El-Rufai Attributes Hardship to Leadership's Failure in Nigeria

Former Kaduna State's governor, Malam Nasiru El-Rufai, has blamed the leaders for their failure to cause hardship in the country, not removing subsidies and whatnot.

El-Rufai disclosed this during the Capacity-Enhancement Workshop for Senior Government Officials in Borno State, with the theme: “Enhancing Skills of Government Officials in Policy Implementation and Productive Human Resource Management” held in Maiduguri, on Monday.

He pointed out that well-trained, educated, and committed civil servants would enhance the output of the country.

“What we lack is good leadership; the major aspect of good quality of leadership. We can see that in Nigeria, our problem is not food, hunger, exchange rates, or fuel subsidy removal but leadership deficit.

“The leader should get good people to get the job done. Only God can do everything by himself. No matter how good you are as a leader, you can be as effective as people around you and that’s why the saying that no country gets better than the quality of its civil service,” he disclosed.

El-Rufai maintained that he felt gratified seeing Maiduguri and Borno State get cleaner and better despite the decade-long Boko Haram insurgency which has cut the entire state from the national grid.

“What we have here shows you the quality of leadership that Borno State has, and I think Zulum is one of the best governors in the country. We have seen the energy and effort put in by Zulum,” he said.

Meanwhile, El-Rufai has said he does not want to be addressed as a Godfather in Kaduna State, adding he has only visited the state five times since he left office almost a year ago.

“I don’t want to be a Godfather and that’s why I don’t interfere in what is happening in Kaduna. I want him (Governor Uba Sani) to learn and get the job by himself,” he said.

3 Killed as Security Operatives Confront Yoruba Agitators

At least three persons suspected to be Yoruba nation agitators, who invaded the secretariat of the Oyo State Government in Ibadan, were killed while five of them were also arrested on Saturday, by security agents.

Members of the self-determination group were killed during a confrontation with security operatives at the state secretariat while making attempts to seize the State Government’s office.

The agitators had invaded the secretariat in army uniforms with the Yoruba Nation insignia while attempting to hoist the flag of the organisation to take over the State House of Assembly.

It would be recalled that some people suspected to be Yoruba nation agitators had stormed the state secretariat, which housed the Governor’s office, House of Assembly, ministries, agencies and some departments.

Three of the agitators were killed when the security operatives attempted to resist their move to take over the seat of government.

Also, at least five of the remaining agitators were arrested by the security operatives and the suspects are currently in custody of the security operatives in Ibadan.

Meanwhile, the Self-styled leader of the Yoruba nation agitation, Chief Sunday Adeyemo, popularly known as Sunday Igboho, has dissociated himself from the incident.

Igboho called for a proper investigation to be carried out to fish out the people behind the attack and their sponsors.

Zulum Vows To Rescue Remaining 87 Chibok's Girls

Borno State government has reiterated its unwavering commitment to rescue the remaining 87 Chibok girls that are still with their captors.

The State Commissioner for Information and Internal Security, Prof. Usman Tar, made the statement while addressing newsmen at the 10th anniversary of the abduction of the schoolgirls in Maiduguri, on Saturday.

He said that the focus was on the 10th anniversary of the Chibok Girls’ abduction and the security status in Borno State.

He regretted that it is now 10 years when Boko Haram terrorists invaded Government Girls Secondary School, Chibok, in 2014.

Professor Tar stated, “The Borno State Government is committed to rescuing the remaining Chibok girls and reuniting them with their families.

“We understand the pain and anguish that the families of those still in captivity are going through, this is our sorrow!

“We also wish to use this occasion to take stock of the rescued girls and provide an update on how the girls are coming to terms with adjusting to normal life after captivity, and efforts of the Borno State Government to sustain the momentum on the rescue of the remaining girls.

“So far, out of the 276 abducted Chibok Girls,187 have been rescued and reunited with their families. Most of the rescued girls have, over the years, been enrolled in different schools or graduated under the supervision of the Federal Ministry of Women Affairs.

