Second Clarification on Hon. Ariech Mayar Ariech, confusion and contradicting Posts against Hon. Governor Lt. Gen. Aleu Ayieny Aleu.

Dear public readers,

You are Kindly advised to disregard the allegations trending online that Governor Gen. Aleu, Bodyguards are looking after the State MP Hon. Ariech Mayar Ariech who is representing South Kuac Constituency No: 15, in the State Transitional Legislative Assembly which lack evidence.

Critically if you have been following Hon. Ariech Mayar Ariech, daily nonsensical Posts Since the beginning of September 2022, Hon. Ariech, have been misleading the public with his contradicting posts, that he has exiled to Lou Land in Northern Part of Western Bahr el ghazal, other days he posted that he is in the forest escaping the arrest warrant.
Unfortunately there are some points that he has admitted his family affairs problems disowning his younger blood brother as a former brother and called for a family separation through traditional Court.

Today afternoon Monday, 12th September 2022, we have learned that Hon. Ariech Mayar Ariech, posted another strange and shocking allegations that he was surrounded by the Governor’s Bodyguards in the market while the Governor was in the State General Secretariat Chairing the Extra ordinary Council of Ministers meeting, addressing the Council on his recent visited to Juba where he had attended South Sudan National livestock Conference.

After the Council of Ministers meeting finished, Many people went out for further confirmation and eye witness, he was founded shouting on the main road running to parliament premises with his Wife Hon. Achol Abraham and Three Other MPS from SPLM-IO followed by Police Vehicle with Six Police Personnel and his elder brother Sultan Akec Mayar Ariech, which he claimed to be Governor’s Bodyguards.
We understand that Hon. Ariech is seeking public attention from the people who are not much aware about his natural propaganda.

In conclusion, the case of Hon. Ariech is between him and his younger brother who had issued the arrest warrant to explain himself in the competent court of law why he has beaten up his old mother.
In this matter Your are kindly advised to isolate the case from the Governor and the entire Government of Warrap State as it’s a family affairs problem which doesn’t concern anyone to involve.
We called upon his family to reconcile and
embrace peace among themselves to solve their problems amicably.
We wish their family members a successful reunion and let them approach for a mental Counseling Doctors first to avoid any other inconvenience.

While addressing public rally in Warrap town on Saturday, LT Gen. Aleu Ayieny Aleu warned civilians to immediately stop hostilities against government forces which he said would not be tolerated.

Aleu called on the people of Tonj North County to denounce violence and focus on rebuilding social cohesion.

" Peace must begin within Tonj North and extends to other areas, with peace you will have time for farming, education, health and so forth". Aleu emphasized.

Aleu appealed to the armed civilians to continue handing over guns peacefully .

Governor Ayieny also talked about dredging Sudd wetlands, describing it as unpopular decision that may endanger ecosystem and create long lasting impacts.

The meeting was attended by the Minister of Local Government and Law Enforcement Agencies Hon. Anei Arop Anei, members of state independent commission, county authorities among others.

Governor Aleu and Humanitarian partners explore ways to support IDPs in Rualbet, Tonj North County.

Governor of Warrap State LT Gen. Aleu Ayieny Aleu and representative from various humanitarian organizations on Thursday explored ways to support internally displaced persons (IDPs) in Rualbet Payam of Tonj North County.

The representatives from WFP, IOM, WHO, UNOCHA, UNFAO, CCM, TOCH, DTM and World Vision reported that about 8,805 people were displaced following the recent clashes between the armed civilians and Disarmament Task forces in the area, with total of 3,540 persons have so far returned to their homes.

The meeting resolved to expedite timely humanitarian assistance to the affected persons on nutrition, food and non-food items and provision of clean drinking water.

The partners expressed their willingness to pay humanitarian visit to the area to provide basic assistance and other complimentary needs such as fishing tools, vegetable seeds, vaccination and treatment of livestock.

Governor Aleu Ayieny Aleu appreciated the partners and encourage them to initiate long lasting programs such as establishment of vocational centres and offer capacity building trainings to the youth to reduce redundancy.

Warrap State coordination office in Juba has organized a thanksgiving event for Governor Hon. Aleu Ayieny after his medical treatment in Arab Republic of Egypt.

LT. Gen. Aleu Ayieny returned to Juba on Monday. The occasion organized in his honor was attended by top government officials, elders, youth, cultural dance among others.

Addressing the gathering in Juba on Tuesday, Aleu Ayieny called for cooperation in a quest of restoring rule of law and tranquillity in Warrap State.

