OPINION: The ethnic sentiments that rose as a result of the DR Congo war propaganda have quickly spread across transnational communities, drawing people back to identitarian cleavages to tell Hutus from Tutsis or vice versa. It is fuelling divisions across the region.

The ruling elites in Rwanda and beyond have since resorted to ethnic mobilisation to maintain power, but that is hurting the drive to forge a collective national identity.

Rwandan authorities told the UN that claims of targeting journalists, civil society organizations and rights violations in other areas, including extra judicial killings, are unfounded.

The country’s justice Minister Emmanuel Ugirashebuja says the claims are mere generalities not backed with evidence.

UN Member States maintain that Rwanda needs to carry out prompt and credible investigations into these allegations and bring perpetrators to book.

Several countries urged Rwanda to take measures to improve the human rights situation in places of detention and allow visits by independent local and international bodies.

The Rwandan government has publicly denied any involvement in the Congo war to date.

To the families of fallen soldiers, the accountability questions refuse to go away. They gave their children to the nation, but the government kept them in the dark about their deployment in a foreign land and remains silent about the circumstances of their deaths.

The Rwandan constitution allows Kagame, who is also the Commander-in-Chief of the Rwanda Defence Force (RDF), to declare war with approval of Parliament.

However, lawmakers, like the general Rwandan public, read in the international press about their country being at war. Locally, government-sanctioned narrative dominate local media and national conversations.

It is hard to tell whether or not Rwandan citizens would be in support of Kagame’s war enterprise if they were to have their say.
