COVID19: RIVERS STATE AND LOCKDOWN
Papa Nora, a bricklayer with 5 children and his 'helper' chibuike who has 2 both depend on daily wages from construction sites. Their survival is threatened as no work is available due to lockdown. There are more than 200,000 Papa Nora and Chibuike in Rivers State.
Oga Eze, owner of a roadside mechanic workshop with 3 workers and 2 apprentices and his neighbor Kingsley, a welder all depend on their daily catch according to how fortune smiles at them to make a living. Unfortunately, they are gradually going out of living due to lockdown. There are more than 200,000 Oga Eze and Mr. Kingsley in Rivers State.
Maureen works in a restaurant while her friends Laura and Chibroma work in a night club and a hotel respectively. They are about to lose their jobs, which took them off the street of prostitution, due to lockdown. There are more than 200,000 Maureen, Laura and Chibroma in Rivers State.
Mama Fubara's husband lost his rig work 4 years ago while Mama Ibeshe's husband, a habitual drunk died of liver complications leaving their 7 children behind for her to cater to. Mama Fubara has taken to market trading at Fruits Garden market just to provide food, shelter and help for their children while Mama Ibeshe goes all the way out daily selling 'abachaa' just to make ends meet.These women depend on their daily profit to feed their families. These women are the real heroes but their livelihood is threatened by this lockdown. There are more than 200,000 Mama Fubara and Mama Tekena.
Mama Okoro who sells vegetables at Creek road market, her neighbors Sister Ngozi and Okon, a pepper seller and a grinder respectively have eaten up their business capital just to survive in this lockdown. They may never go into business again. There are over 200,000 Mama Okoro, Ngozi and Okon in Rivers State.
Sir Wowowo is an economics teacher in a private school while his friend Engr. Abinami with second class upper in Petrochemical Engineering is doing his business in 'GRA'(General Running Around) for want of a white collar job since he graduated in 2000. Both men have families depending on them. Their hopes are dashed as they may lose their hustle due to lockdown.
The list is endless...
As the world resets itself to normal, our dear Rivers economy will plunge and be plagued with a deadly economic pandemic known as recession.
Millions of people in Rivers State, especially in the informal sector will lose their jobs and livelihood. Life after Covid19 pandemic will be very tough and unbearable for so many individuals and households.
The resultant adverse effects will be increased crime, criminal and nefarious activities, increased prostitution and ritual killings, high-end corruption in public and private sector, unprecedented school dropouts and frustration/depression leading to su***de and suicidal thoughts etc. Rivers of hardship and death!
WAY FORWARD
The government of Rivers State should put together an economic team of highly knowledgeable and experienced persons with proven capacity and integrity to thinker and administer programs that will be targeted towards reviving the economy. The team should bear in mind the present state of crude of price crash and it's effects on the monthly revenue of the state.
'CAPACITY, INTEGRITY AND TRANSPARENCY should be the Hallmark for qualification into membership of this team. I wonder if we still have such persons in Rivers State. I believe we still do!
The team should amongst its wide consideration, recommend zero interest soft loans to SMES under strict monitoring and compliances. Remember, our people often think that government money is everybody's money!. The loan should be disbursed thus:
👉 N50,000 each to 25,000 household businesses especially traders in various markets across the state. This is 1billion Naira.
👉 N50,000 each to 25,000 small scale farmers across the state. This is another 1 billion
👉 1 billion naira to be accessed collectively by large scale farmers depending on the vaibility of their Proposal.
👉 1 billion naira to be accessed collectively by business owners such as hotels, restaurants, factories, etc.
👉 1 billion naira to be accessed collectively by genuine traders or intending traders.
The government should as a matter of neccesity, place it's major interest in harnessing our agricultural resources using modern technologies of production and processing.
My suggestions above, may not provide a blanket solution as I'm only a lawyer not an economist. But I believe, it can be thoroughly looked into, reviewed or modified to suit economic trends.
This can only be achieved with a collaborative effort between the state, local government and multinational companies who are willing to help out.
