Many individuals slip through the cracks of the Newstart payment allowance and therefore aren't eligible for said payment. This is the case for 49-year-old woman Jacquie, who is currently sharing a single Newstart payment with her retired husband.

"We can't survive on it (Newstart), We aren't even scraping by!"
