Millions of people in Delta State are employed either directly or indirectly through agricultural activities. This is why, since I came into office, we have continued to support programs that will bring about growth and stability in our agricultural sector.

To further this cause, today, at the Commissioners Quarters in Asaba, I commissioned 20 new tractors and several other farm implements that will help to improve mechanized farming activities across the state.

Moving forward, my administration will work to ensure that every interested business and individual that wishes to utilize these tractors for farming activities will be able to do so at the stipulated government-subsidized rate.

DELTA PROJECT MONITOINING OFFICE TAKES DELIVERY OF 2 PICK UP VANS

The Office of Project Implementation and Evaluation, Delta State, on Tuesday took delivery of two pick up vans from the state government ( one Toyota Hilux and one NISSAN NAVARA ) to enhance the operations of the office.

The Special Adviser to the Governor on Project Implementation and Evaluation, who is also the Head of the Project Monitoining Office, Honourable Johnson Erijo, was on hand to receive the vehicles.

Honourable Erijo thanked the State Governor, Senator Ifeanyi Okowa, for releasing the vans, describing the gesture as one that would take project monitoining by the Office to the next level.

He reiterated the determination of the Office of Project Implementation and Evaluation to ensure that all government projects met specified standards and urged contractors to work in line with the vision of the state government to leave a legacy of quality in project delivery.

The Special Adviser charged the monitoining teams of the Office to gear up for serious inspection of projects as there would be no dull moment, especially with the release of the project monitoining vehicles.

ENGR. Mormah Emmanuel Chuks FELICITATES WITH GOVERNOR IFEANYI OKOWA AS HE MARKS BIRTHDAY

A Senior Special Assistant SSA to the Governor on Project Monitoring, Engineer Emmanuel Chuks Mormah has felicitated with the Delta State Governor, Dr. Ifeanyi Okowa as he marks his birthday on Wednesday 8th July, 2020.

In his congratulatory message to mark the Governor's birthday, Engineer Mormah who is the Head of the Media Unit of the Delta State Office of Project Implementation and Evaluation, Asaba, prayed God to grant Dr. Okowa more wisdom to pilot the affairs of the State and fast track the social and economic development of Delta State, especially the Ika Nation.

Engr. Chuks Mormah who is the Director General of Delta Initiative Forum, DIFO, and lecturer of electrical engineering at the State Polytechnic Ogwashi Uku, thanked Governor Ifeanyi Okowa for executing so many projects in all parts of Delta State including Ika land, and urged him to sustain the tempo.
The SSA describes the Governor as a man who has given his all to create peace, happiness and progress for the people of Delta state, a man who has spent the greater part of his life to render selfless service to humanity. Beyond road constructions, one of the major policy plank of the Okowa led administration is wealth creation which he has devoted substantial resources, time and energy to build a knowledge based economy and a critical mass of skills for entrepreneurship and business competitiveness through STEP and YAGEP Programmes.
A man of great faith, enviable impacts, Governor Okowa is a man of unquestionable integrity who legacies will always be remembered.

Through consensus building, thorny political issues have become free of tumult, acrimony, and bad blood. This was made possible by okowa's calm persona on a very volatile system. By entrenching core values of selflessness and integrity, he has effectively earned the confidence and trust of of the people.

The SSA also describes the Smart Governor as a leader that has redefined the concept of leadership and effective governance by effectively reorientating the mindset of the political class to see politics as a call to service.

While wishing Governor Okowa quick recovery from COVID-19 isolation, the Governor's Aide urged Deltans to obey all health protocols such as regular hand washing with soap and running water, use of alcohol based hand sanitizers, and maintaining social distancing, amongst others.

..Urges Deltans to Adhere Strictly to Attached Conditions

A Senior Special Assistant, SSA to the Governor on Project Monitoring, Engineer Emmanuel Chuks Mormah has commended Governor Ifeanyi Okowa for partially lifting the lockdown order in Delta State to reduce the economic hardship associated with the directive. Engr. Mormah who heads the Media Unit of the Project Monitoring Office gave the commendation in a chat with newsmen on Tuesday shortly after the Governor's state-wide broadcast on the deadly global pandemic.

He appreciated the State Governor for the planned distribution of one million face masks to Deltans as a measure to stop the virus from spreading in the State, and urged everyone to use face masks in public places as directed by the Governor.

The Governor's Aide described Dr. Ifeanyi Okowa as a Governor and medical doctor with the people's interest at heart, and charged Deltans to reciprocate the considerate gesture by adhering to all the conditions attached to the partial lifting of the COVID-19 lockdown. He advised against taking the Governor's magnanimity for granted so as to forestall further spread of the deadly coronavirus in the State.

