WASHINGTON – The US Justice Department is seeking to question former Vice President Mike Pence as a witness in connection with its criminal investigation into former President Donald Trump’s efforts to stay in power after losing the 2020 election, the New York Times reported, citing people familiar with the matter.

Pence is open to considering the request, recognizing that the Justice Department’s probe is different from the investigation by a House of Representatives committee that has also probed the Jan. 6, 2021, attack on the Capitol, the newspaper reported on Wednesday.

Thomas Windom, a lead investigator examining the efforts to overturn the election, reached out to Pence’s team in the weeks before Attorney General Merrick Garland appointed a special counsel on Friday to oversee the Jan. 6 investigation and a separate probe into Trump’s handling of classified documents, the report added.

The office of special counsel declined to comment when contacted by Reuters.

The discussions about questioning Pence are in their early stages, according to the newspaper. Pence has not been subpoenaed, and the process may take months, because Trump may seek to block, or slow, his testimony by trying to invoke executive privilege, it added.

Pence has said he thinks Trump was wrong to believe the former vice president had the power to reverse the outcome of the 2020 election. The election results were being certified by Pence and lawmakers when the Capitol was attacked by supporters of Trump, a Republican, after weeks of false claims by the former president that he had won the vote.

Pence previously said he would consider testifying before the congressional committee probing the Capitol attack if asked but added later that he also considered the panel to have “a partisan taint.” — Reuters

STRASBOURG, France – The European Parliament on Wednesday recognized Russia as a “state sponsor of terrorism”, accusing its forces of carrying out atrocities during its war on Ukraine.

The move by the European legislators is a symbolic political step with no legal consequences, but MEPs urged the governments of the 27-nation EU to follow their lead.

“The deliberate attacks and atrocities carried out by the Russian Federation against the civilian population of Ukraine, the destruction of civilian infrastructure and other serious violations of human rights and international humanitarian law amount to acts of terror,” a resolution approved by EU lawmakers said.

The parliament said it “recognizes Russia as a state sponsor of terrorism and as a state which uses means of terrorism”.

Kyiv has been calling on the international community to declare Russia a “terrorist state” over its invasion of the country, and the Strasbourg parliament’s decision will likely anger Moscow.

Ukraine’s President Volodymyr Zelensky hailed the vote.

“Russia must be isolated at all levels and held accountable in order to end its long-standing policy of terrorism in Ukraine and across the globe,” he said in a social media post.

The European Union — unlike the United States — does not have a legal framework to designate countries as a “state sponsor of terrorism”.

Washington has so far steered clear of putting Russia on its list, a move that triggers more sanctions and would remove the state immunity of Moscow’s officials.

The resolution, backed by 494 MEPs and opposed by 58, calls on Brussels to put in place the “legal framework” to take the move and consider adding Russia.

“We called a spade a spade. Russia is not only a state sponsoring terrorism, but the state, which is using means of terrorism,” said Lithuanian MEP Andrius Kubilius, who spearheaded the push for the resolution.

“The recognition of this fact by the European Parliament sends a clear political signal. Europe, Europeans do not want to remain passive, when their big neighbor violates all humanitarian and international standards.”

Lawmakers in several eastern EU countries have already voted to condemn Russian “terrorism”.

The EU has imposed eight rounds of unprecedented sanctions targeting Russia’s key oil exports and top officials since President Vladimir Putin ordered his troops to attack in February.

European diplomats say work is underway on preparing a new package of sanctions after Moscow unleashed a ferocious missile and drone blitz against Ukraine’s energy infrastructure following losses on the battlefield.

The European Parliament resolution also urged the EU to include the Wagner mercenary group and troops loyal to Chechen leader Ramzan Kadyrov on the bloc’s sanctions list of “terrorist” organizations. — Agence France-Presse

Sa programang “iJuander,” ikinuwento ng 47-anyos na toy collector na si Derrick Ko ang pagkahilig niya sa laruang Voltes V.

