IRCS continues its contribution in fight against Covid-19

JAMMU, APRIL 29: Indian Red Cross Society, Jammu Region continued its contribution in fight against the novel corona virus by distributing food items among the needy who have affected due to ongoing nationwide lockdown to combat the spread of Covid-19.

The IRCS today distributed ration and other food items among 25 poor and needy families of Bhagwati Nagar and Jogi Gate. Besides, ration and other food items were also distributed among 195 families of Bhathindi (as donated by Coromandel International Ltd. through Director Industries Jammu) under the close supervision of Vinod Malhotra, Secretary, Indian Red Cross Society, Jammu Region.

Director RDD Kashmir convenes meeting

Review the progress implementation of MGNREGA/PMAY in District Srinagar

SRINAGAR, APRIL 29: Director Rural Development, Kashmir, Qazi Sarwar convened a meeting, here today in the Conference Hall of Directorate of Rural Development Kashmir to review the progress of District Srinagar in implementation of various flagship programmes including MGNREGA/PMAY. Besides, the performance of the district in procurement and distribution of masks was also assessed as a part of COVID-19 control efforts.

The meeting was attended by Joint Director (Adm), Directorate of Rural Development Kashmir, Assistant Commissioner Development Srinagar, District Panchayat Officer, Srinagar, Executive Engineer, REW Srinagar, Block Development Officers, Srinagar, Haman, Khanmoh, Qamarwari and other field functionaries of Rural Development Department.

The meeting was informed that under MGNREGA 139 works have been taken-up under Protection works, Micro irrigation, Land Development and Rural Connectivity. Out of 20 approved works under CD & Panchayat Sector 2019-20, 12 works have been taken-up at an estimated cost of Rs. 39.61 lacs and 9 works stands completed. One Rural Haat in Balhama, Khonmoh at estimated cost of Rs. 13.25 lacs has also been taken-up.

Besides, in view of the instructions conveyed by the Government for resumption of MGNREGA works during the lockdown period in the UT of J&K as per SOPs laid down, in district Srinagar 4 works were taken up engaging 27 house-holds so far.

Director, asked the concerned officers to expedite the completion of works and to ensure employment of maximum number of registered labourers, enabling them to earn livelihood during prevailing situation. Emphasizing that field level authorities should strictly implement the SOP notified by Government vide No. 43-JK(DMRRR) of 2020 dated 16-04-2020 and ensure maintenance of social distancing, use of protective masks, face covers, repeated washing of hands with soap and water and to ensure that the MGNREGA workers are also adhering to the COVID-19 protocol.

Under COVID19 activities 4.40 lac surgical masks and 2.45 lacs reusable masks were procured and 4.30 lacs masks were distributed among health officials, frontline workers and general public with main focus on distribution of masks in Red zone areas. Besides, 1200 pamphlets were distributed among the people regarding COVID19 SOP’s so that precautionary measures are taken. Services of 35 Self Help Groups registered with NRLM have been utilized for manufacturing 5.21 lac re-usable cotton masks, till date.

Moreover, with the help of PRIs and in coordination with District Administration cleanliness of the rural areas, sanitization and fumigation of all the congested residential areas including lanes, bye lanes is a routine affair, besides, assessment of availability of essential commodities in these areas and Home Delivery of Ration, Gas Cylinders in consultation with Tehsil and District Administration is also being ensured.

COVID-19 lockdown

11.50 Lakh Quintal ration provided to 1.19 Cr beneficiaries in 2 months

72 lakh beneficiaries provided free food grains

SRINAGAR, APRIL 29: To help people during the lockdown period, the Department of Food, Civil Supplies & Consumer Affairs (FCS&CA) has supplied about 11.50 lakh quintals of ration to more than 1.19 crore beneficiaries in Jammu and Kashmir through its public distribution network in March and April 2020.

Out of 1.19 cr people, 72 lakh beneficiaries have been provided free food grains. FCS&CA, being an essential services department, performed its duties actively while providing ration during COVID-19 Pandemic situation.

The department not only actively performed its routine duties, besides, it also ensured ration delivery to the consumers at their door-steps and provided ration to Deputy Commissioners of the Union Territory to meet out the requirement of migrant labourers, distressed workers, quarantine centers etc.

The department has received 6494.28 quintals of pulses (Channa whole and Moong) and the same will be distributed among AAY, PHH and BPL families for free-of-cost shortly.

In Kashmir division, the department ensured the supply of gas cylinders at door steps and distributed 10.40 lakh LPG cylinders among the consumers during these two months.

