Parts of Cape Town without water from 16 to 18 July

These areas in Cape Town will be without water this week for scheduled maintenance
The City’s Water and Sanitation Directorate will be doing planned work in the identified areas, which will result in water supply disruptions.
This critical maintenance work is done on our water supply infrastructure to benefit customers.
Residents in the affected areas are encouraged to take note of the work that will take place and prepare accordingly.
Zero-pressure tests (ZPT) and conditional assessments will be done on the water supply network in the following areas:
Thursday, 18 July 2024, from 09:00 until 17:00: Hout Bay - Valley Road, Longkloof Road, Boskykloof Road, Forest Hill, North Oaks Avenue, Chestnut Drive, Blackwood Drive and immediate surrounds will be affected.
Thursday, 18 July 2024, from 10:00 until 16:00: Vredekloof, Welgelee, Arauna, Morgenster, St Kilda, Marlborough Park, Brackenfell Industrial and Okavango Park
Residents need to please store enough water as a precautionary measure as this work will result in water supply disruption to these areas:
Heron Park, Blue Waters, Imhoffs Farm, Ocean View, Kommetjie, Scarborough, Masiphumelele
The water supply to parts of the Deep South will be shut off from 08:00 until 18:00 on Tuesday, 16 July 2024.

This will enable the maintenance team to safely replace a 400mm diameter valve on the main water supply pipeline and complete the connection of the newly installed pipeline to the existing water supply infrastructure.
Residents are kindly requested to store water in clean sealed containers in advance.

The 19-year-old Sphesihle Hlatshwayo
found solace in drawing, a passion that blossomed despite the hardships he faced. His story is one shaped by perseverance, creativity and his relentless pursuit of art against all odds.
When I was five, I would ask my grandmother for paper to draw on, finding solace and distraction from the monotony of TV. She would give me tissue instead, a frustrating medium that often tore under the pressure of my young hands. Despite this, I persisted,” Hlatshwayo recounted on how he started exploring art.
“Those early experiences taught me patience. The tissue paper, seemingly inadequate, was a lesson in resilience and creativity. It symbolised the struggle and the beauty of making something out of nothing,” he said.
He said his unique method of using candle smoke to draw results in ethereal and one-of-a-kind artworks because they are characterised by the delicate and fluid qualities of smoke on tissue.
“The smoke from the candle creates unique textures and depth, which enhances the portrait’s features and brings it to life in a distinctive and ethereal manner,” he explains.

Creating these intricate artworks comes with its own set of challenges, such as the tissue burning and creating holes. Hlatshwayo has harnessed the art of starting over.
“I put my patience first and avoid frustration from anything that usually happens during my creative process. Sometimes the tissue burns or creates holes. I usually start afresh to recreate a proper masterpiece. I use music as my pill of motivation and calmness to keep going with every process I’m creating,” he says.
Hlatshwayo's work has garnered significant attention. This recognition is both satisfying and humbling for him.
“I really enjoy when the algorithm connects with my work. The aim is to be the best and be the Picasso of our next generation,” he says.

R1,400 per month relief for homeowners in South Africa is coming

The South African Reserve Bank (SARB) is expected to cut interest rates by up to 150 basis points by mid-year 2025, which could result in the average homeowner saving R1,406 per month on their bond repayment.

The South African Reserve Bank’s (SARB’s) Monetary Policy Committee voted to hold rates in May, keeping the repo rate at 8.25% and the prime lending rate at 11.75%.
Economists expect the South African Reserve Bank (SARB) to keep rates at 8.25% when its Monetary Policy Committee meets in July, but they hope interest rate cuts will be pushed back to the next meeting in September as soon as possible.
Investec chief economist Annabel Bishop, however, is also more cautious in calling a September rate cut, pointing to a more moderate November cut or possibly in January 2025.
Looking forward, the Bank of America (BofA) expects cuts of 25bp each to start from January 2025, with a cumulative 100bp in January, March, May and July.
This seems to align with momentum, which also expects a 100bps cut by mid-year 2025.
Despite this, Investec forecasts that the cutting cycle will terminate after a 150 basis point drop, which could end around the middle of 2025 at the July meeting (repo rate at 6.75%).

Cape Town kids turn rainy day into surfing adventure

Despite the severe rainfall and flooding causing disruptions across Cape Town, a group of local kids has found a way to make the most of the wet weather.

