BAKU: COP29 Shortcomings; Another Failed Opportunity to Meet Africa's Climate Financial Demands and Pressing Needs

Despite high expectations, the 29th Conference of the Parties (COP29) in Baku has failed to address Africa's pressing climate concerns. Dubbed the "COP of Climate Finance," this conference has not provided the transformative solutions Africa was promised.

Key Disappointments:

1. Lack of Clear Agreement on NCQG: No consensus was reached on replacing the unmet $100 billion annual pledge, hindering progress on climate finance.

2. Inadequate Adaptation Finance: Adaptation finance remains deprioritized, perpetuating Africa's vulnerability to climate disasters.

3. Insufficient Loss and Damage Funds: Loss and Damage Funds remain grossly inadequate and inaccessible, leaving African communities exposed.

4. Fossil Fuel Phase-out: The phase-out of fossil fuels remains a distant goal, threatening the 1.5°C limit and Africa's sustainable development.

Africa Deserves Better
We urge stakeholders and leaders to reject inadequate deals that disregard the scale of Africa's challenges. It is time for real action:

1. Predictable and Additional Climate Finance: Ensure climate finance is predictable, additional, and non-debt-inducing.
2. Amplify African Voices: Amplify African voices demanding hashtag and hashtag .
3. Support Sustainable Solutions: Support sustainable solutions that empower communities on the frontlines.

United, we can forge the hashtag - the resilient, equitable, and environmentally just Africa. We must ensure that Baku marks a turning point and be a catalyst , not a setback or a roadblock to our climate finance progress

Editorial: “High Time Embattled CBC Leadership Goes Drastic and Nasty as Saga Takes Sudden Twixt”
✓”Name and Shame the Devils in the Church Publicly” (A Tit for Tat)
We are in this editorial making reference to all those who mean business with the CBC Church, her leadership and all those grinding axe with the Cameroon Baptist Convention.
Business as usual, true to what we have observed as schemers toil around with the fate of the church, dabbling with her integrity.
To the best of every ones knowledge basically some if not most of the CBC leadership’s decision of late have been challenged by the said invigorators in Court, thus making mockery of the CBC and her major decisions which from all indication is facing great trial.
True to what this fact checker and analyst is making analysis on, if the hidden hands behind all the manipulation and insurrection in the CBC are not exposed and curiously brought to the public, named and shamed, they will explore all necessary avenues to rubbish CBC leadership, as they meant business from “the word go”.
The last Thursday November 21st 2024 court verdict suspending the elective Congress of the CBC is a clear indicator and testimony to the fact that coup plotters are realizing their goals every blessed day, which is to ground CBC Church activities and crush her leadership.
A verdict which this analyst thinks by now should be ringing a big bell in the minds of the CBC leadership to start thinking of a better way to w**d out all the enemies or kick out the bad elements in the house or wait to pick their doom.
The court obstruction is a serious scandal and a bad sign or a signal to the CBC leadership of an impending doom if proper care is not taken as the “concerned Christians” are bent on humiliating CBC leadership at all cost and on all fronts.
To foil all these plots and machination against the CBC church and her leadership with the sudden twixt of events, from every common man’s understanding, the Church for now is left with no better option than to “Give the last kick of a dying horse” to save the image and integrity of this present CBC leadership and her administration. “So be beware child of God where you are fishing or stepping your legs the great time of Reckoning is at hand.” Affair a suivre, veritas.