The Department issued two months advance ration (April and May) of 6.50 lakh quintals to 68.02 lakh beneficiaries in Kashmir division. The department under Pradhan Mantri Garib Kalyan Anna Yojna (PMGKAY) also provided free 2.13 lakh quintals of ration for the month of April 2020 to 40.47 lakh beneficiaries covered under AAY, PHH and BPL categories. Furthermore, 4 lakh quintals of additional free ration would be distributed for the month of May and June 2020 to these people.

The department provided about 3000 quintals of rice to deputy commissioners to meet the requirement of migrant labourers, distressed workers, quarantine centers and others. The department lifted/distributed 43.68 lakh liters of kerosene oil among the beneficiaries in Kashmir division.

Similarly, in Jammu division, the department issued two months advance ration (April and May) to the tune of 5.76 lakh quintals to 51.65 lakh beneficiaries.

The department under PMGKAY also provided free 1.40 lakh quintals of ration to 31.54 lakh beneficiaries covered under AAY, PHH and BPL categories for the month of April 2020.

The department also provided about 1000 quintals of rice and 1500 quintals of Atta to Red Cross Society Jammu for distribution through a committee constituted by deputy commissioner Jammu to the poor and stranded labour/daily wagers free of cost.

The department also distributed about 3.01 lakh masks and 45,000 hand sanitisers among various Fair Price shop dealers, labourers, K-Oil dealers, transporters etc. Besides, the department also issued masks and sanitisers to Police department, Labour department, PHE Department, PDD, department ULB etc.

In order to keep a check on prices of essentials in the market, the department activated monitoring and enforcement wings and they imposed fines of Rs 7.28 lakh on the erring traders between March 25 and April 28.

J&K Government signs historic MoU with Tata Technologies to set up two Centers of Invention, Innovation, Incubation and Training

JAMMU, APRIL 29: The Government of Jammu & Kashmir and Tata Technologies Ltd today signed a Memorandum of Understanding (MoU) for setting up two Centres for Invention, Innovation, Incubation and Training (CIIITs) in Jammu and Kashmir; one each at Government Polytechnic Colleges at Jammu and Baramulla.

The MOU was signed through video conferencing in the presence of Lieutenant Governor, Jammu and Kashmir, Girish Chandra Murmu, by Sh. Navin Kumar Choudhary, Principal Secretary to the Government, Technical Education Department on behalf of Government of Union Territory of Jammu & Kashmir and Sh. Anand Bhade, President Tata Technologies Ltd.

Sh. Bipul Pathak, Principal Secretary to Lieutenant Governor was also present on the occasion, besides Sh. Sushil Kumar of Tata Technologies attended through video conferencing.

The Lt Governor termed it as a historic opportunity to convert these two Polytechnic Colleges at Baramulla and Jammu as premier skill development institutions with an aim of 100% placement after training in various courses. He further directed that the project be completed in time so that first batch starts training in the institute by July end. He said that a fine example of industry-academia partnership, it would serve as a model, to be replicated elsewhere. “The industry linkage aspect of the outcome based project will offer immense employment potential to the trained technocrats coming out of these centres of excellence”, he maintained.

The Lt Governor also emphasized the need to utilize this opportunity to build the capacity of faculty members and staff of Polytechnic Colleges, as Tata Technologies will train the students at CIIIT for 03 years through ‘Train the Trainers program’. The capacity building will also help converting other Polytechnic Colleges into premier skilled development institutions in next few years, he added.

The centers shall be established at a cost of approximately Rs. 360.00 crores, out of which Rs 300 crores will be contributed by Tata Technologies.

Partnership between the Tata Technologies and each individual Government Polytechnic College (both Jammu and Baramulla) will enable efficient, effective, integrated and sustainable service delivery in the implementation of the CIIIT. The Project is aimed at bringing qualitative improvements in the field of technical education and to create a learning environment for training manpower to cater to the industry requirements in J&K and outside. The centers are expected to create a ready pool of skilled manpower like engineers, technicians etc. which besides augmenting the industrial growth shall help in generating avenues of self employment. The centers shall also provide workshop facilities to the nearby Colleges and MSME’s.

The centers, the first of their kind to be set up in the Union Territory, shall also help in improving the academic and training curriculum in the already established technical institutes in J&K, by studying the courses in light of the requirements of the job markets, within and outside J&K, besides helping innovators to develop new products and promoting technology start-ups. Initially, 18 major courses and several short term courses will be introduced with intake capacity of roughly 1825 students in each of the CIIITs.

