The JNU VC and his sanghi administration continues its harrassment of sanitation workers and students! 𝙏𝙝𝙚 𝙎𝙖𝙣𝙞𝙩𝙖𝙩𝙞𝙤𝙣 𝙬𝙤𝙧𝙠𝙚𝙧𝙨 𝙛𝙧𝙤𝙢 𝙩𝙝𝙚 𝙝𝙤𝙨𝙩𝙚𝙡𝙨 𝙝𝙖𝙫𝙚𝙣'𝙩 𝙗𝙚𝙚𝙣 𝙥𝙖𝙞𝙙 𝙩𝙝𝙚𝙞𝙧 𝙨𝙖𝙡𝙖𝙧𝙞𝙚𝙨 𝙤𝙛 𝙡𝙖𝙨𝙩 𝙩𝙝𝙧𝙚𝙚 𝙢𝙤𝙣𝙩𝙝𝙨. The administration-company nexus has been continuously ignoring the demand of the workers for the payment of their pending salaries. Many of the workers are the sole bread winners of their families and this administration-company nexus, for their profits, is pushing their whole families into starvation. Further, 𝙣𝙚𝙞𝙩𝙝𝙚𝙧 𝙩𝙝𝙚 𝙖𝙙𝙢𝙞𝙣𝙞𝙨𝙩𝙧𝙖𝙩𝙞𝙤𝙣 𝙣𝙤𝙧 𝙩𝙝𝙚𝙞𝙧 𝙘𝙤𝙣𝙩𝙧𝙖𝙘𝙩 𝙘𝙤𝙢𝙥𝙖𝙣𝙮 𝙝𝙖𝙨 𝙢𝙖𝙙𝙚 𝙖𝙣𝙮 𝙖𝙙𝙚𝙦𝙪𝙖𝙩𝙚 𝙖𝙧𝙧𝙖𝙣𝙜𝙚𝙢𝙚𝙣𝙩 𝙤𝙛 𝙨𝙖𝙛𝙚𝙩𝙮 𝙢𝙚𝙖𝙨𝙪𝙧𝙚𝙨 𝙡𝙞𝙠𝙚 𝙜𝙡𝙤𝙫𝙚𝙨, 𝙢𝙖𝙨𝙠𝙨 𝙖𝙣𝙙 𝙨𝙖𝙣𝙞𝙩𝙞𝙨𝙚𝙧𝙨 𝙛𝙤𝙧 𝙩𝙝𝙚 𝙨𝙖𝙣𝙞𝙩𝙖𝙩𝙞𝙤𝙣 𝙬𝙤𝙧𝙠𝙚𝙧𝙨. At a time when the number of positive cases and deaths due to corona is soaring at a breakneck pace in delhi, this deliberate negligence puts the lives of workers and students on campus at risk. Due to the contractual nature of their job, sanitation workers have to perpetually work in vulnerable conditions, under continuous threats and abuses from the supervisors and officers. 𝙏𝙝𝙚𝙧𝙚 𝙝𝙖𝙫𝙚 𝙗𝙚𝙚𝙣 𝙧𝙚𝙘𝙚𝙣𝙩 𝙞𝙣𝙨𝙩𝙖𝙣𝙘𝙚𝙨 𝙤𝙛 𝙩𝙖𝙠𝙞𝙣𝙜 𝙞𝙣 𝙣𝙚𝙬 𝙬𝙤𝙧𝙠𝙚𝙧𝙨 𝙞𝙣 𝙥𝙡𝙖𝙘𝙚 𝙤𝙛 𝙩𝙝𝙚 𝙚𝙭𝙞𝙨𝙩𝙞𝙣𝙜 𝙬𝙤𝙧𝙠𝙚𝙧𝙨. This approach of hiring and firing the workers at will helps them in keeping the workers in an insecure state so that they won't be able to easily organise and demand their rights. There have been instances in the past where vocal workers like comrade Urmila and comrade Sunita have been arbitrarily dismissed by the VC just for demanding bonus and 'equal wage for equal work'.

