This morning, we woke up to the news of the arrest of political activist Fred Kajjubi Lumbuye from Turkey. This news is of great concern to many Ugandans who support freedom both home and abroad. For now, we are working around the clock to establish the facts, and I am grateful to all those who are doing everything to support his case, including our diaspora leadership teams. Our leadership team at home has also engaged the Turkish Embassy on the matter.

We all must be very concerned about this development, because as we know many Ugandans only feel safe to criticise the regime in Uganda from a safe distance in countries abroad. The governments of the world ought to protect the rights of political dissidents and exiles who have sought refuge in their countries.

Watching my fellow artistes line up themselves before 's brother General Salim Saleh to beg for handouts, my mind was taken back to the story of Joseph Stalin, the Soviet dictator of the 19th century.

"Stalin once plucked off all the feathers from a live chicken as a lesson to his followers. He then set the chicken on the floor a short distance away. The chicken was blooded and suffering from great pain, yet, when Stalin began to throw some bits of wheat to the chicken it followed him around. He then said to his followers, "This is how easy it is to govern stupid people. They will follow you no matter how much pain you cause them, as long as you throw a few worthless crumbs to them every once in a while."

This story has come to life very many times in Uganda. Museveni, like all brutal dictators appeals to two human weaknesses- greed and fear.

Those who resist greed are intimidated into submission, after which he returns and gives them a few crumbs from his loot. I am sure every artiste fully understands this, because artistes are expected to understand the things around them, even above the average citizen.

Artistes are aware that about two years ago, the regime brought very oppressive laws targeting the industry. Among the laws proposed was a requirement that an artiste must submit his or her lyrics to the minister of Gender for approval before producing any artistic work. Another ridiculous one was a requirement for artistes to get permission from the government before they are allowed to perform abroad. These regulations were never shelved. They were only put on a halt when the regime got the excuse of COVID19 to implement the control which they had hoped to achieve through the regulations.

Artistes are aware that before shows were banned on account of COVID19, I and Nubian Li were not allowed perform anywhere in Uganda. The regime made it clear that any artiste who dares to criticise its corruption and injustice was not going to be allowed to perform in this country. Several artistes including Nubian Li, Dan Magic and the Mighty family comedians just returned from Kitalya after seven months for simply associating with me and for speaking the truth. The attack on the arts has been clear for all to see.

In all this, we have seen very few artistes bold enough to stand in solidarity with fellow artistes and with the Music and creative industry. Uganda Musician's Association (UMA), an association which we started to fight for the industry has been loudly silent about all this injustice. It was reduced to a beggars' association.

It is very sad to see that the very person who destroyed the music industry has finally been able to make artistes bow down in humiliation to worship him. Oh what a shame!

This generation of artistes needs to remember that we have been here before. In the 1970s artistes and writers such as Robert Serumaga, John Ruganda and Okot p’Bitek fled to exile in neighbouring Kenya. Byron Kawadwa, a playwright and artistic director of the Uganda National Theatre, paid the ultimate price of death in 1977 following his critical play 'Oluyimba lwa Wankoko'. They refused to sell their souls to dictator Idi Amin. Yet, today we celebrate them.

I know that all these artists are aware that the entire objective is to silence not just individual artistes but to water down the entire music and creative industry so that it never produces another 'Kyagulanyi' kind of artist that speaks truth to it's face. The objective is to divide artistes and cause them to fight against each other because Gen. Museveni believes in the divide and rule concept. No wonder, several artistes are already up in arms questioning the methods and criteria used to select beneficiaries of the few monies dished out every once in a while. Moreover tax payers' money!

I can only imagine the disappointment of the fans who rely on their artists to raise their voices and speak about social issues that affect them. As we speak, many Ugandans are grappling untold poverty, hunger, disease and oppression. Many of our people are dropping dead because of starvation. It is in such times that artists should rise to the occasion and speak on behalf of the millions of their fans whose voices have been suppressed and locked down. This is not a time for artist to line up before the despot and beg for a few crumbs that fall off his plunder of our nation.

