Kenosha, Wisconsin: Aug 23. The shooting happened about 5 p.m. as officers were responding to a “domestic incident.” Police did not provide details about what led to the shooting, but said the person was transported to a hospital in Milwaukee for treatment.

Three officers could be seen shouting and pointing their weapons at a man who walked around the front of an SUV parked on the street. As the man opened the driver’s side door and leaned inside, one officer grabbed his shirt from behind and then fired into the vehicle. At least seven shots could be heard, though it was unclear if more than one officer fired.

At least a half dozen witnesses said that the man had tried to break up a fight between the two women outside a home at 2805 40th St. and that police had attempted to use a Taser on the man prior to the shooting. Then, they heard at least seven gunshots ring out.

Most misconduct involves routine infractions, but the records reveal tens of thousands of cases of serious misconduct and abuse.

They include 22,924 investigations of officers using excessive force, 3,145 allegations of r**e, child molestation and other sexual misconduct and 2,307 cases of domestic violence by officers.
Dishonesty is a frequent problem.

The records document at least 2,227 instances of perjury, tampering with evidence or witnesses or falsifying reports. There were 418 reports of officers obstructing investigations, most often when they or someone they knew were targets.

Less than 10% of officers in most police forces get investigated for misconduct. Yet some officers are consistently under investigation. Nearly 2,500 have been investigated on 10 or more charges. Twenty faced 100 or more allegations yet kept their badge for years.

In 2019, USA TODAY led a national effort to publish disciplinary records for police officers. George Floyd's death has renewed calls for transparency

Atlanta, GA: June 12th, 2020 An Atlanta police officer shot and killed a man at a Wendy's drive-thru Friday night after he resisted arrest and ran away from the police.

The Statement from Georgia Bureau of Investigations:

"On Friday, June 12, 2020, the Georgia Bureau of Investigation was requested by the Atlanta Police Department (APD) to investigate an officer-involved shooting.

Preliminary information indicates that at approximately 10:33 pm, APD was dispatched to the Wendy’s located at 125 University Ave, Atlanta, GA. Officers were responding to a complaint of a male in a vehicle parked in the drive-thru asleep, causing other customers to drive around the vehicle. A field sobriety test was performed on the male subject. After failing the test, the officers attempted to place the male subject into custody. During the arrest, the male subject resisted and a struggle ensued. The officer deployed a Taser. Witnesses report that during the struggle the male subject grabbed and was in possession of the Taser. It has also been reported that the male subject was shot by an officer in the struggle over the Taser.

The male subject was transported to a local hospital where he died after surgery.

One officer was treated for an injury sustained during the incident and was subsequently discharged from the hospital.

The GBI is working to identify the next of kin.

The GBI will continue its independent investigation. Once completed, the case will be turned over to the Fulton County District Attorney’s Office for review.

Update #1 (June 13, 2020)

The deceased subject has been identified as Rayshard Brooks, age 27, of Atlanta, GA."

Howard, the district attorney, issued a statement Friday afternoon.

"My office has already launched an intense, independent investigation of the incident," Howard said. "Members of the Fulton County District Attorney's Office were on scene shortly after the shooting, and we have been in investigative sessions ever since to identify all of the facts and circumstances surrounding this incident."
