Light snowfall in Sonamarg and Zojila

The committee further recommended that s*x education be made regular and introduced in the school curriculum. The Polytechnic Institute also recommends training of women, skills and vocational training and increase in livelihood to ensure that the increase in marriageable age can be implemented. Hindu Marriage Act 1955 Section 5 (iii) sets a minimum age of 18 years for the bride and 21 years for the groom. The Special Marriage Act, 1954 and the Prevention of Child Marriage Act, 2006 also set the minimum age of consent for marriage for men and women as 18 and 21 years respectively.

Two unidentified militants killed in Kulgam encounter: Police

Chinese S-400 systems across LAC, forces India to rethink air defence
The PLA has upgraded Hotan air base in Xinjiang and Nyingchi air base in Tibet. Both bases are just across the LAC in Ladakh and Arunachal Pradesh respectively with the PLA deploying S-400 squadrons to protect them from Indian aerial threat.

Chief of Defence Staff (CDS) General Bipin Rawat on Tuesday said that air defence was becoming more and more complex in the larger context of the proposed setting up of an air defence theater command. He said there were large use of air space, not limited to just aircraft and helicopters.

The on-going stand-off with the People's Liberation Army (PLA) on China in East Ladakh with the presence of two S-400 squadrons of anti-aircraft systems at Hotan air base in Xinjiang and Nyingchi air base in Tibet, just across Ladakh and Arunachal Pradesh respectively, has forced the national security planners into a rethink about air defence and counter-measures. To add to this increasingly complex scenario are armed UAVs, swarm drones, missiles and rockets, which are now part of stand-alone weapon systems of the PLA.

While India is expected to get five squadrons of S-400 systems from Russia starting December 2021, the potency of the anti-aircraft system is such that it can target a fighter 400 kilometres away. This means that any aircraft that gathers height and stabilises for shooting down a target becomes a target of this weapon system itself. Perhaps, this is the reason why the Indian Air Force (IAF) is relying on Hammer air-to-ground missile on Rafale fighter as a future weapon as the missile does not need to be fired from a height; it just hugs the mountain features, zooms to a height when approaching the target and then destroys it top down at an ninety degree angle with the capacity of last minute target adjustments using three different guidance systems apart from GPS. The IAF has already tested the Hammer missile and is already in its inventory with the French even offering joint development and production of this long range potent weapon.

With the air defence system under challenge from a technologically advanced adversary in the north, the fundamental question that is being asked is should India invest in more aircraft and helicopters or stand-alone systems that will dictate future wars. While the IAF has been mandated to have 42 aircraft squadrons, each with 18 aircraft, the present strength is around 30 with the potential of six more squadrons to be added.

With Rafale capable of doing more than twice the number of sorties than a Russian MiG and the S-400 system a game changer in air defence, does IAF need 42 squadrons? Perhaps the answer lies in India raising more armed UAV, rocket and missile regiments that can suppress the troop and air defences of the adversary. It is for these very reasons that the Indian military is soon approaching the government for acquisition of armed Predator drones from the US on government to government basis. The US has also offered to train Indian personnel on cybersecurity as the defence systems are vulnerable to cyberattacks from adversaries acting on behalf on enemies of indian state.
It is quite evident that the war scenarios are changing with aircraft carriers, air bases and huge military cantonments all under threat from long distance missiles. The future lies in long range radars that can pick up enemy posture deep within its territory and a rapid response missile that obliterates the potential threat. India has to think China not Pakistan as the principal adversary has changed

Two Siblings Killed, Another Injured Road Accident

Two siblings were killed while another was injured after the motorcycle they were riding collided with a tanker at Gundipora village of Qazigund in south Kashmir’s Kulgam district on Tuesday evening.

Quoting an official the news agency KNO that two persons including motorcyclist were killed while another was injured after a motorcycle collided with a tanker at Gundpora, Qazigund.

He said soon after the accident, the trio was instantly moved to a nearby hospital, where the bike rider and one of the two pillion riders succumbed to their injuries.

He identified the deceased as Javid Ahmad Thokar and Nisar Ahmad Thokar, sons of Abdul Gani Thokar and identified injured as Mushtaq Ahamd Najar son of Ghulam Rasool Najar all from Sopat Qazigund.

