APPOINTMENT OF STATUTORY ADVISOR TO TOWNSVILLE CITY COUNCIL

On 03 September, the Director General of the Department of Housing, Local Government, Planning and Public Works, Mr Mark Cridland, wrote to Mayor Troy Thompson informing the Mayor of the decision to appoint a statutory advisor to the Townsville City Council.

This decision comes after a meeting last month in which Mayor Troy Thompson met with the Deputy Director General and the Executive Director of the Department of Local Government at the Townsville City Council Chambers.

The meeting allowed the Mayor to express, in his opinion, concerns about the way in which certain councillors were directing the staff at the Townsville City Council, and the way in which some staff have been complying with those directions.

During the meeting, Mayor Thompson made the request of the Department that they supply a statutory advisor to assist the council in returning to compliance and then maintaining that level of governance going forward.

The Mayor welcomes this announcement today by the Department in recognising the real need for this advisor to assist the council to return to good governance.

“We have a situation where councillors blame me for everything, at the same time all I want to do is work with them for the betterment of the city, and under this circumstance, it is appropriate that we now have a statutory advisor to assist councillors in complying with the laws.”

The department can make the decision to provide a statutory advisor under section 117 of the Local Government Act, and this advisor is appointed to assist the local government to operate properly. In this case, the Mayor has requested this advisor and the Department has seen fit to provide it.

“It is very clear that after the councillors all refused to agree to work with me for benefit of the residents, they now need to have someone holding their hand to do that.” Said Mayor Thompson.

Magnetic Island State School celebrated their centenary last month, having opened as a provisional school in 1924.

By the 1920s, Nelly Bay was a well established community with thriving agricultural and tourism industries. In 1924 Nelly Bay residents pushed for a new school as they claimed there were at least twenty children available to attend in the area. They detailed that in order to attend the Magnetic Island School at Picnic Bay (est. 1913), Nelly Bay children had to walk ‘some miles over a mountain track that is at times a positive danger to negotiate’.

In 1925, there was a name change with original Magnetic Island School becoming Picnic Bay School and the newer school taking on the Magnetic Island School title. In 1928 the provisional school became a state school. Around the early 1970s, the Picnic Bay School and Horsehoe Bay School both closed. Magnetic Island State School is now the only primary school on the island, currently catering for around 124 students.

Magnetic Island State School are hosting a special Under 8s Day event on Wednesday 11th Sept from 8.45 to 10.15. This event is for all Island children who are Under 8.

To help this event be successful, we need some help. Calling all volunteers that would like to come and help out for just 45 minutes (either 8:45-9:30 or 9:30-10:15)! Please let Ms Digby or the office know if you can spare some time to help us out.

Townsville Mayor Thompson Addresses Recent Correspondence with Councillors

Townsville, Queensland – September 4, 2024 –

Mayor Troy Thompson has issued a statement regarding recent communications with Townsville City Councillors, emphasising the need for cooperation and transparency within the council.

"On Monday, I reached out to all Townsville City Councillors, seeking their commitment to cease any actions that could be perceived as bullying or undermining my role as Mayor. I urged them to collaborate with me for the betterment of our beautiful city.

Unfortunately, the response was silence from most councillors, accompanied by two legal threats from the council concerning the release of a media statement on transparency.
These threats appear to be an attempt to intimidate me and hinder my compliance with the Act, which mandates transparency within the council.

I remain steadfast in my commitment to transparency, despite concerns from some councillors about how their actions might be perceived.

I have urged councillors to focus on their respective divisions and to work towards unity rather than division. Regrettably, this request was met with refusal.

It seems that some members of this council are not prioritising the interests of our residents. The ongoing bullying by certain councillors is unacceptable and should not be tolerated by anyone, including the Mayor.

Having exhausted private avenues, I now publicly call on councillors to assure the community and residents that they will work collaboratively with the Mayor to ensure the council serves the residents effectively.

This is a reasonable request. Our residents deserve a council that works together for the community."

