Russia begins annual conscription, potentially bolstering units in Ukraine.

Russian President Vladimir Putin signed a decree on the annual spring draft for military service in Russia with a target number of around 150,000 new recruits, with some saying thee number are going to support and refit units currently in combat in Ukraine.

"Carry out conscription of citizens of the Russian Federation aged between 18 and 27, not in reserve, and eligible to conscription, between April 1 and July 15, 2023, in quantity of 147,000 people," the new decree says, as published by the Kremlin.

While officials in Russia have repeatedly stated that conscripts serving in their annual requirements will not be sent into the 'special military operation' in Ukraine, others have noted that these numbers are being used to refill units depleted after months of brutal and taxing combat.

Accoring to Russia-based Conflict Intelligence Team, "judging by the fact that the dates of the conscription period are customary — Apr. 1 to Jul. 15, — the second wave of mobilization is put off for an indefinite period of time (clearing the training grounds for mobilized soldiers will take some time)."

"But it is quite possible that the Armed Forces of Russia will try to fill their ranks with those conscripts who will be transferred to the reserve this spring."

Russian recruitment ads online have called for volunteers, luring them in with substantial sums of money, with others saying that these sums include bonuses for actions on the battlefield.

The QR code from the ads on VK (Russian Facebook) sends to the website of the Komi government, which shows additional cash payments: advancement in the assault squads (1 km - 50,000 rubles), capture of a tank (1 million rubles), write-off of debt on the soldier's loan and other benefits.

It's very unclear how a payroll office is going to quantify kilometers of territory taken and incorporate this into their pay systems, but it seems there is a significant drive to get young men who are "go getters" and willing to put territory gain over any other objective.

The Turkish Parliament approves Finland’s accession to NATO.

All 276 lawmakers present in the parliamentary hall in Ankara voted to approve a bill that would clear the last legal hurdle for Helsinki.

"NATO membership will strengthen Finland's security and improve stability and security in the Baltic Sea region and Northern Europe," the Finnish government said in a statement following the Turkish parliament vote.

However, Turkish lawmakers concluded that Sweden had not yet fulfilled its obligations and would not yet be admitted to the alliance.

Finland's accession had been hampered by Hungary as well, though Budapest later approved the country's path, drawing the ire from the Kremlin and getting the country added to its growing "unfriendly countries' list.

NATO Secretary General Jens Stoltenberg praised Ankara's move online, posting "I welcome the vote of the Grand National Assembly of to complete the ratification of ’s accession. This will make the whole family stronger & safer."

The addition of Finland to NATO would be the latest since North Macedonia in 2020.

Fighting flares again in Nagorno-Karabakh.

Azerbaijani troops have advanced into Armenian-controlled territory in the Yerevan-backed Artsakh Republic, with sporadic and unconfirmed firefights breaking out resulting in several villages coming under control of Baku's troops.

"Azeri troops have unlawfully advanced further into the territory of Nagorno Karabakh (Artsakh)" Armenpress, a pro-Armenian news outlet, reported.

However, according to Baku, the operations were in response to continuing shipments under cover of darkness and fog by Armenian troops to send men, munitions, and mines into the region.

"The transportation of manpower, ammunition, mines, as well as other military equipment from Armenia for illegal Armenian armed detachments in the territory of Azerbaijan, where the Russian peacekeeping forces are temporarily deployed, has intensified in recent days," the Azerbaijani Ministry of Defense said in a statement.

"Taking into account the current situation, necessary local control measures were taken by the Azerbaijan Army Units to suppress the use of dirt roads north of the Lachin road for illegal activities, as well as the aggravation of the situation by the transportation of weapons and ammunition by Armenia and the commitment of potential provocations."

Responding to this, the Information Center of Nagorno Karabakh states "“Azerbaijan’s false claim on the alleged use of the Stepanakert-Ghaybalishen-Lisagor mountain road for arms shipments is simply a pretext for their own renewed aggressive and destructive actions."

According to the Russian peacekeeping contingent, there were no reported casualties, and they are investigating the incident.

Russian T-54s and T-55s transported from storage.

According to Conflict Intelligence Team, a Russia-based OSINT source, Russia is taking some of its Soviet-era T-54 and 55s out of storage in the 1295th Central Tank Repair and Storage Base, located in the town of Arsenyev, Primorsky region, in Russia's Far East.

"The CIT team has obtained photographs of a train transporting military vehicles from Russia’s Far East. We identified the vehicles as Soviet-era T-54/55 series tanks: T-54s as well as tanks which may be either late T-54 or T-55 tanks were both on that train," they reported.