Ayon kay Derrick, itinayo niya ang kaniyang Retro Toys Museum noong 2000.

Dahil sa hirap ng buhay nila noong bata siya, sinabi ni Derrick na hindi nila kayang bumili ng laruan.

Kaya nang magkatrabaho, ipinangako niya sa sarili na babalikan ang mga laruang kinasabikan niya noon, gaya ng Voltes V.

“Basically, ang kinokolekta ko ay mga vintage toys talaga. Mga 1990s pababa. The earlier the better. So, mga binibili ko mga toys na kinalakihan natin ng bata tayo para sobrang memorable kasi para sa akin ‘yun eh, very nostalgic,” aniya.

“Actually, ‘yung pinakamahal maybe ‘yun nga kung pristine condition, ganyan na lahat-lahat na perfect, aabutin sig**o ng milyon [piso and halaga],” dagdag pa niya.

Isa sa kaniyang mga naging customer ang Kapuso comedian na si Michael V, na isa ring certified Voltes V fan.

Ang isang maliit na Voltes V toy na nabili raw sa kaniya ni Michael V, nagkakahalaga ng P15,000 dahil sobrang collectible daw at rare na lumalabas.

Bukod sa mga vintage na Voltes V na robot, mayroon din si Derrick ng iba’t ibang Voltes V merchandise na nabili lang noon sa murang halaga, pero puwede raw maibenta ngayon sa mas mahal na presyo.

Gaya ng isang Voltes V lunchbox na may balot at hindi pa nabubuksan na puwede raw umabot sa P30,000 ang presyo.

Ipinakita rin niya ang isang laruan na nabili lang sa palengke na may plastik pa.

Speaker Martin Romualdez on Monday pushed for the benefits of cadets of the Philippine National Police Academy and autonomy for the school to pursue reforms through infrastructure, new equipment, and reorganization.

In a speech before participants in the Distinguished Visitors Program at the PNPA Grandstand in Silang, Cavite, Romualdez said PNPA cadets should be given benefits in case of disability, sickness, or even death, during training.

He said there were pending measures in the House of Representatives providing for such reforms in the PNPA. He promised that these will be acted on under his leadership.

“In an increasingly globalized, highly advanced society, there is a need to modernize the PNPA and educate our police corps with new methods, so they may have the competency and expertise to deal with criminals employing new schemes and technology in the commission of a crime,” Romualdez said.

Romualdez then said that in pursuit of reforms, the police academy must be given the autonomy to build infrastructure, acquire necessary equipment, and reorganize administrative structures.

“The PNPA must also be authorized to determine exclusively its plans, policies, programs, curricula, and standards of teaching and training without any control, pressure, or influence,” Romualdez said.

Romualdez said PNPA cadets should be provided benefits in case of disability, sickness, or even death, during training.

“These measures desire to establish a PNPA corps of professors and instructors, and to create a system of faculty, placement, promotion, and development,” Romualdez said.

“Most of the bills also seek to classify PNPA cadets as state scholars and treat their period of cadetship as part of their government service,” he added.

Romualdez said Congress allocated funds for anti-criminality intelligence, case recording and tracking, detection and investigation services, case filing and arrest, capacity building, operational readiness, and disaster and emergency response.

“Let us all do our share in keeping our communities safe, and in making sure that every Filipino family is free from danger and harm,” Romualdez said.

KYIV, Ukraine – The World Health Organization (WHO) on Monday warned that the upcoming winter would be “life-threatening” for millions of Ukrainians after a series of devastating Russian attacks on the country’s energy grid.

“Put simply –- this winter will be about survival,” Hans Kluge, regional director for Europe at the United Nations’ health body, told reporters during his visit to Kyiv.

“This winter will be life-threatening for millions of people in Ukraine,” he said.

Damage to Ukraine’s energy infrastructure caused by numerous missile strikes “is already having knock-out effects on the health system and on the people’s health,” Kluge said.

He said that the WHO has recorded more than 700 attacks on Ukraine’s health facilities since Russia’s invasion began in February.