" I am appealing to all people of Warrap State wherever they are to support peace and stability back home" Aleu appealed.

Condolence message from Office of Governor, Warrap State-Kuajok

I humbly write this message of condolence to the families, relatives and friends, SSPDF fraternity, people of South Sudan in general and Warrap state in particular on the unfortunate incident in Rualbet Payam of Tonj North County, Warrap which claimed precious lives of members our gallant forces and some civilians.
It is with profound sadness that news reached me this week in Cairo where I am undergoing medical treatment; regarding the unfortunate incident which led to the killing of members of our gallant forces and some civilians in Rualbet Payam of Tonj North County in Warrap state.
I take this opportunity to send my condolences on behalf of Warrap state government and on my behalf to the families, friends, relatives, and the entire SSPDF fraternity and to the people of South Sudan in general and Warrap state in particular who have lost valuable, patriotic men, who gave so much for this country. Unfortunately, after the war of liberation struggle, they had to die, murdered in cold blood while on mission, pursuing cattle rustlers in the County.
Other matters shrouding this unfortunate incident are being thoroughly investigated. I condole with the families, relatives and friends of senior SSPDF officers who were killed in the unfortunate incident and whom I know personally to be men of great patriotism, professional excellence and unwavering dedication to the service of South Sudan.
I have had the privilege of knowing and working closely with the slain senior SSPDF officers since our bush war and I have nothing but respect and admiration for them. The commitment, self-less service and dedication they have shown throughout the liberation war shall never be forgotten. Words alone cannot convey my heartfelt sense of sorrow and loss after learning of their demise in such senseless chaos perpetrated by enemies of peace.
To uncover the circumstances leading to the killing of such resourceful men who were there to enforce the law and protect innocent civilians and their property, Warrap state government will leave no stone unturned.
I urge the bereaved families, relatives, friends and colleagues of our fallen members of our gallant forces to remain calm and to take solace in the fact that these men have given their all to this country and now it is upon us to stand up for them to ensure criminals who callously deprived them of their precious lives are brought to book according to the law.
I also call upon the people of Rualbet Payam and Tonj North in general especially the relatives and families of those killed along side the soldiers to remain calm and to allow the government investigate the incident in order establish the identity of those responsible for this heinous crime.
I assure you that we will not be deterred in our resolve to restore law and order to our civil population in Warrap State. I further urge government position seekers in Juba to refrain from negative politicking of state affairs.
As was directed by H.E. Gen. Salva Kiir Mayardit, the President of the Republic of South Sudan, and the Supreme Commander of all organized forces, this unfortunate incident has reinforced once again our commitment and resolve to end impunity and to remove the guns in the hands of our civil population.
By working together in the spirit not of self-position seeking interest, shall we show our respect and honor to the memory of our soldiers who laid down their lives in Rualbet Payam, in their attempt to restore the rule of law in Tonj.

May the almighty God welcome them to his right hand as they rest in eternal peace! Amen.

Governor LT General Aleu Ayieny Aleu met HE President Salva Kiir Mayardit today. Governor Aleu presented the adopted resolutions of Tonj community peace conference held last month.

Governor Aleu also briefed President Kiir on development, peace and progress of voluntarily disarmament in the State.

Aleu underscored the support of HE President Kiir to the people of Warrap State in various areas.

Governor Aleu Ayieny Aleu arrived to Juba on Wednesday from the state capital Kuajok.

Last week Governor Aleu Ayieny left Juba for Twic county to de-escalate the rising inter community conflicts between Twic-Ngok communities.

Aleu organized and addressed a public rally in Turalei calling for lasting peace and stability among Twic and its neighbors.

On the other hand Governor Aleu Ayieny inspected the progress of the ongoing peaceful disarmament in which thousand of guns were gathered and displayed in front of him in Warrap town.

Aleu returned to Juba on Wednesday to follow up administrative programs and to brief the country leadership on the progress of peace and disarmament policy in the state.

Upon landing at Juba International Airport Governor Aleu was received by the masses and members of state coordination office.

Governor Aleu Ayieny Aleu and the members of parliament representing Twic county in Warrap State Assembly have condemned the recent attacks along Twic-Bentiu road.

The officials described the act as unfortunate and called on both communities to refrain from retaliatory attacks.

Speaking to the media upon arrival to Turalei on Thursday Governor Aleu Ayieny Aleu warned youth from both communities to refrain from violent and promote peace.