Engineer Mormah prayed God to intervene in the global health emergency, and encouraged Deltans not to despair as the virus will soon be a thing of the past.

*GOVERNOR'S AIDE ADVISES DELTANS TO CELEBRATE EASTER AT HOME TO CURB SPREAD OF COVID-19*

A Senior Special Assitant, SSA to the Delta State Governor on Project Monitoring, Engineer Emmanuel Chuks Mormah has enjoined Deltans to celebrate Easter at home, organise services in their living rooms in line with the stay-at-home order of the State Government, as a measure to curb the spread of coronavirus in the State.

The Governor's Aide gave the advice in his Easter message on Friday, and asked the people to sing songs to celebrate Jesus Christ, pray for the nation and direct their offerings to the poor and the needy according to the biblical injunctions in Proverbs 19:17 which states that anyone who assists the poor will receive God's reward.

Engineer Mormah urged the well-to-do in the State to look around their neighborhoods and show love to the needy, stay safe, observe social distancing, wash their hands regularly with soap and running water, use alcohol-based sanitizers, as well as seek God's intervention in wiping out COVID-19.

Engr. Mormah praised Governor Okowa for his tireless efforts at making life easy for Deltans by creating a food bank for the vulnerable people in the State.

The Delta State Government has reiterated it's commitment to containing the spread of the virus and protecting residents from the disease.

The Commissioner for Health, Dr. Mordi Ononye stated this in a sensitization radio programme: Bridge Parliament on Bridge FM, Asaba.

Dr Ononye stated that dedicated ambulances have been put in place in addition to 2 boat ambulances stationed at the Warri Ports and their drivers trained because of the nature of the disease.

Dr. Ononye also disclosed that Delta State settled for the monecullar test methods which are very sensitive and looks for the particular gene components of the virus adding that in the country as a whole, there are for now, only 6 approved testing centers coordinated by the NCDC.

‪“The State has also set-up a Team with personnel from all the State's medical centers such as: Hospital Management Board, University Teaching Hospital and Federal Medical Center Asaba in collaboration with the Nigeria Center for Disease Control (NCDC),” Dr. Ononye said.

STATE BROADCAST BY HIS EXCELLENCY, SENATOR, DR IFEANYI OKOWA, GOVERNOR OF DELTA STATE, ON TUESDAY, 31ST MARCH 2020 ON THE CORONAVIRUS PANDEMIC

My Dear Deltans,
I wish to make further pronouncements in our continuing efforts to prevent/contain the spread of the coronavirus disease in Delta State.
2. In the exercise of the powers conferred on me by the Delta State Public Health Law Cap P21 Laws of Delta State 2006, and in particular, section 8 of the Quarantine Act, Cap Q2 Laws of the Federation of Nigeria 2004, (having regard to the provisions of Sections 2,3 and 4 of the Quarantine Act, Cap Q2 Laws of the Federation of Nigeria 2004), and further pursuant to the Infections Diseases (Emergency Prevention) Regulation 2020 and other enabling Laws and powers in that regard, I hereby order as follows:
i) With effect from Wednesday, April 01, 2020, movement of people, goods and services into, within, and out of all parts of Delta State are hereby stopped;
ii) All residents of the State not on essential duty or providing essential services are to stay home till further notice;
iii) The prohibition of the gathering of persons in the State for conferences, meetings, religious worship, festivals, private events, public visits, burials, weddings, traditional marriages and other social events;
iv) The temporary closure of public places, such as event centres, bars, night clubs/lounges, cinemas, markets, supermarkets, malls, shops, restaurants/canteens;
v) There shall be no street football or any other sporting activities on the streets or neighbourhood during this emergency period;
vi) Foodstuff sellers are permitted to conduct their businesses within the precinct of their homes and will be monitored to ensure they adhere strictly to the social distancing rules;
vii) Markets for ONLY the sales of food items and water will be organized in designated Primary/Secondary Schools in each Local Government Area of the State; they will be coordinated and supervised by the Local Government Chairmen and their teams to ensure compliance with the rules on social distancing.
viii) Pursuant to the Infections Diseases (Emergency Prevention) Regulation 2020, it shall be an offence to inflate the prices of/or hoard food, drugs and other essential goods and services within the State during this period of emergency; Anybody found in contravention of this order may have such essential goods seized or forfeited to the State as stipulated in the Law.
EXEMPTIONS
ix) The restriction of movement does not apply to the following categories of persons:
Those involved in the transportation of essential supplies such as food, water, petroleum products, pharmaceutical products, medical/emergency supplies or other essential supplies as may be cleared by my office;
Security;
Healthcare (Pharmacies are to remain open);
WaterSupply;
FireService;
Power Supply;
Essential Departments of Media Houses
Essential Departments of Telecommunications companies.
x) Livestock farmers (poultry, piggery) and fish farmers are to be allowed into their farms;
xi) Banks are to remain open but only for skeletal services;
xii) All persons that fall under the category of exemption must carry valid identification tags to ensure easy identification and smooth passage as there will be increased security presence during this period;
3. The State Government solicits the support, patience and cooperation of all residents in complying with these directives to enable us to win this war. We are aware of the inconveniences these restrictions will bring but we must realise that we are in an emergency. Life has no duplicate andpeoplehave to be alive to be able to work or do business. So far, the only way to stop or contain the spread of this disease is to prevent further transmission.
4. I am also appealing to wealthy Nigerians, particularly Deltans, to support the Government in the fight against the coronavirus pandemic. Those who wish to make financial donations can contact any of these persons - my humble self the Secretary to the State Government andthe Honourable Commissioners for Finance and Health.

