*Islamia College of Science and Commerce: Over a decade after Inquiry Officer to probe ‘embezzlement’ allegations*

Srinagar, Jan 29: Higher Education Department has constituted an Inquiry Officer to conduct a time-bound probe into the allegations leveled against Islamia College of Science and Commerce over a decade ago that it has embezzled UGC grant.

Sources said that University Grants Commission had provided a financial grant, earmarked for various developmental works for Islamia College of Science and Commerce Srinagar.

Sources told news agency that some members from the College had alleged some 12 years ago that the UGC grant for the college has been misappropriated.

Taking cognizance of the allegations, Principal Secretary to the Government Higher Education Department, Rohit Kansal has appointed Director Planning Higher Education Department Mr. Ghulam Muhammad Ganie as Inquiry Officer to look into these allegations.

An official said that the Inquiry Officer has been directed to submit his report within four weeks’ time.

Insiders said that Higher Education Department has taken cognizance of the allegations after 12 years. They said UGC grant of Rs 1.50 crore was given to the college in two installments back in 2010. Even the College authorities back then provided a ‘Utilization Report’ to UGC but some people alleged that funds were not utilized for the development of the College and approached Vigilance Commission. Now after 12 years, Higher Education Department has appointed an Inquiry Officer to probe the matter which speaks volumes.

Srinagar, Dec 16: Mobile phones, which were originally designed for communication purposes are currently being abused for a variety of ways. Playing internet games has become a frequent tendency among the kids in this digital era.

Experts believe that rather than seeing technological advancements as a blessing for improving one's intellectual ability, young people have come to regard cell phones as nothing more than a game play gadget.

They said youth in Kashmir are spending most of their time on phones playing PUBG games which they regard as mood lifters but spending more time on social media is becoming internet addiction which is causing more harm than the momentary respite.

Dr Rizwan a social activist from south Kashmir told news agency that Kashmiri kids are addicted to online games like PUBG besides spending time on fantasy sports manager application Dream 11 and in last two years on excuse of online classes they spend more time on phones.

"I have seen young kids on daily basis asking their parents to provide them Rs 50 to 100 for internet pack for online classes. But they spent the money on online games," he said.

Rizwan said that internet addiction mainly includes playing online games which has become a threat to our society and it might damage our young generation if not addressed quickly.

Parents from different areas of Kashmir also told news agency that their children were good at studies and were using their spare time in playing outdoor games but after Covid-19 restrictions, online classes have made our children smartphone addicts.

“My son hardly goes out for outdoor games since Covid-19 lockdown last year and he spends most of his time on the phone on excuse of giving online classes and sometimes downloading material,” Haseena, a parent from Anantnag said.

“Since he started spending more time on smartphone, he has become lazy and of violent behavior, besides that he sleeps for just a few hours at night,” She said. “I always pray for the opening of schools so that offline classes will start so that the phone addiction habit will go away.”

Dr Mohammed Maqbool Head of Department (Psychiatry) at GMC Srinagar while talking with news agency said that internet addiction causes psychiatric problems as internet addiction is a disorder itself.

“There is a pathway in the brain known as the reward pathway and if we give any drug to any person, it stimulates the reward pathway and the same is the case with internet addiction,” Maqbool said.

“It is the same like if anyone wants to leave drugs there are withdrawal symptoms. Anyone who wants to leave internet addiction can suffer from symptoms like palpitation, anxiety, depression and less sleep,” he said.

“If a person is spending 10 hours on the phone, they should decrease it by 30 minutes after every two or three days, it will help the person in leaving the addiction and symptoms will be less,” Maqbool said.

Experts believe that persistent counseling, making youth aware about the ill effects of internet addiction and asking them to spend time in outdoor games can help them in leaving this addiction.

Mumbai, December 6: A former leader and chairman of the Shia Waqf Board, Wasim Rizvi converted to Hinduism on Monday in Dasna temple in Ghaziabad.

The conversion ceremony of Wasim Rizvi was conducted by Mahant Narasimha Ananda Sarawati. Wasim Rizvi will now be known as Harbir Narayan Singh Tyagi.

Before converting to Hinduism, Wasim Rizvi had expressed his desire that he should not be buried but cremated as per the Hindu rituals.

