Allow me to bring to the fore the enemies of our Country in this case being the entire opposition in the Country have been revealed as enemies of their own Country.

Konkola Copper Mines announced that will be creditors who are owe below $1million tomorrow and those above that threshold on the 30th of May. Let me take this opportunity to thank His Excellency the President of the Republic of Zambia for his leadership and His Minister of Mines for not changing goal posts when it came to matters relating to KCM.

After the creditor scheme if arrangements is completed Vedanta will release $240 million for local contractors and suppliers, $20 million for CSR for Chililabombwe, Chingola, Kitwe and Nampundwe.

Vedanta in the same breath will introduce a salary increment of 20 percent for all workers and a 2500 once off payment across the board.

Now one would wonder why people that are aspiring to lead this nation including the unscrupulous politicians who r***d the asset and made it a cash cow are standing on anthills and watering down this great achievement and milestone not for UPND but for the Nation.

Let me urge people like Emmanuel Mwamba, Fred M’membe and Edith Nawakwi to keep quiet and let government fulfill its promises and Mandate.

I want to remind the Country that when FDD leader was Minister of Finance she sold Mopani to Glencore with a shareholding structure that left the nation with only 10 percent in Mopani.

President Hichilema and his Minister have worked beyond expectations of most and that is the reason why Zambians should give them their votes in 2026.

CREDITORS SUPPORT FOR THE SCHEME OF ARRANGEMENT IS THE OPTIMAL SOLUTION FOR KCM:

For over five years, Konkola Copper Mines (KCM) has lacked proper capitalization and production. The asset is currently on the verge of collapse, and everyone stands to lose if normal operations do not resume soon.

It is for this reason that we urge all creditors involved in the scheme of arrangement meetings on May 24th and 25th to support the process. This is the only way the community, contractors, suppliers, workers, and other stakeholders will be guaranteed benefits from the asset.

As Chililabombwe Graduates, we commend President Hakainde Hichilema, Honourable Kabuswe, and the UPND government for their efforts in resolving the issues surrounding KCM. We can now see the light at the end of the tunnel.

We are eager to see the escalating levels of unemployment and poverty come to an end in our community.

With the commitments made by Vedanta Resources, including investing over $1 billion in KCM, increasing workers' salaries, allocating $20 million annually towards corporate social responsibility, and providing a K2500 one-off payment upon resumption of works, we are confident that the future is bright and imminent.

We hope all creditors attend the meetings in peace, and we anticipate a positive outcome soon after.

GOVERNMENT SHOULD INJECT THE $24 MILLION FORFEITED BY MILINGO LUNGU BACK INTO KCM TO SAVE JOBS:

By the Vedanta Must Return Community Campaign Movement (Chingola/Chililabombwe)

Since KCM was placed under liquidation in 2019, the towns of Chingola and Chililabombwe have experienced unprecedented levels of unemployment resulting from thousands of people being placed on forced leave or experiencing termination of their contracts.This unfortunate situation has led to an alarming rise in poverty levels, crime rates, and numerous other illicit activities, directly attributable to the lack of financial capital for KCM's operations.

Given the prevailing circumstances, the forfeiture of substantial funds by Mr. Milingo Lungu, which were misappropriated from KCM, presents an opportunity for government to alleviate this crisis and safeguard the livelihoods of the people by reinvesting the money back into KCM.

The injection of these funds into KCM holds the promise of averting the economic deterioration that has been prevailing within our communities.

Even as we anticipate the complete handover of KCM to Vedanta Resources, it is prudent to ensure that available liquidity is strategically reinvested into the asset. This will serve as a comprehensive strategy aimed at revitalizing the mining sector and fostering sustainable economic growth.

These funds, if allocated towards KCM's operational needs, has the potential to yield substantial benefits for the affected communities, offering a lifeline to those facing economic uncertainty.

We, therefore, implore the government, particularly the Finance Minister, Honourable Situmbeko Musokotwane, to allocate these funds towards the revitalization of KCM.

This concerted effort, coupled with Vedanta's significant investment commitments of $1.3 billion investment, $250 million for contractors and suppliers, and $20 million for Corporate Social Responsibility (CSR) activities, represents a holistic approach to addressing the multifaceted challenges confronting our communities.

The availability of these funds stand as a pivotal opportunity to mitigate the escalating socioeconomic challenges being faced by the communities of Chingola and Chililabombwe.