“A number of the girls have been enrolled into local and foreign scholarships or empowerment programmes. Many have since been reunited with their immediate families and are continuing to receive psychosocial support to reconcile them with normal life.”

Masked Agitators Invade Oyo Govt Secretariat

There was serious tension at Oyo Government Secretariat on Saturday following an invasion by some masked men.

The armed men were stationed at strategic points in the secretariat, it was learnt by our source.

While some were said to have manned the entrance to the Governor’s office gate, others were seen at the entrance to the House of Assembly Gate with some others at the main entrance.

The identity of the masked men could not be ascertained as of the time of writing this report.

Policemen and other anti-crime agencies stormed the entrance to the Secretariat in numerous patrol vans.

Operatives of the Oyo Security Network (Amotekun) were said to have also arrived the gate.

The situation, it was gathered, almost turned chaotic as the security operatives engaged in a gun duel with the agitators.

Teargas were also said to have been fired with the situation sending panic to residents around the axis.

Motorists plying the route started making detour as other road users scampered to safety.

Court Sentences Bobrisky to Six Months without Option of Fine

A Lagos Federal High Court has sentenced a cross-dresser, Idris Okuneye, a.k.a Bobrisky, with no option of fine.

Justice Abimbola Awogboro handed down a six-month sentence to Okuneye, who has been in detention since his arrest last week.

Lagos Court Grants Emefiele N50m Bail


A High Court, sitting in Ikeja, Lagos State, has granted a sum of N50 million Naira bail to the embattled former CBN governor, Godwin Emefiele.

Justice Rahman Oshodi, in his ruling on Friday, admitted Emefiele to bail with two sureties in like sum, who must be gainfully employed and have three years of tax payment with the Lagos State Government.

In addition, the two sureties “must show proper identification, must be registered in the Lagos State Bail Management System.”

Justice Oshodi also expressed his approval for the bail conditions of N1 million, earlier given to Emefiele’s co-defendant, Henry Isioma-Omoile, who is standing another charge before Justice Olufunke Sule-Hamzat before a Yaba High Court.

Oshodi, however, said that the bail documents must be transferred to the special offences court and must also be registered in the Lagos State Bail Management System.

The Economic And Financial Crimes Commission (EFCC), had on April 8 arraigned the former apex bank chief and his co-defendant, Henry Isioma Omoile, on a fresh 26-count charge bordering on abuse of office and corruption.

Emefiele was arraigned before Justice Oshodi on allegations of abuse of office, accepting gratification, accepting gifts through agents, corruption, and fraudulent property receipt; while his co-defendant was arraigned on a three-count charge bordering on acceptance of gift by agents.

Our source reported that Emefiele and his co-defendant, on Monday, pleaded not guilty to the charges.

Gunmen Attack Police Station, Killed DCO – Source

Gunmen have allegedly killed a Divisional Crime Officer in charge of Zurmi Local Government Area of Zamfara State and burnt the police station.

An indigene of the area, Mohammed Ibrahim, told our source's correspondent on the phone that the bandits, who were in large numbers and armed with sophisticated weapons, invaded Zurmi town, the headquarters of Zurmi LGA around 5 pm on Sunday.

Ibrahim said immediately the bandits arrived at Zurmi town, they went straight to the police station where they began to shoot sporadically, killing the DCO and injuring other police officers in the process before setting the police station on fire.

According to Ibrahim, the bandits attacked the police station following the killing of three of their men by the vigilantes.

He said, “The vigilante group went to the forest with the police and attacked the bandits’ camp where they killed three of the bandits and captured one of them.

“They later killed the bandit they captured after beating him severely.

“For this reason, the bandits mobilised themselves in large numbers and headed to the police station in Zurmi, thinking that their kinsman, who was arrested by the vigilantes and the police, was in the custody of the police station.

“Immediately they arrived at the police station, they opened fire, killing the DCO and injuring other policemen.

“They went into the police station to look for their kinsman but could not see him, as such, they set the place on fire.

