U.S. President Joe Biden on Friday will sign an executive order designed to protect and expand access to contraception, after a Supreme Court ruling last year overturning the constitutional right to abortion raised fears that birth control could also face restrictions.

Biden senior adviser Jen Klein told reporters that the order will increase ways for women to access contraception and lower out-of-pocket costs.

According to Klein, the order directs federal departments to consider requiring private insurers to offer expanded contraception options under the Affordable Care Act such as by covering more than one product and streamlining the process for obtaining care.

Biden's order comes as reproductive rights advocates say rising barriers are leaving millions of women without easy access to contraception.

Contraceptives have been in focus since the Supreme Court on June 24 of last year overturned the 1973 Roe v. Wade ruling.

Biden and Vice President Kamala Harris are expected to make remarks on Friday marking the one-year anniversary of the landmark decision, Klein said.

"This action will build on the progress already made under the Affordable Care Act by further reducing barriers that women face in accessing contraception prescribed by their provider," a White House fact sheet on the order said.

While the Affordable Care Act, the signature domestic policy achievement of former President Barack Obama, requires coverage of contraception, health plans provided by certain exempt religious employers do not have to cover it.

Biden’s order will also direct the government to consider ways to make affordable over-the-counter contraception, including emergency contraception, more accessible, the fact sheet said. This could include convening pharmacies, employers, and insurers to explore the issue.

Improving access to family planning services and supplies for people covered by the government's Medicaid and Medicare programs is another goal of the order.

At a meeting attended by Vice President Kashim Shettima, Bill Gates, Aliko Dangote and some governors under the auspices of the Nigeria Governors’ Forum (NGF), at the Banquet Hall, Presidential Villa, Abuja on Thursday, Bill Gates reaffirm his foundation's commitment to commit $7 billion to Africa in the next four years.

The Vice President, while speaking at the event, says Nigeria is committed to eradicating variant poliovirus by the end of the year.


“The proposal is to provide timely domestic financing for the procurement of vaccines, which couldn’t have come sooner, to boost our industrial capacity to produce vaccines.”

While acknowledging the threats facing Nigeria in the area of polio, he averred that Nigeria’s three dose pentavalent vaccine coverage had improved from 33% in 2016 to 57% in 2021.

“The variant polio virus has declined in Nigeria by 84% from 2021, falling to fewer than 200 cases in 2022,” he said.

He, commended the states that have achieved high category immunisation coverage, which is between 60% and 80% of the target demographic and the number of states has expanded from 12 to 21 states in five years.

“The federal government and our respective state governments are going to set in place a transparent process and structure to undo the reality of the country as one with one of the highest proportions of non-immunised infants in the world over the last decade.

“The federal government is committed to eradicating variant poliovirus by the end of the year ensuring that every Nigerian child is covered in the routine immunisation campaigns.

“We are going to work together to ensure that these vaccines are made available even to zero-dose children, of which ours, at 2 million, are the highest in the world after India,” Shettima said.

The VP expressed the appreciation of the federal government to partners such as Alhaji Aliko Dangote’s Foundation and that of Bill Gates Foundation, whose empathy, he said, shone through the uncertain period in Nigeria.

The Nigeria Immigration Service (NIS) has revealed that a staggering number of 97,000 passport booklets remain uncollected in all 36 states of the country, including the Federal Capital Territory (FCT). Mr. Tony Akuneme, the Service Public Relations Officer and Comptroller of Immigration, shared this information during an interview with the News Agency of Nigeria (NAN) in Abuja on Friday.

Akuneme specifically highlighted that Lagos State accounted for half of the uncollected passports. He also expressed concerns that due to inadequate documentation caused by the involvement of third-party agents, it was challenging to reach out to approximately half of the passport holders. The primary purpose of declaring a state of emergency in this matter was to garner media attention and deepen the understanding of the passport collection process, as many individuals are unaware of the status of their passports.

The involvement of agents hired by applicants for passport processing has exacerbated the situation, as these agents often provide incorrect contact information. Consequently, it becomes difficult to contact the rightful owners when their passports are ready for collection. Akuneme emphasized that this issue posed a significant challenge.

The Acting Comptroller General of NIS, Mrs. Caroline Adepoju, recently declared a state of emergency regarding passport issues nationwide. Akuneme stated that the examination conducted by the service revealed that most of the applicants' complaints stemmed from human and technical factors, including slow internet speed. Mrs. Adepoju's focus on passport reforms and staff welfare made it clear that these matters were her top priorities upon assuming office.

Regarding collaboration, Akuneme mentioned that the Lagos State Governor has expressed willingness to work with the Comptroller General in expanding passport services within Lagos State.

The U.S. Federal Trade Commission (FTC) presented its case in federal court on Thursday, seeking a preliminary injunction to temporarily halt Microsoft's acquisition of Activision Blizzard, a popular videogame maker. In the opening arguments of the five-day evidentiary hearing, FTC lawyer James Weingarten expressed concerns about potential competition harm in various markets, including consoles, subscription services, and cloud gaming, if the merger were to proceed.

The FTC believes that a judge should prevent Microsoft and Activision Blizzard from finalizing their $69 billion merger until the agency's in-house court can assess whether the combination negatively impacts competition in the videogame industry. The FTC's argument revolves around the claim that the merger would grant exclusive access to Activision games on Microsoft's Xbox videogame console, potentially leaving Nintendo and Sony's PlayStation consoles at a disadvantage.

Beth Wilkinson, Microsoft's lawyer, countered the FTC's claims, stating that it is logical for Xbox to make Activision games available on multiple platforms. She warned that granting an injunction could lead to a lengthy three-year administrative proceeding that could thwart the deal entirely.
