*Central Kashmir: Encounter breaks out in Chadoora Budgam*

Srinagar, January 06:(GNS) A Gunfight has started between militants and government forces in Zaloowa area of Chadoora in Central Kashmir's Budgam district on Thursday.

Reports reaching GNS that a joint team of Police and CRPF launched a cordon and search operation in Chadoora.

As the joint team of forces encircled the suspected spot, the hiding militants fired upon the forces, triggering off a gunfight.

A senior police officer also confirmed to GNS about exchange of firing between militants and security forces.

As per the sources two militants are believed to be trapped inside.(GNS)

Srinagar, January 05:Three militants including a Pakistani resident belonging to Jash-e-Mohammad outfit were killed after an encounter broke out between militants and security forces in Changam of area of Pulwama on Wednesday.

Quoting IGP Kashmir Vijay Kumar, the Official Twitter handle of Kashmir Police Zone wrote, " 03 militants of militant outfit JeM including one Pakistani national killed. Incriminating materials, arms & ammunition including 2 M-4 carbine and 1 AK series rifle recovered. A big success for us: IGP Kashmir,".

Earlier, a joint team of Police and army launched a cordon and search operation in Chandgam on a specific input generated by police.

As the joint team of forces intensified searches towards the targeted spot, the hiding militants fired upon the search party triggering of an encounter.

Pertinently on Tuesday two local TRF militants were killed in Kulgam Gunfight.

Jammu: Light to Moderate Rain Very Likely from later tonight and tomorrow (27th) with light to Moderate snowfall over places like Doda-Kistawar, Jawahar Tunnel(Top), Pirpanjal etc.

Kashmir: Light to Moderate Snow(2-3 Inches) in plains and Moderate snow(5-6 Inches) over higher reaches most likely from later tonight till tomorrow (27th Evening/Night). Some places of higher reaches may receive upto 1feet of snow.

Ladakh: Light to Moderate snow at many places of Kargil and ay scattered places of Leh dist. During 26th(Night) to 27th(Night). Moderate to Heavy snow is most likely on Zojila-Minamarg axis.

Overall barring some places on higher reaches, there's NO forecast of any Major snowfall in both UTs.

Srinagar, December 25: Inspector General of Police Vijay Kumar refuted news about any surrender of militant in ongoing encounter at Khush Roi Kalan area of Bijbehara in South Kashmir’s Anantnag district.

While Talking the IGP Kashmir said that trapped militant was given ample of time to surrender, however he refused the offer. The exchange of firing is going at encounter site.

IGP further stated that the trapped militant was behind Killing of ASI Mohd Ashraf of Police Station Bijbehara and identified the militant as Faheem Bhat of ISJK who recently went active .

Srinagar, December 25:(GNS) Inspector General of Police Kashmir Vijay on Saturday said that IED expert Adil was among two militants killed in Tral Gunfight.

Quoting IGP, the Kashmir Police Zone on its official Twitter handle wrote, "Killed militants identified as Nadeem Bhat & Rasool @ Adil, an IED expert, affiliated witth outfit AuGH. 02 AK rifles recovered. Both were involved in several militancy incidents including IED blast & gr***de throwing,".

Awantipora, Dec 25 (KNO): Two militants have been killed in a gunfight between government forces and militants in Hardumir area of Tral in South Kashmir’s Pulwama district, officials said on Saturday.

A senior police officer told the news agency— Kashmir News Observer (KNO) that two militants have been killed whose identification is being ascertained while as search operation is on in the area.

Earlier, an official said that a joint team of Police, Army and CRPF launched a Cordon and Search Operation (CASO) on specific information about the presence of militants in the area.

He said that as the joint team of forces approached towards the suspected spot, the hiding militants fired upon them, which was retaliated, triggering a gunfight.

Pertinently, on Saturday morning two militants were killed in an encounter in Chowgam area of Shopian—(KNO)

Srinagar, Dec 25, KNT: Congress Corporator from Raj Bagh area of Srinagar city has alleged that Presentation Convent School located in Raj Bagh is using the land leased to it for education purpose for running a poultry farm. The Corporator Shaheena Bhat has sought intervention from the government.

Confirming to news agency Kashmir News Trust that she has written to the Government and sought intervention into the matter. She said prime location was given to the Presentation Convent School for education purpose while government exchequer is at loss as peanuts is paid by the school to the government and they are running illegal commercial activities.

Corporator Shaheena Bhat alleged that few officials of Revenue Department are hand in glove with the school management to loot government exchequer.

She claimed that a poultry farm has been running on the school land that had been given on lease solely for education purpose.

She has asked District Development Commissioner Srinagar to intervene into the matter in the public interest otherwise she will be left with no option but to come on the road being the public representative of the area. “I can’t see this loot and violation of public property,” she added.