VEDANTA ASSURES IT IS FINANCIALLY SOUND TO RUN KCM

Vedanta Resources Limited has assured that it is financially sound to run Konkola Copper Mines-KCM- and will continue to be the majority shareholder in the mine.

The global mining giant has also disclosed that it is exploring ways for the best corporate structure to raise financing without losing control of its stake in the mine.

This follows the continued doubts by some stakeholders of Vedanta’s capacity to run KCM owing to its financial difficulties and reports that the mining investment arm of Abu Dhabi's IRH offered to buy a majority stake in Vedanta Resources in KCM as it recently made an offer of more than $1 billion to buy a 51% stake in it.

Vedanta Resources Corporate Communications Director, Masuzyo Ndhlovu says Vedanta remains committed to its $1.3 billion investment in KCM to expand and modernize the mine and increase its production capacity.

Mr. Ndhlovu says the company is in the process of raising funds to operationalize KCM adding that it is an entirely normal process in business used to drive business growth, profitability and expansion.

Meanwhile, Economic Freedom Fighters-EFF Leader Kasonde Mwenda says the proposed sale of 51% shares in KCM to IRH will be illegal and against competition and consumer protection laws.

Mr. Mwenda says the proposed move is a defacto merger of the two giant mines which is prohibited by the consumer protection act number 24 of 2010, section (24)(2) which also prevents anti-competitive tendencies.

Vedanta Resources' Effective Dissemination of Information is highly Commendable.

I am one of the people in Chililabombwe who harbored a deeply negative view of Vedanta Resources. I couldn't quite articulate why I hated them, but I hated them anyway.

My skepticism deepened when some voices clamored for Vedanta's return to Konkola Copper Mines (KCM). I actively engaged in conversations on radio programs, vehemently discrediting Vedanta Resources whenever the opportunity arose.

Then Mr. Masuzyo Ndhlovu started shedding light on the true essence of Vedanta, their endeavors, and their aspirations for Zambian communities. It was a revelation that clarified many things for me.

Apparently, even prior to their ousting from KCM by the PF, Vedanta had done so much for our communities, to the extent that malaria cases were nearly non-existent, sports thrived, and scholarships were abundant for school leavers.

Moreover, despite the legal wrangling surrounding their return to KCM, Vedanta has steadfastly demonstrated an unwavering commitment to sustainable Corporate Social Responsibility (CSR) initiatives.

The following are some of their commendable deeds in the recent past:

✅ Generously donating over 46,000 sanitary towels to thousands of pupils nationwide, striving to eradicate period poverty.
✅ Vedanta sponsored sporting events on both local and international fronts, including adding to the Zambia women's netball tournaments for the Botswana competition.
✅ They championed a golf tournament in Chingola, enriching the sporting landscape.
✅ The donation of over 300 books to the Chililabombwe Community library fostered a love for learning.
✅ They breathed new life into sports infrastructure in Nampundwe, revitalizing the community spirit.

Without the diligent efforts of Mr. Masuzyo Ndhlovu in effectively disseminating information through Vedanta's PR channels, some of us would still be mired in ignorance, unfairly disparaging an investor who is trying to uplift our communities.

Now, we eagerly await the fruition of their investment commitments, particularly the $1 billion investment and $20 million CSR fund.

May Vedanta Resources continue to blaze a trail of transformation and goodwill. Other companies should also learn from Vedanta's effective Public Relations.

For over a year now government has been trying to resolve issues surrounding KCM and Mopani.

As of early this year however, the president and the Minister of mines promised the People of the Copperbelt that these issues will be resolved soon and a way forward will be given before the end of 2023 first quarter.

As community members we have all the confidence in the leadership of President Hakainde Hichilema and Hon. Paul Kabuswe and we believe that they will stick to their word as promised.

With the promise of unlocking mining assets on the Copperbelt, we were elated when it was announced that the fate of KCM will be announced before the end of the first quarter of 2023.

Things cannot get any worse for the people of Chililabombwe and Chingola especially the youths who are in dire need of employment opportunities.

We want to urge government to treat this issue with the urgency it deserves or we risk plunging more community members into poverty.

We are aware of Vedantas willingness and readiness to take up KCM and invest over a billion US dollars among other commitments.

This is an investor we hope for government to take advantage of by hastening the discussions so that time is not wasted in sourcing for alternative and potentially inexperienced investors for KCM.

We therefore remain hopeful that government will give the people of the Copperbelt a way forward as promised.

Vedanta Resources through the Chililabombwe Youth Graduates Club has today, 17th February 2023 donated over 300 text books to the Community library.