“As I am talking to you now, the military personnel have arrived at the town while the bandits have since returned to the forest.”

FG Commences Payment of ASUU’s Withheld Salaries

The Federal Government has commenced the payment of the withheld salaries of academics under the aegis of the Academic Staff Union of Universities, PUNCH Online has learnt.

Multiple sources in the academic sector confirmed the development to our source's correspondent in Abuja on Monday.

The chairperson of ASUU at the Federal University of Technology, Minna, Prof. Gbolahan Bolarin, who confirmed the development on the record, said, “Yes, it is true. Payment has started rolling in.”

President Bola Tinubu Tinubu had in October 2023 approved the release of four of the eight months’ ASUU withheld workers’ salaries.

The salaries were withheld when the administration of former President Muhammadu Buhari invoked a ‘No Work, No Pay policy’ against some university-based unions that embarked on a strike that lasted eight months in 2022.

The Minister of Education, Tahir Mamman, recently said the government has increased the university workers’ salaries by 35 per cent.

The minister also said the government has granted autonomy to the universities by removing them from the Integrated Payment and Payroll Information System.

He added that the universities no longer need a waiver to recruit and fill vacancies.

These resolutions were reached through informal consultations with the unions based in the tertiary institutions, Mamman said.

SERAP Gives NNPCL Seven Days To Account For ‘Missing $2.04bn, N164bn Oil Revenues’

The Socio-Economic Rights and Accountability Project (SERAP) has urged Mr Mele Kyari, Group Chief Executive Officer of the Nigerian National Petroleum Company (NNPC) Limited, to “promptly account for and explain the whereabouts of the alleged missing $2.04 billion and N164 billion oil revenues.”

SERAP said the allegations are documented in the latest annual report recently published by the Auditor-General of the Federation.

It, therefore, urged Mr Kyari “to name and shame those responsible for the disappeared oil money, surcharge them for the full amount involved, and hand them over to appropriate anti-corruption agencies, as provided for under paragraph 3112(ii) of the Financial Regulations 2009 and recommended by the Auditor-General.

“To ensure the full recovery and remittance of the missing USD$2.04 billion and N164 billion into the Federation Account without further delay.”

In the letter dated February 17, 2024, and signed by its Deputy Director, Kolawole Oluwadare, SERAP said: “The missing oil revenues have further damaged the already precarious economy in the country and contributed to very high levels of deficit spending by the government.

“Without the full recovery and remittance of the missing USD$2.04 billion and N164 billion oil revenues, the dire economic situation may worsen and Nigerians will continue to be denied access to basic public goods and services.”

According to SERAP, “the Auditor-General has for many years documented reports of the disappearance of public funds from the NNPC. Nigerians continue to bear the brunt of these missing oil revenues.”

The letter read in part: “The alleged missing oil revenues reflect a failure of NNPCL accountability more generally and are directly linked to the institution’s continuing failure to uphold the principles of transparency and accountability.

“We would be grateful if the recommended measures are taken within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall consider appropriate legal actions to compel the NNPCL to comply with our requests in the public interest.

“Had the NNPCL and its subsidiaries accounted for and remitted the disappeared public funds into the Federation Account, it is likely that more funds would have been allocated to the fulfilment of economic and social rights, such as increased spending on public goods and services.

“The missing oil revenues have also impeded Nigerians’ ability to enjoy their economic and social rights, and denied them access to essential public goods and services, especially at the time of cost of living crisis in the country.

“Explaining the whereabouts of the missing public funds, naming and shaming those suspected to be responsible and ensuring that suspected perpetrators are brought to justice and the full recovery of any missing public funds would serve the public interest and end the impunity of perpetrators.

“Nigerians have the right to know the whereabouts of the disappeared oil money. Ensuring transparency and accountability in the management of oil revenues would advance the right of Nigerians to restitution, compensation and guarantee of non-repetition.

“According to the recently published 2020 audited report by the Auditor General of the Federation (AGF), the Nigerian National Petroleum Corporation (NNPC) failed to remit over USD$2 billion and N164 billion oil revenues into the Federation Account.