The Government will provide the built-up, ready-to-use space for setting up of the CIIITs and the Tata Technologies will provide and arrange industrial hardware, commercial technology tools, equipment and machinery for running the technology solutions in the centers. Tata Technologies shall also look after the maintenance of the machinery and tools, besides offering all possible assistance for placement of the trained candidates.

Elaborating further, Principal Secretary to Government Technical Education Department, Navin K. Choudhary explained that this is a serious attempt by the Department to reorient its focus on promoting skill development to make our youth employable rather than merely acquiring degrees and diplomas. He further informed that in coming days, a series of reforms in the department will be carried out to completely revamp its focus and functioning.

Revival of MGNREGA activities: DC G'bal inspects various works in block Kangan

GANDERBAL, APRIL 29: The Deputy Commissioner Ganderbal, Shafqat Iqbal today took whirlwind tour of Sub-division Kangan to take stock of MGNREGA activities being carried in the Sub-division.

The DC was accompanied by Additional Deputy Commissioner Ganderbal, Farooq Ahmad Baba, ACR Ganderbal, SDM Kangan, BDO Kangan and other concerned.

During visit the DC inspected various works which have recently resumed including de-silting of major irrigation canals and khuls and took stock of on- going work on development of play field at Chinner, Kangan.

The BDO Kangan informed the DC that most of work has been completed except levelling and fencing from Nallah side which will be taken up soon.

While reviewing the de-silting process the DC urged the BDO that workers should follow the protocols put in place in view of the COVID-19 like maintaining social distancing and wearing face masks. He also asked the SDM Kangan that concerned BMO shall be directed to carry random health audit of workers.

The DC instructed the BDO for completion of de-silting process within the stipulated time frame as agricultural activities have resumed in the Sub-division.

Enroute, the DC also interacted with the people and enquired about the availability of essential commodities in their respective areas. He urged them to follow lockdown with letter and spirit which, which has been imposed for the safety of people.

On the occasion, the farmers met the DC and expressed their gratitude to the District Administration for resuming MGNREGA works especially de-silting of important Canals and khuls in view of approaching Agricultural season. He urged them to follow the government instructions regarding safety in wake of Covid-19 pandemic, while undertaking farming activities.

Meanwhile, the DC also visited the Chinner power receiving station which is being augmented to overcome the unusual power cuts in Kangan areas as most of the households are connected through this receiving station.

The DC directed the concerned to ensure that augmentation work is completed at the earliest, so that people of the area get relief from power crisis especially during the holy month of Ramadan.

Number of Red zone villages from 7 to 16 in Pulwama; dozens declared buffer zones

PULWAMA, APRIL 29: As two new positive cases of COVID-19 surfaced in the district , the District Authorities in pulwama today declared Rohmoo, Gusso and Frasipora villages of Tehsil Rajpora and Reshipora ,Chirat, Monviji, Banderpora Chirat, Wandakpora, Kakapora Town of Tehsil Kakapora Red zones including Mirgund, Zaigam, Mitirigam, Chewa Kalan ,Wahibugh, Tujan and Thokerpora as buffer Zones in Tehsil Rajpora while Galbugh, Lelhar, Hajibal, Ratnipora of Tehsil Kakapora and Goripora from Awantipora Tehsil as buffer zones. These precautionary measures were taken as two persons from Rahmoo and Reshipora villages were detected positive for COVID-19.

Meanwhile, a portion of IGC Lassipora falling within a radius of 300 Meters from Al Noor CA store situated in Tehsil Litter has also been declared Red zone while Lassipora, Armpora, Tantraypora, Petipora and remaining portion of the IGC Lassipora Estate were declared Buffer zones for containing the spread of Covid-19 Infection in the area.

Invoking prohibitory orders under Epidemic Diseases Act 1897, Section 144 of the CrPC and Disaster Management Act, 2005, District Authorities said that there would be no inward and outward movement of any person from the villages declared as Red zone and the people shall stay indoors to ensure complete lockdown. Authorities also warned of stern action against violators as per provision of relevant Acts.

The order was issued in view of the COVID-19 two positive cases from Rahmoo and Reshipora , who have visited few places prior to moving to their native villages ,due to which several pockets in the district have become vulnerable as far as transmission of the COVID-19 virus is concerned.

Authorities added that door to door survey has been started by village surveillance and containment committees and all the contacts are being traced and quarantined accordingly.

The Authorities said that it becomes imperative to take stringent precautionary measures including declaring village as Red zone and surrounding villages as a buffer zone to break transmission of the disease in the area.

District Authorities directed the officials concerned to ensure supply of essential commodities as per laid down protocols in the villages falling in Red Zones and Buffer Zones.