The guest of honor at the ceremony, The Chililabombwe Mayor, Mr. Lucky Sichone expressed great joy at the gesture made by Vedanta Resources as the books will change the lives of the pupils forever.

He said "this is the first time the Library is receiving this kind of donation in a very long time, but thanks to Vedanta resources the plight of our pupils has been considered"

He further expressed great gratitude to Vedanta resources for making such a huge donation and further indicated the need for the local people and the Zambian people at large to embrace such kind of investors whose works can be vividly seen.

Speaking at the same occasion, the Coordinator of the donation project Mr Chishala Mwamba indicated how Vedanta resources has not ceased for a moment to support the local communities in spite of the illegal send off they received in 2019.

He emphasized that the government needs to expedite its negotiation process so as to bring back Vedanta resources to KCM as soon as possible in order for such acts of kindness to be witnessed at greater scale.

"Vedanta resources continues to demonstrate it's not only ability to efficiently and effectively manage mining assets, but also to provide quality, significant and sustainable Corporate Social Responsibility to the local communities." Mr Mwamba said.

The library management and the pupils equally thanked Vedanta resources for the gesture and wished for more of such things to be done often.

A Copperbelt based UPND aligned media group which calls itself the "watchman" has of late made audacious but unfounded claims that the Copperbelt Permanent Secretary Mr Augustine Kasongo and his Deputy Mr Kamenga are corrupt.

None of us wishes to promote corruption, but to falsely claim the above UPND appointed government officials on the Copperbelt Province are corrupt is tantamount to causing confusion within the party.

Our findings on the above claim are as follows:

🔺 BLACK MOUNTAIN ACCUSATIONS:

After our follow ups on the accusations, datacurates has realised that the Copperbelt PS in particular in NOT a beneficiary of the Black Mountain.

Based on our understanding, the UPND have set up the perfect system of operations at the slug mountain that has proven to be the most efficient and effective since the times of the MMD.

If the "watchman" feel they have not benefited enough, the doors of the consortium leadership are always open for dialogue and any complaints can be made through the right channels instead of resorting to social media ranting and speculation.

Morever, Mr Ernest Lufunda, Wallen Hinyama and other consortium leaders do not deserve to be dragged in petty talks when their contacts and offices are always free to access.

🔺 LAND ACCUSATIONS:

The Copperbelt PS is one person we have found to have refused to break the law for the sake of benefiting a few party individuals.

If the "watchman media" expect the Provincial government leadership to break the law in order to benefit their selfish demands then they stand on killing the party.

OUR CHALLENGE TO EVERYONE:

We therefore challenge the "watchman media" and everyone else claiming to have any dirt on the Copperbelt Province government officials to take action by reporting them to DEC or ACC, if not then you should FOREVER hold your peace.

It does not serve the party well to always rush into claiming the leadership is corrupt everytime they refuse to sanction your illegal demands.

THE CHINGOLA AND CHILILABOMBWE PASTORS FELLOWSHIP ARE BASICALLY SPEAKING THE SAME LANGUAGE WITH THE CLERGY THAT WERE RECENTLY CALLING FOR VEDANTA'S RETURN.

On 30th November 2022, twenty one (21) clergy men from Chingola and Chililabombwe held a press briefing in which they called for quick action on the KCM/Vedanta issue in the light of much suffering that the communities are undergoing.

The press statement issued by the Pastors fellowship of Chingola and Chililabombwe distancing themselves from the 21 clergymen isn't necessary because the said clergy men made it clear that those were their suggestions and not an official representation of the pastors fellowship.

Moreover, the Pastors fellowship have equally made it clear that given the circumstances surrounding KCM, it is best to focus on negotiating better conditions of operations by Vedanta than to leave the asset and affected communities collapsing.

The two groups are basically saying the same thing and that is what even us as community members are calling for.

Quick action on KCM, negotiate better conditions for the people, and save the Chililabombwe and Chingola from economic collapse.

On 26th October the 'implementors team' asserted that "PF aligned Civil Servants Reject Transfers." A claim they failed to prove especially on the Copperbelt as they linked the refusal of the said individuals to the lack of leadership by the provincial leadership.

Unfortunately, under the guise of fighting for the UPND Party, they have continued to mislead the nation by spreading more misinformation.

COPPERBELT ADMINISTRATION PAC APPEARANCE:

Datacurates closely followed the Friday PAC hearings that featured the Copperbelt Permanent Secretary and his administration.