Subject: Mayor Thompson Raises Serious Concerns with Media Reporting, Councillors' inaction, and the Acting CEO’s Integrity

Mayor Troy Thompson is calling for transparency and accountability within the Townsville City Council following the Acting CEO inserting himself into the CEO recruitment process. Recently, political commentator Clynton Hawks revealed that Acting CEO Joe McCabe lied to reporters, and vicariously the public, about his candidacy for the permanent CEO position. Despite raising these concerns with Mr. McCabe, Mayor Thompson was met with silence. Last Friday, the Mayor demanded that Mr. McCabe withdraw from the recruitment process due to his misleading comments to the media.

“I’ve written to Acting CEO Joe McCabe, demanding he withdraw from the recruitment process. It’s unacceptable for the current Acting CEO to comment on the recruitment process for the new CEO, especially when he’s a candidate. It makes it much worse that the Acting CEO’s comments are in actual fact, lies. This could be seen as misconduct, and I’ll be asking council solicitors to report this to the CCC immediately,” said Mayor Thompson.

As the Townsville City Council faces scrutiny over the Acting CEO's involvement in the CEO recruitment process, Mayor Thompson is shocked by the councillors' silence and the media's reluctance to report on this serious conflict of interest.

“I’m astounded by the Townsville Bulletin’s reluctance to report on this clear conflict of interest and likely misconduct by Mr. McCabe. After reading the Facebook post by Mr. Hawks, I was disgusted that this information had been leaked. Under Joe’s leadership, there’s been a lot of leaking of confidential information. It’s unacceptable for the Acting CEO, or any CEO, to comment on the recruitment process for the permanent CEO position. What makes this worse is that Mr. McCabe is a candidate for the role and lied to the media about it! Mr. McCabe needs to withdraw from this process to prevent further issues,” said Mayor Thompson.

Recent allegations have surfaced regarding the integrity of Acting CEO Joe McCabe. A Facebook post by local political commentator Clynton Hawks has raised concerns about Mr. McCabe's honesty and his involvement in the recruitment process for the permanent CEO position.

According to the reports, Mr. McCabe previously stated in the Townsville Bulletin that he was not considering applying for the permanent CEO role. However, it has now been revealed that he did apply and was among the top three candidates considered. This revelation raises significant questions about transparency and fairness within the council's leadership selection process.

The allegations suggest that Mr. McCabe may have misled the public about his intentions, which could undermine trust in the council's leadership. Transparency and honesty are crucial for maintaining public confidence, and any deviation from these principles can have serious repercussions.

“The involvement of an Acting CEO in discussions about the recruitment process of a permanent CEO, especially when the Acting CEO is a candidate, presents a clear conflict of interest in my mind” said Mayor Thompson.

This situation raises concerns about potential biases and the integrity of the decision-making process. It is essential for the council to ensure that all candidates are evaluated impartially and that the recruitment process remains fair and transparent.

The issues go further with the Mayor raising concerns about the support of councillors for Mr McCabe.

“I have been very open about my views on Mr McCabe and what I consider to be a lot of unlawful actions, and discriminatory actions by this Acting CEO towards me. I have raised with councillors that I view their constant and unwavering support for Mr McCabe as being their gravy train to undermining my role, as I view Mr McCabe as being the facilitator to their actions against me. It is quite clear to me that the silence on this matter by the Townsville bulletin and the councillors really does show that they are willing to do anything they can to harm my role, even if it means to support unlawful actions by someone who facilitates their own attacks on me.” said Mayor Thompson.

“To address these concerns, Townsville City Council must take immediate steps to investigate Mr. McCabe's actions and provide a clear and transparent account of the recruitment process. The council should remove Mr. McCabe from the process and consider implementing measures to prevent conflicts of interest in future recruitment processes,” said Mayor Thompson.

“Furthermore, the Acting CEO should withdraw from the process immediately to avoid further impeding the process due to his comments in the media,” added Mayor Thompson.