Before going to meet Gen Saleh, these artists should have asked themselves these questions; 1. WHY ARE THEY NOT INVITED TO A MINISTRY RESPONSIBLE FOR THE ARTS?
2. WHAT DOES A MILITARY GENERAL HAVE TO DO WITH ORGANISING MUSIC AND THE ARTS?
3. ISN'T THIS THE SAME PLACE WHERE FELLOW ARTISTS WERE RECENTLY BEATEN AND HUMILIATED??

The deliberate destruction of institutions and the sustained plan of keeping everyone poor so that they have to beg the dictator for survival should have been clear.

But any way, its so sad that they never learn. They're just too blind to see that they're being used to their own detriment. It gets clearer each day that the people of Uganda are on their own- sad! I know that all hope is not lost. I encourage all well meaning artistes, especially the young, to believe in the values of hard-work and patience. Most importantly, they must resist the temptation of quick fixes from the regime, and work not only for their well being, but the well being of the people of Uganda who have made them what they are.

Kyalimpa Kenny aka Sky Sojja is one of our youngest comrades who returned from Kitalya a few weeks back. At his young age, he has seen the worst of politics under who came to power many years before he was born. He has been tortured, pepper-sprayed and jailed.

Yet in all this, Sky Sojja has continued to believe thag change is possible and that he has a role to play to bring it even faster. He represents millions of young Ugandans in their late teenage years and early 20s who struggle alongside their older counterparts to see that our nation sees better days. There is no greater sacrifice a young person can make than devote their life to the salvation of their nation. As you celebrate your birthday today, please know that you too are celebrated. I hope you live long enough to see a new day in our country. Happy birthday.

Gen. Museveni can nolonger recognise his former self. He always castigated Gen. Idi Amin for ruling by decree as opposed to the rule of law, yet he continues to show that he has zero regard for the law!

In yet another show of dictatorship, Mr. Museveni has ordered his wife and other government Ministers to henceforth award contracts for Government Construction Projects to the Army "to avoid delays due to lengthy procurement processes".

In a country governed by the law, even if you wanted to take this step, it must be processed through the law, and not a presidential directive. It gets more clearer why Museveni wanted a lame duck parliamentary leadership- before long all these laws will be repealed so that he is given power to do as he pleases.

This is not the first time Mr. Museveni is expressing such contemptuous disregard for the PPDA Act, and other procurement laws: he recently dismissed the public procurement policies as "neo-colonial" while attempting to justify his wasteful Covid-19 expenditure for financial year 2019/2020.

Mr. Museveni’s unconstitutional directive effectively denies tax-payers whatever was left of their ability to scrutinise what their money is doing. Just like he spends colossal sums of money in trillions on "classified security expenditure" he now seeks to shield all this expenditure from scrutiny. We all know what has since happened with the Operation Wealth Creation and NAADs ever since Museveni put them under the stewardship of the army. Parliament has been struggling to get any details on how that money is used without much success.

Increasingly, Mr. Museveni is deploying the army to pursue selfish interests that our laws would ordinarily not support. The prosecution of his political opponents through the Court Martial which works on his direct orders, instead of civilian courts, is one example. The deployment of his relatives in the military to head lucrative government projects such as Operation Wealth Creation is another.

Mr. Museveni thinks that militarising every sector of public life will give him the political survival and illicit enrichment that he craves for. While that strategy may work in the short term, it will ultimately end in tears — as the popular saying goes — for him and his accomplices. Very soon, Uganda will be restored to its rightful path, and to its rightful owners.

Friends,

As Marcus Garvey wrote, “A people without the knowledge of their past history, origin and culture are like a tree without roots.”

Seeing how we are quickly losing and forgetting our history, I was motivated to document my own history as an individual, so that I would be able to pass on this knowledge to my children, and I hope they too can pass it on to the generations to come.

This video summarises my origins, stretching very many years back.
I encourage fellow parents to take time and find out about their history and to also teach it to their children.

I have realised that a lot of things which happen to us today have happened before. The challenges and responsibilities we are facing today are not new. A study of one’s history will enable him or her to see how the past generations maneuvered through them and we will all agree that the further back you look is the further infront you will see.

Many times our detractors want to put us down and treat us as a people who are totally nothing. Yet when you look back, you realise that you come out of a very rich history. It is just a matter of awakening that courage and walk like you have 5000 ancestors walking behind you.