“If this is what an education institution does then God be with our children and people. It’s also reported that Presentation Convent boasts connections with top officials,” she said.

Corporator Shaheena Bhat said she has sent communiques to the Home Minister, LG, Chief Secretary, Divisional Commissioner Kashmir and Deputy Commissioner Srinagar in this regard.

J&K saved Rs 200 cr annually by ending Darbar Move practice: CS

*’Disposal rate of files reached 90 pc’

JAMMU, Dec 25: The Government decision to end the years long Darbar Move practice in Jammu and Kashmir has resulted into savings of around Rs 200 crore annually and increased disposal rate of the files to 90 percent.

This was revealed by Chief Secretary Dr Arun Kumar Mehta in an interview to a national news channel.

“Ending the centuries old practice of Darbar Move in Jammu and Kashmir has not just saved Rs 200 crore annually but also took disposal rate of files to 90 percent as the Government has switched over to e-file system barring those concerning security of the country as well as the Union Territory,” he said.

Dr Mehta said the end to Darbar Move tradition has significantly improved governance efficiency as the files are now being easily tracked.

It may be mentioned here that Darbar Move was a 149-year-old biannual with Civil Secretariat functioning for six months of summer in Srinagar and six months of winter in Jammu.

Lieutenant Governor Manoj Sinha ended the Darbar Move practice and now the Civil Secretariat is functioning for full year in both Jammu and Srinagar.

“Jammu and Kashmir has now completely switched over to e-file and, therefore, the Government officials are not bound by a location anymore,” the Chief Secretary said.

He asserted that with the end of Darbar Move from Jammu to Srinagar and vice versa, the staff don’t need to move physically as all the files are in e-mode.

However, he maintained that files concerning security of the country and Jammu and Kashmir are not kept in digital mode. Rest all files are now in e-mode.

Quoting an exercise conducted by the administration of Jammu and Kashmir, he said it revealed that disposal rate of the files has reached 90 percent which has improved efficiency and is also beneficial for the people of the Union Territory.

Asserting that nearly two months used to be lost during Darbar Move between two capital cities earlier, Dr Mehta said not only the Government has saved Rs 200 crore annually but misplacing of files which was also a problem has ended. Now, the files are easily traceable, he added.

He also referred to the implementation of Budget Estimation, Allocation & Monitoring System (BEAMS) which has resulted into complete transparency. The system is linked to the treasury and funds are released Online, he said, adding that works are being executed only after e-tendering and other administrative clearances.

“The funds can be released after proper physical verification of works and if they meet all the stated prerequisites which makes out entire process accountable and transparent.

This way, our costs have also come down by 30 percent,” the Chief Secretary said.

He added that number of developmental projects completed in Jammu and Kashmir have gone up to 21,943 in the financial year 2020-21, from 9,229 in 2018-19. In the implementation of Prime Minister’s Grameen Sadak Yojana (PMGSY), Jammu and Kashmir is at number 3 in the country now,” he said. As many as 3,500 km of roads were constructed in 2021-22.

He disclosed that 10,000 recruitments have been completed in the Government jobs in the recent months by the UT administration in a transparent manner and on merit. The administration had advertised 20,000 posts, of which 10,831 selections were made.

The UT has also started other Online systems such as land records information system, through which citizens can access their land records anytime, and the Empowerment Portal in which citizens can track development efforts being implemented in their areas online.

*Barring Gulmarg and Pahalgam, above freezing point night temp in Kashmir*

Srinagar, Dec 24(GNS): Barring famous resorts of Gulmarg and Pahalgam, the minimum temperature settled at above freezing point in Jammu and Kashmir on Friday.

A meteorological department official here told GNS that Srinagar, the summer capital of J&K recorded a low of 2.4 against last night’s 2.6°C and had rainfall of 1.3mm in last 24 hours till 0830 hours today.

Kashmir is presently under the grip of 40-day long harshest period of winter, known locally as ‘Chillai Kalan, which started from December 21. It is followed by a 20-day long ‘Chillai Khurd’ and a 10-day-long ‘Chilla Bachha’.

The mercury in the world famous resort of Gulmarg in north Kashmir's Baramulla district settled at minus 5.1°C against minus 3.7°C on the previous night, the official said. It was 0.7°C above normal for the famous resort which recorded 3.3cms of fresh snowfall.

Qazigund, the gateway town of Kashmir, had a low of 1.2°C against 0.8°C on the previous night, he said.

Pahalgam, the famous resort in south Kashmir, recorded a low of minus 1.3°C against 0.3°C on previous night and had snowfall of 0.4 cm.

Kokernag, also in south Kashmir, recorded a low of 1.2°C against 0.7°C on previous night, the official said. It had rainfall of 5.2mm during the time, the official added.