" I have arrived today in Twic county to put to an end the barbaric attacks between Twic-Ngok communities".

Aleu appealed to the both communities to denounce violence and focus on peace and agriculture production.

Aleu said the Aneet investigation committee would soon arrive in the area to start engaging the two communities on peace dialogue.

Aleu conveyed his condolence message to the people of Unity State and their government regarding the recent incidents that claimed innocent lives.

" The security operatives in Twic county have arrested the alleged culprits involved in the recent road ambush in Twic county. We will send them to court of law". He reiterated.

Aleu appealed to Twic and Ngok Dinka to respect cessation of hostilities signed in Aweil and allow investigation committee to execute their duty.

On his part, The Deputy Speaker of Warrap State Legislative Assembly Deng Makuac Kur who spoke on behalf of Twic Legislatures expressed their heartfelt condolence to the people of Unity State on the recent attacks.

On top of this, may I wholeheartedly thank our beloved son and President of the Republic of South Sudan, H.E. Gen. Salva Kiir Mayardit, all our leaders who are signatories, for having embraced and signed the Revitalized Peace Agreement and most importantly, by reconstituting the Executive bodies and Legislative Assemblies at National and State levels under the 2018 Revitalized Peace Agreement.
This has resulted to silencing of guns across the nation. It may not be the end of the suffering of our People if all of us who are doing this ceremony today do not understand the meaning of COLLUSION GOVERNMENT. We are to cooperate and collaborate to give this Agreement a meaning and to give our people the services they naturally deserve but not war.

About Warrap State:

After the formation of the State Reconstituted Executive Branch of the Government, my Government has been flying with one rudimentary wing ofJudiciary and total absence of Legislative wing. This wing has grown today and the Government of Great Warrap State is expected to fly high and higher today. When I was sworn in as Governor of Warrap State by the President Kiir in the presence 1stV/President Riak Machar, the President told me he was sending me to hell in Warrap State, the 1st V/President retorted that ; Go and turn that hell into heaven. The President added that if you go and fail, I will personally go to Warrap as the Governor. Warrap was extremely bleeding specially the Greater Tonj.
However, since March 2021, a remarkable job in mitigating communal conflicts in greater Tonj counties and Twic County’s administrative headquarters’ conflict have been done.Hence, the State Government had organized and held Peace Conference in Tonj Town for greater Tonj from 5th-9th April 2022.The communities have unanimously agreed for volunteerdisarmament which kicked off on 28th April 2022 in three Counties of Greeter Tonj. Joint Disarmament Force composed of SSPDF, SSNPSS, NSS with their Support units are already deployed and ready to come in should there be any opposition to civil disarmament.
Therefore, since March 2021, over 70% has been achieved on security. However, much is needed to be done on the security situation of Tonj East County which remainsfragile, while the security situation coupled with flood induced food insecurity in all the six Counties of Warrap State remains critical. Gogrial East and Twic Counties security situationespecially with neighboring State of Unity remains a problem.
However, the State experienced unexpected crisis between one of our six counties (Twic) and Abyei Special Administrative Area recently over “Aneet town” ownership during which some lives and property got lost. This has made H.E. the President to form High Level Fact Finding Committee led by H.E. Hussein Abdalbagi Ayii Akol, Vice President and the Chairperson for Service Cluster. Thus, the State Government in collaboration with the National Government is monitoring this situation closely to make sure that relative peace prevails between the two sisterly communities as soon as possible.

Moreover, the State Government has deployed security forces in the counties and across the State borders to control further small arms and light weapons’ proliferation during and after disarmament exercise. On the other hand, these security forces will be protecting lives and property of the civilians from any criminals whether within or outside the State.
The State also is prepared againstflood insecurity in all her six counties as food crops were destroyed, houses collapsed on people, schools demolished and roads submerged under water last year 2021 which left our citizens vulnerable in terms of water borne diseases, lack of school structures and food insecurity. However the Government in collaboration with our relief partners made sure that all Rub halls in the State are filled with food and non-food items for the dark days to come.