In his will, he had stated that his pyre should be lit by Mahant Narasimha Ananda Sarawati only.

After the conversion to Hinduism, Harbir Narayan Singh Tyagi said that he will only work for the Hindutva and the betterment of Hindus.

Waseem Rizvi Says ‘I Will Commit Su***de but Won’t Give Up’ After Facing Flak for His PIL Seeking Removal of 26 Verses From Quran.

Rizvi had courted many controversies, the most recent being, AIMIM chief Asaduddin Owaisi filed a complaint against him after Wasim Rizvi had launched his book ‘Muhammad’.

In his complaint, Owaisi alleged that Rizvi wrote the book to hurt the sentiments of the Muslim community.

Earlier, Rizvi had made headlines when he had filed a PIL to remove 26 verses from Quran, stating those verses allegedly encourage terrorism.

*Delhi-based Publication's Class 7th History, Civics books have hurt sentiments of people badly: JKBOSE*

*Board asks all affiliated schools to discard such books, warns of strict action if schools go ahead with same books*

Srinagar, Dec 05:The Jammu and Kashmir Board of School Education (BOSE) on Sunday said that the History and Civics of edition-2020 for the class 7th published by Delhi based JAY CEE PUBLICATIONS has hurt the sentiments of people.

The Board has accordingly directed all the schools affiliated with either with Central Board for Secondary Education (CBSE) or JKBOSE to withdraw the book immediately.

Top official of the JKBOSE informed the news agency “All the schools of UTs of Jammu and Kashmir and Ladakh affiliated either with CBSE, JKBOSE or any other Board of the country are directed not to use textbook of “History and Civics “, Edition, 2020 for class 7th published by JAY CEE PUBLICATIONS Pvt Ltd New Delhi.”

“If the textbook is being used in any school, it must be withdrawn immediately; otherwise strict action as warranted under provisions of law shall be initiated,” the official said.

JKBOSE officials said that the board has condemned the act of publication of certain material that has hurt the sentiments of the people. “The publisher is directed to withdraw this textbook immediately from all the schools wherever it has been distributed, in spite of the publishing house having regretted the mistake made by them.”

*HC questions investigation, quashes conviction of drug traffickers*

_No safe custody of samples from seizure date’

SRINAGAR, Dec 3: The High Court today quashed the award of conviction by trial court and acquitted the alleged drug traffickers and directed their release.

Justice Rajnesh Oswal set aside the trial court judgement by virtue of which, the appellants-Asha Singh along with other person were convicted for commission of offence under Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.

Both the persons were sentenced to undergo rigorous imprisonment for a period of 10 years each with a fine of Rs one lakh each and in default of payment of fine, the appellants were further ordered to undergo rigorous imprisonment for a further period of six months each.

“In view of what has been said and discussed, the appeal is allowed.

The judgment and order passed by the Additional Sessions Judge, in charge sheet titled “State Versus Kali Das & Anr” arising out of FIR No: 73/2016 dated under NDPS Act is set aside and the appellants are acquitted of the charges. The charge sheet stands dismissed. The appellants are ordered to be released forthwith, if not required in any other case”, Justice Oswal directed.

The conviction of both the appellants was challenged before the High Court on the grounds that the trial court has not appreciated the evidence in its right perspective and further has not taken into consideration the contention of the appellants regarding non-production of material witness.

Court has raised serious question the way the prosecution has taken the investigation of case in hand and observed that it was obligatory on the part of the prosecution to prove that after the seized samples were extracted, the same were kept in safe custody.

It is the prosecution case that samples were sent for resealing on 02.05.2016 while the same were seized on 27.4.2016. The samples were further forwarded and received by prosecution witness on 03.05.2016 as stated.

Court recorded that there is nothing on record that samples were kept in safe custody from 27.04.2016 till 02.05.2016 when the same were sent for resealing.

The Investigating Officer has stated that samples were sent to FSL and remaining contraband was kept in Malkhana which the court said, reveal that the samples were never kept in Malkhana and there is nothing on record to demonstrate as to where the samples were kept after they were prepared and sealed.

“Investigating Officer was required to deposit the samples as well as the remaining contraband in the Malkhana and further in order to bring home the guilt of the appellants, the Investigating Officer was required to place on record the extract of Malkhana register to demonstrate that the samples were kept in Malkhana and further that they were taken out from the Malkhana for the purpose of resealing”, court said.