Not only in JNU but in other universities also we see this kind of harassment of sanitation workers. 𝙎𝙖𝙣𝙞𝙩𝙖𝙩𝙞𝙤𝙣 𝙬𝙤𝙧𝙠𝙚𝙧𝙨 𝙤𝙛 𝙉𝙇𝙐 𝘿𝙚𝙡𝙝𝙞 𝙝𝙖𝙫𝙚 𝙗𝙚𝙚𝙣 𝙛𝙞𝙜𝙝𝙩𝙞𝙣𝙜 𝙖𝙜𝙖𝙞𝙣𝙨𝙩 𝙩𝙝𝙚𝙞𝙧 𝙖𝙙𝙢𝙞𝙣𝙞𝙨𝙩𝙧𝙖𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙘𝙤𝙣𝙩𝙧𝙖𝙘𝙩 𝙘𝙤𝙢𝙥𝙖𝙣𝙮 𝙨𝙞𝙣𝙘𝙚 𝙡𝙖𝙨𝙩 𝙛𝙞𝙫𝙚 𝙢𝙤𝙣𝙩𝙝𝙨 𝙖𝙛𝙩𝙚𝙧 55 𝙬𝙤𝙧𝙠𝙚𝙧𝙨 𝙬𝙚𝙧𝙚 𝙖𝙧𝙗𝙞𝙩𝙧𝙖𝙧𝙞𝙡𝙮 𝙙𝙞𝙨𝙢𝙞𝙨𝙨𝙚𝙙. Day before yesterday during a peaceful protest police detained many of these workers and the students who were in their solidarity. Similarly AUD had last year terminated their sanitation workers when they refused to physically enter the sewers. DU had also terminated more than 100 workers last year.

At the time of this pandemic, instead of providing a dignified life to our workers, our VC is merely following the footsteps of his sanghi masters who have opened the lockdown in as unplanned manner as they had imposed it and are forcing the workers to return to factories so that capitalist profit making machinery runs smoothly again. Also, to exploit the workers more and to restore profitability, the central government as well the non-bjp state governments are continuously amending the labour laws.

𝙊𝙣 𝙩𝙝𝙚 𝙤𝙩𝙝𝙚𝙧 𝙝𝙖𝙣𝙙 𝙩𝙝𝙞𝙨 𝙖𝙙𝙢𝙞𝙣𝙞𝙨𝙩𝙧𝙖𝙩𝙞𝙤𝙣 𝙝𝙖𝙨 𝙬𝙞𝙩𝙝𝙝𝙚𝙡𝙙 𝙩𝙝𝙚 𝙨𝙘𝙝𝙤𝙡𝙖𝙧𝙨𝙝𝙞𝙥𝙨 𝙖𝙣𝙙 𝙛𝙚𝙡𝙡𝙤𝙬𝙨𝙝𝙞𝙥𝙨 𝙤𝙛 𝙨𝙩𝙪𝙙𝙚𝙣𝙩𝙨 𝙨𝙞𝙣𝙘𝙚 𝙢𝙖𝙣𝙮 𝙢𝙤𝙣𝙩𝙝𝙨. Only a few students who had applied for scholarships/fellowships before the lockdown have received only a part of their due amounts. Majority of students haven't received any scholarship or fellowships since the beginning of the anti fee hike movement last year. This has put the students, especially those coming from marginalised backgrounds, in a helpless situation. Many of these students are able to study only because they receive some monetary support in the form of scholarships and fellowships and in the absence of this support they might have to quit their studies mid way. Also, many students support their families with these scholarships and fellowships and now there families are also in a precarious situation. Instead of paying the scholarships this administration is busy in installing CCTV cameras and threatening the students to pay the mess bills and vacate the hostels.

We demand the JNU administration to:
➖ Immediately release the 3 months of pending salaries of sanitation worker.
➖ Ensure the safety of all sanitation workers. Provide them with masks, gloves, sanitisers and all necessary safety measures.
➖ Stop harrassing, intimidating and arbitrarily removing the contract workers of the campus.
➖ immediately release the whole scholarship and fellowship amounts of all students. Arrange for an alternative framework for those who couldn't apply for their scholarships/fellowships due to lockdown.

*Amid Lockdown, JNU Administration Continues Harassing the Sanitary Workers*

As the country continues to be under an ill-conceived lockdown where the toiling masses are starving, the sanghi JNU administration is busy harassing the sanitation workers of the campus. *The sanitation workers from the hostels, employed by MAX, have not been paid their salaries for last three months.* They have been repeatedly demanding from the contract company and the JNU administration for payment of their pending salary, only to be ignored by both the sides. Sanitation workers from the school side are forced to reach the campus by 6:30 in the morning and every day 7-10 workers who reach even a minute late are made to return without their attendance being marked. *This means everyday 7-10 workers are not given their salaries of the day.* Many workers come from distant places in Delhi and NCR, due to lockdown and non-availability of any public transport if they are few minutes late or fail to reach the campus for some unavoidable circumstance, they are marked absent and their salary for that day is deducted. Many of these workers are sole breadwinners of their families and even a day’s wage is precious for them, especially in times like these. Sanitation workers are being treated like slaves by this sanghi administration. We must also remember that when Covid-19 related cases are increasing in Delhi every day, neither the contract company, nor the administration provided these workers with masks, gloves or any other protective gear, thus putting the lives of the workers and students at risk. Students on their own initiative arranged for masks, gloves, sanitizer etc for the workers.