Enhancing Local Council Decentralization Process: Tubah Council in Budget Orientation session School Major Stake Holders
On the role and responsibility of the Council and the population in the new decentralization action plan in Council administration and local Governance.
This was in a one day orientation debate dubbed (BOD) budget Orientation debate which played host in the Council hall on Wednesday the 20th of November 2024.
With mission to project the activities of the Council, show case it’s realizations, in other words give a statement account of council activities while giving the Tubah population an enough opportunity to chip in their collective contributions and opinion on the running of the municipality and project allocation plus attribution.
The budget Orientation session offered a unique opportunity for Tubah officials, village representatives and the Fons of Tubah who were actively present to chart a sustainable way forward on project inclusion and allocation for ex*****on.
This was done with the support of NED, National Endowment for Democracy Funding agency and Interfaith Vision Foundation under the canopy of the project promoting youth inclusion in local Governance in the English speaking Regions of Cameroon.
In the over four hours deliberation and orientation debate session chaired by the DO of Tubah Narcisse Metougue representing the SDO of Mezam, actors and stake holders brain stormed on priority projects and priority areas to handle in the allocation and attribution of projects in the Municipality for the next three years.
Thus fostering the bottom top approach managment of Councils to enhance the active involvement and the effective participation of the population in council management and governance.
The Initiatives it must be noted, changes the narrative from Council development plans to a collective and an all inclusive council action plan developed by the people and closely supervised by the public to ensure proper ex*****on and good governance.
Speaking to the press on the Occasion, Mayor Tanjong Martin thanked partners and the government of Cameroon for embracing a view and a vision he long had to better council administration and good governance. Seizing the singular opportunity to school the local population on what BOD, budget Orientation debate is all about and it’s great importance. Countries Representing Nearly 50% of Global Methane Emissions From Organic Waste Pledge to Reduce Emissions From Sector | Day Nine – Food, Water and Agriculture Day
30 countries, collectively responsible for nearly 50% of global methane from organic waste emissions, have today endorsed the COP29 declaration on reducing methane from organic waste.
Harmoniya initiative for farmers launched with Food and Agriculture Organization of the United Nations (FAO), introducing a new platform to harmonise support and funding programmes for farmers.
Ministry of Agriculture of Azerbaijan announces new cooperation with UNEP-convened Climate and Clean Air Coalition on development of methane reduction roadmap for Azerbaijan’s agricultural sector.
November 19th, Baku: Today, the COP29 Presidency launched the Reducing Methane from Organic Waste Declaration, with over 30 states amongst the initial signatories (who combined represent 47% of global methane emissions from organic waste) declaring their commitment to set sectoral targets to reducing methane from organic waste within future NDCs. This includes 7 of the world’s 10 largest organic waste methane emitters. Signatories commit to launching concrete policies and roadmaps to meet these sectoral methane targets.

This declaration, developed with the UNEP-convened Climate and Clean Air Coalition (CCAC), builds on the work of previous COPs by supporting the implementation of the 2021 Global Methane Pledge (GMP), launched at COP26. The GMP sets a global target of reducing methane emissions by at least 30% below 2020 levels by 2030. Organic waste is the third largest source of anthropogenic methane emissions, behind agriculture and fossil fuels, meaning that action on this sector is crucial to meet the goals of the GMP.
Baku Harmoniya Climate Initiative for Farmers
Also today, the COP29 Presidency, in partnership with the Food and Agriculture Organization of the United Nations (FAO), officially launched the Baku Harmoniya Climate Initiative for Farmers, to acknowledge the fundamental role of farmers as agents of climate action.
This leading effort will bring together on one platform the dispersed landscape of existing climate initiatives in the field of food and agriculture. In doing so, the platform will help to identify gaps and opportunities for future policymaking and support that recognise and empower farmers, villages and rural communities.
Building on strong collaborations with financial institutions, Harmoniya will develop an online portal and produce accessible guidelines for farmers and agricultural organisations, making support easier to find and access.
Alongside this, the Ministry of Agriculture of Azerbaijan, in partnership with the UNEP-convened Climate and Clean Air Coalition, has announced today a new cooperation on the development of a methane reduction roadmap for the country’s agricultural sector. This collaboration supports Azerbaijan’s commitment to the Global Methane Pledge and aims to implement innovative, sustainable practices in livestock management and manure systems.
Commenting on the Reducing Methane from Organic Waste Declaration, COP29 President Mukhtar Babayev remarked, “The COP29 Presidency has worked to drive progress on mitigation throughout the year through both the UNFCCC process and our own Action Agenda. Today’s declaration takes a great stride forward in helping nations to implement the Global Methane Pledge, which is an important part of global efforts to reduce our emissions in this critical decade for climate action.”
“Fast-tracking actions to reduce methane from organic waste is critical to keep the goals of the Paris Agreement within reach, and can strengthen our food systems globally while harnessing circular economy opportunities” said Martina Otto, Head of the UNEP-Convened CCAC Secretariat. “Given over 50% of municipal solid waste is organic waste that emits methane, and nearly 1/3 of all food produced is lost or wasted each year, this declaration will help to increase ambition in the prevention, separate collection, and improved management of organic waste, including through targets in the next round of countries’ climate plans, cooperation across all levels of government, and finance, helping us keep food out of landfills.”
Kaveh Zahedi, Director of the Office of Climate Change, Biodiversity and Environment at the Food and Agriculture Organization of the UN said, “FAO welcomes the launch of the Baku Harmoniya Climate Initiative for Farmers and looks forward to working with the COP29 Azerbaijan Presidency, as well as stakeholders and partners, to accelerate the transformation towards sustainable, inclusive and resilient agrifood systems. The Harmoniya Initiative acknowledges the fundamental role of farmers as key agents of change and represents an unparalleled opportunity to drive concrete climate solutions through agrifood systems.”