Fellow comrades, we must break the saying that if you want to hide anything from an African, put it in a book! Let me encourage all of you yet again to find pleasure in reading books as a way of expanding knowledge. There is little that happens in this world that has not been written down. I know that it is often times difficult to read, but life is about challenging ourselves to do what we fear, hate or dread, as long as it will help us move out of our comfort zone and make positive progress.

You don't have to begin with very big volumes or books with complicated English. Every six months, God willing, I'll be sharing some books I've found interesting and important for comrades to read. *Statement on the Decision of the Constitutional Court in Hon. Michael Kabaziguruka v Attorney General, (Const. Pet. No. 46 of 2016)*

The National Unity Platform (NUP) welcomes the majority decision in the Constitutional Court Petition filed in 2016 by Hon. Michael Kabaziguruka, in which he challenged his trial by the General Court Martial.

It will be recalled that a few weeks back, the legal team of NUP filed a further Constitutional Petition, challenging the trial of hundreds of our civilian comrades before different military courts. To date, many of our supporters and friends are stuck in different prisons across the country, having been remanded by the General Court Martial, Division Courts Martial as well as Unit Disciplinary Committees of the military. Those who were abducted by the military in the run up to, and in the aftermath of the January election, were subjected to some kangaroo military courts inside CMI. In most cases, they would be forced to put on People Power berets while their pictures were being taken, and then tried by the same people before they were remanded to Kitalya and other prisons.

For a long time, the Museveni regime has used military courts as a tool of extreme repression. Gen. Museveni prefers to use these courts which are under his full command and control. Lt. Gen. Andrew Gutti and the members of that court are just the face of the impunity that goes on in that court, but they have no real power over what happens there. They are simply given orders by the powers that be.

You will all recall that in 2018, I was arraigned before the military court in Gulu and remanded to the military prison in Makindye. The regime claimed that I had been found with two machine guns and several rounds of ammunition (bullets). Since then, countless supporters of the People Power Movement and NUP have been charged before military courts, without any regard to the tenets of a free and fair trial. Many have been on remand for up to two years, before their trials even kick off.

Therefore, the decision handed down by the Constitutional Court yesterday is a welcome development. Yes, it has come very late- close to six years from the time the case was filed, but as they say, better late than never.

Notably, Justice Kakuru made the following conclusions and orders, some of which I am rephrasing for ease.

Conclusions:

1. The General Court Martial is a quasi judicial military court whose jurisdiction is limited to enforcement of military discipline.

2. The General Court Martial's jurisdiction is only limited to trying service offences specified under the UPDC Act and only in respect of persons subject to military law.

3. Military law under the UPDF Act must be construed to exclude laws that are the preserve of civil courts of judicature.

4. Persons subject to military law must exclude all those who have not placed themselves under the jurisdiction of the UPDF Act.

5. A civilian can only become subject of military law if he or she is an accomplice in an offence committed by a person subject to military law as a principle offender. (We know that this too be abused in future, but it is a good start for reform).

Orders:

1. All those persons not subject to military law who are currently being tried before any military court, we order that their cases be transferred to civil courts within 14 days.

2. All those persons not subject to military law who are currently serving sentences imposed by the military courts contrary to the Constitution should have their case files transferred to the High Court Criminal Division for retrial or to be dealt with as that Court may direct.

This is definitely a very progressive judgment, and we hope the regime will not seek to stand in the way of justice by challenging it in the Supreme Court so as to buy time as they continue to carry out gross acts of impunity.

This decision is testament to what we have been saying; not all hope is lost. Despite all the destruction that has gone on in Uganda, there are still good women and men in different sectors who provide hope that a New Uganda is possible. On behalf of the people of Uganda, we pay tribute to all judicial officers who have remained true to their judicial oath and call. Your stand for justice may come at a huge personal cost, but it will all be worth it in the end.

Two weeks ago, Charles Olim aka Sipapa was arrested and detained. Reports indicate that he is being held at SID Kireka, where very many of our comrades have been detained and continue to be detained and tortured.

