LOOK: Due to the effects of super typhoon on Thursday, July 27, the water level in Marikina River in Marikina City has risen to 16 meters, raising the second alarm.

Residents adjacent to the river have been instructed to evacuate if the water level reaches 18 meters or third alarm.

Update: Helicopter Crash at Lantapan, Bukidnon
PCOL RESTITUTO P LACANO, JR OIC reported to Regional Director PBGEN LAWRENCE B COOP regarding the helicopter crash incident at 12:00 NN of July 27, 2023.

SG Joram Marquez y Memeje, 47 years old, SG Fireball Security Agency, and a resident of Purok 1, Violeta, Malaybalay City, Bukidnon informed Lantapan MPS about a helicopter who crashed at the Banana Plantation, Module 181, Block 3, P-4, Poblacion, Lantapan, Bukidnon.

Upon arrival of the responding team at the area, a helicopter color red with marking RP- C189 R44, owned by Philippine Adventist Medical Aviation Services crashed at the area with visible damage on its parts. Four (4) passengers including the pilot were identified namely as:
a.) Carmelo Paras Jr. (passenger), legal age;
b.) Jarred Kian Daria (pilot), legal age;
c.) Garry Soria (passenger), legal age; and
d.) Allan Martinez (passenger), legal age, acquired minor injuries and were already rushed to Sanitarium Medical Hospital, Valencia City for medication.

Initial findings on the reason for the incident were possibly engine overheating. The said passengers were said to have been planning for a skydiving activity at Brgy. Bantuanon, Lantapan, Bukidnon.

A total of 21,048 individuals belonging to more than 6,200 families across 160 barangays were affected. Additionally, 330 houses were reported partially damaged, while seven (7) were totally damaged.
ASSISTANCE PROVIDED

A total of 2,960 food packs have been distributed throughout the province for those hardest-hit families.

RESCUE OPERATIONS
Most of the rescue operations were concentrated in critical areas of Laoag City, particularly in Barangay Lusong, Cavit, Cabungaan, Zamboanga, Camanggaan, Gabu, and Barangay 1. Furthermore, the Provincial Government has initiated rescue operations in Barangay Lacuben in Badoc, Barangays Barong and San Marcelino in Dingras, Barangay Nalasin in Paoay, and Barangay Bil-loca in the City of Batac.

UTILITIES
As of the latest update from INEC, electricity is now restored at 3.58% of consumers across the province. Out of the seven (7) pump stations of Prime Water-Ilocos Norte in Brgy. 29, Laoag City, three (3) stations are now working, while all the rest of the pump stations are also operational.

ROAD ACCESSIBILITY
Tamdagan Bridge Approach Provincial Road in Vintar, Tadao Provincial Road in Pasuquin, Taytay-Pasil Provincial Road, and Brgy. San Agustin in Paoay are currently not passable. However, the national highway has been cleared and is now passable.

DAMAGES
A total of P415,850,000.00 has been recorded as partial damage to infrastructure and P104,962,186.68 in agriculture.

HELICOPTER NAG-EMERGENCY LANDING

A pilot of a helicopter that crashed in Bukidnon had to do an emergency landing after the helicopter began losing power on Thursday, July 27.

Philippine Adventist Medical Aviation Services (Pamas) said in a Facebook post that the helicopter with marking RP-C189 R44 that crashed in a banana field in Lantapan town was around 3,000 feet altitude when it began losing power.

Pamas said the pilot was forced to do an emergency landing.
“Thankfully, neither the pilot nor passengers were seriously injured. One passenger was taken to the hospital for further evaluation, but his condition was not critical. There were no other injuries,” the post read.

Army’s 5ID rallied troops for disaster response in Northern Luzon
The Philippine Army’s 5th Infantry “Startroopers” Division (5ID) conducted Humanitarian Assistance and Disaster Response (HADR) operations in the affected areas that were affected by Super Typhoon “Egay” in the provinces of Cagayan, Kalinga, Apayao, and Ilocos Sur on July 27, 2023.

The 17th Infantry Battalion provided manpower assistance and rescue operations in Abulug, Cagayan, due to the rise of water level caused by rain brought by Super Typhoon Egay. The 77th Infantry Battalion also distributed relief goods to various affected families in Baggao, Cagayan. Likewise, the 98th Infantry Battalion led the evacuation of flood-affected residents to their respective municipal evacuation centers in Kabugao, Apayao. Also, the 50th Infantry Battalion performed road-clearing operations and mobility rescue of families in Narvacan, Ilocos Sur.

In cooperation with the local government units (LGU), local Philippine National Police (PNP), Bureau of Fire Protection (BFP), Municipal Disaster Risk Reduction and Management Office (MDRRMO), and Department of Social Welfare and Deployment (DSWD), the 5ID marshaled disaster response teams to save lives in Northern Luzon, the region that is mainly affected by the brunt of Egay. The units extended manpower assistance, performed rescue operations, road clearing, and community evacuation, as well as provided service in distributing relief goods.

Chief of Staff, Armed Forces of the Philippines and Commanding General, Philippine Army Gen. Romeo S. Brawner Jr. lauded the 5ID units on their intensified HADR operations for the typhoon-affected communities, “During natural disasters, the Philippine Army maximizes its troops and utilizes modern equipment and facilities to support humanitarian assistance and disaster response efforts for the immediate need of our fellow kababayans,” the CSAFP said.