Dressed in wetsuits and armed with body boards, these young adventurers have turned a muddy, watery hill into their personal playground.
As torrents of rain continued to pour down, creating streams of water and turning hills into makeshift water slides, the kids saw an opportunity for fun.
Clad in their wetsuits for protection against the cold and muddy conditions, they carried their surfboards to the top of the hill, eager to experience the thrill of sliding down.

The scene was one of joy and laughter as the children took turns riding the makeshift water slide, gliding down the hill.
Their boards, typically reserved for ocean waves, proved to be perfect for navigating the slick, muddy terrain.

The kids’ impromptu surfing adventure provided a much needed moment of levity amid the challenges posed by the severe weather.
While road closures, flooding and power outages have caused disruptions and concerns for many, the sight of children laughing and playing served as a reminder of South African resilience and the ability to find joy in unexpected places.

Luxolo Adams does not plan on going quietly, it seems, posting on social media that he's not ready to give up his 200m spot at the Paris Olympics to Wayde van Niekerk.
Van Niekerk had been withdrawn from the 400m to rather enter the 200m so he can be fresh enough to compete in both the 4x400m and 4x100m relays, but this switch was predicated on Adams being dropped from the 200m line-up.
But Adams’s name is still on World Athletics’ list of qualified 200m athletes, and the sprinter was singing a defiant tune on Thursday afternoon.
Adams, who was announced in the team in mid-May already, posted on Instagram a photo of himself in training and wrote: “Fit and healthy, can’t wait for .”
He seemed to be hitting back at reports that he was to lose his spot in the Olympic team.

Adams has been struggling to overcome injury this season and in his only race in 2024 so far finished third in a slow 21.50sec in Italy at the weekend.
That’s way off the 19.82 personal best he ran in Paris in 2022.
Sources said the South African Olympic team, with Van Niekerk replacing Adams in the 200m, had already been submitted.
But this is not being reflected on the World Athletics website listing all athletes who have qualified for the Games.
World Athletics have yet to publish the team lists for all nations, but that should happen soon.

The Drakenstein Municipality's Riana Geldenhuys said that neighbourhood watches and police were keeping an eye on the evacuated houses.
CAPE TOWN - Many Western Cape residents have had to evacuate their homes amid flooding and weather damage and as the heavy rains continue, residents of Newton in Wellington, who've evacuated their homes voluntarily, have been urged to stay away for now.
A dam nearby is overflowing and water is flooding into the community.
The Drakenstein Municipality's Riana Geldenhuys said that neighbourhood watches and police were keeping an eye on the evacuated houses.
"This follows a thorough assessment, together with engineering experts and dam specialists, of the dam wall failure risk of a 150, 000-cubic-meter farm dam in the Bo-Dal area, above Newton, as well as an analysis of rain predictions for the next 48 hours."

Ashley Erasmus has managed to earn a spot on the South African 2024 Summer Olympic Games team, becoming the seventh Lowvelder to secure a 2024 Olympic ticket.

This 19-year-old Mbombela-based shot put star has managed to qualify for the event at the Olympics, courtesy of earning enough World Athletics ranking points in recent months to reach the required ranking threshold
In shotput, the top 32 top athletes in the World Athletics rankings qualify to take part in the Olympics, and, courtesy of her recent performances, Erasmus has climbed up into the 30th spot in the rankings.
The young Lowvelder did not expect to qualify this year, but she feels more than ready to take on the challenge. “The 2028 Olympics were the aim, but 2024 has unexpectedly happened for me, and even though I didn’t expect it, I am ready for it and will give my best,” she said.

Ashley’s father, Lourens, expressed his pride in her Olympic qualification. “We’re incredibly proud. We didn’t expect or plan for her to qualify this year. We’ve been training hard for the last 10 years and there have been plenty of ups and downs, but Ashley has an incredible work ethic and always gives 100%.”
While she will be the youngest of the Lowvelders heading to the Olympics, she is not the only one. Six others are Olympics-bound as either athletes, officials or team management.
The Lowveld will be well represented at the Olympics, and all eyes will be on our representatives. This list of athletes and officials is based on the latest list provided by the SA Sports Confederation and Olympic Committee before publishing, and is subject to change.