Down With the PCC SAGA; Rev Miki Hans Abia, 7th Moderator, Rev Ayuk Solomon Eta Synod Clark
The Presbyterian Church in Cameroon (PCC) now has a new Moderator and Synod Clerk at the helm of the Church. The Rev Miki Hans Abia and Rev Ayuk Solomon Eta were elected as Moderator and Synod Clerk, respectively, during the 2024 Synod of Assurance at the PCC Synod office on November 18, 2024.
At exactly 7:48pm, 123 Synod delegates cast their votes, and at the end of the counting exercise Rev Miki Hans was declared Moderator with 121 votes, and Rev Ayuk Solomon won with a total vote of 118, while Rev Mokoko Elive had 4 votes.
New appointments were immediately effected by the newly elected officers as follows:
Secretary Committee of the Ministry: Rev Masok Emmanuel
Secretary Constitution Committee: Rev Prof Mbengu David
Moderator Representative NW: Rev Ngongang Paul

Editorial: That CBC Bamenda Court Defeat as “THEY CLAIM”, Crying Out Loud for Christ Sake, God has the Final Say.
They who? Those who toil, labor day and night and are committed to rub CBC reputation in the Mud before they die.
For those celebrating the Bamenda Court Verdict and so Called Defeat on CBC Leadership, "Great Time of Reckoning is at hand"
It is unfortunate that a hand full of Christians in the house of God messing around and toiling around with the fate of the church out of greed and some Christians will seat on the fence clapping.
"CHANGE" is the ultimate cause or the genesis of the browhalla going on within CBC church circles, her leadership and governance. Which is what you and I know, but it is twisted for other ulterior motives.
Truth be told, all the confusion in the CBC is orchestrated and sponsored by those who fed fat out of CBC Coffers and pay roll.
All those dragging CBC from one court to another have their drummers and sponsors in the bush who have remained indefatigable in their commitment not to let the much needed "CHANGE" in the CBC have her way.
Because CHANGE means exposing skirmishes and many dirty games that has since held CBC at siege for almost a decade.
People come and go institutions remain, that is the maxim which should obtain in all situations.
Not in a case where decisions are taken for the general welfare of the church and some individuals think that it must only favor them and it must be them.
Only ignorance is guiding most of the hand clappers clapping for those who have amassed more than enough for themselves and will not want to let go or allow CBC leadership have peace.
Like this fact checker cm Reporter said in the opening lines of this editorial, great time of Reckoning is at hand. The court defeat in Bamenda as it is trumpeted on social media circles is just a battle won and not a war, the Court gives room for appeal in the assembly of men but God has the final say.
Material things have damaged and blinded human integrity to an extend that individual wishes and desires are out rightly overriding the ways of God.
The one Billion Dollar question is was the CBC born to be dragged to court by Christians for individual interest? Is dragging CBC to Court scouting Christians for God, is winning a case in Bamenda delivering the much needed sustainable holistic health services which is one of the great mandates of the CBC, is dragging CBC from one court to another painting a good image of the CBC?
It is high time for the church to sink her individual differences for the general welfare of the church and for absolute peace to once again reign in the CBC as God wishes, not as demon fowlers want.

Public Independent Conciliator (PIC) and Media Orientation to Boost Council Functioning:
North West Journalists Drilled on Effective Communication to Enhance Good Governance and Local Development,
✓Knowing the Mandate of the Public Independent Conciliator
This was in a one day information and education sharing Seminar for Journalists of the North West Region which played host at the PIC conference hall on Wednesday the 12th of November 2024.
Bringing together over Seventy (70) Journalists to drill, orient, educate and inform them on the actual mission and the mandate of the PIC to ease and sharpen communication skills for effective reporting and the education of the public on what the PIC is all about, it’s use and benefits to the public and how to solicit her services.
Three years down the road, since the creation of PIC in July 2021 to regulate and control council affairs in the direction of good governance and local administration, the body has been working with the press, but had to create this unique opportunity to better educate and to better inform Journalists on the role and moral responsibility of the PIC to ease communication and enhance Effective reporting on issues concerning the activities of the structure.
Created as part of the major status ordinance to improve good governance and local development in Councils, it was but normal for the body to have the press updated on their activities to easily drive across their message to the public.
The one day education and information sharing Seminar with the North West media articulated around, the creation, missions and functioning of the office of the PIC, the substantive and functional mandates of the PIC, the complain management mechanism and the conciliatory process, engaging with the Public Independent Conciliator. Through her respective presenters in the likes of; Dr. Wuku KUDI Alfred, Ndam Mbah Blaise, Ngodji Rais and Dr. Atia Tilarius.
Speaking to the press on the Occasion, (PIC) the Public Independent Conciliator Tamfu Simon Fai, hailed Journalists for their good works emphasizing on the fact that the information seminar was organized to clearly define the role of the PIC in the political and administrative landscape of the North West to the press, to identify common grounds with the media for the purpose of setting up consultation and concentration platforms for collaboration and engagement, to kindle a more constructive cooperation and collaboration between Journalists and the office of the Public Independent Conciliator of the North West Region.