On Developmental Plans and State Achievements:
Warrap State has achieved a lot on both security and developmental activities and has planned numerous developmental projects as outlined below:
 Even though the main mission of my Government was INSECURITY, we were able to address effectively some of our developmental needs despite the obvious lack funds. One of our first priorities was to renovate the dilapidated facilities of defunct Gogrial state and to provide office space for State Ministries and Commissions.
 The State Government launched Warrap State website inside the State Ministry of Information and Communication on 27th December, 2021 under the domain: Warrap-gov.ss to be used for accessing credible and authentic information about the State’s political, social and economic activities among others;
 The State Government developed Three-Year-Strategic Development Planwith the following four goals/broad objectives/pillarsnamelyPeace and Security stabilization,Human Resources and Institutional Development,Economic Infrastructure and Access to Social and Justice Services {with full integration of sustainable development goals (SDG)} awaiting the State Assembly’s approval as it had been passed by the State Executive Resolution number (6/2022, dated 8th March 2022) after which it shall be assented to by the State Governor, hence operationalizing it;
 Moreover, theState Government team led by me attended Governors’ Forum in Juba last year 2021 on November 22nd to 26thwhere we presented our State achievements, challenges and the way forward. During the Forum, many developmental activities were resolved for better performances of the State Governments;
 The State Government through the State Ministry of Health and development partners distributed face masks and vaccinated hundreds of people with COVID-19 vaccines across the whole state for combating COVID-19 pandemic as well as continuously sensitizing the state citizens on protective measures against the coronavirus’ spread;
 The State Government in collaboration with partners disseminated the Revitalized Peace Agreement document across the State through local media talk shows, and community awareness programs.
 The state Government with a lot of difficulties was able to unify the pay-sheets of the former defunct States of Twic, Gogrial and Tonj. However, the ghost Names and ghost staff receiving salaries in more than one institution remains a challenge to address.
 The State Government together with developmental partners
 renovated the flood destroyed roads for instance, Romic-Tonj Road, Gogrial-Akon Road, Kuajok-Tharkueng Road, Kuajok–Wudici Road, Kuajok–LuonyakerRoad,Wunrok-Nyin Deng Ayuel Road among others;
 The State Government has renovated Angui Primary School in Kuac North Payam of Gogrial West County;
 UNOPs and other International NGOs have successfully managed to drill and installed 103 boreholes across Warrap State through Ministry of cooperative and Rural Development.
 Construction of two water catchment pools (haffirs) in Gogrial East and Tonj South successfully.
 Rehabilitation of 140 hand pumps across Warrap State is also done successfully.
 Motorization of seven (7) boreholes to electrically generate water to the IDPs in Twic County.
 Registration of 17 farmers’ holder groups or cooperative groups across Warrap State. Most of them are producing Horticultural products which helped to balance the rural diet.
 The State Government encouraged and sponsored two Olympic Games in Twic and Aguok to promote peaceful co-existenceamong citizens.
 The State Government also sponsored local football tournaments in Kuajok, Aweil, and Tonj to encourage the young to develop their God given talents and to know their neighboring age mates.
 The State Government funded male and female teams that attended the National tournaments in Juba.
 With help of chief Justice and UMISS funding, we have two mobile courts now operational. One Court is based in Tonj and the other one is cross states crimes between Warrap and Western Bahr el Ghazal states.
 Warrap State with the help of National Communication Authority (NCA) has been chosen as a model for Rural Connectivity. Technical Survey is already done for (19) network towers. Two have already arrived and are now being fixed up in Aguko in Tonj South and the other one is in Akac Thon in Twic west.
 The State Government has lobbied the National Government and development partners to construct trunk roads, bridges and feeder roads.Some have already started like Malon-pech-Wanhalel-Thiet-Pagol –Paraksika – Luonyaker – Lietnhom – Aweng road and two bridges of Wanh-alel and Pagol shall be built. Details of funded roads will be presented to this August House by the State Ministry of Roads , Bridges and Transport soon;
 Initiation and construction of Akon international airport as State investment policy to boost State local economy. The Airport shall double as a dry port to receive cargo or cargo lifting for export. The construction has started and citizens who were affected by airport plan are now compensated for about 19,900,000 SSP.
 The State Government has planned to construct road connecting Warrap with Southern Kordofan State of Sudan through AwanPajok’s Majak Bol in order to receive goods and services directly from North Sudan to Warrap State;
 Extention and expansion of Tonj airstrip has been done and construction of a community meeting hall in Tonj-Kanaf is complete and equipped with electricity and chairs.
 The State Government has contracted “Chandong High Speed Road Company”to construct Warrap State Secretariat General, State Assembly and fifteen (15) State Ministrieswhich will commence when necessary arrangements are over at any time this year 2022 and will take nine (9) months to complete the construction of all these institutions as the assessment has been concluded successfully late last year 2021.This means that, by either early, or middle of next year2023, these institutions will be ready for use;
 Warrap State Government jointly with Western Bhar El Ghazal State Government renewed the Marial-Baai Cattle Migration Agreement as well as Special Court last year 2021;
 The State Government purchased thirty (30) new brand vehicles and distributed themrecently to ease State Government mobility; priorities were given to six county commissioners. Moreover, the State Government has also received some new vehicles from the National Ministry of Interior for the South Sudan National Police Services (SSNPS) in Warrap State for rapid intervention to crime scenes and conflict areas.
 The State Government has started combating corruption as the State Revenue Authority has been independently reconstituted in order to do better in revenue collection among others;
 My Government has constructed and installed the State Assembly’s Main Gate, Guards’ room, and four-door shower rooms with the sewage system, renovated the Chamber’s chairs,constructed State Assembly bamboo fence, renovated Offices of Rt.Hon. Speaker, Hon. Deputy Speaker andHon. Minister of Parliamentary & Legal Affairs. Furthermore, it (State Government) purchased 100 pieces of plastic chairs for the State Assembly, fenced and renovated the Speaker’s residential house and furnished it with executive bed and beddings among many others;

