Bucks DA Calls for Public's Help in Finding Missing Local Men

Calling the abrupt disappearance of two Bucks County men “extraordinary,” the Bucks County District Attorney’s office Wednesday called on the public to help locate the men, missing since Oct. 15.

Michael Allen Stark, 47, and Matthew James Branning, 50, were reported missing when Branning’s family told authorities he didn’t come home from his job in Silverdale, where he had worked for nine years.
Authorities believe one, or both, of the men may be traveling in Branning’s 2002 silver Lexus SUV.

“We are pleading for your help. We don’t want this case to go too cold,” said Bucks DA Matt Weintraub. He encouraged anyone with information to call Bucks County detectives at 215-348-6056 or contact them via bucksda.org. Perkasie police can be reached at 215-247-6876.

Any information is welcome, the DA said. “Let us be the judge of the information,” he added. “We‘d like to bring both men home.”

Weintraub said Stark is “a person of interest” in the case. An all-state extradition has been issued for him and if he is stopped anywhere in the U.S. he will be arrested, Weintraub said. Stark failed to appear for a court appearance in Monroe County.

The DA said he could not comment on any prior criminal record of Stark’s.

Stark was last positively identified Nov. 13 at Garden City Pawn Shop at 3255 Ford Road in Michigan, said authorities.

Branning’s family told police there “was no explanation” for his disappearance and it was “out of his character” for him not to return home.
Weintraub said it’s very rare for two people with no other connection than working at the same place to go missing. “It’s disturbing to me. It’s like they ceased to exist.”

Perkasie Urges Property Owners to Be Prepared for Road Repairs

PennDOT recently announced plans to bring much-needed improvements to the state-owned sections of N. 5th Street and W. Market Street in Perkasie Borough. The work is tentatively scheduled for 2024.

Property owners on the affected sections of N. 5th St and W. Market St are advised that curbs, sidewalks and driveway aprons will need to meet the specifications in Perkasie Borough Code in advance of PennDOT’s resurfacing project. Borough administration has sent a written notice to property owners on the following roads to advise them of the project timelines and their responsibilities with regard to curb, sidewalk, and apron remediation.

‱ N 5th Street from W. Blooming Glen Drive /Borough Line to W. Market Street
‱ W. Market Street from N 7th Street to N. Ridge Road

The Borough will conduct inspections of curbs, sidewalks, and driveway aprons along in the spring of 2022, then send out detailed inspection reports to property owners where the curb, sidewalk or driveway requires repair or replacement. Property owners who elect to use a private contractor will need to complete repairs by July 2023. Property owners who elect to use the Borough’s contractor can expect to see the work completed during the summer of 2023.

The Borough will offer a financing plan for those who participate in the Borough’s repair program in 2023. An estimate of the costs of having the Borough do the work and more information about the financing plan will be sent to property owners this summer.

The borough said it is providing advance notice of this project because of the number of properties involved, the lead time it may take property owners to obtain quotes and schedule work, and because many of the affected properties have substantial road frontage and the cost of bringing curbs, sidewalks and aprons into compliance could be significant.

A complete copy of the Borough’s Specifications for Reconstruction and/or Repair of Curb and Sidewalks can be found on the Borough website https://perkasieborough.org/code-of-ordinances/, or is available at Perkasie Borough Hall, 620 W. Chestnut St. A copy of the letter to residents can be found at https://perkasieborough.org/state-roads-within-borough-limits/

Questions about the Curb & Sidewalk project on PA SR4039 may be directed to Perkasie Borough’s Public Works Director at (215)257-6860.

Excellent story by former News Herald sports editor Paul Vigna about the remarkable transformation of Bishop Estate Vineyard and Winery.

The property has been in the Bishop family for a century. A few years ago, Cindy and Kevin Bishop decided to plant grapes and open a winery. There is plenty of space to sit around and socialize, both inside the tasting barn or on the spacious grounds.

Hundreds Report Damage in Bucks, Infrastructure Impact Tops $9 Million

Hundreds of homes and businesses in Bucks County have reported damage so far from the remnants of Hurricane Ida, while a preliminary tally puts the storm's impact to public infrastructure at $9.4 million.

Compiled Tuesday, the numbers are expected to grow as emergency management crews continue assessing the storm’s fallout. Public infrastructure includes roads, bridges and public property, such as public parks and government buildings.

Damage from Ida, which produced three tornadoes in Bucks County and dumped more than 10 inches of rain in some locations, has been reported countywide.

Bucks County Emergency Management Agency by Wednesday afternoon had received more than 350 reports of damage from residents and businesses through its online damage reporting form, including 64 reports of major damage. Damage report numbers are likely to change as more information is collected.

To put eyes on reported damage, Bucks EMA on Wednesday sent out four teams across Bucks County, each manned by personnel from Bucks EMA, Pennsylvania Emergency Management Agency and the Federal Emergency Management Agency. The teams toured nearly 100 properties with reported damage.

Reports were still pouring in Wednesday afternoon, and no dollar figure had been attached yet to the damage to homes and businesses.

