I don't mind a new party taking over from UPND but not PF, says Kazabu

STOP paying Edgar Lungu his entitlements because he has not retired from politics, Luxon Kazabu urges the UPND government.

"I personally don't mind a new party taking over from the UPND some day, but certainly not PF," he says. “I shudder. That would be a catastrophy because they have shown their true colours. The brutality they did to us is unmeasurable. It sends shivers to think that one day they can bounce back. Then we will start looking for where to go to.”

Kazabu, who served as deputy livestock and fisheries minister in Michael Sata’s PF administration, said he does not blame President Hakainde Hichilema for his strong “kutumpa” words on the Copperbelt.

"I personally do not blame HH. He is only human. He has tried to restrain himself but being human, there comes a time when he feels it and I don't blame him," he told The Mast. "Edgar Lungu is making comments that border in politics. Has he retired or not? Why should we pay him if he is still in the political areana like some of us. He doesn't deserve to be paid. He is retired, he needs to behave like a statesman. He is frowning on the olive branch extended to him by HH. He should embrace it and make himself a political counsel to other politicians."

Kazabu said Lungu's regime was very brutal to President Hichilema and other Zambians “who lost their lives”.

"Innocent people died all for the want of Lungu to remain in power. HH was arrested and taken to Mukobeko on trumped up charges. There is a limit one can absorb what HH went through. Lungu should thank HH. I keep on wondering what would have happened to some of these PF characters if HH had the traits of a dictator. I wonder where some of these people would have been," he said.

Asked what would happen if PF was to bounce back in 2026, Kazabu said, "I shudder to imagine”.

“I shudder. That would be a catastrophy because they have shown their true colours. The brutality they did to us is unmeasurable. It sends shivers to think that one day they can bounce back. Then we will start looking for where to go to,” said Kazabu. "Zambians would be betraying themselves if they allowed such a thing to happen. I would not mind another new party taking over from the UPND some day, but certainly not PF.”

GOVT ADVISED TO CUT DOWN ON ISSUANCE OF TREASURY BILLS


The Zambia Institute For Policy Analysis And Research-ZIPAR-has advised the government to cut down on the issuance of treasury bills.

ZIPAR Executive Director Herrick Mpuku observes that the continued issuance of treasury bills is drawing money away from circulation in the economy.

He explained that, the cutting on issuance of treasury bills is the best alternative as it entails strengthening the liquidity on the market.

Further, Dr Mpuku is of the view that institutions such as the National Pensions Scheme Authority-NAPSA-must be constrained from buying treasury bills and allows more participants from the private sector to have access to the credit.

Meanwhile, Dr Mpuku has advised the central bank against raising the monetary policy rate which is expected to be announced later today.

GOVT DISMISSES CLAIMS OF HAVING SOLD SHARES TO KANSANSHI MINE, KASANDA SAYS

Government has clarified that ZCCM Investments Holdings (ZCCM-IH) has not sold its shares in Kansanshi Mining Plc contrary to the misinformation that has proliferated surrounding the new agreement between ZCCM-IH and First Quantum Minerals (FQM) over the management of Kansanshi Mining Plc.

Govenment spokesperson Chushi Kasanda said under the terms of the deal announced on December 1st, this year, ZCCM-IH will receive a 3.1 percent royalty payment from the revenue of Kansanshi which is operated by FQM.

"This royalty is estimated to be in the region of USD$50 – 70 million per year, depending on the gross value of metal products, mostly copper and gold, sold or otherwise extracted at Kansanshi. This arrangement is valid for the entire life of the mine and follows extended discussions between ZCCM-IH and FQM over the past three years. It replaces the previous dividend-based model and is expected to provide up to twice the revenue to ZCCM-IH compared to the previous arrangement," she said.

Ms Kasanda said the advantage of this arrangement for ZCCM-IH is that the royalty will be paid out so long as Kansanshi is operational, creating a more predictable and consistent revenue stream that ZCCM-IH can use to raise financing and follow its ambitious investment strategy.