What is unique about Sipapa is that before his arrest, he was the face of the impunity of the Museveni regime. He was the example of everything that has gone wrong in Uganda. He moved around with guns terrorising inncocent citizens with reckless abandon. Like many others of his kind, the regime used him and his gang to harass and intimidate our supporters before, during and after the election. He dispersed our peaceful meetings, tore our posters and visited all manner of violence on our people. On three occasions, they came to Kamwokya and wrecked havoc at our offices and the surrounding areas. He and his gang twice fired bullets at at our gate, barely missing the comrades who man the gate. We made several reports to police, but nothing happened. He was busy executing Museveni's schemes and therefore had protection right from the top.

But now for reasons best known to the regime, Sipapa has spent two weeks under detention. His lawyers have been denied access to him, the same way they treat us and our supporters. With the rigged election behind him, Gen. Museveni is now willing and ready to spit out all those who accepted to be used by him. No wonder, many of them are now in the media crying foul, and begging mercy from the same population they harassed and humiliated. Sipapa is feeding on the same cup of lawlessness that he promoted and represented. On several occasions, him and his ilk defended or masterminded the illegal detention of our comrades for months or years without being produced in court.

That said, I am calling for Sipapa's production in court so that he faces his charges before a competent court. Like all citizens, he is entitled to a free and fair trial even if he rejoiced when others were unlawfully arrested and tortured.

I know that if he was to be released today, he would probably do the same or worse things he did before his arrest because THEY NEVER LEARN. But our duty is to ensure that the rule of law reigns supreme and that everyone, regardless of who they are, is subjected to the law.

As expected, Gen. Museveni has appointed his son Muhoozi Kainerugaba as Commander of UPDF's land forces and war criminal Peter Elwelu as Deputy Chief of Defence Forces. Under Museveni, the occupiers of these particular positions usually end up as overall Commanders of the army.

Muhoozi's appointment is consistent with reports that he is being groomed to seize power once Museveni’s reign ends, similar to what dictators elsewhere on the African continent including Gaddafi-era Libya, Equatorial Guinea, Chad and Mubarak-era Sudan attempted to do but with little success.

You may recall how Muhoozi promised to "beat very badly" his father's opponents in the 2021 elections.

As commander of their private army the SFC, Muhoozi has been supervising the massive abduction and torture and murder of supporters of the National Unity Platform, many of whom have since passed on.
Gen. Museveni recently admitted that SFC under his son were behind these gruesome crimes.

Similarly, the appointment of Gen. Elwelu portends an even worse phase of terror against the political opposition, led by the military who are increasingly playing an oversized role in the suppression political dissent in Uganda. Elwelu struck infamy when he commanded the 2016 massacre of hundreds of people (including women and children) in Kasese who were opposed to Gen. Museveni’s rule. He is being rewarded for a job well done, but also to strike further fear into those who oppose his master.

Nevertheless, fellow citizens, these appointments should not surprise us because we all saw them coming — every dying horse is entitled to its final kicks. Like history has always proven, there is no amount of preparation a dictator may make that can save them from their ultimate fate. So long as we remain united and maintain our resistance to dictatorship, Uganda Shall SOON BE LIBERATED.

Yesterday, comrade shared this picture showing the sleeping conditions of prisoners at Kitalya. I couldn't help but think about these our comrades who are still stuck in these prisons for no crime whatsoever, especially now when their families are facing incredible challenges due to the lockdown. Comrades such as Machete, Kalanzi, Olivia and hundreds other prisoners of conscience still live in these conditions for simply believing that change is possible. This week, many were supposed to come to the military court for their bail hearing, but they were told the court is closed. Of course these are just a few of the people who are well known, but there are very many others who are not well known. Let us continue demanding for their unconditional release. We shall overcome!

This is a scandal! We have had more than a year to plan and prepare for this moment. Gen. Museveni and his cronies chose to embezzle and steal the billions of money borrowed or donated in the name of COVID19. The money (in billions) which Ugandans donated in the first lockdown was grossly mismanaged. The Auditor General's report revealed grand corruption in the management of COVID funds. While in countries like Malawi, the President cracked the whip and sacked ministers and officials who were involved in the fraud, Museveni has reappointed or even elevated officials who have chosen to enrich themselves at the expense of the lives of Ugandans.