In its treatment of sanitation workers, the JNU administration is merely following the footsteps of their masters in the centre. We have all seen the inhuman attitude of this fascist state towards the working class of this country during this lockdown. We remember the scenes from Surat, AnandVihar Terminal and Bandra Railway station when thousands of helpless workers took to the streets with the announcement of an unplanned lockdown. Today construction workers have hit the streets in Hyderabad demanding payment of their pending four month’s wages. Crores of workers are left stranded in small and big industrial cities, without any money for food or to pay rents. Surveys have shown that 95% of migrant workers haven’t got any rations from any government and 90% of them haven’t received their wages during the lockdown. Now, to rub salt on the wounds of the workers and please their capitalist masters, this fascist government is planning to bring laws to increase daily working hours and reduce wages of the workers. This lockdown has made it very apparent that in this system based on the sole motive of profit-making, workers fall at the bottom of the priority list of any government, may it be in the centre or in the states.
Sanitation workers are one of the most important service providers of our university without whom the university wouldn’t be able to function even for a single day. But time and again we have been seeing how the JNU administration in nexus with their respective contract companies keep exploiting, harassing and humiliating these workers. Due to the contractual nature of their jobs, they work in perpetual insecurity and without any mechanism to make their voices heard. Vulnerability of the sanitation workers increases as they have to face not only the brunt of the hyper-exploitative neoliberal regime but also the oppressive brahmanical order which makes them do the most undignified works in most hazardous conditions. Last year the sanitation workers waged a four day long strike demanding Diwali bonus, better working conditions and against arbitrary dismissals. After using all the threatening and coercive measures to break the strike,the administration went on to cut the salaries of the four days as a punishment, and needless to say it didn’t give the bonus. A year before that, JNU VC had arbitrarily dismissed comrade Urmila and comrade Sunita for demanding ‘equal pay for equal work’.

*We demand from the JNU administration- as the principal employer- to release the pending salaries of all the sanitation workers. It must also ensure that not a single worker is marked absent on frivolous grounds and all the workers who come to work, even if late, must be allowed to work and must be marked present. The administration is responsible for the health of the workers and students on campus and hence must provide adequate protective gears like masks, gloves, sanitizers etc to all the sanitation workers.*

We appeal to the whole JNU student community to standin active solidarity with the sanitation workers of the campus in these difficult times. This lockdown has also thrown the students into an unprecedented financial crisis as scholarships and fellowships are not being released. In JNU fellowships and scholarships were stopped by this sanghi VC well before the anti-fee hike movement last year. At a time when students are fighting for their right to study and workers are fighting for their survival, let’s forge a stronger student-worker unity to defeat not only this anti-student, anti-worker JNU administration but also this fascist state.

Sanitation workers from the school side are forced to reach the campus by 6:30 in the morning and every day 7-10 workers who reach even a minute late are made to return without their attendance being marked. *This means everyday 7-10 workers are not given their salaries of the day.* Many workers come from distant places in Delhi and NCR, due to lockdown and non-availability of any public transport if they are few minutes late or fail to reach the campus for some unavoidable circumstance, they are marked absent and their salary for that day is deducted. Many of these workers are sole breadwinners of their families and even a day’s wage is precious for them, especially in times like these. Sanitation workers are being treated like slaves by this sanghi administration. We must also remember that when Covid-19 related cases are increasing in Delhi every day, neither the contract company, nor the administration provided these workers with masks, gloves or any other protective gear, thus putting the lives of the workers and students at risk. Students on their own initiative arranged for masks, gloves, sanitizer etc for the workers.

In its treatment of sanitation workers, the JNU administration is merely following the footsteps of their masters in the centre. We have all seen the inhuman attitude of this fascist state towards the working class of this country during this lockdown. We remember the scenes from Surat, AnandVihar Terminal and Bandra Railway station when thousands of helpless workers took to the streets with the announcement of an unplanned lockdown. Today construction workers have hit the streets in Hyderabad demanding payment of their pending four month’s wages. Crores of workers are left stranded in small and big industrial cities, without any money for food or to pay rents. Surveys have shown that 95% of migrant workers haven’t got any rations from any government and 90% of them haven’t received their wages during the lockdown. Now, to rub salt on the wounds of the workers and please their capitalist masters, this fascist government is planning to bring laws to increase daily working hours and reduce wages of the workers. This lockdown has made it very apparent that in this system based on the sole motive of profit-making, workers fall at the bottom of the priority list of any government, may it be in the centre or in the states.