"Dividends, by contrast, would only be paid out when the mine makes a profit. They are also paid out at the discretion of the mine’s Board of Directors. ZCCM-IH will continue to hold its shares in Kansanshi and also continue to be represented on the Board of Kansanshi in order to ensure full visibility and transparency regarding the mine’s operations. ZCCM-IH will also continue to have pre-emptive rights in respect of Kansanshi," she said.

She said also that this will increase and make more consistent revenue stream , which will allow ZCCM-IH to effectively plan for the future, enabling it pursue an ambitious investment strategy that will create jobs and promote growth in the country’s economy.

"Government advises citizens to remain vigilant and ignore misinformation which claims that ZCCM-IH is abandoning its stake in Kansanshi. This is simply a new arrangement that provides a more beneficial revenue stream while still maintaining ZCCM-IH’s ownership in Kansanshi, oversight of operations, and exposure to its future growth, including the USD$1.25 billion Kansanshi expansion which was approved earlier this year. KAIZER ZULU CHARGED FOR ALLEGEDLY THREATENING VIOLENCE

A statement by police reads:

November 23, 2022 - Police have formally charged and arrested Kaizer Peter Zulu aged 52 of Ibex Hill area and Rafick Kakonde aged 32 of Chilenje township in Lusaka for four counts of Threatening Violence contrary to section 90 chapter 87 of the Penal Code which occurred on September 7, 2019 in Kafue District where the duo threatened to shoot and cause physical injuries on persons identified as Benard Nshindu, Sengewayo Jere, Saul Masikote and Manson Mweemba.

The duo have also been charged and arrested for the subject offence of Assault OABH contrary to section 248 chapter 87 of the Penal Code in which two people identified as Bernard Nshindu and Sengewayo Jere were assaulted by the suspects.

This occurred on September 7, 2019 in Kafue District.

The two suspects are detained in Police custody awaiting court appearance.

ANGRY MOB ATTACKS AND INJURE 9 POLICE OFFICERS

9 police officers have been seriously injured after a mob attacked them in Kamwaza village in Katete District, Eastern Province.

All the nine are currently admitted to Saint Francis Mission Hospital in Katete District after they were attacked yesterday, November 19, 2022 around 16:00 hours in Kamwaza village about 35 kilometers south of Katete town.

Deputy Police Public Relations Officer Danny Mwale has confirmed the incident saying police initial investigations revealed that the headman was protecting two suspects who are alleged to have been involved in the suspected murder of a man only identified as Kusenseyo in Chieftainess Kawaza area on October 6, 2022.

Mr. Mwale says members of the public apprehended the suspects who were handed over to police and were later released on November 14, 2022 due to lack of evidence which incensed some members of Kawaza village who resorted to damaging the headman and suspects' houses.

He explains that the 9 police officers rushed to the village following a report of malicious damage to property in which 6 houses and 1 motor vehicle belonging to the headman and the two suspects were damaged by known people in the village.

Mr. Mwale further explains that as police officers were leaving the village around 16:00 hours, an uncompromising mob blocked the road with logs and started pelting the officers with stones and sticks causing serious injuries to them.

He says the police officers who were armed however restrained themselves from using fi****ms on the villagers.

Former Defense Minister Geoffrey Bwalya Mwamba, GBM, has charged that the government of President Hakainde Hichilema has contravened section 24(3) of The Public Audit Act which prohibits any private entity from auditing the defense and security wings of the state.

Mr. Mwamba says the act is intended to safeguard state security by limiting access to sensitive information. He says outsiders may not be expected to appreciate the strategic nature of the information they may come across if allowed access to security data.

He dismissed as grossly misleading, disappointing, and disheartening that government should defend their illegal action by saying that private auditors appointed to audit the Ministry of Defense will be restricted to food supply contracts only.

“Any military expert will tell you that food is as much a strategic element in national security matters as military hardware is”, Mr. Mwamba says. How much food a military buys and has in stock, Mr. Mwamba says could say to a significant extent what its strengths and weaknesses may be.

The aspiring candidate for the position of president in the Patriotic Front says President Hichilema is demonstrating the dangers of electing into the highest office in the land someone with no single grain of experience in government and public affairs.