They note that the deployment and use of outdated T-62 tanks has been documented since the summer of 2022 in Ukraine, but it is the first recorded instance of T-54 and 55 model tanks being withdrawn from storage.

The group admits that "even an outdated tank is more useful than no tank at all, but we consider the lack of rangefinders and ballistic computers (not to mention fire control systems) to be the key disadvantages of these series, as well as primitive sights and (in T-54s) an inferior gun stabilization system."

While the actual destination and purpose of these tanks is not confirmed or clear, the removal and potential deployment of other older and outdated armored vehicles shows "this clearly indicates severe issues with military vehicle supply in the Armed Forces of the Russian Federation."

Ukraine strikes a Russian cruise missile shipment in Crimea.

Ukraine's intelligence directorate announced that a strike had eliminated a shipment of Kalibr NK cruise missiles in the central town of Dzhankoi, Crimea, where railroads that are key to the supply of Russian positions in the south intersect.

"An explosion in the city of Dzhankoy in the north of the temporarily occupied Crimea destroyed the Russian Kalibr NK cruise missiles during their transportation by rail," the intelligence directorate said in a statement, without mentioning explicitly that Kyiv was responsible for the attack.

"The mysterious "cotton" continues the process of Russia's demilitarization and prepares the Ukrainian peninsula of Crimea for deoccupation," the statement concluded.

Russia has so far not acknowledged the strike, with state media saying Ukrainian drones being shot down over the area.

Oleg Kryuchkov, an aide to Crimea's pro-Russian governor, took to social media to say the drones targeted civilian areas, with no military in the area.

"All drones aimed at civilian targets. One was shot down over the Dzhankoy technical school and fell between the academic building and the hostel. There are no military installations nearby," he claimed.

"The rest are shot down over residential areas. In addition to explosives, each one contained shrapnel - they wanted to take revenge on the Crimeans for their choice," he added, including photos (photos 4-8 from his Telegram) showing debris of the drones with interesting stickers affixed.

Wagner PMC controls "about 70%" of Bakhmut, according to Prigozhin.

According to PMC Wagner leader Yevgeny Prigozhin, his fighters have taken around 70% of the city of Bakhmut, but need assistance from the military to prevent the Ukrainian troops from launching flanking maneuvers as he continues the assault.

"According to available information, in late March to early April, the enemy plans to launch a large scale offensive and deliver flanking dissecting strikes in order to cut off the units of Wagner PMC from the main Russian forces," he claims.

This may suggest that the casualties Wagner PMC is sustaining are beginning to wear on the tactical capabilities of its formations, as it is no longer able to secure its own flanks, relying on the Russian military.

Wagner PMC has already been seen reportedly suffering from ammunition problems. If Wagner is indeed suffering manning issues, the ability to take Bakhmut and continue the campaign may not be likely. Interestingly, this may play in favor to the Russian MoD who has been having back-and-forth spats with Prigozhin for months.

Prigozhin was forced to change recruiting tactics after rumors spread that Russian judges ordered the group to cease recruitment from prisons.

"Prisoners have stopped being recruited to our groups, who, beforehand completed heroic tasks," he said in on of his video addresses. "Of course, at one point in time the number of divisions is going to reduce and the quantity of tasks will also decrease."

However, Wagner PMC has reportedly shifted its recruitment strategy to compete with the MoD, reportedly posting advertisements in video gaming and adult content communities. They have also been said to be "poaching" talent from the military as soldiers finish their term of service and lure them in with lucrative pay and propaganda.

Putin visits city of Mariupol.

Russian President Vladimir Putin has paid a working visit to Mariupol to inspect a number of locations in the city and talk to local residents, the Kremlin press service announced after his visit was concluded.

"During the trip, Russian Deputy Prime Minister Marat Khusnullin made a detailed report about reconstruction works in the city and its outskirts," the statement reports.

"In particular, the report concerned the construction of new residential districts, social and educational facilities, utility infrastructure and medical centers."

Putin reportedly arrived by helicopter and could be seen driving around in a car. It was the first time the President had visited the Donbass region.

In widely circulating videos, Putin met with and spoke with residents in one of the newest apartment buildings constructed by Russia in the Nevsky district of the city.

However, some have speculated that the man who visited the city was not Putin, but rather a double sent to make a propaganda visit without the risk of putting the President near a war zone.

Igor Girkin (aka 'Strelkov), an ardent supporter of Russian ambitions but critic of the ongoing war, noted several differences in his behavior. This included the distance he always keeps from even his most trusted officials.

The visit comes after the International Criminal Court issued an arrest warrant for the Russian President.

Arrest warrant for Putin issued by the International Criminal Court.