“The Auditor-General fears that the money may have been diverted into private pockets, denying the government the funding needed to carry out its activities.

“The NNPCL reportedly failed and/or refused to remit N151,121,999,966. The NNPCL without any justification deducted the money from the oil royalties assessed for 2020 by the Department of Petroleum Resources (DPR) now the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

“The NNPCL has failed to account for the missing public funds. The Auditor-General wants the money recovered and remitted into the Federation Account.

“The NNPCL also failed to remit USD$19,774,488.15 collected as government revenue into the Federation Account. The Auditor-General wants the NNPCL to account for the money, recover and remit it into the Federation Account, and hand over those suspected to be involved to the ICPC and the EFCC.

“The Nigerian Petroleum Development Company (NPDC) Ltd also reportedly failed to account for USD$2,021,411,877.47 and N13,313,565,786.49 of royalties collected from crude oil and gas sales and gas flare.

“The Auditor-General wants the public funds fully recovered and remitted into the Federation Account and for those suspected to be responsible for the missing public funds to be handed over to the ICPC and the EFCC.

“These grim allegations by the Auditor-General suggest a grave violation of the public trust and the provisions of the Nigerian Constitution 1999 [as amended], national anti-corruption laws, and the country’s obligations under the UN Convention against Corruption.

“The allegations have undermined the economic development of the country, trapped the majority of Nigerians in poverty and deprived them of opportunities.

“SERAP is concerned that despite the country’s enormous oil wealth, ordinary Nigerians have derived very little benefit from oil money primarily because of widespread grand corruption, and the entrenched culture of impunity of perpetrators.

“Combating the corruption epidemic in the oil sector would alleviate poverty, improve access of Nigerians to basic public goods and services, and enhance the ability of the government to meet its human rights and anti-corruption obligations.”

Police Arrest Kidnappers, Recover Huge Ransom in Abuja

Police personnel in the Federal Capital Territory (FCT) have arrested seven notorious kidnappers in Abuja, recovering N9 million ransom.

The police commissioner in FCT, CP Benneth Igweh, while parading the suspects at the command on Wednesday, said the wanted kidnappers were arrested by operatives of the Utako police division led by CSP Victor Godfrey in a coordinated operation at Tudun – Wada Lugbe and Pyakasa area of Trademore.

He gave the names of the wanted kidnappers as Usman Muazu from Kwali, FCT, Aliyu Mohammed, from Pumpomare area of Borno state, Awwal Dahiru, who hails from Gwagwalada area council of the FCT, Rabi Sani, from Safana, Katsina state and Madina Abubakar, from Gulu, Lapai local government area of Niger state.

Others are, Jonah Elimelech from Kauru, Kaduna state, Saminu Idris, from from Kauru, Kaduna state and Mariji Iliya from Mangu, Plateau state.

According to him, the suspects were linked to high profile kidnapping cases in FCT and its environs, saying all the suspects have confessed to their crime and are giving useful information to aid the arrest of other gang members.

He said other exhibits recovered from the suspects included knives, cutlasses, bullet proof vest and charms.

CP Igweh further disclosed that 79 suspects were also arrested during raids on various black spots by the police operatives from Trademore, Galadimawa, Maitama and Gwagwalada in the FCT.

He, however, said the raid was part of the command efforts to rid FCT of crimes, as its operatives raided uncompleted buildings and also recovered substance suspected to be Indian h**p and some illicit drugs from the suspects.

“And we speak, the suspects who have been profiled are in custody undergoing interrogation at respective division, while those found wanting will be charge to court,” he said.

Insecurity: Police Raid Game House Arrest 311 Suspected Kidnappers in Abuja

The Nigeria Police Force (NPF), has raided a game house in Zuba, a suburb of Abuja in the Federal Capital Territory (FCT).

FCT Police Commissioner, CP Ben Igweh, said about 311 suspects were arrested for kidnapping, drug peddling and other illegal activities during the operation.