Mr. Mwamba says the justification advanced by government is extremely careless while deeply troubling at the same time, adding, “these guys are toying around with the most sensitive nerves of statehood”.

As a former Defense Minister, Mr. Mwamba says he feels compelled and obliged to guide both government and the nation regarding matters of national security. Referring to Zambia’s geopolitical position, Mr. Mwamba says Zambia is located in a part of Africa that has seen political and security instability going back to the early 70s when the country hosted liberation war movements, hosting refugees, participating in peacekeeping operations and mediating in peace talks.

“We have remained largely peaceful because we have always invested well in our security apparatus which includes passing legislation that restricts who accesses sensitive information related to our security sector”, Mr. Mwamba says.

He has warned that President Hichilema risks harming the very constitution and state he swore to defend if he pursues his so-called fight against corruption without paying attention to the demands of the law. If he does not reverse this course, Mr. Mwamba has advised that the Law Association of Zambia and civil society must consider approaching the courts of law to interpret section 24(3) of The Public Audit Act.

The act reads, “despite the provisions of subsection (1) the auditor general shall not permit any authorized person, agent of specialist consultant to have access to any book, record, returns report or other document, or to enter –

(a) The premises of any component of the Defense Force, national security services or a law enforcement agency, or
(b) Premises other than those mentioned in paragraph (a) if such access of entry is likely to – (i) prejudice the security, defense of international relations of the Republic or the investigation or detection of offenses, or
(ii) involve the disclosure of any matters or deliberations of a secret or confidential nature of the cabinet or any committee of the cabinet

WE TAKE GREAT EXCEPTION TO TAYALI'S TORTURE CLAIMS - POLICE

18th November, 2022-The Zambia Police Service is committed to the upholding of Human rights and freedoms as enshrined in Article 193(2)(e) of the Constitution of Zambia (Amendment) Act No.2 of 2016.

We are concerned with the allegations which have been raised by Mr Chilufya Tayali accusing our Director of CID that he tortured him whilst in police custody. As all may be aware by now that Mr Chilufya Tayali was apprehended by police officers and detained in police custody. He was later released on 16th November, 2022 after being formally charged and arrested in the company of his lawyer.

During the time of his detention and at the time of his release neither did the accused nor his lawyer raise any complaint of being tortured whilst in our custody later alone to raise an allegation after being released.

As Zambia Police Service we take great exceptions to claims of torture that have been raised after he was released and parted company with him together with his lawyer amicably. We have also taken note that he has stated that he is pursuing it with his lawyers and we will be waiting for the result of his consultation and the next course of action.
We also would like to remind members of the public of the need to desist from drawing inferences on a matter bordering on allegations which still needs to be proved.

UNZA RANKED 6TH BEST UNIVERSITY IN AFRICA
The University of Zambia (UNZA) has been ranked 6th best university in Africa from 156 universities in 20 countries by the Times Higher Education (THE) World University Rankings while at the global level UNZA has been ranked in the 501-600 position out of 1,799 participating universities.
Announcing the development, the University of Zambia Acting Vice-Chancellor, Prof Boniface Namangala, said that the 2023 Times Higher Education (THE) World University Rankings included 1,799 universities from 104 countries and regions, making them the largest rankings in the year among the three known major rankings.
“This is the first time the University has been ranked by the Times Higher Education World University Rankings, one of the top three (3) identified major world university rankings besides Quacquarelli Symonds (QS) World University rankings and Academic Ranking of World Universities (ARWU), also known as Shanghai. It is a great milestone for the University to be ranked 6th among the best universities in Africa and in the 501 – 600 bracket at the international level,” Prof Namangala said.
Prof Namangala said the ranking analysis was based on 13 calibrated performance indicators to measure an institution’s performance across the major four (4) areas namely; teaching, research, citations, and international outlook.
He said at the global level, UNZA ranked in the 501-600 position out of 1,799 participating universities, with an overall score of 39.3 to 42.0. He said despite the low score overall, the university did extremely well in citations with a 96.8 score. “This shows that despite having a small number of publications in SCOPUS, those indexed are highly used in research development,” he said.
Prof Namangala further said the actual scores for the four areas were 15.7 for teaching, 9.2 for research, 38.4 for industry income, and 49.8 for international outlook. “This development points to the fact that there is a need for more UNZA research-affiliated indexed publications in the SCOPUS since this is the tool THE draws its research data from,” he said.
Prof Namangala said under research and citations, 121 million citations across over 15.5 million research publications were analysed, while survey responses from 40,000 scholars globally were received. “The University of Zambia was one of the institutions that entered the ranking for the first time. At the global level, UNZA’s participation was rated in the 501-600, beating several universities that have been in the ranking for some time with overall scores of 39.3 - 42.0,” he said.
The other top-ranked African universities that took part in the ranking include the University of Cape Town (1st position), Stellenbosch University, the University of Witwatersrand (2nd position), the University of Cape Coast (4th position), Aswan University, the University of Ibadan, University of KwaZulu-Natal, the University of Lagos (5th position), while Jimma University, Damietta University, Durban University of Technology, Kafrelsheikh University and the University of Zambia (6th position).