Sanitation workers are one of the most important service providers of our university without whom the university wouldn’t be able to function even for a single day. But time and again we have been seeing how the JNU administration in nexus with their respective contract companies keep exploiting, harassing and humiliating these workers. Due to the contractual nature of their jobs, they work in perpetual insecurity and without any mechanism to make their voices heard. Vulnerability of the sanitation workers increases as they have to face not only the brunt of the hyper-exploitative neoliberal regime but also the oppressive brahmanical order which makes them do the most undignified works in most hazardous conditions. Last year the sanitation workers waged a four day long strike demanding Diwali bonus, better working conditions and against arbitrary dismissals. After using all the threatening and coercive measures to break the strike,the administration went on to cut the salaries of the four days as a punishment, and needless to say it didn’t give the bonus. A year before that, JNU VC had arbitrarily dismissed comrade Urmila and comrade Sunita for demanding ‘equal pay for equal work’.

*We demand from the JNU administration- as the principal employer- to release the pending salaries of all the sanitation workers. It must also ensure that not a single worker is marked absent on frivolous grounds and all the workers who come to work, even if late, must be allowed to work and must be marked present. The administration is responsible for the health of the workers and students on campus and hence must provide adequate protective gears like masks, gloves, sanitizers etc to all the sanitation workers.*

We appeal to the whole JNU student community to standin active solidarity with the sanitation workers of the campus in these difficult times. This lockdown has also thrown the students into an unprecedented financial crisis as scholarships and fellowships are not being released. In JNU fellowships and scholarships were stopped by this sanghi VC well before the anti-fee hike movement last year. At a time when students are fighting for their right to study and workers are fighting for their survival, let’s forge a stronger student-worker unity to defeat not only this anti-student, anti-worker JNU administration but also this fascist state.