The suspects comprised 297 males and 14 females, who were arrested following an intelligence from a resident in the area, who suspected illegal activities at the games house.

He said the house serves as resting and convergence place for kidnappers torrorising the FCT and neighbouring States of Niger, Nasarawa, Kogi and Kaduna.

According to the CP, guns, charms, codeine, India h**p, cutlasses, phones, motorcycles, among other exhibits, were recovered.

Igweh said the suspects will be prosecuted in the court of law after thorough investigation and screening.

Port Harcourt Refinery Receives over 475,000 Barrels of Crude Oil

The Port Harcourt Refining Company Limited, PHRC, has received over 475,000 barrels of crude oil from Shell Petroleum Development Company of Nigeria Limited, supplied through its Bonny Oil & Gas Terminal (BOGT).

Shell, in a statement signed by its Media Relations Manager, Abimbola Essien-Nelson, said the development is to further the Federal Government’s commitment to increase domestic refining capacity and make products more readily available in the country.

She said BOGT resumed this supply last week after a prolonged outage of over five years.

Country Chair, Shell Companies in Nigeria and Managing Director, The Shell Petroleum Development Company of Nigeria Limited (SPDC), Dr Osagie Okunbor, said: “Teams from BOGT and PHRC worked through intensive preparations, collaboration, and dedication to make the project successful. This is indeed a significant step in the nation’s renewed efforts to utilise key infrastructures to assure the steady supply of products from the refining company to the Nigerian market. Future supplies from BOGT would be guided by the demand for the product.

Bonny Terminal Installation Manager, Osita Nnajiofor, stated that “before implementing the supplies of the product to the refining company, the project teams first assured the integrity of pipelines relevant to NNPC Limited subsidiaries and integrity and maintenance activities on the BOGT refinery export pumps (which had been shut down for an extended period).

“These actions resulted in the successful and safe completion of the refinery supply with no harm to people, environment or equipment.

“The recommencement of crude oil supply from the Bonny Oil and Gas Terminal to the Port Harcourt Refining Company Limited is a significant achievement and a game-changer for the industry and the country and will support the federal government’s aspiration of a steady supply of petroleum products to the downstream market and other associated benefits to the economy of the nation.”

Civil Crisis: FG To Establish Military Barracks in Plateau

Following the tragic attacks resulting in the loss of over 200 lives across three local government areas in Plateau state – Bokkos, Mangu, and Barkin Ladi, President Bola Tinubu has approved the immediate establishment of a Military Barracks.

The Barracks will be located in Miller Farm (Gada Biyu) Mbar District of Bokkos local government area.

President Tinubu directed General Christopher Musa, the Chief of Defense Staff, to coordinate the implementation of this initiative to address the security challenges facing the region.

Former governor of Plateau state, Joshua Dariye had made efforts to facilitate the establishment of the Barracks to halt the continuous attacks that have resulted in loss of life, widespread looting, and destruction of property.

Once operational, the Barracks will swiftly intervene to address the relentless attacks and killings in Bokkos, Mangu, Riyom, Barkin Ladi, and neighbouring Nasarawa state.

Mrs Emefiele, Three Others Declared Wanted over Money Laundering

The Economic and Financial Crimes Commission (EFCC) has declared Margaret Emefiele, wife of a former Governor of the Central Bank of Nigeria, Godwin Emefiele, and three others, wanted for money laundering.

Mrs Emefiele, Mr Eric Odoh, Anita Omoile and her husband, Jonathan Omoile, were declared wanted Friday night for allegedly conspiring with the former CBN Governor “to convert huge sums of money belonging to the Federal Government of Nigeria and committed felony to wit: obtaining money by false pretences, and stealing, contrary to and punishable under Sections 411, 287, and 314 of the Criminal Law of Lagos State.”

