OFW or ex-OFW who will vote in the Philippines must go directly to Comelec registration sites to transfer their voter's registration records from abroad back to the Philippines.
For convenience, download the CEF-1, OVF-1, and health declaration form, and fill-out before going to the registration site

In CEF 1,
PUT YOUR NAME, CITY, AND COUNTRY ON THE FIRST PARAGRAPH, you may leave the barangay and precinct number blank.
Choose "APPLICATION FOR TRANSFER OF REGISTRATION RECORDS from another city, fill in your current address.
Don't wait for the last Saturday or the last day of registration. And don't wait for online processing.
Bring a mask, face shield, and your own ballpen.
Be on-site at least 9am or earlier. They usually just get the first 500 only.
There might be 5 steps, the first queue is to check if you have the correct forms and what to fill up, second, rechecking if you had filled up the forms correctly, third, registration of names, along with temperature and passing of Health Declaration form, fourth, fingerprint capturing, photo capturing, and signature and, last, fingerprint signing on the form.
