Oil politics and community development: A note to Seplat Energy

By ETIM ETIM

Seplat Energy Plc, an indigenous oil and gas producer, is settling down to business in Akwa Ibom State with its successful acquisition of the assets and liabilities of ExxonMobil Producing Nigeria Unlimited last year. It was one of the protracted corporate purchases in Nigeria’s oil industry lasting well over five years. ExxonMobil had operated in the state for over 50 years (It started as Mobil and in November 1999, merged with Exxon to form ExxonMobil) and had become an important part of Akwa Ibom community until it was bought last year for $1.3 billion by Seplat. To make its presence easily felt in the state, Seplat appointed an eminent Akwa Ibom son, Senator Udoma Udo Udoma as its Board chairman. Early this year, the chairman led the company on a visit to Governor Umo Eno. I congratulate Senator Udoma on his appointment and I welcome Seplat to Akwa Ibom the state. But I have a few words of advice to the company.

During the visit to the Government House, Senator Udoma told the governor that the company is willing to partner with the government for sustainable development and would ‘’support the socioeconomic development of Akwa Ibom State’’ and improve the wellbeing of the host communities. He said Exxonmobil was acquired by a subsidiary of Seplat known as Seplat Energy Offshore Limited, and clarified that the new entity will now be known as Seplat Energy Producing Nigeria Unlimited (SEPNU) and that all assets and liabilities of the previous company would be retained. Gov. Eno welcomed the company and promised cooperation of the government.

The specific roles and contributions of oil companies to the host communities are well spelt out in the Petroleum Industry Act and I am sure that SEPNU will do well to adhere to the provisions of this law and establish healthy relationships with its host communities in particular and Akwa Ibom State as a whole. But there are other items that I wish to bring to the notice of the company in terms of its relationship with Akwa Ibom State. First, ExxonMobil was a very responsible corporate citizen and through its conducts; it endeared itself to the people and the government. It had a lot of Akwa Ibom people in its senior management cadre. My good friend, Udom Inoyo, who is also well known to Senator Udoma, rose from a junior executive position hired in 1989 to the position of Executive Vice chairman from where he retired a few ago. There were many other Akwa Ibom sons and daughters in senior positions as geophysicists; engineers; lawyers; HR; finance; communications and IT specialists, etc.

Now, these people are retiring, and I want to advise that SEPNU should replace them with other Akwa Ibom people who are qualified to hold these positions. SEPNU should not make the mistake of replacing them with people from other places with the hackneyed excuse that ‘’there’s no qualified Akwa Ibom person for the job’’. I have heard such silly excuses from other companies, and I believe that with Senator Udoma as Chairman, Seplat will not insult our people with a similar justification. In fact, SEPNU may have to draw up an affirmative action to ensure the employment of our people in all cadres; with at least two Akwa Ibom people in executive positions. There are many qualified Akwa Ibom persons and they are capable of competing for any position in the company. Akwa Ibom people will resist every attempt at cleansing out our people who were hired, trained and groomed by ExxonMobil from SEPNU.

ExxonMobil had also built and maintained a large pool of competent contractors and service providers from Akwa Ibom State. I will imagine that SEPNU will continue to use them and add more to the list in future. In fact, it would be cost effective for SEPNU to encourage service providers to be located close to QIT instead of mobilizing them from Warri, Lagos or Port Harcourt to its shallow water platforms. In terms of educational intervention, SEPNU should also offer generous scholarships to Akwa Ibom students at various educational institutions. ExxonMobil was also very good at this. The technical training center built by ExxonMobil in Eket which served as a training facility for the technical staffs will have to be upgraded to a full-fledged engineering center. ExxonMobil had planned to establish an engineering center at the University of Uyo, but unfortunately, the plan was not fully realized before it exited the State. An engineering center is relevant for the Nigerian oil industry as a training facility for the core professionals in civil, mechanical, petroleum and alternative energy engineering. SEPNU may wish to go ahead and either upgrade the training center to an engineering centre or complete the one ExxonMobil was planning to build at UniUyo as well as continue with the trauma center it was planning for University of Uyo Teaching Hospital.

The location of ExxonMobil’s corporate headquarters in Lagos was a major concern to Akwa Ibom people and the state government. The company resisted pressures from successive governors to relocate to Akwa Ibom despite the incentives and conducive business environment the state offers. As a renowned corporate lawyer, Senator Udoma understands the intricacies of oil politics and he’s in a position to guide Seplat on the issue of headquarter location. Seplat will do well to respect the people; interests and cultures of our people and work to establish mutually beneficial relationships with the people and their government.