The Netherlands-based International Criminal Court (ICC) has issued arrest warrants for Russian President Vladimir Putin and Children's Rights Commissioner Maria Lvova-Belova after pre-trial judges found them allegedly responsible for removing children from Russian-held territories in Ukraine to Russia proper.

“There are reasonable grounds to believe that Mr Putin bears individual criminal responsibility for the aforementioned crimes,” the ICC judges said in a statement.

The ICC says on its website that Putin "is allegedly responsible for the war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation (under articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute)."

It concludes, saying "that there are reasonable grounds to believe that each suspect bears responsibility for the war crime of unlawful deportation of population and that of unlawful transfer of population from occupied areas of Ukraine to the Russian Federation, in prejudice of Ukrainian children."

The Kremlin and other lashed out, calling the warrants "null and void."

"We consider the very formulation of the issue outrageous and unacceptable. Russia, as well as several other states, do not recognize the jurisdiction of this court and, accordingly, any decisions of this kind are null and void for Russia in terms of law," Kremlin Spokesman Dmitry Peskov told reporters during a press conference.

"This biased, politicized and incompetent international court has once again proved its inferiority. The ICC is a puppet in the hands of the collective West, which is always ready to exercise pseudo-justice on order," Russian Permanent Representative to the United Nations Vassily Nebenzya said speaking at a meeting of the UN Security Council.

"Russia is not a party to the Rome Statute. The ICC does not have jurisdiction over Russia and its citizens. We consider any documents emanating from this body as illegal and void," he added.

Fighting in Georgian Parliament over new "foreign agent" law.

Police and security forces reinforced positions in the halls of Georgia's Parliament building in Tbilisiwhere opposition politicians and their supporters rallied against a new bill that would force media and NGO entities who receive more than20 percent of their funding from outside the country to register as "foreign agents."

"Georgian society absolutely deserves to know which organisations are being financed, from which sources," Givi Mikanadze, a Georgian Dream lawmaker, said on television. "We are talking about transparency and having an obligation (to the Georgian people)."

Already more than 60 organizations that would be affected said they would not comply with the new "foreign agent" requirements.

Ned Price, spokesman for the Department of State, said the US was "deeply troubled by the introduced foreign agents law."

Price said the law "would stigmatize and silence independent voices and citizens of Georgia who are dedicated to building a better country for their fellow citizens, for their communities."

"We are deeply concerned about the potential implications of this law for freedom of speech and democracy in Georgia," he added.

A litany of public figures, civil society organizations, and media outlets have been outspoken in their opposition, along with many penning open letters to the government to reject the bill have gone viral online.

Russian Marines in Vuhledar.

More video and imagery from the ongoing battle near the small mining town of Vuhledar (spelled multiple ways), Donetsk Oblast, eastern Ukraine paints a grim picture as the assualt, largely led by Russian Marines, has been beaten back and taken heavy casualties.

"As a result of the "carefully" planned offensive by the "great generals", we lost about 300 people in 4 days, killed, wounded and missing," the Marines wrote in an open letter to governor of their home region in Russia's Far East.

These Marines from the remaining combat-capable elements of the 40th Naval Infantry Brigade and the 155th Guards Naval Infantry Brigade, garrisoned in the Primorsky Krai, have been thrown at the small town repeatedly, causing the units to pen an open letter to Oleg Kozhemyako. the regional governor.

"Once again, we were thrown into an incomprehensible offensive by General Muradov and his fellow countryman Akhmedov, in order for Muradov to earn bonuses over Gerasimov and Akhmedov Muradov promised a hero of Russia," the men complain.

In addition to the reported casualty numbers, which are likely higher at the time of posting, they have also lost around half of their armored vehicles and tank support.

"How long will such mediocrities like Muradov and Akhmedov plan military operations for the sake of their reports and receive awards at the cost of the lives of so many people" the Marines lament.

"They don't care about anything just to show themselves. They call people meat."

While the area around Vuhledar is relatively flat, the town sits at a rise, giving a vantage point of the surrounding area. Ukrainian defenders have been able to use this to their advantage, holding the position for months now.

Polish Tanks arrive in Ukraine.

Polish Prime Minister Mateusz Morawiecki announced the arrival of 4 Leopard 2 A4 main battle tanks during a join press conference with Ukrainian President Volodymyr Zelensky in Kyiv.

"Today, as the first European country, I’d like to symbolically hand over to you, Volodymyr, the first four Polish Leopard 2 A4 tanks. These are the tanks that, without a doubt, will perfectly complement the ranks on the battlefield and perform well," the Polish PM announced, saying that more would soon follow.

"Poland and Europe stand by your side. We will definitely not leave you, we will support Ukraine until complete victory over Russia," Morawiecki added.