So here we are! Oxygen is not enough. ICU beds are only 218 in the whole country! Ambulances are not enough. Last night, Gen. Museveni had the audacity to say that he had asked his officials to put in place 42,000 beds which was not implemented. How could they do this when they were busy looting and misappropriating the funds meant to manage the pandemic?

Shame!!! During the election, in almost every district, we found brand new police vehicles and teargas trucks! We found poorly paid police officers carrying brand new guns! You all remember how much money in billions was spent 'buying off' some of our supporters! This is what the regime is interested in. They don't care about your healthcare or welfare. All they care about is how to keep in power.

Faced with increasing deaths and people in critical condition, Museveni decided to impose a lockdown for 42 days! The number of extremely poor and vulnerable Ugandans has been on the increase. Many Ugandans live hand to mouth. With no provision of social welfare, it is predictable what will happen. All Ugandans recall how the money meant to support vulnerable families with some food during the last lockdown was swindled and the food itself couldn't reach most people.

Liberation is the solution. As long as this corruption regime still illegally presides over our country, we are bound to see the situation go from bad to worse. For now, I encourage all of you Ugandans to realise that we are absolutely on our own and take precautions to avoid getting infected.

Finally, I continue to stand in solidarity with our friends who are still stuck in jails and safe houses. None of us can be free until all of us are free.

We are very delighted to reconnect with all our comrades who have been released today from illegal detention. After six months of torture, imprisonment and humiliation, the General Court Martial today released 18 of those they were still holding- prominent amongst them Nubian Li, Eddie Mutwe, Dan Magic, Kampala Lookman, Bobi Young, Kivumbi Achleo, and others. Their release on bail was hinged on very tough conditions, including an order for them not to go beyond Kampala and Wakiso without the court's permission.

We are very grateful to all Ugandans- home and abroad who have raised their voices demanding for these comrades' release. I thank the religious leaders, traditional leaders, political leaders and all ordinary citizens who have done everything to demand for the release of these people. We must now not relent but continue to struggle until all the hundreds of our people are freed unconditionally. We must not relent until Gen. Museveni's criminal regime is brought to account for all the atrocities they continue to commit on the people of Uganda!

Most importantly, we hosted several families of our comrades who are under detention in different prisons and military facilities. I was also very delighted to host several artistes, NUP leaders as well as several members of the Muslim community from Kyadondo East Constituency.

On this day, I want to congratulate all of you brothers and sisters upon completing the Holy Month of Ramadan, and wish you Allah's blessings moving forward. Let's continue praying for those who cannot enjoy this day with their families because they are under illegal detention and in safe houses.

The persecution continues!

In yet another shameful move, Uganda Revenue Authority (URA) has written to us today requiring me to pay 337,698,776.25/= (Over three hundred million Uganda shillings) for the vehicle which came into the country legally and was cleared by all relevant agencies. The vehicle was taken to the Directorate of Interpol in Kololo and they cleared it. It was then taken to the forensics department of police in Naguru, and they too cleared it. Then we took it to URA and they did their own independent verification and levied the relevant tax which we paid.

The reason we did all this very easily was because my name hadn't come into the picture. For several months, they did not raise any issue. Indeed, if the car belonged to any other citizen, there wouldn't be any issue.

It was only when we transferred the car into my name that they began looking for fault and did not find any. At first they claimed that armoured vehicles require clearance by the Ministry of Defence. But there was no law to back their outrageous claim. That is how they said it was undervalued. We understand they quickly moved and sacked, demoted or persecuted all URA, Interpol and Police staff who did their job and cleared this vehicle. For no reason whatsoever, they punished them for not knowing that the car would end up in Bobi Wine's name! Others were summoned by CMI for interrogation!

So countrymen and women, this is where we are. All public institutions are personalised by Gen. Museveni who does with them whatsoever he pleases. As I have consistently said, when you take on Museveni, you have taken on all government institutions and they will gang up against you. The God who defends the weak against the strong is on our side. In the end, we shall look back to these trials and tribulations and make a pledge never to repeat the same mistakes.

We shall overcome! The forces of evil may do all these things, but they never win in the end. Examples are all over.