I have a word for the host communities and the state government. Undoubtedly, they have their respective roles in making a success of Seplat’s entry to the state. While the PIA authorizes oil companies to pay royalties directly to the host communities, it is the responsibility of the host communities to manage these funds efficiently, transparently and develop the communities. The monies are not to be shared among community leaders.

The state government is expected to deploy tax revenues and contributions from the oil company to create enabling environment for the growth of business. I recall that in 2011, ExxonMobil paid N8 billion to Akwa Ibom government when Godswill Akpabio was governor as its contribution to the repairs and expansion of Eket-Ibeno Road. But quite curiously, the Udom Emmanuel administration that succeeded Akpabio later denied that the money was paid. The denial created quite a furore and resulted in an unfortunate and needless controversy which embarrassed our people, including Akwa Ibom executives in the company. It was enough to discourage future CSR initiatives from the company. The government has a responsibility to manage its resources responsibly and transparently to earn the confidence of the citizens and investors.

I’m pleased at the appointment of Senator Udoma as the Chairman of Seplat. In 2021, I put him and 12 other persons on the cover of my book on the struggle for the abrogation of the onshore-offshore oil dichotomy. As a senator between 1999 and 2007, he fought hard to ensure the abrogation of the obnoxious dichotomy and with that, Akwa Ibom has been receiving billions every month in oil revenues. Senator Udoma is one of the most upright; decent and honest Nigerians. I’m sure that he will protect our interest.

Another tragedy looms in Akwa Ibom - Prophet Ekong Ituen

By Ani Michael

A Lagos based cleric has urged the Akwa Ibom State governor, Gov. Umo Eno to be aware of the impending tragedy and dark cloud hovering around the government circle in the state.

Prophet Ekong Ituen, founder and leader of Christ Deliverance Ministries, Lagos, on his verified social media handle advised the state governor to seek the face of God and spiritual cleansing with fervent prayers.

"In my revelation; I saw a dark cloud covering the seat of power, which signifies calamity.

"I urge the Governor, Pastor Umo Eno to seek spiritual cleansing with fervent prayers and total liberation from the clutches of the devil, from a priest who is spiritually inclined, with a track record of accurate revelations/prophecies for direction, in order to send packing any satanic residual powers and to prevent further tragedy", he said.

Prophet Ekong Ituen is from Akwa Ibom State and a renowned servant of God.

He admonished leaders leaders not to see prophecies as hatred and criticism but as a clue to the future which can be averted.

"I urge our leaders not to see prophecies as hatred or criticism but as a warning and a clue to the future which can be averted, if the right steps are taken", he stressed.

GOVERNOR UMO ENO: A VISION STIFLED BY MISPLACED PRIORITIES?

By Uko Callistus

The grandeur of governance in Akwa Ibom State, once a beacon of visionary leadership, appears clouded by a troubling decline in ambition and strategic foresight. Governor Umo Eno, elected amidst high expectations to continue the legacy of progress and transformation, has instead drawn criticism for a startling misalignment of priorities.

His decision to commission a water project in Ini Local Government Area—a task well within the purview of grassroots governance—epitomizes the mediocrity that increasingly defines his administration. This act, while seemingly benevolent, underscores a lack of direction and ambition befitting the state's highest office.

Akwa Ibom has a rich history of transformative leadership. Senator Godswill Akpabio, during his tenure as governor, redefined the state with bold and visionary projects. From the iconic Nest of Champions stadium to the groundbreaking Ibom E-Library, Ibom Tropicana, and a network of world-class roads, Akpabio's administration set a standard for infrastructural development that elevated the state's profile nationally and internationally. His achievements remain a reference point for impactful governance, underscoring what is possible with focused and visionary leadership.

Unfortunately, the state’s trajectory began to derail under Governor Udom Emmanuel, who, despite initial promises of industrialization and economic transformation, failed to sustain Akpabio’s momentum. His administration’s controversial decision to invest state resources in Lagos—a well-developed state—rather than Akwa Ibom, drew widespread condemnation. Today, Governor Umo Eno seems poised to follow the same path, as evidenced by his proposal to build a tower in Lagos. This misguided initiative not only mirrors Udom Emmanuel's legacy of channeling Akwa Ibom’s resources to external projects but also raises questions about Eno’s commitment to the state's progress.

The audacity of using state machinery and resources to commission a water project in Ini LGA—an undertaking better suited for Local Government Chairmen or Ward Councilors—is a glaring example of misdirected priorities. Such actions do not inspire confidence in Governor Eno's ability to address the pressing developmental needs of the state. Instead, they diminish the role of local governments, stifle grassroots governance, and waste resources that could be directed toward transformative initiatives.

