“China’s approach to the Balkans is determined by its geostrategic position and its rivalry with the USA. The region is only a part, but a strategically important part, of the Belt and Road project, which is part of a broader Chinese plan to strengthen and project its power within its strategic rivalry with the US. The conflict of the West and East, i.e., a new, multipolar division that became increasingly visible after the Russian invasion of Ukraine, will shape this process and the future actions of China and the USA. In addition to being a gateway to Europe, the Balkans is a politically turbulent and unconsolidated area, which makes it significantly easier for China to expand its soft power” says Marko Babić in the article “Realism and Multipolarity in the XXI Century. Dear Readers,
We would like to present the article “The Atypical Forms of Employment Acceptance by Polish Full-Time Employees as per Modern Labour Market Rules in an EU-Country Context” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Anna Pawłowska from the Warsaw University.

This manuscript is dedicated to atypical forms of employment which are a response to transactional relations between the employee and the employer on the modern labour market. The general research question is whether employees who accept atypical forms of employment (or “AFE”; readiness to providing work) obtain benefits in the form of high employability and well-being as well as low levels of job insecurity. The respondents were divided into two groups – those accepting AFE and those accepting traditional, long-term employment, in reference to the concept of transactional and relational psychological contract. The regression analysis shows that the first group had a high level of employability. However, they achieved low levels of well-being, and job insecurity was not significant. These are individuals in managerial positions in the private sector. On the other hand, the group that accepts the traditional form of relationships are public sector employees and have high job insecurity only.

We would like to present the article “EU Health Policy and the Healthcare Labour Market in Latvia: The Out-Migration of Healthcare Practitioners” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Girts Jirgensons from the Riga Stradins University.

Healthcare systems in Europe are facing increasingly complex challenges that demand innovative solutions. Furthermore, public health is increasingly recognised as a productive factor which impacts the healthcare sector’s contribution to national economies. The out-migration of healthcare practitioners from Latvia is one of the most pressing problems in the health sector, which, in turn, negatively impacts the country’s economy. The outflow of healthcare practitioners to other EU countries has increased since 2004, the year which saw Latvia’s accession to the EU. This trend is a consequence of labour accumulation efficiency in the single market, and this article aims at conducting analyses of the main push factors governing healthcare practitioners’ emigration from Latvia and the impact of these factors on the healthcare sector.

We would like to present the article “International Benchmarking as a Method for Building a Learning Organisation in Public Administration. A Case Study of Phytosanitary Services in Europe” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Kalina Kłobukowska, from the Office of the General Director at the Main Inspectorate of Plant Health and Seed Inspection Service, Paweł Kłobukowski, from the University of Warsaw and Tomasz Rosiak, University of Warsaw.

The authors analyzed the functioning of the State Plant Protection and Seed Inspection Service (SPHSIS), and this article presents a study of the international benchmarking of public administration (6 seed Inspections from European Union countries were analysed). The research question posed by the authors of this article is: how did this tool help in the development and strategy planning of a public administration unit? The project used a number of research steps, both directly dedicated to benchmarking and interviews with Service recipients or Inspection staff. The following recommendations for Inspections emerge from a comparative analysis: 1) the introduction of the digitalisation of services, which may enable an increase in customer orientations, 2) legal changes in Poland’s Inspection Service – increasing powers and building a single, national Food Agency 3) Seed Inspection Service clients suggest increasing pro-export attitudes among officials.

Dear Readers,
We would like to present the article “Women in the ICT Sector in European Union States: Facing Gender Inequalities” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Aleksandra Gaweł from Poznan University of Economics and Business and Zuzana Kapsdorferová from Slovak Agricultural University in Nitra.
This paper aims to investigate the patterns of gender inequalities in the Information and Communication (ICT) sector in European Union (EU) countries.
Based on secondary data from Eurostat, a cluster analysis has been conducted to identify clusters of EU countries with various patterns of dependencies among the gender pay gap, female entrepreneurship, and employment in the ICT sector.
The discovery of the various patterns of the co-existence of the gender pay gap and women’s participation in the ICT sector reveal that the pay gap is rather the factor preventing women from entering this sector, as there is limited potential to push them towards entrepreneurship instead of paid employment. The authors’ results contribute to the theory of entrepreneurship and gender studies by investigating gender gaps in entrepreneurship and wages in the ICT sector as a primary sector.