Maintaining public trust is paramount for effective governance. Townsville City Council must demonstrate its commitment to transparency and integrity by addressing these allegations promptly and ensuring that the recruitment process for the permanent CEO is conducted fairly and impartially.

SMIRW: More breeze made a difference

There were cries of “My handicap has been crucified,” this morning at SeaLink Magnetic Island Race Week 2024, after some boats scored huge wins in yesterday’s Tan Lines Distilling Race Day, one claiming, “we were just lucky in the light air,” but the handicapper plays fair and the first day is always difficult with a new fleet and such a mix of boats.

The reality is though, that everyone is having a good time at Townsville Yacht Club’s (TYC) annual event, which is 17 years old this year. So crews were this morning preparing for Townsville City Council Race Day and for Tropical Shirt Day and it was perfect tropical weather for it. There will be prizes awarded tonight for the best dressed.

A mammoth effort was put in by crews. To the sounds of ‘Macarena’ Vicki Hamilton’s local Akarana crew cut a swathe through competitors at Peppers Blue on Blue resort marina before racing this morning. The blokes were sporting tropical budgie smugglers, dancing along the docks, hips swivelling, with the females of the crew.

Around the World winning yachtswoman, Wendy Tuck, also had her Making Waves Kayle (NSW) crew dressed up. However, Tuck is claiming she misheard shirts for skirts, so her crew were wearing tropical hula skirts!

“This is my third time here, but I haven’t been for a long time,” Tuck said. We’re here with the Making Waves Foundation (MWF). Before Maggie Island started, we were in Townsville and took some black African refugee kids out and then we took out some kids with disabilities from two local schools out. We all had such a good time. Some moments brought tears to your eyes.

“This is the first time MWF has been to Townsville and we’d love to come back. We’re here and other places raising awareness of what this charity does. To top off an already good day, Making Waves won Spinnaker Division 1 from Gordon Ketelbey’s TP52, Zen: “We’re very happy,” Tuck said. “We went from last yesterday to first. It was a very busy and interesting start, but we got away in a nice sea breeze of 8-10 knots, but it mostly averaged 8 knots throughout the race.

“We had a reach at the end and that’s where your waterline length comes into play,” Tuck shared, before adding, “The crew did a good job, so they’re all happy.”

Chris Morgan’s La Quinta crew wore colourful shirts featuring pineapples – very apt for the region – and they looked fabulous.

Colin and Denise Wilson’s Never a Dull Moment crew also went to a lot of trouble with their ensembles. On board is a friend of the Wilson’s, Micha Wuerfele from Black Forest in Germany. He said he had never experienced anything like it.

“This is my first regatta and my first on a boat like this,” Wuerfele stated. “It’s an amazing island and our team is like a family. I heard about this regatta from Colin and Denise and I just had to come and be part of it,” he ended, looking bemusedly at the Akarana crew.

On board too is Heather Broad, “our special tactician,” Colin said. “I’ve got my apprentice with me - Mr Broad,” said Heather, referring to her husband Ian Broad, one of Sydney’s finest yachties and sailmakers. He’s now retired and moved away from Sydney, but still sails.

Back into the racing, local Townsville sailor, Janette Syme, notched up her first win with Espera in the Non-Spinnaker division.

“We had a very good start and were well-placed at the first windward mark. By the time we got to the leeward mark, we were still in touch with the front of the fleet. We lost ground going upwind the second time, but we didn’t do too much wrong and the crew work was good. It was an extra knot of wind from yesterday, so it made a difference to the boat,” Syme said of her Beneteau Oceanis 390.

In the multihull division, newcomer Jason Lea’s Pali Pali (Indian Sanskrit for ‘quick, quick, hurry, hurry’) had a good tussle with Salacia (owned by local Owen Day) and Mixed Nutz (James Cormack, NSW), but the Seawind 1160 held them off to win.

“I’m exhausted, tired and chuffed,” Lea, from Brisbane said. “We got all our tacks right, all our angles right and then it was a matter of watching out for everyone else, not making any mistakes, or as few as possible.

