Gov. Sule Inaugurates Committee on Education Sector Development Plan (Speech of Governor A. A. Sule at the Inauguration)
It is with utmost joy that I welcome you all to this all-important occasion of the inauguration of the Committee on Education Sector Development Plan for Nasarawa State.
2. This event marks yet another watershed in our determination to uplift our beloved State to a new level of educational development. Indeed, getting it right in education means finding our bearing in our overall development aspiration.
3. Distinguished ladies and gentlemen, it is important to state that this Administration places education on the front burner of our policy thrust. This is because all-time reality shows that education is the pivot of development in all ramifications. It is, therefore, in consonance with this posture that Government had committed a substantial percentage of its 2020 resource allocation to the education sector. However, the global misfortune of COVID-19 pandemic has taken a toll on our initial plans. Yet, there is no cause to lose hope as we remain focused on our objectives and target.
4. Let me recall that it was this unyielding spirit that spurred us to organise an Education and Governance Summit as a major feature of the first anniversary of this Administration in June this year under the theme “Towards a Just and Democratic Governance of Nasarawa State”.
5. Suffice it to point out that the conception, composition and inauguration of an Education Sector Development Plan Committee is aimed at providing impetus for the actualization of the vision of this Administration for the sector and, by extension, the State at large.
6. It is worthy to state that both the outcomes of the Baseline Survey earlier carried out by renowned experts and the recommendations of the summit will be made available to the Committee for its guidance.
7. Perhaps, I should stress that the Government was very meticulous in the selection of members of the Committee out of a broad spectrum of professionals from within and outside to enable the State benefit from their vast experience and innovation drive.
8. To carry out its assignment, the Committee is to be guided by the following Terms of Reference:
i. To appraise the implementation of the Free Education, School Feeding, Adult Education, Special Education, as well as Family Life Health Education (FLHE) in terms of relevance, coherence, effectiveness, efficiency, impacts and sustainability in line with the objective of Nasarawa Economic Development Strategy (NEDS) and make appropriate recommendations;
ii. To examine the level of infrastructure decay in post primary institutions, particularly in Science designated Schools, Vocational and Relevant Technology Centres, Technical Schools and Information and Communication Technology (ICT) Centres in the State, and recommend measures for their transformation and upgrading in line with the current needs and realities of the State;
iii. To consider, as a deliberate policy the setting up of a Special Purpose Vehicle (SPV) for preparation of candidates of Nasarawa State origin for admission into Tertiary institutions through Direct Entry Programme of the Joint Admission and Matriculation Board (JAMB) with emphasis on specialized professional discipline in the field of Engineering, Medicine and Information and Communication Technology (ICT) and make appropriate recommendations;
iv. To examine the contributions of Parent Teachers’ Association (PTAs), Non-Governmental Organization (NGOs) and other Stakeholders in the development of education in the State and suggest areas of effective partnership and synergy;
v. To examine and assess the existing Human Capital in education availability with a view to determining gaps in terms of mix and needs in the Primary and Secondary tiers of education and make appropriate recommendations in line with the current realities of the State;
vi. To obtain and study related Research and Committees’ Findings, as well as Baseline Surveys conducted on Primary and Secondary Education development with a view to addressing issues raised and design action plan for its implementation;
vii. To examine and study the trend in enrolment rate of both Basic and Post Basic schools with a view to determining gaps and addressing the Out of School syndrome according to mix, with particular emphasis on Girl-Child education and recommend appropriate measures towards addressing any irregularity;
viii. To appraise the role and responsibilities of the State Education Resource Centre (NERC) with a view to strengthening and enhancing the standard of education through curriculum development, research activities, educational measurement and evaluation as well as other related matters for sustainable development of the sector and make appropriate recommendations;
ix. To appraise the existing number of Post Primary Schools in the State with a view to stemming and streamlining the rate of proliferation and ensuring standard based on enrolment rate, needs, proximity as well as availability of resources and make appropriate recommendations, in line with the current economic realities of the State;
x. To critically examine the income generation mechanism of State Tertiary Institutions with a view to identifying gaps, as well as strengthening the Revenue Generation capacity, and make appropriate recommendations, without creating any further burden on Government; and
xi. To make any other recommendation(s) that may be relevant to the Committee’s assignment.
9. The Committee is given Twelve (12) weeks to complete and submit the report of its assignment.
10. Let me take the liberty of this inauguration to reiterate the commitment of this Administration towards the upliftment of Science and Technical Education in Nasarawa State. This is why we embarked on the renovation and upgrading of Science and Technical Schools across the State.
11. Before I conclude this address, let me congratulate all the members of this Committee on their well-deserved appointment. I should remind you that Nasarawa State looks up to you with hope and great expectations. It is my prayer that Almighty God will guide you to chart the much-desired path to our future greatness.