TONGAS DEMAND APOLOGY FROM AGRIC MINISTER FOR CAUSING PANIC AMONG FARMERS

Tonga Traditional Association President Dickson Namanza says Agriculture Minister Reuben Mtolo Phiri should have apologized to farmers in Parliament yesterday for the panic he has allegedly caused in the farming community.

Namanza says the Minister’s assurance that distribution of inputs will be finalized by the end of this month is annoying and disturbing to the farmers.

He explains that Small Scale Farmers across the country are facing financial struggles which have made it difficult for them to prepare adequately for the farming season.

Namanza says the Farmer Input Support Program (FISP) is a serious national Program which should have been concluded by October this year.

He added that the future of Mtolo in the Ministry should be determined after the distribution of inputs ends.

Agriculture Minister Reuben Mtolo Phiri informed Parliament yesterday that 57 percent of the fertilizer has so far been distributed under FISP.

Phiri said the remaining 43 percent would be distributed by the end of the month.

...as he condemns the awarding of contracts to foreign entities associated with the UPND leadership

Socialist Party (SP) Leader Dr. Fred M'membe has called for the cancellation of a contract awarded to Grant Thornton to audit the country’s defense and security wings.

Speaking at a media briefing in Lusaka today, Dr M’membe said the mentioned contract is neither in the best interest of good governance nor the security of the country.

And Dr M’membe has condemned the growing trend, where entities associated with the UPND top leadership seem to always get the favours.

He says the Contract award, points to the emerging pattern of President Hakainde Hichilema’s government directing business to companies he has or has had relationships with and foreign companies being given preference over local ones.

‘’We must be reminded that Mr Hichilema was one of the Directors of Grant Thornton, the firm that was instrumental in the privatization of Zambian state-owned companies. And today, we see Grant Thornton being granted access to audit our Countries security wings.

In the process, even critical national security concerns are blantantly being ignored. This is very dangerous and totally unacceptable,’’ Dr M’membe.


The Socialist Party leader says the decision taken by the current Government is an act of mistrust in the capacity and integrity of the public audit system.

He says there is also a high cost associated with hiring international private audit firms.

Dr M’membe has therefore questioned the UPND Government if the local audit firms were overlooked because of being incompetent or it was the usual style of preferring foreign entities to the locals.

‘‘Whatever the shortcomings of the current audit system are, the decision taken by Mr Hichilema and his UPND government does not help to strengthen the public audit system,’’ he said.

“The Zambian people would like to know, how much will this audit cost us? Are we saying that the Auditor General's Office is incompetent? If so, was this contract floated to other local audit firms? Did our local audit firms not qualify? Or are they also incompetent? Or is this again about the UPND government’s insatiable appetite for foreign companies,’’ Dr M’membe stated.

He has since reminded the UPND Government that they are not in government to benefit themselves and their associates but to benefit all Zambians.