The tanker driver left the vehicle there and has fled from the spot, he said.

کانگریس کے سینئر لیڈر پی چدمبرم نے کہا ہے کہ جموں کشمیر کاریاستی درجہ بحال کیا جانا چاہئے کیوں کہ یہ ریاستی عوام کا حق ہے جو انہیں آئینی اور دستوری طور حاصل ہے ،ان کو اس حق سے دستبردار نہیں کیا جاسکتا ہے ۔انہوں نے کہا کہ جموں و کشمیر ’’رئیل ایسٹیٹ ‘‘کا ٹکڑا نہیں ہے۔ جموں و کشمیر میںلوگوںکے حقوق ہیںجن کی خواہشات کا احترام کرنا چاہئے۔سی این آئی کے مطابق جموں و کشمیر کے لئے ریاستی درجہ کی بحالی کے مطالبے میں کانگریس کے رہنما پی چدمبرم نے سوموار کو کہا کہ پارلیمنٹ کو آئندہ مون سون کے اجلاس میں ’’غیر آئینی قوانین‘‘ کو منسوخ کرنا چاہئے اور وہاں کی حیثیت کو بحال کرنا چاہئے۔انہوں نے زور دے کر کہا کہ مسئلہ کشمیر کے سیاسی حل کے لئے یہ ابتدائی اقدام واحد راستہ ہے۔انہوں نے کہا’’جو کچھ آئین کے تحت بنایا گیا ہے وہ پارلیمنٹ کے ایکٹ کے ذریعے ، آئین کی شقوں کی غلط تشریح اور غلط استعمال کرنے کے ذریعہ بدلا نہیں جاسکتا ہے۔‘‘ان کا یہ بیان 24 جون کو وزیر اعظم نریندر مودی کی طرف سے بلائی جانے والی میٹنگ سے پہلے سامنے آیاہے جہاں جموں و کشمیر کے 14 سابق رہنماؤں بشمول چار سابق وزرائے اعلیٰ کو مذاکرات کے لئے مدعو کیا گیا ہے۔سابق مرکزی وزیر نے مزید کہا کہ جموں و کشمیر ایک ’ریاست‘تھی جس نے ہندوستان کے ساتھ اپنے مستقبل کو ایک خصوصی درجہ کے تحت جوڑا تھا اور اس ریاست کو ہمیشہ سے ہی اس آئینی خصوصی درجہ تفویض ہونا چاہئے ۔ انہوں نے ٹویٹس کے ایک سلسلے میں کہا کہ جموں و کشمیر ’’رئیل اسٹیٹ ‘‘کا ٹکڑا نہیں ہے۔ جموں و کشمیر میںلوگوںکے حقوق ہیںجن کی خواہشات کا احترام کرنا چاہئے۔سابق مرکزی وزیر نے کہا’’مون سون کے اجلاس میں پارلیمنٹ کو غیر آئینی قوانین کو ختم کرنا چاہئے اور جموں و کشمیرکی جمہوری حیثیت کو بحال کرنا چاہئے۔ مسئلہ کشمیر کے سیاسی حل کے لئے ابتدائی لکیر کھینچنے کا یہی واحد راستہ ہے ۔چدمبرم نے نوٹ کیا کہ کسی کو یہ یاد رکھنا چاہئے کہ جموں و کشمیر کی ’’تحلیل‘‘ کو سپریم کورٹ میں چیلنج کیا گیا ہے اور یہ کیس تقریبا 2 سال سے زیر التوا ہیں۔کانگریس نے کہا ہے کہ وہ جموں و کشمیر کے لئے مکمل ریاست کی بحالی کے لئے پرعزم ہے اور وزیر اعظم اور بی جے پی کو آئین اور جمہوریت کے مفاد میں اس مطالبے کو قبول کرنا چاہئے۔

گپکار اتحاد کی میٹنگ آج
نیشنل کانفرنس کی دوسرے روز بھی تفصیلی بیٹھک،آج بھی تبادلہ خیال جاری رہیگا