Kupwara town in north Kashmir recorded a minimum of 2.2°C against 2.6°C on the previous night while as it had 0.3mm of rain, the official said.

Jammu, the J&K’s winter capital, saw a low of 8.2°C which is normal for the place during this time of the year, he said.

Ladakh’s Leh had a low of 0.5°C against last night’s minus 6.6°C while automatic Kargil station recorded minimum of minus 6.4°C. Drass in Kargil, the second coldest place in the world after Siberia, recorded a low of minus 13.4°C, the official said.

“As expected, light to moderate snow(over higher reaches) occured at a few places of Kashmir and Sonmarg-Drass axis. There's no forest of any major/significant snow/rainfall till 26th(Day),” the MeT official said, adding, “A Western Disturbance of greater intensity is Likely during 26(Evening) -28th(F/N). Due to this, Light to Moderate Snowfall(2-3Inches) in plains of Kashmir, Moderate over higher reaches of J&K( Heavy 1-2Ft) at isolated places over higher reaches of J&K, Zojila-Minamarg axis, and light snowfall at scattered places of Ladakh, especially Kargil-Zanskar area and light to moderate rain with thunderstorm is likely during above period.” (GNS)

Srinagar, December 24:(GNS) Inspectors General of Police Kashmir Vijay Kumar on Friday visited family of late ASI Mohd Ashraf Dar at Awantipora in South Kashmir’s Pulwama district.

Dar was killed in a militant attack couple of days ago at Bijbhera in Anantnag district of South Kashmir.

Accompanied by other Police officers, the IGP offered condolences to the family and assured them all help from the police department.

Meanwhile sources told GNS that the IGP is likely to take stock of the security situation in the South Kashmir district with police and officers of other security agencies.(GNS)

*2 Lashkar Militant Associates in Budgam: Police*

Srinagar, Dec 23: Jammu and Kashmir police Thursday claimed to have arrested two ‘militant associates’ linked with banned militant outfit Lashkar-e-Toiba in a joint operation with army’s 2 Rashtriya Rifles and 79 Battalion CRPF in central Kashmir’s Budgam district.

“Acting upon specific information, police along with security forces arrested two militant associates linked with proscribed militant outfit LeT from Magam area of district Budgam. They have been identified as Mohammad shafi Ganai S/o Abdul Rahman ganai R/o Kawoosa Khalisa and Zahoor Ahmad Chopan S/o Ali Mohammad Chopan R/o Mamoosa Pattan”, said a police spokesperson in a statement to GNS.

“During the preliminary investigation, it was revealed that both the arrested militant associates were in touch with LeT commanders and were involved in providing logistics, shelter as well as transportation to the militants of LeT operating in areas of Kawoosa, Razwen, Rathsun, Mazhama, Pinjoora, Kunzar, Mamoosa etc.”, the statement reads.

“A case FIR number 95/2021 under relevant sections of law stands already registered at Police Station Khag and further investigation is under process”, it further read. (GNS)

Srinagar, Dec 21 (KNO): Vehicle-borne militants fired at a joint team of police and CRPF at a naka point in Soura area of Srinagar on Tuesday and it was believed that a militant received injury in retaliation, officials said.

An official told the news agency—Kashmir News Observer (KNO) that a team of police led by SP Hazratbal along with CRPF men were checking vehicles at Naka point in Soura area.

“Militants fired at the joint party in which no police or CRPF men were injured. In retaliation, probably one militant received injury but escaped. We are following vehicle borne militant,” the official said—(KNO)

Agreement reached between Admn, Unions at midnight

Power employees call off strike, start restoration work

JAMMU, Dec 21: Three-day long agitation by the Power Development Department employees, which caused enormous inconvenience to the people due to outages, was called off at midnight tonight following an agreement reached between administration and representatives of the striking employees.

An end to the agitation, which had prompted the administration to call Army Engineering Wing for restoration of power supply in many areas, was announced at midnight tonight by Divisional Commissioner Jammu Dr. Raghav Langer and Sachin Tickoo, one of the leaders of striking employees, in their separate interactions with the media persons.

“The strike has been called off. An agreement has been reached with the striking employees and they will resume work immediately. The employees have been directed to restore power supply in the affected areas forthwith so that the people don’t face any further problems,” Dr. Langer said.

Asserting that the Government was positive towards the Power employees and their major demands had already been conceded, the Divisional Commissioner said that cause of the employees and power reforms will go together.

Sachin Tickoo, one of the leaders of striking employees, said the deadlock ended following marathon meetings between civil administration and representatives of the Unions of striking employees.

Confirming that the agitation has been called off, Tickoo said they are satisfied with the administration’s response towards their demands.

He said their all issues have been addressed.

On joint venture, he said it has been put on hold and all stakeholders will examine it afresh.