The prosecution witness has destroyed whole of the prosecution case by stating that 12 kg and 480 gms charas was produced before him and out of which 30-30 gms of 6 samples were extracted in Police Post and rest of the 12 kg and 300 gms of charas was deposited in Malkhana on 08.06.2016.

“This witness admitted that no entry was made in the Malkhana register and further that his statement was recorded by constable Shahjahan.

Not only this, there is no evidence on record as to who deposited the samples with FSL on 03.05.2016, though the prosecution witness stated that the samples were received through Sub- Inspector stated that some official of Polcie Post had taken the samples to FSL”, Justice Oswal said.

The court after going through the judgment of trial court said that investigation by prosecution in the case has escaped the consideration of the trial court.

The recovery and seizure of the contraband, court added, is doubtful and the prosecution has failed to prove the safe custody of samples from the date of seizure till sending the same to FSL and held that the judgment of conviction and order of sentence passed by the trial court is not sustainable.

*NMA Preparing A Blue Print To Get At Least 4 Heritage Sites of Kashmir in UNESCO World Heritage List*

Srinagar, Nov 26:The National Monuments Authority (NMA) has conducted a detailed survey of Important Hindu and Buddhist Monument sites of Kashmir Valley.

The survey was carried out by Chairman NMA, Tarun Vijay along with the officials of Directorate of Archives, Archaeology and Museums, Government of Jammu and Kashmir.

The Chairman in spite of being disabled and wheel chair bound did an extensive tour of the Hindu and Buddhist temples and monument sites like Rainawari, Martand Temple, Awantipora, Harvan Buddhist site, Parihaspura, Pattan, the Naranag group of temples and other sites in Srinagar including Shri Pratap Singh Museum.

During the survey, Tarun Vijay said, this first of its kind exercise in Kashmir valley is result of hon’ble Prime Minister’s vision to revive and restore the cultural glory of J&K while promoting the spirit of ‘Ek Bharat, Shreshtha Bharat’. He also observed that immediate steps need to be taken to conserve and preserve these monuments.

While highlighting about the presence of several heritage sites across Jammu and Kashmir, the chairman said that NMA is preparing a well-crafted plan to achieve UNESCO world heritage site status for several monuments here.

“Martand, Parihaspora, Naranag and Harwan are among the major sites which deserve the status of UNESCO World Heritage sites.”

“Jammu and Kashmir is sitting on a treasure of world class heritage sites and the NMA will work hand in hand with J&K Government and ASI to ensure that these sites are taken up in tentative list of World Heritage sites and consequently into UNESCO list of the World Heritage sites,” NMA Chairman observed.

The Chairman also appreciated the efforts of Lieutenant Governor, Sh. Manoj Sinha, who has infused new enthusiasm among officers to protect heritage and has started a new campaign for the protection of cultural heritage in Jammu and Kashmir.

Shri Tarun Vijay also complimented the Deputy Commissioner, Srinagar, Aijaz Assad for initiating the renovation process of Vicharnag Temple.

He also applauded the efforts of central and local officers who have worked hard in spite of several challenges. He added that special certificates of honour will be given to them for their dedicated services in preserving these rich cultural treasures.

The Chairman while acknowledging the work of ASI officers, said that more than 19 cases of encroachment and violation of law have been registered by ASI against the encroachers in Naranag only.

During his survey of Rainawari’s ancient Vitaal Bhairav Temple, the Chairman asked the officials that the process should be initiated to list the site on Central and local ASI list.

Shri Tarun Vijay also asked the officers that adequate staff be deployed for upkeep and protection of these cultural heritage treasures and in coming days proper budget and funds will be allocated for same.

*Gadkari approves over Rs 3900 cr for highway projects in J&K, Ladakh, Punjab*

*Delhi-Katra Expressway, Akhnoor-Poonch road get more funding*

JAMMU, Nov 19: Union Minister for Road Transport and Highways Nitin Gadkari today approved works on major National Highways and roads worth about Rs 3900 crore in the Union Territories of Jammu and Kashmir and Ladakh and the neighbouring State of Punjab including construction of Akhnoor-Poonch road on National Highway 144-A.

Gadkari announced the new works through a series of tweets.