نیشنل کانفرنس نے کہا ہے کہ یہ اچھی بات ہے کہ مرکز کو احساس ہو گیا ہے کہ مین سٹریم پارٹیوں کے بغیر جموں کشمیر میں چیزیں کام نہیں کریں گی۔ 24جون کو نئی دہلی میں وزیر اعظم نریندر مودی کیساتھ کل جماعتی میٹنگ میں شرکت کرنے کے بارے میں پارٹی کی پیر کو دوسرے روز بھی میٹنگ منعقد ہوئی جو نا مکمل رہی۔ اب آج منگل کو پارٹی کی ایک بار پھر مشاورت ہوگی۔پیر کی میٹنگ کے اختتام پر پارٹی کے صوبائی صدر ناصر اسلم وانی نے ڈاکٹر فاروق عبداللہ کی رہائش گاہ سے نکلتے ہوئے ذرائع ابلاغ کے نمائندوں کے سوالوں کے جواب دیتے ہوئے کہا کہ مشاورت کا سلسلہ منگل بھی جاری رہے گا اور لداخ ، کرگل اور جموں سے بھی لیڈران کی آمد متوقع ہے جبکہ کچھ لیڈران کیساتھ ٹیلی فون کے ذریعے ہی بات ہوئی ہے۔ انہوں نے کہا کہ میٹنگ سے متعلق نیشنل کانفرنس کے لائحہ عمل پر ابھی کچھ کہنا قبل از وقت ہوگا ۔ وانی نے کہا کہ میٹنگ کا تحریری ایجنڈا ابھی تک سامنے نہیں آیا ہے اور ایجنڈا کو لیکر جو بھی باتیں اس وقت سامنے آرہی ہیں وہ صرف قیاس آرئیاں ہیں۔ انہوں نے کہا کہ حد بندی سے متعلق بھی بہت ساری باتیں گردش کررہی ہیں لیکن ابھی تک اس بارے میں بھی کوئی واضح بات سامنے نہیں آئی ہے اور یہ بھی معلوم نہیں کہ آیا حد بندی ہوگی بھی یا نہیں۔ وانی نے کہا کہ مرکز کے رویہ میں تبدیل ایک حوصلہ افزا بات ہے اور ہم اس کا خیر مقدم کرتے ہیں، میں یہ بات بھی ضرور بتا دینا چاہتا ہوں کہ 2سال قبل جموں وکشمیر سے متعلق جو دعوے اور اعلانات کئے گئے تھے وہ آج کی تاریخ میں سراب ثابت ہوئے ہیں، جموں وکشمیر میں چاند تارے توڑ لانے کی باتیں زمینی سطح پر ناکام ثابت ہوئی ہیں۔ انہوں نے کہا کہ گذشتہ دو سال کے دوران مین سٹریم جماعتوںکو بہت زیادہ پشت بہ دیوار کیا گیا اور آخر پر مرکز کو جموں وکشمیر میں مین سٹریم کی اہمیت کا احساس ہوگیا ہے اور یہ ایک نہ ایک دن ہونا ہی تھا کیونکہ جموں وکشمیر کو موجودہ صورتحال سے حقیقی عوامی نمائندے ہی نکال سکتے ہیں۔ ادھر معلوم ہوا ہے کہ نیشنل کانفرنس کی میٹنگ کے بعدگپکار اتحاد میں شامل 5جماعتوں کے درمیان بھی تفصیلی مشاورت ہوگی جس کے بعد نئی دہلی میں کل جماعتی میٹنگ میں شرکت کرنے یا نہ کرنے کے بارے میں حتمی فیصلہ لیا جائیگا