Earlier seven which include Khaigam, Sangerwani, Abhama of Tehsil Rajpora and Gudoora, Chandgam, Pinglena and Parigam of Tehsil Pulwama were declared Red Zones and are under restrictions. The people have been advised to abide by the orders as any violation will invoke section 269 IPC( unlawfully or negligently doing something which is likely to spread infection of any dangerous disease to life) , section 270 IPC ( malignant act likely to spread infection of dangerous disease to life), section 271 IPC (knowingly disobeying any quarantine rule) and section 188 IPC ( for disobeying the Government orders) .

To ensure coordination joint control rooms, with dedicated nodal officers have been established and people from Red zone areas have been asked to contact 24*7 COVID Control Room (01933240412, 01933240912) for COVID-19 queries and emergencies.

Moreover People hailing from the Red zone villages have been asked to contact round the clock (24*7) District Emergency Control room in case of any grievance regarding the essential services and other related issues on Landline No 01933- 240354.

DCC- U, Jammu continued distributing relief ration today among the needy and poor in view of the lockdown, under the leadership of Mr Yogesh Sawhney, Former Minister J&K and General Secretary JKPCC In Chg Jammu Urban. Aid in the form of free ration was arranged by PCC Control Room, Jammu, which reached more than hundred families in old city area, especially in the lower city area for the welfare of the residents.

The essential food items were handed over to Ms Ritu Choudhary, Municipal Corporator for Ward 7 to be distributed among families to tackle the cricis. In regards with the initiative, Sawhney said "PCC Control Room Jammu had identified needy and neglected families, regions and sections in the Jammu region who are hit badly as a consequence of the lockdown. The party is targeting these areas and helping the deserving people. The initiative is undertaken to supplement steps taken by the government in this matter.", stated Sawhney.

Congress is striving to reach out to labourers and poor families who can't fend for themselves in these hard times. Sawhney speaking on behalf of PCC said that the party has assumed responsiblity of the distribution of essential commodities at the door step of eligible persons to help those in need and prevent overcrowding in shops in view of the COVID-19 pandemic. Due to the lockdown, daily wage workers aren't able to make their livelihoods and it is extremely essential that right help reaches them. Also, it is being ensured that the mechanism that may be adopted for social distancing while distributing the essential commodities in shops throughout Jammu is strictly followed.

Congress leaders involved with the distribution work included Ravinder Sharma Chief Spokesperson PCC, Harinder Gupta and Neeraj Gupta both PCC Secretaries , Ritu Choudhary Corporator W No. 7 ,P D Singh , RamaKant Khajuria , Camres David , General Secretary Anoop Gupta , Tites Gill Secretary , Banarsi Das , Abdul Rashid , Varun Mangotra Coordinator DCC , and Anand Gandotra Block President .

Sawhney also said that party members are working at ground levels to reach all possible areas where government help couldn't reach. Relief and distribution work is being carried out by party workers voluntarily at their own levels too. Government has also not clarified how it would ensure that there is no overcrowding in shops when people come out to purchase essential commodities while the pandemic persists. He also noted other concerns with regard to security and health of the people, which the party is trying overcome. Lastly, Sawhney stated, that "people need not panic and only follow health advisories and do their part. Everybody is doing their best to fight this battle together."

Hotel & Restaurant Association,Katra in its endevour of providing masks to the society started their compaign by providing 20,000 masks to the Administration through Asstt.Director Tourism,Katra and then today carry farwarded this process by providing 2000 masks to the President of Muncipal Committee Katra Indu Bimal for their sweepers and employees.

Rakesh Wazir President of the Association who was accompanied by its Chairman Shyam lal Kesar and Sr.Vice President Virender Kesar while speaking on the occasion said that this Carona Virus has trapped the whole world and this disease is trying to spread in India as well and the measures like social distancing,staying at home and bearing of masks are the basic tools by which its spread can be contained.

He further said that when people who are coming out for their necessities and futher more when the relaxations in the lock down in the coming days will come into existence the bearing of masks will become necessity and the Association in the first phase is making 50,000 masks for their free distribution and if need be this number will be increased further and thanked the Association members for coming farward in this noble cause.

Mr.Kesar while speaking on the occassion said that now in the coming days the masks will become part and parcel of life and only those countries had contained this Carona Virus where the basic precautions like Lock downs,social distancing and bearing of masks was implemented in letter and spirit.

Mr.Virender kesar while speaking on the occasion said that any individual,social or government organization who want to have masks would be provided with the same by the Association but requested the people that no one should come out without bearing masks for the safety of all.