Residents and business owners are urged to report storm-related damage to the municipality in which the damage occurred. Alternatively, damage can be reported directly to the county online.

Municipalities should report damage to Bucks County EMA.

Anyone experiencing homelessness as a result of the storms should contact Bucks County Housing Link for assistance at 1-800-810-4434.

Grand View Health Accredited as Level II Trauma Center

Grand View Health began operations as an official Level II Adult Trauma Center accredited by the Pennsylvania Trauma Systems Foundation (PTSF) Sept. 1, 2021.

What makes a Level II Trauma Center unique?

Level II Trauma Centers feature specially educated health care provider teams, including trauma surgeons and physicians trained in 24 different surgical and medical specialties; nurses from across the continuum of care; and allied health providers from many different hospital departments.
These trauma specialists work around the clock to stabilize and treat people with critical injuries. According to the PTSF, Level II centers must care for a minimum of 350 trauma patients each year.

What type of patients does a Level II Trauma Center care for?

The Level II Adult Trauma Center at Grand View Health cares for patients who are involved in motor vehicle accidents, motorcycle accidents, industrial accidents, and farming accidents as well as those who have suffered burns, gunshot wounds and other incidents that produce life-threatening injuries.

While Grand View Health is an Adult Level II Trauma Center, children may be transported for care and once stabilized, transported to a Pediatric Trauma Center as needed.

How will Grand View Health’s Level II Adult Trauma Center provide care during the “golden hour?”

When an individual experiences a traumatic injury, receiving care within the first hour, or “golden hour” is critical, particularly when the injury is life-threatening. Grand View’s location immediately off Rte. 309 assures faster access to care without the need to travel long distances for treatment, potentially saving more lives. The trauma team is available 24/7, every day of the year and will be present when patients arrive to provide a comprehensive evaluation of injuries and initiate appropriate treatment.

What trauma resources are in place at Grand View Health?
Teams at Grand View Heatlh have been working with the Penn Trauma Network team since 2016. Together, we’ve built our trauma program to include in-house trauma and neurosurgical surgeons 24/7 to care for brain injuries, spine injuries and other critical conditions. We partner with more than a dozen local Emergency Medical Services (EMS) providers, who play an essential role in transporting patients to Grand View Hospital in Sellersville quickly and safely.

Grand View Hospital is undergoing a significant six-story addition which will include a new emergency department and state-of-the-art trauma bays, which will further enhance trauma capabilities.

Leader of Dublin M**h Ring Sentenced

Gary Moyer, the leader of a m**hamphetamine ring taken down in a joint Drug Strike Force investigation last year was sentenced on Tuesday, September 7, 2021, to nine to 20 years in a state prison.

Moyer, 72, of Dublin, ran the operation out of his home on Cherry Lane, and had six people act as “smurfs” for him, a reference to them gathering items and ingredients required to manufacture m**hamphetamine, according to the Bucks County District Attorney's Office.

The defendants delivered the items to Moyer, who then used them to produce m**h. Some of the defendants also acted as lookouts while Moyer “cooked.” The operation was dismantled in June 2020 when all seven participants were arrested.

Moyer pleaded guilty on May 13 to operating a m**hamphetamine lab, possession with intent to deliver m**hamphetamine, knowingly possessing ephedrine, conspiracy and other counts related to the organized production and sale of the drug. He appeared before President Judge Wallace H. Bateman on Tuesday who sentenced him to 9 to 20 years in state prison and 20 years of probation. Moyer is the last of the seven to be sentenced.

Others who have been sentenced are:

Lisa M. Hilbert, 51, of Long Pond, Monroe County, sentenced to six to 12 years in state prison.

Teresa Ann Truitt, 60, of Dublin, three to seven years in state prison.

Harold Roger Bickley, 62, of Perkasie, four to eight years in state prison.

Annette Bickley, 58, of Perkasie, 3 œ to seven years in state prison. Donna Rapoli, 57, of Easton, Northampton County, 11 œ months to 23 months in county prison.

Christopher Ryan Clemmer, 40, of Dublin, 45 months to 90 months in state prison.

"This is exactly the type of high level narco-producing and trafficking organization we intended to target for elimination when we created our elite Bucks County Drug Strike Force," District Attorney Matt Weintraub said. "As a result of their dedication to the mission of public safety and in cooperation with local law enforcement, this m**h ring has been completely erased from existence."

The Bucks County Detectives Drug Strike Force and the Bedminster Township Police Department investigated the case, along with the Dublin Borough Police Department, the Quakertown Borough Police Department, the Pennsylvania State Police Clandestine Lab Team and Homeland Security Investigations.

Each of the defendants was observed on several occasions going to Moyer’s residence after purchasing precursor chemicals such as ephedrine from area pharmacies. Ephedrine is a main precursor chemical in the manufacture of m**hamphetamine. Security footage obtained from the pharmacy counters where the purchases were made, confirmed the purchase activities of the defendants. Moyer paid his co-defendants in m**h.

The investigation found that Moyer and his co-conspirators purchased enough medications containing ephedrine to produce nearly 2,000 grams of m**hamphetamine. This case was prosecuted by Deputy District Attorney Thomas C. Gannon.