मजदूर मांग पत्रक
जेएनयू सफाई मज़दूर (स्कूल एरिया)
जेएनयू के हम सफाई कर्मचारी कॉन्ट्रैक्टर सुदर्शन फैसिलिटी प्राइवेट लिमिटेडऔर इस तरह प्रमुख नियोक्ता जेएनयू के भ्रष्ट, तानाशाहाना और गैरजनवादी रवैये के खिलाफ संघर्ष कर रहे हैं। पिछले 8 महीनों से यह कॉन्ट्रैक्टर काम कर रहा है और जब से इसने काम करना आरंभ किया है चीज़ें बद-से-बद्तर होती गई हैं। गाली-गलौच और अपमानजनक भाषा का उपयोग हमारे साथ हर रोज़ हो रही ज्यादतियों में से सबसे कम दर्जे की ज्यादती हैं। अगर असल अपराधों की बात की जाये तो उनमें आएंगे हमारे अस्तित्व को नकारना, सुरक्षा उपकरणों का आभाव, अत्यअअधिक काम का दबाव, हमारे काम के दायरे से बाहर का काम करवाना, मनमाने ढंग से जुर्माना लगाना, नौकरी से निकालना, नैतिकता का पाठ पढ़ाना और हमारी बातचीत और आपस में मिलने जुलने की जासूसी करवाना।
इन आठ महीनों में पानी सर से ऊपर गुज़र गया है। हमारा शोषण तो हो ही रहा है साथ ही काम करने की जगह निहायत दमघोटू और गौरजनवादी हो गई है। आठ महीने चुप रहने के बाद हमने तय किया है कि हम अब अपनी आवाज़ उठाएंगे। दिवाली बोनस हमें देने से मना करना हमारे संघर्ष की तत्काल वजह बना लेकिन लम्बे समय से यह असंतोष पनप रहा था। हमारी मांगें हैं
1. रु. 2,500 का दिवाली बोनस – पिछले साल तक हमें रु. 2,500 का दिवाली बोनस मिलता रहा है। लेकिन इस साल हमें सुदर्शन ने बोनस देने से साफ मना कर दिया है। हम मांग करते हैं कि हमारे खातों में यह राशि तत्काल भेजी जाए। बोनस हमारा न्यायिक हक है और इस लिये हम इसकी मांग करते हैं।
2. हाजरी – दिवाली बोनस के अलावा हमारे संघर्ष की सबसे प्रमुख वजहों में से एक है हाजरी में होने वाली धांधली। हाजरी के कागज पर सुबह की हाजरी के समय मात्र पेंसिल से टिक का निशान लगा दिया जाता है। इसका मूल रूप से अर्थ हुआ कि काम हम नहीं हमारी परछाई कर रही होती है, क्योंकि किसी भी दुर्घटना की‍ स्थिति में कॉन्ट्रै क्ट र आसानी से पेंसिल से लगे निशान को मिटा देगा। हम नौकरी पर उपस्थि‍त थे यह साबित ही नहीं हो पाएगा। हमारे साथ हुई दुर्घटना नौकरी से बाहर हुई दुर्घटना होगी और इस तरह कॉन्ट्रैक्टर दुर्घटना, इलाज और मुआवजे की जिम्मेदारी से पल्ला झाड़ लेगा। हमारे काम जोखिम भरे होते हैं। इमारतों की लम्‍बी-लम्बीे खिड़कियों के शीशे साफ करने होते हैं, ऊँची-ऊँची दीवारें और कोनों-कोनों में लगे जाले, मधुमक्खियों और हड्डों के छत्तेा। ऐसा करते समय सुरक्षा उपकरणों की आभाव में हम जान जोखिम में रख कर सफाई करते हैं। हाजरी में इस धांधली की वजह से हम और हमारा परिवार घोर असुरक्षा की भावना में जीते हैं। हम मांग करते हैं कि हाजरी दोनों समय पेन से हस्ताक्षर करवा कर ली जाए।
3. मनमानी मेमो और जुर्माना – हम कई ऐसे मामले दिखा सकते हैं जिसमें पिछले आठ महीनों में कई मज़दूरों को बिना वजह मनमाने ढंग से मेमो दिया गया है और जुर्माना लगाया गया है। यह हम मज़दूरों को डराने-धमकाने का तरीका है। हम इसे तत्कारल समाप्ता करने की मांग करते हैं।
4. राकेश और मुकेश की पुन:बहाली – मनमाने मेमो दे कर राकेश और मुकेश को नौकरी से निकाला गया है। हम सभी मज़दूर इसके गवाह हैं। हम मांग करते हैं कि तत्का ल राकेश और मुकेश को नौकरी पर बहाल किया जाए और उन्हें उन महीनों की तनख्वा दी जाए जब मनमाने ढंग से उन्हेंी नौकरी से निकाला गया था।
5. काम का दबाव – पिछले 8 महीनों में कई लोगों को काम से निकाला गया है जिसकी वजह से हमारे ऊपर काम का बाझ बढ़ गया है। कई बार हम एक मज़दूर से 8 मंजिलों की सफाई करवाई जाती है। हम इसका विरोध करते हैं और जितना काम हम किया करते थे उतना करने की मांग करते हैं।
6. सुरक्षा उपकरण – हम काम से संबंधित सुरक्षा उपकरण और उचित कपड़ों की मांग करते हैं। फिल्ड अफसर हमसे लम्बेम–लम्बेे शीशे साफ करने और ऊँची-ऊँची दीवारों से पोस्टार साफ करने का आदेश देता है। ऐसा करने के लिये हमारे पार उपकरण हैं नहीं हैं। इन अतिरिक्ती कामों के लिये हमें उपकरण दिलाये जाए और अतिरिक्तप काम के अलग से पैसे भी दिये जाएं क्योंाकि ये हमारे काम में नहीं आते हैं।
7. हमारे काम का चरित्र तय हो – फिल्डक अफसर हमसे कोई भी काम करने को कहता है। हम सफाई कर्मचारी हैं लेकिन वह हमें लॉन से घास-फूस हटाने और झाडियां साफ करने को भी कहता है। हम मांग करते है कि हमारे काम का चरित्र निर्धारित हो। हम सफाई कर्मचारी हैं हमसे वही काम करवाया जाए। किसी भी अतिरिक्त– काम के लिये हमसे पूछा जाए और उसका अलग से भुगतान किया जाए जो हमारी पगार के अलावा हो।
8. शिकायत निवारण प्रकोष्ट - दिन-प्रतिदिन की समस्यायओं और मामलों की सुनवाई के लिये हमारे पास कोई जगह नहीं है। ऐसे कोई संस्थानन नहीं होने की वजह से कॉन्ट्रै क्टंर और फिल्डग आफसर अपनी मनमानी करते हैं। हम मांग करते हैं कि शिक्षकों, छात्रों, कर्मचारियों और हम मज़दूरों के प्रतिनिधियों से बना शिकायत निवारण प्रकोष्टक हो जहां हम अपने बातों की सुनवाई कर सकें।
हम सुदर्शन फैसिलिटी प्राइवेट लिमिटेड और जेएनयू प्रशासन से अपने मांगों की तत्काल पूर्ती की मांग करते हैं। हमारी मांगें न्यायसंगत हैं इनकी पूर्ती यथाशीघ्र हो।