Based on our findings, Facts of the matter are as follows:

◻️PAC did not send away the PS and his team but simply advised him to closely monitor the Heads of Department.

◻️The PS and his team responded to all the queries as put before them by the PAC with maximum clarity.

◻️The Copperbelt Aministration officers answered questions as expected.

◻️The Provincial Water officer was charged for her failure to supervise her Subordinates.

◻️The erring officer was further reported to the police for fraud.

◻️Erring officers appeared before the Disciplinary Committee for Questioning.

◻️The erring officer was ultimately suspended and recommended for summary dismissal to the Public Service Management Division (PSMD).

◻️PAC earlier requested the PS to present the Director Finance, Regional Coordinator for DMMU and the Provincial Water Development Officer before the committee so that they could answer to its queries which the PS did, how does the "Implementors team" expect him to answer on their behalf?

Whose Interest is the Implementors Team representing?

1. By castigating the Copperbelt PS for his commendable job of recreating the system so that the UPND party can function smoothly on the Copperbelt, whose interests are the implementors representing?

2. If the PS has facilitated for the dismissal of erring officers and yet the implementors continue to claim otherwise, whose interests are they representing?

3. If the implementors are really representing the interests of the public, why can't they appreciate the efforts that have been made so far to both transfer and bring to book all the erring officers?

Way Forward:

Media platforms claiming to be UPND aligned must decist from spreading misinformation and embrace the culture of researching properly before running around claims what isn't true or they risk getting discredited by the Public.

It is sad to witness the falling into bitterness and propaganda of the Implementors media team, perhaps they are now working for a Cheque.

The case of KCM Suppliers

WE ARE COMMITTED TO PAYING US$220 TO SUPPLIERS UPON RETURN OF FULL CONTROL OF KCM.

We have set aside US$220 million to dismantle outstanding debt to small and medium contractors in a bid to reduce liabilities and aid the growth of businesses.

As Vedanta, we remain committed to offsetting the liabilities. Understandably KCM through its Provisional Administrator has not paid the majority of creditors during the last three years resulting in a multi-fold increase in outstanding supplier and contractor liabilities. Vedanta is committed to paying KCM suppliers specifically small suppliers up to US$ 220 million which was due as of May 2019 when the provisional liquidator was appointed.
Vedanta is desirous that once it takes full control of KCM, it will ensure that Zambian small businesses are prioritized in its supply chain.

A procurement program will be put in place and will work hand in hand with all key stakeholders including the Association of Mine Suppliers and Contractors, in identifying Zambian small businesses and will avail them with support and medium-term contracts so that they can grow with KCM.

This will be included in a framework agreement that will be entered into between KCM, Vedanta, ZCCM IH, and the government. This agreement will be auditable on a bi-annual basis by an independent firm to verify all parties complying with their commitments under the framework agreement.

Meanwhile, we have noted with concern the fall in copper prices which have dropped below $7,500 a ton by last Wednesday as fears of a global economic slowdown piles pressure on industrial metals from record highs it recorded a few months ago. This development will bring economic stress to Zambia. The mineral Copper is an economic and social backbone of Zambia and mining is a critical sector of the economy of Zambia that contributes quite significantly to economic growth and a contributor to the GDP of the country.

Vedanta Resources remains resolute in playing a part in revitalizing Zambia’s economy in mine development of KCM, serving the community and workforce more responsibly through a structured program and through an independent trust to empower the youth and women among others.

We successfully operated KCM for 15 years and invested $ 3 billion which included $1.3 billion in sustaining CAPEX and $1.7 billion into project CAPEX.

This investment was funded through cash generated from KCM operations and $1.5 billion by way of a Vedanta shareholder loan to KCM and further makes a commitment to investing $1 Billion in KCM growth strategies that will include exploration and mine development, processing, and value addition to copper using both upstream and downstream linkages.

SHOULD THE SAME OLD PEOPLE CONTINUAL TO BENEFIT FROM THE BLACK MOUNTAIN?

Following the restructuring of the black mountain operations system by the mines and Copperbelt Province Minister,

a lot of people who were the only beneficiaries during the past regime have risen against the new system citing corruption and irregularities.

Facts of the matter:

▫️The previous beneficiaries of the Black mountain were a group of individuals who amassed extensive wealth while many other youths remained in the dark and in poverty.

These same people were hoping to retain authority and control over the black mountain even under the new dawn,

however, the mines Minister and Provincial Minister whom the old beneficiaries are now claiming are corrupt have put in place a working system that encompasses all community members.