“It was a challenging day though. It was a little fickle for us, I prefer stronger winds, so I’m looking forward to Monday, Tuesday and Wednesday when heavier winds are expected.”

Lea put their win down to, “A very good start and good work by my crew. This is my first time at Maggie – I’m from Brisbane. It’s a heck of an eye opener. I’s like being at home in Brisbane. We’re very much enjoying it. The camaraderie at the marina is very pleasing. We’re very thankful to the owners of these berths for moving out so we can be here for the week,” Lea said.

It is layday and Father’s Day tomorrow, so no racing. All will be out celebrating Townsville Airport Father’s Day at Picnic Bay on the Island from 9am, where there will be plenty to entertain adults and children. You can read all about it at the official website.

SMIRW: Nice light day to start proceedings



The opening day of SeaLink Magnetic Island Race Week 2024 was not to everyone’s liking, as it was a little light on for breeze, but you couldn’t otherwise fault the beautiful warm and sunny day and flat water that was served up to the competitors taking part across the four classes split into seven divisions.

SeaLink Spinnaker Division 1 went to Leo Rodriguez’ Smooth Criminal (Qld), his RP36 pulling up nearly 10 minutes in front of Colin and Denise Wilson’s MKL 49, Never A Dull Moment (NSW).

Regular attendee, Ian Edwards has sailed his Dehler 46, Wings (NSW), into an early lead in Division 2, almost six minutes ahead of David Newton’s second placed Yknot.

“We all had to wait around for the wind, but it didn’t really come,” Edwards said of the delayed start, with officials originally intending to start at 11am.

“Denis (Thompson, the Principal Race Officer) did his best and eventually found there was more wind inshore. It was light in the 5-7 knot range when we had our spinnaker up, so we were sailing angles to try and get our way down to the mark,” Edwards explained.

“The wind built a little coming back – only to around 8 knots though. That was fine, because like others, we have some crew who sailed with us at Hamo and some new ones here, so we haven’t sailed together as a team before. I’d rather the first day be like this than say 20-30 knots” he said.

“Our team did well - tacked well, gybed well - it was good day out and I’m really impressed with Denis getting us a race in.”

Division 3 went to the Melges 32, Mac 2, sailed by brothers Andrew and John McDougall (NSW). They beat last year’s overall division winner, Private Equity, owned by Tim Campbel (Vic).

“It was really light,” Andrew McDougall agreed. “We had a good start on the pin end and that enabled us to get in front of the fleet on that side of the course. We were able to put our asymmetrical spinnaker up at the first mark and kept moving forward from there.

“The Melges always goes well in light conditions. We mainly sail Etchells at Gosford Sailing Club and campaign the Melges at regattas,” said McDougall, explaining they were keeping an eye on Joust, a J111 owned by Simon Cruickshank from the Northern Territory, which seemed to be in contention today but ended up fifth.

“This is our first time here. We were lucky we got in. It’s a great regatta. Very social. We’re finding it relaxed and professionally run on the water by Denis (Thompson). We’re impressed by the location and accommodation as well,” McDougall ended.

Daniel McSweeney’s Brigus (Qld), a Beneteau First 35, stitched up Division 4, with Jack Maguire’s Zen and the Art of Sailing, from the host club, taking second place.

Kim Younger’s Poppy prevailed in the Non Spinnaker division, taking exactly 11 minutes out of nearest rival in Dan White and Nikki Abbott’s Riff Raff. Both are from Queensland. One expects the handicapper will be making some adjustments


Dennis Coleman is no stranger to the winner’s circle at this event with his Corsair Sprint MK1, Mistress (Qld). Today he topped the points table in the Multihull class from Will Ford’s Second Wind (NSW), which finished just 14 seconds adrift of Mistress.

In the Sports Boats, Justin Van Stom’s local boat Bambalam got the better of Julian Bethwaite’s Don’t Panic (NSW) by 13 minutes, so there could be a tweak or two to a handicap there too.

Townsville Yacht Club’s (TYC) annual event is now in its 17th year and becomes more popular with as each edition comes around.
