affected areas and visited the relief camps at Diyun to assuage the moral and confidence of the affected people.

On April 14, 2022, severe storms, torrential rain and strong winds caused damage to homes, downed trees, caused power supply outage and damaged crops.

MLA visited the affected families of Innao Pather and Sompoi to assess the situation and extent of damage caused.

He also took stock of the situation at Jyotsnapur and adjoining areas where around 12 families are temporarily sheltered in a government school building.

He also informed that a board comprising of government officials was constituted to assess and verify the quantum of loss and damage due to the cyclone. And accordingly the process of compensation shall follow.

Meanwhile Mr. Mossang, announced phase-wise immediate disaster relief for the families rendered homeless due to the Cyclone which include 1 Qtl rice, 20 Kgs potatoes, 10 kgs Dal 2 Ltr. edible oil etc. in the first phase followed by monetary assistance in the second phase based on extent of damage caused.

Meanwhile, he appeals the denizens to stand together with the affected families and help them with whatever assistance to rebuild their homes.

Several Arunachal-based students' unions, the Committee for Citizenship Rights of the Chakmas and Hajongs of Arunachal Pradesh, and the Chakma Development Foundation of India staged a protest at Jantar Mantar over the Chakma Hajong issue.

It may be mentioned here that Arunachal CM announced that the Chakmas and Hajongs who have been residing in the state for the last 60 years will be relocated outside Arunachal.

Conduct census of Chakmas, Hajongs without any further delay: AAPSU

The All Arunachal Pradesh Students Union (AAPSU) on Tuesday urged the state government to go ahead with the special census of the Chakmas and Hajongs refugees in the state without any further delay.

โ€œIt is the right of the people of Arunachal Pradesh to know the exact numbers of the Chakma and Hajong refugees living in the state. There is a strong desire on our part for a permanent resolution to the vexed refugee issue,โ€ AAPSU president Hawa Bagang said on Tuesday.

He said that AAPSU has been time and again voicing its demand for conducting such a special census of the Chakma and Hajong refugees at regular intervals and the state government has taken the right decision in this regard.

The apex students body also condemned the repeated and malicious claims of "racial profiling' in Arunachal Pradesh by Chakma and Hajong refugees.

Large-scale propaganda against the people of Arunachal Pradesh by organizations and individuals associated with the refugee community for the past many years and the recent protest dharna at Jantar Mantar by Chakma Groups is nothing new and only speaks of their ulterior motives, it said.

Earlier, the Chakma Development Foundation of India in a petition to PM Narendra Modi and RSS chief Mohan Bhagwat alleged racial profiling of 65,000 Chakmas and Hajongs in Arunachal Pradesh.

AAPSU made it clear that the people of Arunachal Pradesh and the union have been rigorously voicing their strong objections to the arbitrary settling of Chakma and Hajong refugees in the state and it has never objected to providing basic facilities to the refugees as is being provided to the Tibetans staying in numerous camps across the state.

โ€œNeither the state government nor anyone is violating any human rights of any individual or community. Leaders from Chakma community should not mislead their community members, NHRC and the GoI. History is very much clear,โ€ Bagang said.

The AAPSU strongly opposes any attempts of the refugees to permanently settle in our land and their notorious demands for APST and citizenship status inside Arunachal Pradesh, stated AAPSU president.

Further, both the union and the state governments have given strong indications for resolving the issue by relocating the refugee community.

Bagang said the AAPSU shall strongly stand with the state government for the protection of the indigenous tribal communities of Arunachal Pradesh.

โ€œWho will ensure the protection of the locals when their land and assets are forcefully occupied by the refugees? Refugees should refrain from citing the rights available to Indian citizens under the Constitution of India to fool the masses,โ€ rued AAPSU general secretary Tobom Dai.

He condemned the National Human Rights Commissionโ€™s (NHRC) direction for protection of human rights of the two refugee communities in all ways.

โ€œBut the question remains as to when will the NHRC take any steps for protection of human rights of the indigenous tribal communities of Arunachal Pradesh?โ€ he added.

Earlier, Chief Minister Pema Khandu said that his government is serious about resolving the protracted issue and will rehabilitate the Chakma and Hajong refugees in other states.

Khandu said that the indigenous people of the state have been assured that his government will rehabilitate the Chakma and Hajong refugees in other states.

โ€œFor a settlement, we need to have the authentic data for which the enumeration process is being carried out to know the exact numbers of legal and illegal refugees so that we can initiate talks with the Centre for their immediate settlement in other states with full facilities,โ€ he said.

Khandu asserted that nobody ever tried to resolve the vexed issue.

โ€œPrime Minister Narendra Modi and Home Minister Amit Shah, and the BJP government in the state are trying for a permanent solution. Arunachal is a tribal state and non-Arunachalee people cannot settle here,โ€ he said.

Initially, the Chakma and Hajong people were in the state as refugees, he said. โ€œUnfortunately, over the years, their numbers increased manifold.โ€

The number of Chakmas and Hajongs living in the state is 65,857, as per a special survey conducted by the government in 2015-16, the state assembly was informed last year. However, unofficial estimates put the population at over 2 lakhs.

People belonging to the two communities live mainly in Changlang, Namsai and Papum Pare districts.
