*** DEI: Defunding Political Divisiveness and Discrimination ***

There are myriad concerns among citizens across Wyoming regarding Diversity, Equity, and Inclusion (DEI) programs in our public institutions. What began as initiatives aimed at fostering inclusivity have strayed far from their original purpose. Today, these programs promote division, undermine individual achievement, and stifle free speech - all at the expense of taxpayers and the values we hold dear in Wyoming.
This is why I am taking a strong stand by introducing legislation in 2025 to terminate and defund DEI programs, starting with the University of Wyoming and extending this effort to all public institutions across our state. My goal is to ensure that Wyoming’s schools, colleges, and agencies prioritize fairness, individual liberty, and opportunity for all.

*** Reason for Opposing DEI Initiatives:

DEI programs sound appealing in theory, but in practice, they erode the fundamental rights and principles that make our state and nation strong. These programs often prioritize identity - such as race, gender, or other demographic characteristics - over hard work and individual achievement. Policies like these create advantages or disadvantages based on factors beyond a person’s control, effectively promoting reverse discrimination.
Wyoming citizens believe in equal opportunity, individual merit, independence, and fairness. Everyone deserves the chance to succeed based on their abilities and efforts, not their identity. DEI programs contradict this principle, fostering division rather than unity.
Even more troubling are the mandatory classes and training sessions embedded in DEI initiatives. These programs often push a narrow ideological narrative, leaving little room for open dialogue or alternative perspectives. This type of indoctrination stifles critical thinking and the free exchange of ideas - values that are foundational to our constitutional republic and deeply embedded in Wyoming’s way of life. There is a big difference between a liberal education as contemplated for land grant Universities under the Morrill Act and teaching liberal activism.

*** Taking Action to Protect Wyoming’s Future Generations:

In 2024, I introduced a budget amendment to defund the DEI office and programs at the University of Wyoming. This was a necessary step to redirect public funds away from divisive and ideologically driven initiatives. Unfortunately, Governor Mark Gordon exercised his line-item veto to restore funding for DEI programs, and the University chose to reorganize and rename programs without addressing the legislative intent, which was to defund DEI entirely.
It became clear that broader, more decisive action was needed. That is why I am now sponsoring a comprehensive bill to terminate and defund DEI programs across all public institutions in Wyoming. This legislation extends to K-12 schools, community colleges, the University of Wyoming, and state agencies. It is not just about saving taxpayer dollars - it is about ensuring that Wyoming’s institutions promote fairness and equality under the law.

*** Individual Achievement and Freedom:

Defunding DEI is not about rejecting diversity; Wyoming, by nature, is a very diverse place. It is about rejecting division and promoting true fairness and equal opportunity. Every Wyoming citizen should have the opportunity to succeed based on their own merits and talents, free from ideological mandates or discriminatory policies.
As this debate continues, I remain committed to advancing policies that reflect the values of freedom, hard work, individual achievement and responsible governance. Together, we can ensure that Wyoming remains a place where opportunity thrives, fairness prevails, and every individual is respected for their contributions.

Wyoming must reject USDA’s Electronic Livestock Traceability Rule

America’s Superior Livestock Tracking System
Americans have built a comprehensive and effective disease traceability system which has proven over decades to be reliable, affordable, flexible and the envy of the world in its ability to protect the food supply. Just as important is the system’s protection of private property rights, assuring confidentiality, proprietary investments, and cost-adjustable aspects that fit the producer. Wyoming laws have codified the right to VOLUNTARILY identify livestock using historically reliable means which include brands, backtags, tattoos and ear tags.

Whose Agenda Is Demanding This Rule?
The new electronic identification device (EID) mandate is being implemented by the United States Department of Agriculture (USDA) as an agency “rule”. In other words, this was not requested by Congress or, more importantly, by the livestock industry. This type of traceability - a tag emitting a signal that could be captured by any compatible receiver - is a food sustainability goal of the World Organization of Animal Health (WOAH.org) which is an advisory organization for the World Health Organization (WHO).

Elites in the global organizations want control of the livestock industry and food supply. They want to know how many cattle people own in order to regulate the industry. The goal isn’t just safe food, it’s part of their climate change cult which includes control of land use by monitoring livestock movement patterns. To show where this is going in the U.S., Ireland has embraced EIDs, and the result is a government proposal to kill 200,000 cattle to slow climate change.

The USDA rule does not enhance disease traceability but does allow for tracking of the animal’s life history and location, going far beyond disease tracing at a cost that will seriously affect producers and require spending millions of your tax dollars when we’re pushing to reduce government spending.

While this first go-round would only track 11% of our livestock - the rodeo stock and cattle and bison crossing state lines - you can be sure that will quickly expand. To date, the USDA has spent $15 million just to stand up the office within the USDA; this price does not include the EID tags, wands to read the tags, computer infrastructure, extra labor costs throughout the supply chain or extra costs at the sale barn and processing plants. From this we can see that actual numbers are likely in the billions. We all know these costs will be passed on to you and I at the grocery store.

Rejecting and bypassing the mandate.
I have introduced SF0064 “Wyoming Opposes Mandatory Electronic ID Devices-Livestock”, which opposes the EID mandate and requires the State Veterinarian and all Wyoming veterinarians to inform livestock owners of their rights concerning voluntary identification methods. The bill also stipulates receiving buyers in states requiring EID shall be responsible to tag with EID upon receipt of the animal in their state.

As the Chairman of the Agriculture State and Public Lands Committee in 2024, I drafted a bill during the interim (which passed the Committee) directing the Wyoming Livestock Board Director to use the exemption in the USDA “rule”, which allows for state-to-state agreements to continue “business as usual.” This bill is not yet numbered, but I expect it to be soon. I have contacted Legislators from six other states who plan to introduce similar legislation, joining us in pushing back against this federal agency overreach and continuing “business as usual” between states. I am thankful the Livestock Board Commissioners passed two resolutions based on my legislation, which have started the state-to-state agreement process.

Support Country of Origin Labeling (COOL)
The vast majority of livestock affected by the mandatory EID rule originate in wide-open spaces and live on clean, disease-free pastures and not in confined areas with thousands of livestock coming from different areas. If the USDA was concerned with and focused on preventing a livestock disease outbreak, they would stop the main route to infection: the importation of livestock from countries that have known and documented disease problems. This is why I am sponsoring a bill requiring Country of Origin Labeling (COOL) for beef and hope to see it passed this session so that consumers know the origin of the product, and producers benefit from the labeling as a value-added market component.

We have a superior traceability system worth defending, which is already protecting our livestock industry, our food source, and the pocketbook of every consumer. Our way of life is worth protecting.

If you missed my interview with El Paso County resident Todd Watkins on the state of the Colorado Republican party and the effort to recall Chairman Dave Williams, you can catch it here. Fast forward to about 20 minutes. It's all me trying to figure out the system. LOL. It's longer than I'd like, but I think we had a great exchange with a lot of valuable information. It will get better as I get used to how to manage the zoom to you tube piece and get my intro/bumper/exit stuff done. This was a last minute decision before the primary, so I'm just winging my through these first few episodes.

So I'm starting to line up my guests for my podcast. And I'm getting excited! I don't know how frequently I will be posting them. But I'm going to aim for twice a week for now. They won't always be live. But they will always be full of information.

Next up will be Tuesday night, I will be live from 6 to 7 p.m. and will feature two of my current heroes! Nancy Pallozzi and Todd Watkins. They are the two responsible for leading the charge to remove Dave Williams from his role as State party chair.

And lastly (for now) but definitely not least, I will have Republican candidate for Congressional District 8 Gabe Evans live on July 11 at 1 p.m.