Tickoo said the Government will create CPOs in every district .
He said the staff will start restoration of power supply where it has been affected immediately.

Earlier, in the day, EME wing of Army and Powergrid employees, the Government today engaged ITI faculty and students of Electrical trade for power restoration across J&K while the residents of many cities and towns in Jammu and Kashmir regions continued to face power on third consecutive day as Power Development Department (PDD) employees continued their strike against the proposed privatisation of electricity in the Union Territory besides other demands.

The Army personnel from EME and MES wings besides those from Powergrid Corporation and NHPC claimed to have restored over 70 percent of the feeders and repaired faults since last night. They claimed that in Jammu, 132 feeders out of the 153 which had gone out of order, have been restored by 7.30 pm tonight. They claimed that remaining 13 % will also be restored by mid night.

An official spokesman told that at some places including power receiving stations, some people have tried to sabotage and fiddle with the system. The Government was keeping close watch over such acts of some miscreants. Giving details of restoration work in Jammu region, he said out of 1096 feeders of 11 kv voltage level, 712 were functional and 384 faulty. These area being restored shortly. He further disclosed that out of the total 139 feeders of 33 kv in Jammu, 120 were functional and hardly 19 out of order.

He further claimed that today power supply to many areas of Jammu region including, Ramnagar, Samba, Industrial area of Udhampur, Chenani, Kathua, Janglote, Mendhar, many parts of Rajouri and Doda, Bhalwal, Thathar, Ban Talab, Muthi, Roopnagar, Chinore, Durga Nagar, parts of Janipur, Trikuta Nagar, Gangyal, Chhani, Greater Kailash, Railway Complex and Subash Nagar was restored.

Meanwhile, All India president of Power Engineers Federation Shailender Dubey from Lucknow (UP) was also camping in Jammu for the last two days and leading the protest. Many Trade Union leaders across J&K UT have rendered full support to the Power employees on agitation.

*Hyderpora encounter: Activists, kin of slain men seek report of magisterial probe*

Srinagar, Dec 20: Rights activists and relatives of the three men killed in the Hyderpora encounter last month have asked the Jammu and Kashmir administration to make public the report of a magisterial probe into the incident.

"It has been more than a month since the government had ordered a magisterial probe into the fake encounter killings. We have a right to know about the outcome," brother of Mohammad Altaf Bhat, one of the three slain men, said on Monday. Bhat, Mudasir Gul and his office boy -- Amir Magray -- were killed on November 15 in what the police called an encounter with terrorists. The relatives of the slain men term it "cold blooded murder".

The trio were buried in Handwara area of Kupwara district by police but the bodies of Bhat and Gul were returned to their families three days later following a public outcry. Lieutenant Governor Manoj Sinha on November 18 ordered a magisterial probe into the killings.

District Magistrate Ajaz Assad promptly appointed additional district magistrate Khurshid Ahmad Shah as the inquiry officer with the direction to submit a report within 15 days. Calls and messages to Assad and Shah, seeking their response on the status of the report, went unanswered.

RTI activist Raja Muzaffar sought to know from the government about the fate of the report.

"Itz (sic) now more than a Month. Where is the Magisterial Inquiry Report?" Bhat asked in a tweet. The activist also posted a screenshot of the tweet of Lieutenant Governor Sinha in which he had ordered the inquiry.

"A magisterial inquiry by officer of ADM rank has been ordered in Hyderpora encounter. Govt will take suitable action as soon as report is submitted in a time-bound manner. JK admin reiterates commitment of protecting lives of innocent civilians & it will ensure there is no injustice," Sinha had tweeted.–(PTI)

*J&K, Ladakh Freezes On Chillai-e-Kalan Eve; Srinagar Shivers At Minus 5.8°C*

Srinagar, Dec 20 (GNS): A day ahead of Chillai-e-Kalan— the 40-day long chilliest part of the winter season—J&K and Ladakh continued to reel under intense cold conditions with Srinagar recording a low of minus 5.8°C on Monday.

A meteorological department official here told GNS that the mercury in the summer capital was two notches up from previous two night’s minus 6.0°C. However, he said, overall it was below minus 4.3°C than the normal for this time of the year.

While as the 40-day long ‘Chillai Kalan starts on December 21, it is followed by a 20-day long ‘Chillai Khurd’ and a 10-day-long ‘Chilla Bachha’.

However, he said, light to moderate snowfall is expected at many places of J&K and at scattered places of Ladakh especially along Sonmarg-Drass, Parkachik-Padum axis during evening of December 22 to 25. He said that due to mainly clear sky, night temperature Is most likely to fall further during next three days.

“Thereafter, due to the approaching Western Disturbance, we expect gradual fall in day temperature and slight rise in night temperature from December 21 to 26.” (GNS)