“New works will give major boost to road infrastructure in the Union Territories of Jammu and Kashmir and Ladakh besides the State of Punjab,” the officials said.

The Highways Minister has approved a budget of Rs 441 crore for rehabilitation and up gradation work to two-lane with paved shoulder on Akhnoor-Poonch road on the National Highway 144-A.

The work has been approved under Project Sampark (Border Roads Organization) under Engineering Procurement and Construction (EPC) Mode, the officials said.

They added that the Union Minister has also approved construction work of 4/6-lane Access-Controlled Expressway from junction with Pathankot-Gurdaspur road (National Highway-54) near Balsua to junction with Hiranagar road in Kathua district of Jammu near village Gurha Baildaran of Delhi-Amritsar-Katra Expressway.
The project has been approved on Hybrid Annuity Model (HAM) mode under Bharatmala Pariyojana Phase-II.

This will have the cost of Rs 3044.02 crore and will cover the State of Punjab and the Union Territory of Jammu and Kashmir, the officials said.

In the Union Territory of Ladakh, Gadkari has approved construction work of three realignments including Drass, Kharboo and Kargil between Pandrass-Pashkyum on Zojila-Kargil-Leh road (National Highway-I) with two-lane.

The work has been approved under Project Vijayak (Border Roads Organization) on Engineering Procurement and Construction Mode.
The work has been sanctioned at the cost of Rs 426.14 crore, the officials said.

They said the three works approved at the cost of over Rs 3900 crore today will give major boost to developing highways and road infrastructure network in the Union Territories of Jammu and Kashmir and Ladakh and the neighbouring State of Punjab especially Delhi-Amritsar-Katra Expressway which will sharply reduce travel time and distance between New Delhi and Jammu.

Delhi-Katra Expressway will pass through four States/UTs including New Delhi, Haryana, Punjab and Jammu and Kashmir and will be major beneficial for travellers. The project has got pace with approval of funds from the Union Ministry for Roads and National Highways which has regularly been monitoring the project.

Work on Akhnoor-Poonch National Highway, as per the officials, is also a major project which will benefit the people a long way as it will also cut travel time and distance on Jammu-Poonch National Highway. Work on Jammu-Akhnoor road is already going on swiftly.

People in the twin border districts of Rajouri and Poonch will be the major beneficiaries of the new Highway, when completed, the officials said.

The Union Territory of Ladakh has also been witnessing major infrastructure development of roads and National Highways including in the strategic areas.
“Many new roads are coming up in the strategic areas in Ladakh,” the officials said, adding the Central Government proposed to connect all border areas with roads to help speedy supplies to the Armed Forces.

*We are open to correction if anything has gone wrong: J&K DGP*

Srinagar, Nov 18: On a day the J&K Lt. Governor ordered a magisterial probe into the Hyderpora encounter in which four persons were killed, Director General of Police (DGP) Dilbag Singh said the “police is open to correction if anything has gone wrong”.

Earlier in the day, Lt. Governor Manoj Sinha ordered a time bound magisterial probe into Monday’s Hyderpora encounter in which, according to the police, ‘a foreign terrorist, his local associate, Altaf Ahmad (owner of the building where the encounter took place) and Dr Mudasir (was running a call centre in a rented floor of the building, but was a terror associate), were killed.

Earlier in the day, Lt. Governor Manoj Sinha ordered a time bound magisterial probe into Monday’s Hyderpora encounter in which, according to the police, ‘a foreign terrorist, his local associate, Altaf Ahmad (owner of the building where the encounter took place) and Dr Mudasir (was running a call centre in a rented floor of the building, but was a terror associate), were killed.

Families of the building owner, Altaf Ahmad and Dr Mudasir have demanded their bodies to be returned so that the last rites could be performed.

The families also challenged the authorities to prove that the two civilians had anything to do with militancy.

All the four persons slain in the Hyderpora encounter were buried by the authorities in north Kashmir Handwara tehsil after the demand of the families to return the bodies was turned down.

Dilbag Singh (DGP) told some reporters, “We will look into the demands of the families. We are open to corrections if anything has gone wrong. A police probe will also find out what went wrong.

“We will find out what happened in the Hyderpora encounter. We are for the safety of people and will not shy away from a probe.”