Silverdale Borough to Hold First Community Day

WHEN: Sunday, September 12, 1pm to 5pm (rain date September 19)

WHERE: Silverdale Borough Park, 100 Park Avenue (next to Borough Hall)

WHAT: Fun for the whole family: live music by Project 31 (Rock 'n Roll, Motown, and Funk); food, face painting, and more. Come meet your neighbors and friends. Bring blankets and chairs.

WHY: The Silverdale Borough Council has embarked on a Community Visioning and Economic Development study this past year that has engaged the entire community in the process. Silverdale is updating it’s Comprehensive Plan and planning for its future.

“One of the first actions we’ve taken to reach the community in our Visioning process was sending out resident surveys to see what the community wanted,” commented Mayor Steve Cordell. “We had an amazing 61% response rate to the survey, an indication of the deep interest our residents have in the Borough. One of the major things residents wanted was a Community Day, so here we are, we listened.”

Hilltown Approves Seven-Lot Subdivision

A new residential development in Hilltown is closer to coming to fruition.

The Hilltown Board of Supervisors has granted approvals related to the planned subdivision that calls for eventually building seven homes on a little over 11 acres in the area of Minsi Trail and Route 113.

The board granted the approval to applicant Jim Sensinger at its Aug. 23 meeting.

“The project is proposed for two stages,” explained Hilltown Township Manager Lorraine Leslie. “The first stage is for three lots, and that has received final approval. The remaining lots are stage two of the project and have only received preliminary approval. Final approval from the supervisors is still required for those lots.”

Indications are that a single-family home will be built on each lot.

Kelly Laustsen Announces Campaign for Perkasie Borough Mayor

Kelly Laustsen, a small business owner, mother, and wife, has announced her candidacy for Perkasie Borough Mayor. She will be seeking write-in votes on both Republican and Democratic ballots during the May 18 primary election.

“As a small business owner, I feel a sense of connection with our community where everybody knows your name," said Laustsen. "Whether I am walking our beautiful trails with my family or dining out at one of our favorite restaurants in town, Perkasie always feels like home."

Two other candidates have announced their intention to seek write-in votes during the primary: former Pennridge High School football coach and teacher Jeff Hollenbach and former Perkasie Borough Electric Department employee Matt Lynch.

The top Democrat and Republican vote-getters will appear on the ballot in November's General Election.

As mayor, Laustsen said she will work to ensure Perkasie maintains its moniker of “America’s Hometown.” Among her priorities, Laustsen said she is focused on strengthening small businesses through economic revitalization, increasing access to community programming and activities, and supporting the Perkasie Borough Police Department.

“Living through a year of COVID-19 and such uncertainty, I’m proud to live in a town where residents and business owners have come together to show such immense strength, positivity, and support,” she said. “We take care of each other in Perkasie and it makes me so proud.”

Laustsen lives in the borough with her husband, Darren, and two young daughters. She is the owner of Bloom Flower Co., a full-service floral design studio and retail gift shop located in the heart of downtown Perkasie, and is the co-leader of the Bucks County Business Creatives networking group. She holds a Merchandising and Marketing degree from Indiana University of Pennsylvania.

Jeff Hollenbach Announces Run for Perkasie Mayor

Former Pennridge High School football coach Jeff Hollenbach has thrown his hat in the ring as a write-in candidate for Perkasie Mayor in the Primary Election on May 18.

Incumbent John Hollenbach (no relation) is not running for re-election. Bloom Flower Co. owner Kelly Laustsen and former borough electric department employee Matt Lynch have said they will also seek a spot on the General Election ballot as write-in candidates.

Hollenbach cited his love for his hometown and desire to ensure a safe, respectful, and cooperative community for all, in announcing his candidacy.

“Being born and raised in Perkasie, I have a deep appreciation for the quality of character, commitment to community, and the caring nature of its people. This community has deeply impacted me and I feel called to serve,” said Hollenbach in announcing his candidacy. “As Mayor of Perkasie, I want to help this special borough remain a safe, secure, and enjoyable place to live. Together, we can continue to work together toward a bright future for all.”

A graduate of Pennridge High School, Hollenbach was a three-sport athlete and earned a scholarship from the University of Illinois where he played quarterback (1971-74). Earning a degree in Math Education and later a Masters degree in Secondary Education Counseling (Kutztown University), Hollenbach began teaching high school math in 1979. Except for two years spent serving as a youth pastor, Hollenbach continued teaching at PHS until his retirement in 2017.

Hollenbach coached football, baseball, basketball, tennis, and softball at Pennridge— totaling over 50 individual seasons. In his 13 seasons as head football coach, he led the Rams to a 113-47 record, including five championships — the highest winning percentage in Pennridge football in more than 65 years.

In the community, Hollenbach serves as vice president of RamPacks, a local effort to address food insecurity in the Pennridge School District. He is active with Blooming Glen Mennonite Church, a board member of Push the Rock, and has served as a mentor for Life Abundant, a prison ministry based in Doylestown.

Hollenbach and his wife of 45 years, Libby, have four children and nine grandchildren.