Editorial: Crying Fowl to the Gruesome Killing and the Cold Blood Assassination of Women, Old mothers and the Girl child as War in the NoSo Deepens
Nine years on going since the war in Anglophone Cameroon sparked in October 2016 with a growing propensity, the casualties have been heavy on the population, to human lives, the economy, most especially women, old mothers and the girl child.
Which is what has motivated this write up for Whistle blowing.
How many women, Old Mothers and the girl child will die from cross fire exchanges, stray bullets, in the hands of a cutlass, that of a knife, open shooting and r**e before the powers that be will call for restrain to what is termed today as recent days “Madness”.
How does the killing of a woman or a girl child for having an affair with a military man, for being a uniform woman, for selling Brasseries beer, for cooking and selling to the military, for marrying a uniform man or having a child, for greeting a uniform man, for denying to sleep or marry an “Amba” fighter bring independence or stop independence or the ongoing liberation war.
Which is what has resulted to the time and again killing of women, old mothers and the girl child. We are all living witness to how late Florence Ayafor was dragged on a bare road for meters in Pinyin village before being beheaded, not to talk of late Fonteh’s brutal killing of the girl friend around river Mezam and the latest of all Mme Joko Frida second Deputy Mayor Bamenda II Council who was killed and co**se flung at Council junction in Bamenda, not to also talk of the many other cases of female victims killed in their cold blood and thrown on the tar in Mamfe, Muyuka, Kumba and in Bali.
If today the precarious war situation is counting almost 7000 deaths both in the NoSo and the far North Region because of Boko Haram, 3000 amongst will be women, the girl child or an old mothers.
A sad reality of what is exactly happening and promising to continue, because from the look of things there is no head way out of the serial killing in the North West and the South West, the humanitarian situation it must be noted is such a grieving and alarming one.
Since the war itself cannot be diagnosed to be coming from which ever direction, given the daily kidnaps going on in town, villages and the demand for ransoms.
Women, the girl child, children and old mothers have died because of the ongoing war and continue to die yet, nobody is saying anything.
Note be taken and truth be told, as the woman, the girl child and Yong boys continue to die in the ongoing war which is witnessing serious human right abuse, the more they are endangered and must be protected or the generation to come will find herself wanting.
Time to stop the serial Killing of Women and the girl child or old mothers, is now. They should not be the target of armed groups or the military nor should they be the targets of politicians, a system or a regime.

The Member of Parliament for Tubah, Bafut Constituency Honorable Agho Oliver on Tuesday the 5th of November 2024 at the DO of Tubah’s conference hall, gathered orphans, widows and some internally displaced persons affected or caused by the ongoing socio political crisis to put smiles on their face and give them hope.
Hope which will come from no where other than a true representative of the people who cares so much for his people, most especially when they are in difficulty and greatly affected.
The initiative, according to the Member of Parliament is to drive across the message of love, peace and accompaniment to the greatly affected sons and daughters of Tubah and Bafut origin as a result of the crisis.
Hear him “true and sincere love is only extended and appreciated when you come to the assistance of an individual when he or she is truly in need. The orphans, the widows, the internally displaced just like other children have right to descent education, to live and good health.
Which is why it was incumbent on him to come to their assistance and support at the verge of December known for annual festivities.
Honorable Agho Oliver on the Occasion doled out goodies to the tune of over 3 millions francs CFA to the affected children and families who showed up from his constituency.
A gesture which him terms comes from a sacrifice to suffer for his people and in honor of his recent election into the global parliamentary platform.
Also speaking at the Occasion, the DO of Tubah Narcise Metogue, Ndikum Peter et all, showered praises on the honorable Member of Parliament’s initiative, thanking him for always being there and for flying the flag of the party high. Stating very clearly that he is an exemplary and a pragmatic leader with a heart of gold.