On the Challenges: There shall always be numerous challenges on security, health services delivery, education services delivery, political, socio-economic development, Public Utilities infrastructure (roads), Law Enforcement Agencies/Justice system, food insecurity, diseases outbreak, natural disasters (flood & drought), inadequacy of funds, inadequacy of mobility, inadequacy of State Institutions’ permanent structuresand above all qualified and trained Human Resources. Most of these challenges will be presented to this Hon. August House soon by the State Ministries concerned.

On the Way Forward:
 The State Government planned to get rid of small arms and light weapons across the whole State through comprehensive disarmament of the civil population as enshrined in the Revitalized Peace Agreement of 2018. This exercise hasbeen launched already in greater Tonjand it requires collective responsibility of both the Legislative Assembly and the Executive arms of the Government;
 The State Government planned to strengthen the rule of law and the Law Enforcement Agencies to keep law and order across the State in order to bring about tranquility;
 The State Government planned to maintain Marial-Baai Peace Agreement in that peaceful co-existence between communities of Warrap and Western Bhar El Ghazal States to reign forever by sharing pastures and water points without any hindrances and conflicts;
 Measures are underway with help of UNMISS to review Wanh-alel customary Laws and see how best to make Pan-gak customary laws with Wanh-alel customary laws.
 The State Government planned to revive Northern Corridor Bloc Agreement between Warrap and Unity States as well as Tri-States’ Agreement among Warrap, Lakes and Unity States to realize stability and peaceful co-existence along our borders with aforementioned states;

My Government calls upon and encourages all the parties to the Revitalized Peace Agreement to cooperate and collectively render services to the State citizens regardless of party affiliations and other differences in order to bring about stability and development; this shall not happen until we collectively admit mistakes we committed since our independence. That is the wanton neglect of local level of governance, 98% of our people are in the rural areas. Only 2% of our people are at the National and States levels.
We shall never have peace until we pacify the rural communities by giving them the rights they deserve since they were the main liberators of this nation. We lied to them during the liberation days and in the end they got nothing. The majority of the veterans are in the villages with their fire arms. These arms are either sold or hired to village criminal elements to be used in cattle rustling and highways brigandage. With the ongoing disarmament and the war against village tyrants that have been allowed for years to terrorized communities, I strongly belief that communal violence shall be over before the end of this year. Then what next?!?!. As government of this State, all our energies and efforts shall be directed towards establishing local Government Institutions to promote self-government and enhance the participation of people and communities to identify their resources to be developed, maintain Law and order, and promote democratic transparent and accountable local government.I strongly belief that strong Bomasshall make strong payams, strong payams shall make a strong counties, strong counties shall make strong states, and strong States shall make strong Nation and not the reverse.

Apart from your oversight duty over the executive, I am urging all of you to immediately amend Warrap State Transitional Constitution 2011 as amended in (2015) by incorporating the Revitalized Peace Agreement Document in order to enable the State Government exercise her constitutional roles effectively and efficiently, and for your legislative rules, your first duty is to urgently develop your parliamentary conduct of business rules.

Last but not the least, may I reiterate that bringing about everlasting peace and reconciliation, better security to our citizens, development of our state and most importantly encouraging the citizens towards agricultural practices as the rains have started in order to fight hunger: It is paramount and requires our collective responsibility and self-sacrifice.