The document read, “Emefiele, Odoh, Mr and Mrs Omoile, wanted by the EFCC. The quartet of Eric Odoh, Margaret Emefiele, Anita Omoile and Jonathan Omoile, are wanted by the EFCC for offences bothering on economic and financial crimes. Any information on their whereabout? Reps Propose To Amend Electoral Acts To Enhance Democracy in Nigeria

In a significant stride towards modernising the electoral process, the House of Representatives has advanced the Electoral Act 2022 Amendment Bill, incorporating provisions for the electronic transmission of election results, during its second reading.

Titled “A Bill for an Act to amend the Electoral Act, 2022 and for Related Matters,” the proposed legislation, spearheaded by Representative Francis Waive representing the Ughelli North/Ughelli South/Udu federal constituency of Delta State, was deliberated upon during Wednesday’s plenary session.

The bill aims to revise specific sections of the existing Electoral Act to facilitate the re-registration of voters on the same day as elections, employing electronic means for result transmission, and instituting penalties for baseless election petitions.

During the debate on the bill’s fundamental principles, Rep. Waive highlighted the deficiencies within the current Electoral Act 2022, emphasizing the necessity of amending the law to enable the electronic transmission of election results, thereby enhancing the country’s democratic process. He advocated for a decennial review of the voter register as a foundational step.

The proposed amendments include revising Section 10 to mandate the re-registration of eligible voters every ten years in preparation for subsequent general elections. Additionally, Section 28(1) is slated for modification to synchronise the timing of elections for the President, National Assembly, State Governors, and State House of Assembly on the same day, subject to certain conditions.

Moreover, amendments to Section 47 aim to disqualify voters automatically if the accreditation process specified in subsection (2) fails, ensuring that “no accreditation, no voting” principle is upheld.

The bill also proposes to enhance Section 60(5) by specifying the electronic transmission of results by presiding officers, and to introduce penalties for frivolous petitions in Section 130(2).

ASUU-AKSU Calls off Planned Strike Action

The Academic Staff Union of Universities (ASUU), Akwa Ibom State University chapter, has called off its planned industrial action to press home its demand over some unresolved issues between the union and the university management.

This followed a meeting between Governor Umo Eno and the leadership of the NLC and ASUU, led by Comrade Sunny James, Chairman, NLC, Akwa Ibom chapter; Dr. Inyang Udosen, Chairman, ASUU, AKSU chapter, among others, at the Government House, Uyo, on Wednesday.

The meeting was held to discuss and resolve issues that led the university chapter of the Academic Staff Union of Universities (ASUU) to threaten strike action.

Governor Eno promised to address some of the issues, including the payments of 13th-month salary bonus, three-month palliative, and construction of some strategic roads within the main campus at Ikot Akpaden, among others.

The Governor, however, charged the Labour leaders to work closely with the government in delivering democratic dividends to the people of the State.

He described the University as the pride of the State and tasked the University’s management to utilise the internally generated revenue to execute some tasks, maintaining that the government would always pay the monthly subvention as and when due.

The visibly elated ASUU leaders praised the Governor for his Labour-friendly disposition and assured that the planned strike would be called off.

Police Repels Bandits’ Attack, Injure Others in Abuja

Operatives of the Nigeria Police Force (NPF) have neutralised a notorious bandits’ leader, Isa Dei-Dei.

This is coming a few days after operatives of the FCT Command identified a kidnapper’s hideout in Bassa village and arrested the syndicate, including two women.

In a statement on Wednesday, Force Spokesperson, Muyiwa Adejobi, said Dei-Dei was killed on Monday, by operatives of the Department of Force Intelligence Tactical Teams (DFI-IRT) during a raid on a bandits’ hideout in the suburbs of the Federal Capital Territory (FCT), Abuja.

“Upon closing in on them, they sighted the police and fled. The operatives immediately went after them, which led to a fierce gun duel.

“In the process, the notorious Isa Dei-Dei was neutralised while other members of the syndicate managed to escape with gunshot injuries.

“We, therefore, urge members of the public, most especially medical practitioners, to call our attention to anyone or patients seen with gunshot wounds for further investigation,” Adejobi said.