Wayde van Niekerk withdrawn from Olympic 400m in bid to boost relays

Wayde van Niekerk has been withdrawn from the 400m at the Paris Olympics in a move some sources say will boost the South African 4x400m and 4x100m relay teams at the Games.
He will also compete in the 200m, taking the place of Luxolo Adams who has been struggling with an injury this season.
Niekerk’s name disappeared from the World Athletics list of qualified Olympic 400m athletes for the Games that kick off on July 27. His agent, Peet van Zyl, was not aware of the withdrawal when contacted by TimesLIVE on Wednesday afternoon.
A South African Sports Confederation and Olympic Committee (Sascoc) official confirmed Van Niekerk had been withdrawn at the request of Athletics South Africa (ASA), adding he would race in the 200m.
Sources close to the team said Van Niekerk would also be eligible to run in both relays.
Niekerk is a crucial member of the 4x400m relay which won silver at World Relays in Bahamas in early May and he could also help bolster the 4x100m outfit, which is missing a sharp third-leg runner capable of negotiating the bend.
would appear that the thinking is that the relays have better chances of medals with Van Niekerk on fresh legs than he has of making the podium in the individual 400m race.
, the relay chances go down if Van Niekerk were to tire himself out by competing in the heats, semifinals and final of the 400m.
It is not known to what extent Van Niekerk was party to the decision. Van Zyl had yet to get back to TimesLIVE.

Nations can enter only a maximum of three athletes in a track and field event.
Competing in a heat and probably a semifinal would be less taxing than him doing up to three rounds of 400m in the days leading up to the relays.

The 400m final and 200m semifinals are both scheduled for August 7. The 4x100m final is on August 9 and the 4x400m final the next day.
Van Niekerk could throw a spanner in the works if he were to make the 200m final on August 8
Competing in a heat and maybe a semifinal would be a good warm-up ahead of the 4x100m relay, with the final scheduled for the back-end of the Olympics on August 9.

Cape storm: Schools in these districts will be closed on Thursday

With the Level 8 weather warning forecasted for Thursday, the Western Cape education department (WCED) confirmed schools in most of its districts would be closed for the day.

The Director of Communications for the WCED, Bronagh Hammond confirmed schools in the Cape Town metro, Cape Winelands, Overberg and parts of the West Coast districts would be closed in the interest of leaner and teacher safety.
She said after an extensive consultation with the Provincial Disaster Risk Management Centre and the South African Weather Service (Saws), a decision was taken to close schools.
All public ordinary and special schools in the following education districts will be closed on Thursday, as a result of the severe storm warnings for these areas:
- Metro Central Education District

- Metro East Education District

– Metro North Education District

– Metro South Education District
– Cape Winelands Education District

– Overberg Education District

Circuit 1 and 2 of the West Coast Education District (Malmesbury and Picketberg areas)

Over the past few days, 137 schools have reported some form of damage to infrastructure, either as a result of flooding or heavy winds. The majority of the cases are minor, while 49 cases require our urgent attention.

“I am extremely proud of our infrastructure team who are rapidly addressing the reports coming through. It is not easy in these continued extreme conditions; however, they are determined to reduce further damage and ensure structural safety,” Hammond said.
All schools are expected to open on Friday, July 12. We will, however, evaluate the weather prediction for the end of the week to determine whether any individual school closures are necessary on Friday.”

In Jamaica, $2.5M will help partners repair homes, address water and sanitation needs, support logistical operations, and provide essential relief items, such as clean-up kits, hygiene kits, and tarps to those most affected.

In Grenada and in Saint Vincent and the Grenadines, $1M in funding for both countries will allow partners to provide shelter support and emergency relief items for several thousand people who have been displaced due to storm damage.

As the largest donor to this response, USAID stands with these communities and will continue to help them in this time of need.

The Olympic Games will be chock full of iconic images of Parisian landmarks – the Eiffel Tower, Versailles, the Pont Alexandre III bridge and Hôtel des Invalides are all set to play a starring role.
But one of the most stunning backdrops for the quadrennial competition won’t be in Paris – or France for that matter. It won’t even be in the same hemisphere.

The world-famous waves off Teahupo’o in Tahiti are set to be one of the most scenic and unique locations of the upcoming games, beginning when the island hosts the surfing competition that kicks off on July 27.

The selection of Tahiti fulfills one of the pledges from Paris organizers, who promised to spread the Paris-Olympics-2024 throughout French territory.

Tahiti became a French colony in 1880 and is now classified as an autonomous overseas country of the French Republic.