Excercising the powers conferred on him by the Delta State Public Health Law; Section 8 of the Quarantine Act of 2004; and the Infectious Disease (Emergency Prevention) Regulation of 2020, yesterday, Governor Ifeanyi Okowa announced the following directives:‬

1. Starting today, the movement of people, goods and services into, within, and out of all parts of Delta State is hereby suspended.
2. All residents of the State not on essential duty or providing essential services are to stay home till further notice.
3. All gatherings for conferences, meetings, religious worship, festivals, private events, public visits, burials, weddings, traditional marriages and other social events are prohibited.

*SSA TO GOVERNOR OKOWA PROMISES TO SPONSOR INDIGENT STUDENTS IN AGBOR*

A Senior Special Assistant to the Governor on Project Monitoring, Engr. Emmanuel Chuks Mormah has promised to sponsor the payment of WAEC registration fees for two JS-3 and two SS-3 indigent students in Alihagwu mixed secondary School Agbor.

The Governor's Aide made the promise on Friday at Alihagwu mixed Secondary School, Agbor, during the 4th annual inter-house sports competition of the institution.

Engr. Mormah, who is the
patron and Co sponsor of Blue House, said his passion to help the less privileged, especially the youths, was the driving force behind his decision to sponsor the students' WAEC registration fees as junior and senior level of the school.

He said the Okowa Administration believes in school inter house sports as a means of catching them young to be developed for greater competitions in future at local and International levels.

The Media Team, Delta State Office of Project Implementation and Evaluation, has been charged to be guided by the principles of truth, fairness and objectivity while reporting the activities and programmes of the Office.

A Senior Special Assistant to the Governor on Media, Comrade Nelson Egware gave the charge in Asaba at a one-day workshop for newsmen facilitated by the Head of the media team, Engineer Emmanuel Chuks Mormah, who is also a Senior Special Assistant to the Governor on Project Monitoring,

Comrade Egware who spoke on the ethics of journalism, including truth, accuracy, objectivity and fairness amongst others, also enjoined the team to shun fake news in its entirety.

The Governor's Aide also harped on the need for the media team to work with the social media, within the ambit of ethical press, for efficient and effective discharge of their duties.

He stressed that the activities of government, especially project ex*****on across the state, must be adequately publicized in line with the Stronger Delta vision of Governor Ifeanyi Okowa.

He urged members of the team to work towards achieving set goals, stressing that Governor Okowa was committed to fast tracking the development of the State through the delivery of high quality projects.

Earlier, the Head of the Media Team, Engineer Emmanuel Mormah, pointed out that the Office of Project Implementation and Evaluation was created to ensure quality projects and therefore tasked the media team, as the image maker of the Office, to highlight the importance of project monitoring in the State.

Engineer Mormah told the media team that the success of the Office lies in their hands, and appreciated Comrade Egware for the ethical lecture.

For their parts, the Head of Operations of the media team, Mr. Fred Odu, and his deputy, Dr. Godwin Orhadahwe reminded the team that media was all about effectively publicising government in good light via the print, electronic and social media, with constructive criticism as a lubricant.

They stressed the need to accompany pictures with appropriate captions, and enjoined the team to get the views of the contractors, project monitors and beneficiaries of the projects for their reports, in order to achieve balance.

*...Hon. Erijo Tasks Contractor to Meet Commissioning Deadline*

The Special Adviser to the Governor on Project Implementation and Evaluation, Hon. Johnson Erijo has urged the contractor handling the rehabilitation and re-modeling of the Specialist Hospital, Asaba, Deus Project Ltd, to get the job ready for commissioning.