Akwa Ibom, blessed with immense natural and human resources, deserves leadership that prioritizes economic diversification, job creation, and infrastructural advancement. The global shift toward renewable energy, for instance, presents an opportunity for the state to position itself as a leader in green technology and innovation. However, such forward-thinking policies are conspicuously absent from Governor Eno's agenda.

Moreover, the state continues to grapple with unemployment, inadequate healthcare, and underdeveloped educational and industrial sectors. These are the challenges that demand the attention of the state government, not projects that merely scratch the surface of community welfare. By focusing on small-scale initiatives, Governor Eno risks relegating Akwa Ibom to mediocrity, betraying the trust of Akwa Ibomites who expect leadership that matches their ambitions.

Governor Eno must recalibrate his governance approach. The proposal to build a tower in Lagos—an affluent state with robust infrastructure and financial independence—further highlights the administration's misplaced priorities. This act is not just economically unjustifiable; it is a betrayal of Akwa Ibom’s developmental aspirations. Why should the resources of an oil-rich state be used to boost another state’s economy while Akwa Ibom’s own economic potential remains underexplored?

True leadership lies in empowering all tiers of governance to function effectively. The state government should focus on high-impact projects with statewide significance, delegating community-level initiatives to Local Government authorities. This approach would not only enhance governance efficiency but also strengthen grassroots capacity.

Akwa Ibom has the potential to reclaim its place as a beacon of visionary leadership in Nigeria. Governor Umo Eno must rise to this challenge by adopting policies and projects that align with the state's strategic needs. He must move beyond tokenism and prioritize transformative initiatives that will leave a lasting legacy.

Anything less is a disservice to the people of Akwa Ibom, who deserve a government that reflects their aspirations and potential. The time for mediocrity is over. Governor Umo Eno must embrace the mantle of transformative leadership and prove himself worthy of the trust reposed in him.

Sir Bassey Dan Abia eulogies Grace Eyiboh, consoles family

By Ani Michael

A prominent son of Ekid and member Nigerian Law Reform Commission, Sir Bassey Dan Abia has eulogized late Deaconess Sunday Eyiboh, describing her as an embodiment of womanhood, a great mobilizer of women, a fashion icon and above all a jewel of inestimable value.

Abia, in a tribute sent to the eldest son of the deceased, Hon. Eseme Eyiboh Special Adviser to the President of the Senate on Media and Publicity, expressed condolence to the bereaved family and urged them to emulate the footsteps of their mother.

"I received the news of the demise of your dearly beloved mother Deaconess Grace Sunday Eyiboh with rude shock and deep sense of loss but with total submission to the will of the Almighty God for a life well spent in service to humanity.

"It was the great William Shakespeare who wrote,
When beggars die, there are no comets seen, The heavens themselves blase forth the death of princes and I hasten to add princesses too. So it was in the early hours of 4 July 2024 in the sleepy village of Afaha-Akpautong in Esit Eket, a big comet wan seen thus signaling the exit of a great women, Deaconess Grace Sunday Eyiboh from planet earth to a higher plane."

Sir Bassey Dan Abia, an elder stateman and former Managing Director of Niger Delta Development Commission (NDDC), noted that he knew and interacted with late Deaconess Grace Eyiboh adding that she was a great mobilizer of women and a fashion icon.

"By advantage of geographical proximity and consanguinity, I had the privilege of interacting with this great amazon at a very early age in my life. I can testify that she was an embodiment of womanhood, a great mobilizer of women, a fashion icon and above all a jewel of inestimable value."

Abia, a legal luminary, said though the passage of Deaconess Eyiboh has left a vacuum, the Eyibohs should be consoled because their matriarch lived a life worthy of emulation.

"This great woman is exiting this world at the age which most people desire but which only the chosen few eventually attend. Her memory will remain indelible in the minds of many because of her devotion to her family, the community, her church and entire humanity.

"As you bid your illustrious mother farewell, be consoled by the fact that she was a quintessential mother worthy of emulation. Her exit will surely create a vacuum which only the Almighty God can fill.

"Adieu Mmaette! May the Almighty God grant your Soul eternal Rest. May the Great Comforter, comfort the entire Eyiboh Family in Jesus Name", he said.

Late Deaconess Grace Eyiboh fondly called Mmaette died at the age of 90. Was buried on Saturday, November 9 at Akpautong village in Esit Eket LGA, Akwa Ibom State.