▫️The current regime has established a system through which hundreds of cooperatives from across the entire province are guaranteed of benefiting from the resources.

Both youth and women cooperatives of all kinds are being incorporated into the consortium to ensure collective communal benefits.

▫️The assertion by some sectors of society, especially the former black mountain benefitiaries that, UPND youths and members are the only registered members of the consortium is fallacious and misleading.

🔔IMPORTANT QUESTIONS:

1. Should we have the same old companies continue benefiting from the black mountain? If they are eligible and willing to work under/and or with others, then there is no harm.

However, the newly established system of incorporating all Copperbelt Province youths and women, whether UPND, PF or non-partisan is a better approach towards sustainable youth and women Empowerment.

2. Are the Mines and Provincial Ministers conniving with Indian companies to sideline Zambian youths? Certainly not, any collaborations with various companies that the two ministers have facilitated so far have been in public domain for all to see and are simply to ensure maximum safety for Zambian people to prevent unnecessary accidents.

3. Are UPND youths part of the Consortium? They certainly are, just like hundreds of other youths from other political parties, and the general community. UPND youths who have yielded to the requirements of being part of the consortium are free to be incorporated for potential benefits.

4. Is propaganda helpful in resolving such matters? Unfortunately no, propaganda is a conduit for violence and confusion.

If any community or opposition political party members have any concerns on the operations, they should engage the relevant authorities who if needs be would rescind any decisions made so far.

5. Should the Mines Minister adopt and implement the same old system? Certainly not, the results of the previous system of operations proved disastrous in many ways than one. Fine tuning the current operations to international mining standards is what will maximize our benefits and guarantee our safety.

Note:

Now is time for all Zambians to benefit from national resources as opposed to a select few.

KABUSWE'S APPROACH TOWARDS SERVICE DELIVERY IN MINE SECTOR IS EXEMPLARY

I HAVE lately taken keen interest in understanding the works and approach of Mines and Minerals Development Honorable Paul Kabuswe in relation to how his Predecessor handled the Ministry, the following is what I have established:

⭕SECTOR ASSESMENT

Most ministers tend to make a detrimental error of simply picking up from where their Predecessor left without getting to the ground on their own to establish personal facts.

This is a dangerous approach that has to the fall of many Ministers as such an approach does not grant them a wholistic and realistic view of the nature of their ministry due to high levels of misinformation.

As for Mr Kabuswe, he has taken an ardent interest in appreciating the potential of even such neglected minerals as Manganese and Tourmaline by visiting almost all the mining sites in the Country.

Such an approach is essential to realizing the full potential and benefits of the mining sector.

⭕POLICY BEFORE INVESTMENT

The biggest regret of the Zambians today is having had tolerated the unpatriotic Mining investment policies/conditions that the Chiluba regime instituted hugely to the benefit the foreign investors and unfortunately to the detriment of the Zambian people. This is a mistake no Zambian is willing to see repeated, and the Minister knows this.

Understanding our historical mistakes is cardinal in propelling us towards making the right choices, and that is what the Mines Minister has labored to do and his Ministry is now working on formulating policies that will stand to benefit Zambians more.

Like Peter Drucker once said, “Efficiency is doing the thing right. Effectiveness is doing the right thing.” Honorable Kabuswe is trying to do the right thing for the betterment of the Zambian people.

⭕THE PLIGHT OF MINERS

Under Hon. Kabuswe's Predecessor, a Miner was reduced from hero to zero. The miners safety was not priotised, unions were not listened to, investors had more power than the local people.

However, on more occasions than one, the current Minister of Mines has reiterated the need for the safety of the WORKERS to be priotised to an extent of halting certain mining activities. He is working closely with mine workers unions as we saw from the KCM tour and he is continually collaborating with stakeholders of all levels to ensure the plight of the miners is Championed.

I am extremely optimistic that the Minister will deliver beyond most people's expectations especially in bettering the lives of the miners and the general Zambian Citizenry.

⭕NO NEGLECT TO HIS CONSTITUENCY

As opposed to what was normally the norm in Chililabombwe Constituency where the previous MP would rarely visit the people.

Honorable Kabuswe as both Minister of Mines and Chililabombwe MP has made it a habit to be visiting his constuency nearly every week to appreciate the Challenges of his people,

Moreover, he is constantly working with his Mayor, DC and other District Stakeholders to ensure Sustainable Development through the implementation of the right projects in his Constituency.

Such is a leader worth emulating indeed.