All mainstream politicians, including three former Chief Ministers (Farooq Abdullah, Omar Abdullah and Mehbooba M***i), Sajad Lone of the Peoples Conference and Yusuf Tarigami of the CPI-M have demanded an impartial probe into the incident.

Peoples Conference leaders, including Abdul Gani Vakil, Khurshid Alam and others carried out a protest against the Hyderpora incident. IANS

Srinagar, Nov 18 : Expressing gratitude to LG Manoj Sinha for ordering magisterial inquiry into the Hyderpora encounter, Abdul Majeed Bhat, the brother of slain building owner Altaf Ahmed, who was one among four persons killed in the gunfight, Thursday said they were hopeful that probe would be taken to logical end but their "ultimate demand is that the body of Altaf should be handed over to them."

“I am grateful and also thankful to LG Manoj Sinha for ordering magisterial inquiry into the Hyderpora encounter. I am hopeful that the probe would be taken to a logical conclusion and truth would come to fore under the supervision of LG sahib,” Abdul Majeed told news agency.

He, however, said that their ultimate demand is that police should handover Altaf’s body to his family for last rites. “My brother has little children who want to see their father one last time,” Abdul Majeed said. “So I request LG sahib to intervene and handover us the body of my brother.”

On Monday, four persons including building owner Altaf, Dr Mudasir Gul, were killed in Hyderpora gunfight. Police said Altaf was killed in cross fire while Dr Gul was an OGW, a claim outrightly rejected by his family. The other two slain were identified by police as foreign militant Haider and his associate Amir Ahmed from Banihal. Amir’s family has also contested police claim stating that his son was working in Srinagar to earn his living.

He also stated that “he himself has killed militants and how come his son was branded as a militant.” There has been massive anger across Kashmir over the government’s decision of not handing over the bodies of slain Altaf and Dr Gul to their family members for last rites. On Wednesday, Dr Gul’s wife Humaira along with her 18-month-old daughter staged a protest in press enclave stating that police must come up with a proof to prove her husband was an OGW. If it was proven that Dr Gul was an OGW, “police can kill her along with her daughter and one would raise their voice then.”

The family members of Altaf and Dr Gul continued their protest till late evening yesterday that was later foiled by police by detaining the protestors, who were later released.

*DSEK Asks Private Schools Not To ‘Compel’ Parents To Purchase Books, Uniforms From ‘Particular shop’*

*Warns Them Against De-Recognition, Withdrawal Of NOC*

Srinagar, Nov 10: Director School Education Kashmir on Wednesday warned all private recognised schools with de-recognition and withdrawal of NOC for “compelling” parents for purchasing books or uniforms from any particular shop.

“Again it has came into the notice of this Directorate that recognised Private schools are still indulging in selling books/uniforms in the school premises and even parents are being forced to purchase books from some specific private shops, besides the exercise of replacing existing books with the new one is becoming habitual on part of recognised unaided private schools which has been viewed very seriously,” DSEK said in a circular issued here.

This practice, the DSEK said, was against the instructions already issued on the subject vide series of communications issued earlier.

“As such, it is once again enjoined upon all the Private recognised schools that they should desist from compelling the parents for purchasing books/uniforms from any particular shop and change of books thereof,” it reads as per news agency

Further in order to have a wider choice for the parents for purchase of books and uniforms, the same should made be available in the open market, the circular reads.

“Any deviation from these instructions if noticed shall be viewed seriously and action will be taken as per the provisions of the law which may include de-recognition/withdrawal of NOC also.”

All Chief Education Officers, the DSEK, said shall constitute special monitoring teams headed by Deputy Chief Education Officer/Senior Most Zonal Education Officer to verify the complaints received on account of sale of books/uniforms by the Private Schools, pressing parents for purchase from any particular shop and replacing existing books with the new one thus adding more burden on the parents during present circumstances in the valley.

“Action taken in this regard shall be submitted to this Directorate on weekly,” the circular added.

*Govt mulls to reopen schools for lower classes as third wave wanes in J&K: Officials*

Say non-approval of vaccination for children main hindrance for reopening of schools; ‘Authorities closely monitoring situation, final call to be taken to reopen schools in staggered manner’

Srinagar, Nov 04: As life is limping slowly back to normal after the second wave of COVID-19, the Jammu and Kashmir government is closely monitoring the COVID situation and over the next two to three weeks final call will be taken on reopening of schools for lower classes in staggered manner,” officials said here on Thursday.