سوپور شبانہ معرکہ آرائی اختتام پذیر| مطلوب کمانڈر سمیت3جنگجو جاں بحق
فوجی اہلکار شدید زخمی، ایک رہائشی مکان کو نقصان
براٹھ کلاںسوپور میںخونین شبانہ معرکہ کے دوران شمالی کشمیر کا سب سے مطلوب کمانڈر اپنے دو ساتھیوں سمیت جاں بحق جبکہ ایک فوجی اہلکار زخمی ہوا۔تصادم آرائی میں ایک مکان کو شدید نقصان پہنچا۔
تصادم کیسے ہوا؟
پولیس نے بتایا کہ اتوار کی شب قریب 9بجے انہیں براٹھ سوپور نامی گائوں میں 3جنگجوئوں کی موجودگی کی اطلاع ملی جس کے بعدگائوں کو محاصرے میں لیکر تانترے محلہ کی ناکہ بندی کی گئی جہاں جنگجوئوں کی مصدقہ طور پر اطلاع ملی تھی۔پولیس نے بتایا کہ 22آر آر،177,179اور92بٹالین سی آر پی ایف کی خدمات حاصل کی گئیں اور رات 10بجے جونہی تلاشی کارروائی کا آغاز کیا گیا تو یہاں ایک سابق جنگجو کے مکان میں موجود جنگجوئوں نے فائرنگ کی جس کے بعد طرفین کے درمیان فائرنگ کا سلسلہ شروع ہوا جو صب 3بجے تک جاری رہا۔فائرنگ کے تبادلے میں ایک فوجی اہلکار زخمی ہوا جس کے کندھے پر گولی لگی۔ اسے فوجی اسپتال بادامی باغ منتقل کردیا گیا۔پولیس کا کہنا ہے کہ جنگجوئوں نے محاصرہ توڑنے کی کئی بار کوششیں کیں لیکن وہ ناکام رہے۔پولیس کا کہنا ہے کہ صبح کے وقت کچھ دیر کیلئے فائرنگ کا سلسلہ تھم گیا لیکن بعد میں دوبارہ شروع ہوا ، جس میں 3جنگجو جاں بحق ہوئے۔مقامی لوگوں کا کہنا ہے کہ رات بھر دھماکے سنے گئے اور جس رہائشی مکان میں جنگجو موجود تھے، اسے شدید نقصان پہنچا۔بعد میں جنگجوئوں کی شناخت لشکر طیہ کا اعلیٰ کمانڈر مدثر احمد پنڈت ساکن ڈانگر پورہ سوپور ،خورشید احمد میر ساکن براٹھ کلان سوپور اور پاکستان کا اسرار عرف عبداللہ شامل ہیں۔ پولیس کا کہنا ہے کہ تینوں جنگجو ملی ٹینسی کی متعدد وارداتوں اور شہریوں ، فورسز اہلکاروں، سابق جنگجوئوں ، سرپنچوں، حریت کارکنوںاور علیحدگی پسند لیڈروں کی ہلاکتوں میںملوث تھے۔ انہوںنے کہاکہ جنگجوئوں کا یہ گروپ 2بڑے حملوں میں ملوث تھا۔انہوںنے کہاکہ29مارچ کوکئے گئے حملہ میں 2میونسپل کونسلر اور پولیس اہلکار مارے گئے جبکہ 12جون کو سوپور مارکیٹ میں2پولیس اہلکار اور 2عام شہری مارے گئے۔

شوپیان //شوپیان کے مضافات میں ایک پولیس کانسٹیبل فائرنگ رینج میں مشق کرتے ہوئے گولی لگنے سے زخمی ہوا۔ادھر زینہ پورہ علاقے میں فورسز کی گشتی پارٹی پر جنگجوئوں نے گھات لگا کر حملہ کیا تاہم کوئی نقصان نہیں ہوا۔ کاٹھوہالن کیلر علاقے میں62آر آر کیمپ کے اندر بنائے گئے فائرنگ رینج میں فائرنگ کی مشق کے دوران پولیس اہلکار سجاد احمد بندوق سے اچانک گولی چلنے سے زخمی ہوا۔گولی اسکے پیر میں جالگی جس کے فوراً بعد اسے نزدیکمی اسپتال پہنچایا گیا جہاں اسکی حالت مستحکم ہے۔ادھرذرائع کے مطابق جنگجوئوںنے پیر کی شام قریب 5 بجکر 30 منٹ پر بابہ پورہ زینہ پورہ علاقہ میں سی آر پی ایف کی 178 بٹالین کی ناکہ پارٹی پر فائرنگ کرکے حملہ کیا ۔اس موقعہ پر طرفین میں گولیوں کا مختصر تبادلہ ہوا لیکن جنگجو فرار ہوئے۔بعد میںفورسز اہلکاروں نے علاقے کو محاصرے میں لیکر تلاشی آپریشن شروع کیا جو کئی گھنٹوں تک جاری رہا۔