While other cities across France are hosting soccer, basketball and other high-profile competitions, the choice to put the surfing competition in the largest island in French Polynesia has made for one of the most unique and controversial venues in this edition of the Olympics.

But it’s one that’s well-known in the surfing community, as the swells off of the southwestern coast of Tahiti have long been a part of the stops on the competition circuit

After France started well and took the lead through Randal Kolo Muani, the 16-year-old produced a bolt from the blue to stun Les Bleus, becoming the youngest goalscorer in the tournament's history.
Yamal's dramatic intervention for Spain after 21 minutes rocked Didier Deschamps' side and Dani Olmo fired home the decisive second four minutes later.

Eskom begins power cuts

Eskom has announced that it will resume load reduction in specific supply areas where network overloading is threatening critical electricity infrastructure.

It emphasised that load reduction is not load-shedding, as it still had sufficient generating capacity to meet the country’s electricity demand.
“While Eskom has suspended load-shedding for 103 consecutive days due to sufficient generation capacity, the issue of network overloading has resurfaced with the onset of winter,” the state-owned power utility said.
“This issue is prevalent in the Eskom supply areas in Limpopo, Western Cape, Eastern Cape, Gauteng, Mpumalanga, KwaZulu-Natal, and North West.”
Eskom said the overloaded transformers are at risk because of electricity theft and indiscriminate electricity use.

It said electricity theft activities are wide-ranging and include illegal connections, network equipment theft, vandalism, meter bypasses and tampering, unauthorised network operations and purchasing electricity from illegal vendors.

Eskom explained that its electricity infrastructure is designed to handle loads based on known demand, which is legally connected customers and actual sales for specific areas.

Exceeding these loads through electricity theft can overload the equipment, potentially causing explosions that may lead to electrical fires in the surrounding areas.
Eskom said it has invested resources and increased capacity to meet the exponential demand in these areas prone to overloading over time.

Despite these investments, demand has continued to grow, rendering the situation unsustainable.

“Eskom has been engaging with various communities, educating them on the safe and efficient use of electricity. In some areas, Eskom has removed illegal connections; however, network overloading persists.”

Eskom said that while it aimed to exclude paying customers from load reduction, the network’s configuration does not allow for dedicated supply lines to paying customers, making it impractical to service them separately.

“To prevent load reduction and abrupt loss of supply, customers are urged to reduce their consumption, ensure that the electricity they consume is legally connected, paid for, and purchased from legal vendors, and to report illegal activities,” it said.

“Additionally, customers are encouraged to switch off non-essential appliances, such as heaters and geysers, and use alternative heating methods.”

Weather service warns of more snowfall and flooding until Friday
Take a look at what the weather has in store for South Africa’s nine provinces this Wednesday, 10 July 2024.

A. Yellow Level 2 warning: Damaging winds resulting in localised damage to settlements and difficult driving conditions are expected over the western and central interior of the Eastern Cape.
B. Yellow Level 4 warning: Damaging winds are expected over the southern parts of the Namakwa of the Northern Cape, Central Karoo, including Cape Winelands, Overberg and western parts of Garden Route in the Western Cape, persisting until late morning on Thursday.
C. Yellow Level 4 warning: Damaging winds are expected to persist along the coast between Lambert’s Bay and Mossel Bay until late Thursday.
D. Yellow Level 4 warning: Damaging waves leading to difficulty in navigation at sea is expected between Lambert’s Bay and Plettenberg Bay.
E. Orange Level 6 warning: Damaging waves leading to damage of coastal infrastructure and disruption of small harbours is expected is expected between Table Bay and Struisbaai on Wednesday evening into Thursday morning.

F. Orange Level 6 warning: Disruptive rain, leading to flooding and possible mudslides, is expected over the City of Cape Town, Drakenstein and Stellenbosch municipalities in the Western Cape.

G. Yellow Level 4 warning: Disruptive rain, leading to damage of roads and bridges, is expected over the West Coast, northern Cape Winelands and western Overberg Districts in the Western Cape, persisting into Thursday.

H. Orange Level 8 warning: Disruptive rain leading to flooding and possible mudslides is expected over the City of Cape Town, Drakenstein and Stellenbosch municipalities in the Western Cape on Thursday(11/07/2024)

A series of significant cold fronts are expected to affect the southern parts of the country up to Friday (12/07/2024). The public and small stock farmers are advised that intermittent heavy downpours, snowfalls, very cold conditions, strong coastal and interior winds and very rough seas can be expected.