Hon.Erijo gave the charge at Asaba on Wednesday, when he led his teams of project inspectors to monitor the job, and tasked the contracting firm to deliver the project on time and according to specifications, in line with the Stronger Delta agenda of the Okowa Administration.

He thanked the Site Engineer and the hospital Facility Manager for conducting his team round the project site, and promised to revisit more frequently before the commissioning date.

The Erijo-led monitoring team was earlier received on arrival by the hospital's Facility and Quality Assurance Manager, Mrs. Laura Ade, on behalf of the Medical Director who was said to be unavoidably absent.

The site engineer, Mr. Kayode Jegede of Deus Project Limited, assured Hon. Erijo and his team that his firm was working towards meeting the commissioning deadline.

Mr. Jegede, a civil engineer, told the monitoring team that the project which started in 2012, was originally meant to be completed in 2015 but was delayed due to unforseen developments.

He commended the Erijo-led team of project inspectors for the visit, and promised that all technical observations made by the team would be considered while tidying up the job for commissioning.

Meanwhile, the project monitors, mostly comprises of engineers, did not inspect the Out-patient Section, Accident and Emergency Ward, as well as the Sickle Cell Referral Centre that were already in use, so as not to disturb the patients.

During the inspection, the SSA to the Governor on Project Monitoring, Engr. Emmanuel Chuks Mormah and his colleagues carried out some electrical and civil engineering tests, using equipment brought from the Office of Project Implementation and Evaluation to ascertain the level of compliance with standard and quality control.

They advised the contracting firm to correct all observed errors before the date of commissioning.

NO CONTRACTOR WILL BE WITCH HUNTED - Erijo Assures
Contractors executing government projects in Delta state have been assured of the full cooperation of the Office of Project Implementation and Evaluation to the extent that the synergy will add value to development of the state.
The Special Adviser to the Governor of Delta state on Project Implementation and Evaluation, Honourable Johnson Erijo, gave the assurance on a Voice of Delta Asaba sponsored marketing programme, Market Link.
Honourable Erijo, who was represented by a Senior Special Assistant to the Governor on Project Monitoring and Head of the media team of the office, Engineer Emmanuel Mormah, said no contractor would be witch hunted in the course of project monitoring.
He, however, emphasized that no contractor in the state would be allowed to deliver a poor job and get away with it as government desired and deserved value for every kobo spent on any project.

. DELTA PROJECT MONITORING OFFICE VISITS DELSUTH REHABILITATION PROJECT; TASKS CONTRACTOR ON QUALITY JOB

In continuation of its monitoring duty, the Delta State Project Implementation and Evaluation Office on Wednesday visited the Delta State University Teaching Hospital, Oghara, Ethiope west local government area of Delta state for an on the spot assessment of the ongoing renovation work at the tertiary health institution.

The monitoring team, led by an Executive Assistant to the Governor on Project Monitoring, Prince Godwin Ejinyere, was received by the Chief Medical Director of the hospital, Dr. Ogueh Onome, who commended Governor Ifeanyi Okowa for setting up an office to evaluate and monitor government projects across the State.

Dr. Onome expressed delight at the total overhaul of the Main Building of the Teaching Hospital and thanked the Okowa administration for its efforts at repositioning the facility.

The Chief Engineer of the hospital, Emeri Spencer Uche, who conducted the monitoring team round the facility, said the job was already 65 percent complete and assured the team that it would be delivered in April 2020.

The leader of the monitoring team, Prince Godwin Ejinyere, said the exercise was not to witch-hunt anyone, but to identify and fill existing gaps towards effective and quality job delivery for the benefit of the people of Delta state.

Prince Ejinyere said the Office of Project Implementation and Evaluation was out for serious business, stressing that it would no longer be business as usual for any contractor as government projects should not be seen as gold mines to be exploited.

He attributed the quick dilapidation of DELSUTH to lack of maintenance culture and said his team would visit the project fortnightly to fast track its completion.

A member of the team and SSA to the Governor on Project Monitoring, Honourable Jahswill Asaba, advised the contractor against cutting corners as the hospital was the last port of call for Deltans and other Nigerians seeking health services.

Another member of the team, Engineer Emmanuel Mormah, also SSA to the Governor on Project Monitoring, urged the contractor to continue with his good work and ensure early completion of the project.

For his part, the Consultant, Architect Chidozie, commended Governor Okowa for appointing engineering experts as project monitors whose observations were very professional and technical, and praised the team for the visit.

The project monitoring team also included SSA Architect Agbegha Brigbene, Field Offiers Israel Arue and Mrs Donwa Obatarhe.
