For several months CCNI has been warning the citizens of Collin County about the abuses and oppressive behavior of the Collin County Sherrif’s Department. We asked for reform before it was too late. We invited law enforcement into the conversation. For our efforts we received harassing threats, and reports.

We will continue this fight!
Last Sunday Marvin Scott died in custody while being pepper sprayed, and detention officers tried to tie him down and force a mask over his face because he was exhibiting erratic behavior.
He suffered from mental illness, but did the officers involved ever attempt to determine the cause of his behavior? Were medical or mental health professionals called in to observe him? Did they even bother to ask his family?
How many more people of color have to be abused or lose their lives at the hands of this corrupt organization before the government will listen to us and take action?
Marvin Scott was arrested in a mall for possession of two ounces of marijauna, a misdemeanor offense that did not deserve a death sentence. It is time for justice. It is time for reform!

The following article involves a topic of sensitive nature and is part of our series on improving law enforcement in Collin County. We invite all members of law enforcement to join in this important conversation.

CCNI has received multiple complaints from sources from inside the Collin County Sheriff’s Department, and citizens of illegal searches, and racial profiling.

What is a reasonable search? When does a search become a violation of our civil rights? A law enforcement officer can not just decide to search you, without cause. The Fourth Amendment to the Constitution of the United States prohibits such searches. It is never reasonable to target an individual because of the color of their skin, or their religion such behavior is abhorrent and forbidden by the Constitution, for we the people are equally protected by the Fourth Amendment which reads

Amendment IV
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Law enforcement can not search you, your vehicle, or your home without having a reason to do so, unless you consent. If you do not consent then, they must obtain a warrant and demonstrate probable cause to a judge. A judge scrutinizes the information and decides if a search warrant is within the law.

An officer should not be able to you “I am searching you for officer safety” unless the officer has a reason to believe that you are a danger to others, have committed extreme violent acts, or are engaging in illegal activities. If you have not by language or deed given that officer reason to believe that you are a danger to yourself or others, then a search certainly is not acceptable.

Consider the video evidence in the case we have previously used here. Deputy Massey approaches a victim of assault, makes assumptions, and decides randomly to search his person. Is this acceptable behavior of Law Enforcement? How far do we want to empower Law Enforcement in these searches? We need discussion, and we need reform.

How corrupt Deputy Massey violated my civil rights.

Texas, an officer may only stop and frisk an individual if there is reasonable suspicion that the individual is armed with a dangerous weapon. Otherwise, it is a violation of the individual's Fourth Amendment rights.

WARNING: The videos that you are about to see contains images that some may find disturbing. One of the victims of the corruption from the Collin County Sheriff’s Department provided these videos in the interest of continuing the conversation about how we can improve law enforcement in our community.

As Parents today we struggle with raising our children in a highly charged society and maintaining principles of respect. We teach our children to respect and obey not only our household rules but our authority as parents to enforce those rules. We enforce the rules we make because we believe it to be for their protection and in their best interest. The importance of parental authority is one of the first lessons a child learns. By learning to respect parental authority, they learn to respect teachers, coaches, and the rule of law, that governs us all.

If we fail to teach our children to respect parental authority and allow them to overrule us, we send a strong message to them that is ok to disobey in school, church, and extra circular activities. Eventually, this disrespect and disobedience may cause them problems in school, and in life.

In the first video, you will see is a father violently attacked because he disciplined his daughter by taking her phone away. In the opinion of CCNI, this is reasonable for a 14-year-old who has exhibited disobedience, and disrespect. The daughter kicks, hits, and picks up an item from the table in the video and hits her father in the head with it.

The second video demonstrates a lack of concern for the facts, the property of the father who was the actual victim of the assault, and extremely disturbing actions taken by the Collin County Sheriff’s Deputy Massey.

Watch as one of the children is allowed to remove the phone in question from the father’s car, and used to taunt the father, while he is held in custody. Consider the example this is setting for our adolescents:
The daughter is disrespectful to her father, she disobeys him. He takes away her phone, and she is allowed to attack him violently, lie to the responding officer, get her father arrested and the responding officer returns the phone to her, and allows her to taunt the father in victory while he stands there in handcuffs? Is this the example we want to set for children?

Put yourself in the place of that parent. Ask yourself truly if Deputy Massey made the right decisions during this incident, and if he should have been supported in his actions by his superiors?
At the end of the video, you will see another daughter, cry and beg the responding officer, Deputy Massey not to leave her on the scene of the incident. The responding officer, Deputy Massey has no reaction to this. You will hear her father, who still in handcuffs, in custody explain to Deputy Massey that the previous night the child was violently attacked and that the Commerce, Texas Police Department responded. Deputy Massey makes no effort to confirm this either with the child, or any other law enforcement agency. He takes no action whatsoever while the child is obviously in extreme distress, leaving the child in a dangerous situation.