An official told news agency that director school education and commissioner secretary school education will take a call on reopening of schools if parents will give positive feedback about the same.

“Over the last three weeks, there is a slight increase in positive cases of COVID-19 and we are closely monitoring the situation, so that we will be prepared beforehand to tackle the third wave of COVID19,” he said.

He said that they are working with precautions in every district so as to monitor the surge or reduction of COVID positive cases in each district.

“Deputy commissioners from all districts present a weekly report of the COVID situation in their respective districts and based on that the State Executive Committee of Disaster Management headed by Chief Secretary will chair a meeting with all the concerned officials to handle the situation every week,” the official said.

Stating that all district education officials have submitted data regarding the current scenario in their respective areas, the official said that a decision would be taken according to their reports.

He said that regarding reopening of schools, first thing is that no vaccine has been approved for children yet. “That’s the main hindrance because if vaccination of children gets approved then administration can take a decision regarding reopening of schools. Children are unvaccinated so they are vulnerable to COVID19, that is why administration cannot take any risk yet,” he said.

He also said that J&K has been one of the best in the country as far as management of COVID is concerned. “Weekly review is being done every month to fight against the pandemic. Everything has been reopened keeping in view the report of every district and the SOP’s to be followed.”

He said that whenever the positivity rate of Covid decreases, the administration will allow phase wise reopening so that people don’t suffer much.

“In the coming days, if COVID positivity rate reduces then it might be possible to reopen schools in staggered manner. However, Commissioner secretary along with Director of school education can always talk with the parents for their feedback regarding reopening of schools or not,” he said.

He said that the schools were reopened for high and higher secondary students keeping in view the board examinations of 10th and 12th classes.

“50% attendance has been carried out for both these classes so that studies could be continued along with COVID appropriate behaviour. After closely monitoring the COVID situation over the next two to three weeks we will take a call on reopening of schools in staggered manner,” he said.

The official said that in case the positivity rate rises, they will again shut down all educational insututions keeping in view the safety of students.

The DGP said that issuing these ordes would give much needed financial relief to the families who have lost their caretakers while protecting and safeguarding the sovereignity and integrity of nation and also interests of the people of Jammu and Kashmir.

He further said that the appointments would serve as a Diwali gift for these families.

*JNU cancels webinar on Kashmir says subject 'objectionable'*

New Delhi, Oct 29: The Jawaharlal Nehru University has cancelled a webinar on Kashmir since the subject was found to be "objectionable and provocative", and the organisers had not sought permission for the event, vice-chancellor M Jagadesh Kumar said on Friday.

The Centre For Women's Studies at the university was to host a talk titled "Gendered Resistance and Fresh Challenges in Post-2019 Kashmir". Ather Zia, a political anthropologist, author, poet, and activist was the speaker at the webinar.

"The notice of the webinar says 'this talk will draw and build upon the ethnography of…gendered resistance to Indian occupation in Kashmir'. This is a highly objectionable and a provocative subject, which questions the sovereignty and territorial integrity of our country.

"JNU cannot be a platform to this kind of very questionable webinars. The matter is being inquired into," Kumar said in a statement.

An immediate response was not available from the faculty members of the Centre For Women's Studies.

Kumar said, "As soon as it came to our notice that an online webinar titled 'Gendered Resistance and Fresh Challenges in Post-2019 Kashmir' was going to be organized at 8.30 pm today by Centre for Women Studies, the JNU administration immediately instructed the faculty member organising the event to cancel it," Kumar said.

Kumar said "the program was cancelled forthwith and the faculty member did not seek the permission of administration before planning such an event."

Meanwhile, the JNU unit of RSS-affiliated Akhi Bharatiya Vidyarthi Parishad demanded action against the chairperson of the Centre for holding such an event.

Rohit Kumar, secretary ABVP-JNU said, "We demand immediate action against the chairperson of the Centre for Women's Studies, concerned faculties and JNU registrar who allowed the program and who all have mindlessly organised such an webinar by twisting facts on the Union Territory of Jammu and Kashmir with the intention to create a distorted narrative on Jammu and Kashmir."