Poland, one of Ukraine's most steadfast allies in the now year-long war, had been one of the first to push for the shipment of tanks to Kyiv's forces, a move opposed by some in other EU circles including Germany.

Warsaw has also pledged to compress the training for Ukrainian tank crews into 5 weeks, a model other nations have adopted for artillery, infantry, and battle staff roles.

According to pro-Kyiv Ukrinform news, Poland is giving Ukraine a company of Leopard 2 tanks, amounting to approximately 14 vehicles). A total of 105 Ukrainian soldiers are training to operate these tanks at the Polish training ground in Świętoszów.

Russia claims Ukraine and NATO are prepared to enter Moldova.

The Russian Ministry of Defense, as well as some of the most popular mil-bloggers in the OSINT space, have all "confirmed" that Ukraine, with NATO help, is preparing to launch an attack on Moscow-held Transnistria in Moldova.

"The Ministry of Defense of the Russian Federation is currently recording a significant accumulation of personnel and military equipment of Ukrainian units near the Ukrainian-Pridnestrovian border," the MoD said in a statement, using the Kremlin-approved term for the Transnistria region.

They also allegedly recorded "the deployment of artillery at firing positions, as well as an unprecedented increase in flights of unmanned aircraft of the Armed Forces of Ukraine over the territory of the PMR."

While this statement from the MoD is often discarded as standard propaganda by most analyst and journalists, the efforts have also spread to some of social media's most popular pro-Kremlin mil-bloggers.

Rybar, one of the most popular and widely spread accounts, is a collective of pro-Russian and anti-NATO/Western military analysts and veterans of the Russian military that have chronicled the invasion since its launch 1 year ago today.

With almost 1.1 million subscribers on Telegram, they are also seen as one of the more "modest" in their assessments, shying away from blatant propaganda and opting for a more nuanced approach.

However, Rybar has claimed "according to our information, Western countries are indeed considering the option of artificially escalating tensions in Moldova and then bringing in NATO contingents to "stabilize" the situation in the PMR."

This planned attack, they say is due to the "need for access to warehouses in [Cobasna] due to the existing shell shortage in the West."

While they admit that the Russian military is unable to reach the area, "the only possible option is to use tactical nuclear weapons to intimidate the enemy by striking an uninhabited area in western Ukraine."

"A tactical nuclear strike could make the country a pariah, but at the same time save thousands of Russian citizens."

ANALYSIS: Prigozhin v. The Russian Military.

Leader of the controversial Wagner PMC paramilitary fighting group Yevgeny Prigozhin's relationship with the Russian military command has further deteriorated following a string of accusations by the former that the army is failing to support Wagner's combat missions.

“The chief of the general staff and the minister of defense are giving away orders to the left and right, which say that Wagner PMC should not only not be given ammo, but also no help with air transport,” Prigozhin said in a video posted to social media. “There is a direct counterwork,” the de facto paramilitary commander asserted, calling it an “attempt to destroy PMC Wagner" and tantamount to "treason."
I've been trying to watch this as closely as possible, as this could have huge ramifications after the war for how Russia conducts itself geopolitically.

Prior to the invasion, Prigozhin was relegated to largely running Wagner's operations in Africa (et al). While he was certainly wealthy, he had little pathway in terms of political power and position - Africa in the best scenario would be a long road to becoming a geopolitical launchpad for him. The invasion and faltering of the Russia forces was his time to shine.

Prigozhin likely knows/believes that the Russian Ministry of Defense will be the scapegoat of the Kremlin after the war ends (however it ends). This positioning, with the battlefield victories and videos reportedly taken at the front line while generals and politicians wouldn't dare, is clearly a move to make himself as the only one responsible for any success in Ukraine.

Since his Wagner ranks have likely swollen over 25,000 recruits (depending on the source but that around the middle of estimates), the MoD is genuinely worried about this heavily armed group outside of their control. Now combat hardened and rabidly loyal to their organization/Prigozhin himself before Russia, the propensity for a Tom Clancy-esque ultranationalist revolution and seizure of the power levers is more real than ever.

For the Russia generals, they obviously know they cannot face down Wagner in actual combat, so instead they are attempting to pull the plug on their support lines. This is not the first report of ammunition and fires support being denied to Wagner PMC. So now, this may signal that the military command is getting fed up with Prigozhin's transgressions and threats.

It's not clear yet if Prigozhin's gripes will draw intervention by Putin or anyone else in the Kremlin. Wagner has been a necessary evil for Russia in Ukraine as they have largely, with some exceptions in the airborne, marine, and specialized units, the only units with tangible success against Kyiv's troops. However, the man previously known as Putin's chef may be nearing the extent of his usefulness.