We would like to present the article “Behavioural Factors Affecting Corporate Environmental Sustainability. Evidence From a Field Study Among Polish SMEs and Implications for the EU Environmental Policies” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Paulina Kubera from the Poznan University of Technology.
The article reveals what goals and motivations Polish SMEs employ to make green investments, how they asses their environmental efforts compared with peer companies, what sources of environmental information they consider as trustworthy, as well as what factors they believe most strengthen the firm’s determination for sustainable development.
Selected issues are further investigated in a survey among a representative sample of 350 small and medium-sized Polish enterprises and discussed in a broader European context.
The contribution of this paper lies in shedding light on the starting dispositions of entrepreneurs as targets of public policies promoting environmental goals in the EU. Such insights are instrumental in designing and implementing effective policy interventions.

We would like to present the article “Cross-Fertilisation Between EU Green Policies and Instruments Applied by Public Management: Dilemmas and Opportunities” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Sergejs Stacenko from the Riga Stradins University.
This article aims to contribute to discussions that has extensively researched the EU’s green transition.
The article observes implications related to EU green policies and public management instruments from two perspectives: the broadening of green transition to socio economic dimensions; and the role of government intervention in economic and green business development to illustrate examples of relevant practices in the EU.
The author argues that such a methodological approach can help one to assess the actions and measures related to the green economic and business development trends that require societal support as well as the improvement of economic efficiency at the EU and national level.
On a wider regional scale, government/private business green partnership represents a tool that inevitably helps increase the environmental and green competitiveness of the EU and its Member States.

We would like to present the article “Energy Lobbying in the Decision-Making Process of the European Union” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Ewelina Kochanek from the University of Szczecin.
As the author writes in the introduction, lobbying is part of social life and constitutes an informal path of influencing politics at the national and international levels. The EU is a prime example of an organisation wherein Member States act as lobbyists trying to influence EU policy. The energy transformation that has begun is a process that is particularly dependent on the shaping of climate and energy policy at the European Union level should one compare it to previous socio-technical transformations, with interest advocacy playing an important role in this process. This article aims at examining and explaining the activities and influence of Germany’s lobbying on the shaping of energy policy in the European Union (EU). The subject of the research is Germany’s lobbying strategy based on the Europeanisation of the country’s energy transition (in German, Energiewende). The research shows that lobbying activities have had the intended effect of Europeanising Germany’s Energiewende, which has allowed for increased innovation in technology and as well as increased production of products from the broader environmental sector. Furthermore, these activities have created new jobs in the sector, which has kick-started and strengthened the German economy. In conclusion, the more resources a Member State has and the longer it has been a member of the EU, the better the conditions are for effective lobbying.

We would like to present the article “Informal Institutions – Measurement and Comparison in European Countries” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Katarzyna Bentkowska from the SGH Warsaw School of Economics.
This paper presents an attempt to investigate informal institutions.
Based on available social surveys, the author has tried to capture and measure ten deeply ingrained informal institutions governing societies’ perception of reality, attitudes to life circumstances, and determining behaviours. The awareness of the quality of informal institutions can help predict institutional performance.
The paper fills the evident gap in the literature concerning informal institutions. It moves away from focusing mainly on formal rules while both components of the institutional system should be considered if we want to obtain the complete picture. In addition, because of the links between institutions, we also do not perceive how formal institutions operate since they can be supported and complemented by informal rules but also be hampered by them.

We would like to present the article “European Union Funds – Application Perspective” from issue 1/2024 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Przemysław Dubel and Julita Majczyk from the University of Warsaw.
The result of an effective management of the redistribution of European Union funds should be a reduction of disparities between EU regions by guaranteeing their comprehensive and harmonious development and supporting the economic and social cohesion of member countries. A poorly-conducted programming process of financial interventionism, the source of which is EU funds, may result in divergence between regions, the direct effect of which would be their social and economic marginalisation. The main aim of this article is to present the factors affecting the decision-making process of the use of EU co-financing, and that includes the pandemic as an external variable being a threat to the implementation of investments from the EU’s structural funds.