As parents, we should be horrified. Is this the law enforcement that we want for Collin County? One child is allowed to commit violent crimes while another is left is fear and distress without the protection of her father or the law? The Collin County Sherriff, Jim Skinner needs to answer for the egregious behavior of Deputy Massey. We need reform.

Diversity is the cornerstone of our society. In Collin County we respect others, and we embrace cultural differences. We have no tolerance for racism, and we celebrate the differences that make our community special. We are a community of family, friends, neighbors, and loved ones. When one of us is harmed by social injustice: it harms us all, and every member of our community suffers.
We teach our children to respect themselves, and respect others. We pride ourselves in having higher expectations and a deeper sense of community spirit than you will find in larger cities. We expect our elected officials to uphold our values and the standards that we, as a community live by.
It saddens the staff of CCNI to report that one of our elected officials has violated the trust that we placed him, and it is with a heavy heart that the staff of CCNI has unanimously decided that we officially announce we support the petition to remove Jim Skinner, as Sheriff of Collin County.
Through multiple verified sources inside the Sheriff’s Department, we have received information, and reports of abuses of the powers of his office to violate the civil rights of the citizens of Collin County, engage in racist hiring and employment practices, and allow officers from outside the county to influence top-ranking officers in the Collin County Sheriff’s Department, by offering sexual and other favors in exchange for engaging in illegal searches, and violations of arrest procedures.
The worse of all of the long list of allegations against Sherriff Skinner is that he has allowed officers under his command to endanger the safety and well-being of our children, who are the future of Collin County.
It is difficult to believe that in 2021 that there is little to no diversity in our law enforcement agency, but Collin County lacks minority representation in the leadership ranks of the Sheriff’s Department, and there are no outreach programs for the LBGTQ community of Collin County.
It is time to break up the old white boys club and hire new diverse leadership that will guide our community into the future without fear of hate. We boldly ask our readers to consider signing the petition to remove Sheriff Skinner. The future of Collin County is in your hands.

Should the Sheriff of Collin County be allowed to threaten victims of false arrest?
That Is the question CCNI has for you, our faithful readers this morning. Ask yourself why would the Sherriff want to withhold information about a case? If there is nothing wrong with the procedures that deputies used during the arrest of a suspect, who was later cleared of all charges, why would it takes weeks to turn over the dash video, and then only after re moving part of the video? Does this seem like behavior of an upright, law enforcement agency with nothing to hide?
CCNI has been following this case since November, and in our opinion the corruption and lies within the Collin County Sherriff’s Department has become deeper and deeper, and now involves the top law enforcement officers in that department. Do we want the Sherriff’s Department that we pay for to be run like an organized crime family? Knee deep in corruption, lies, and secrets, with no end in sight?
The Sheriff himself has threatened the victim of a false arrest, and we can not just to a blind eye to this horrible case of injustice. Why did Lt. Utsey remove important sections of the video illegally after the honest Investigator Cass, who is not part of the Sherriff’s corruption mafia, admitted that the information on the video was suspect, and recommended that the charges be dropped.

After a hiatus: we are back bringing the truth to Collin County!

Dash cam video edited? Police harassment? These are not things we expected to hear about in our beloved Collin County, but sadly we at CCNI feel it is our duty to report police curroption at the highest ranks. Our own sherrif and high ranking officers may be involved.

Protests are planned by several individuals falsely arrested. How did things get so far?

Multiple requests have been made to the proper channels for dash cam video of Deputy Massey, of the Collin County Sherrif's Department, who is believed to be involved in police corruption.
Could this video lead to more embarrassing information related to Deputy Massey?
This dash cam video is the property of the tax payers of Collin County. We pay for it, and the salaries of those hiding it from us!
We need full disclosure in this case and every other case involving questionable police actions.

Update on our first investigative news story:

Collin County Sheriff’s Department: The good, the bad, and the ugly.

The truth is not always a thing of beauty, and what may appear to be good, is often rotten. Earlier in the week we told you the story of a domestic violence incident that occured in our community on November 24th. Fortunately thanks to the honest, hard work of Investigative work of Investigator Richard Cass: We now know more about the incident in question. CCNI has been informed that all charges were dropped against the defendant, William Bohmer, and that accusers involved in the incident were found to be untruthful, and referred to mandatory counseling sessions.
CCNI has uncovered that Deputy Massey, the arresting officer, in the incident left California Corrections amidst investigation and under suspicious circumstances.
We have no further updates on the status of the other law enforcement officers involved in the incident. Other suspicious arrests have been reported in Mc Kinney and other locations in Collin County. CCNI will keep you updated as we learn more.