We would like to present the article “The Transformation of Polish-Ukrainian Relations in the Context of Migration Policy Implementation” from issue 4/2023 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Kateryna Demchuk and Oksana Krayevska from the Ivan Franko National University of Lviv.
Currently, Poland is playing the most important role among the countries receiving war refugees from Ukraine, which raises obvious questions about future developments and possible future challenges in relations between Ukraine and Poland and, above all, migration policy itself.
The objective of this paper is to conduct a comprehensive analysis of Poland’s policy in the field of accepting refugees and to examine the relevant legislation and procedures related to Ukrainian refugees, thereby shedding light on the assistance and support mechanisms put in place by the Polish authorities. Furthermore, this study seeks to draw insightful conclusions regarding the impact of Ukrainian refugees on Poland’s economic and social spheres, in addition to exploring the refugees’ integration into various aspects of daily life.
A critical aspect of this research involves a comparative analysis to ascertain whether Poland’s policy towards Ukrainian refugees has undergone any significant changes since the beginning of the full-scale invasion on February 24th, 2022.

We would like to present the article “The Economic Security of Ukraine and the European Union in the Context of a Military Crisis” from issue 4/2023 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Agnieszka Kłos and Ewa Latoszek from SGH Warsaw School of Economics.
Faced with Russian aggression against Ukraine, the EU has implemented a number of new foreign policy initiatives and measures to support both the economy of Ukraine and of its member states. This article explores the issue of EU and Ukrainian economic security in the context of the financial and economic intervention measures taken by the Union to maintain sustainable development in the region. The EU support is helping Ukraine to survive, while on the other hand the EU has certain demands regarding Ukrainian reforms and certain aspects of its policies. These sensitive issues regarding the inadequacy of the EU’s role in relation to recent challenges are topical in the debate in Ukraine.

We would like to present the article “Political Dynamics in Ukraine After Russia’s Full-Scale Invasion” from issue 4/2023 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Vitalii Lebediuk from The National University of Ostroh Academy.
This study examines the intricate shifts in political competition during the period of martial law in Ukraine, with a focus on alterations in dynamics and their potential implications for the post-war political landscape. The analysis reveals noteworthy patterns, such as the shift in legislative focus towards foreign policy and defence post-full-scale invasion, and the increased parliamentary support for the Ukrainian president’s initiatives, largely due to personal influence rather than party affiliations. This study highlights, among other things, the importance of a well-thought-out action plan to restore the electoral process in post-war Ukraine, taking into account the challenges posed by the current electoral system and regional variations in voter turnout.

We would like to present the article “The Impact of Russian Aggression Against Ukraine on Estonian Security” from issue 4/2023 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Zdzisław Śliwa from the Baltic Defence College, Tartu, Estonia.
The aim of the article is to focus on presenting the impact of Russian aggression against Ukraine on Estonia within three domains of understanding: those of the political, public and military.
After analyzing the research conducted, the author comes to the conclusion that the Russian Federation is and will continue to be considered an existential threat, one which carries out both continuous and decisive non-military and military activities against its neighbours. These activities require Estonia to improve internal security with the need of regional and international support.

We would like to present the article “Conflict as a Strategic Imperative in Putin’s Political Agenda: A Fundamental Component of Russia’s Strategic Framework” from issue 4/2023 of the scientific quarterly “Studia Europejskie – Studies in European Affairs” by Tomasz Stępniewski from The John Paul II Catholic University of Lublin and Institute of Central Europe.
The paper scrutinises Putin’s strategic evolution, highlighting the convergence of historical events, opposition dynamics, and media narratives in shaping the rationale behind Russia’s impactful incursion into Ukraine.
The article shows the diverse motivations underlying Russia's 2014 plan invasion of Ukraine, the aim of which was to maintain the stability of Putin's regime. In author's opinion, the invasion turned out to be a key strategy aimed at strengthening domestic support and strengthening Russian leadership and state-controlled media played a key role in shaping the narrative by portraying the invasion as a defense against perceived Western “imperialist” threats.