He pointed to “a clear breach” of international humanitarian law.

“Continued attacks on health and energy infrastructure mean hundreds of hospitals and health care facilities are no longer fully operational,” Kluge said.

“We expect two-three million more people to leave their homes in search of warmth and safety,” he warned.

“They will face unique health challenges, including respiratory infections such as Covid-19, pneumonia, influenza, and the serious risk of diphtheria and measles in under- vaccinated population.” — Agence France-Presse

The last day of the 2022 Bar examinations was attended by nearly 92% of all registered examinees, according to the Supreme Court.

The SC Public Information Office said 9,183 out of 10,006 bar examinees took and completed the tests on Sunday afternoon.

This translates to a 91.77% attendance rate, which is lower than 9,190 or 91.84% who attended the third day of this year’s bar exams.

During Sunday’s afternoon session, there were 823 absent applicants, with 304 of them recorded in the Ateneo de Manila testing center.

This was followed by the University of Cebu-Banilad in the Visayas with 82 examinees and Ateneo de Davao University in Mindanao with 75 examinees.

The SC had earlier said that examinees who will be unable to take the Bar exams due to Severe Tropical Storm Paeng may apply for a refund of their fees.

Meanwhile, a total of 9,184 out of 10,006 or 91.78% of applicants were present on Sunday morning, with the ADMU testing center recording the highest number of examinees with 2,225.

The Sunday exams covered Remedial Law I in the morning, Remedial Law II (with basic tax remedies) and Legal Ethics in the afternoon.

The first three days of the examinations were held last Nov. 9, Nov. 13, and Nov. 16.

Thirty-two years since Jessica Soho first visited the New Bilibid Prison, the correctional facility still faces the same old problems inside its walls.

In an episode of “Kapuso Mo, Jessica Soho,” the veteran broadcast journalist returned to Bilibid to see the conditions of the inmates following the controversies surrounding the prison.

Over 160 unclaimed cadavers of inmates are currently piled at Eastern Funeral Services, which was discovered during the probe into the killing of the journalist Percy Lapid.

The confessed gunman alleged that the middleman who contacted him was a Bilibid inmate, who later died inside the prison due to asphyxiation.

According to Charlie Bucane, manager of Eastern Funeral, they keep the unclaimed bodies for 90 days, after which the BuCor takes them for burial. This is usually the case, but the cadavers piled when the facility failed to clear them in October and November.

This is only one of the issues currently revolving around Bilibid. Congestion remains a huge problem – the facility can hold 6,000 inmates, but it currently houses over 30,000 or five times its capacity.

The kitchen at the Maximum Security Prison prepares food for 17,600 people per day and cooks 46 sacks of rice per meal. Inmates have a meal allowance of P70 per day, up from the P20 back in the 90s.

Some VIP inmates have also formed their own groups or gangs. According to retired general Gregorio Catapang Jr., the new officer-in-charge of the Bureau of Corrections, nowadays it is more apt to call them barangays.

Contraband items also abound – authorities found beer inside – which points to collusion involving the guards.

Another issue involving the BuCor is the discovery of an excavation site inside Bilibid, which suspended Bureau of Corrections (BuCor) chief Gerald Bantag said is for a swimming pool project. He denied claims that it was done to build a supposed escape tunnel.

Asked what kind of penal system the Philippines has with all these issues, Catapang did not mince his words.

“Lubog na lubog. Wasak na wasak o sirang-sira kaya ito ang challenge sa akin ngayon. You really have to decongest the place and then segregating kasi iyung ra**st natutong maging adik, iyung adik natutong maging drug lord. Parang naging university iyung prison cell. Paghihiwalayin mo iyan,” he said.

You have to separate them from each other.”)

Catapang said the problems in Bilibid are complicated and finding solutions will not be easy. But he remains hopeful that reform is possible.

Catapang said structural changes will have to be made to solve the issues in Bilibid. Building a heinous crime facility in Luzon, Visayas, and Mindanao is a possible step towards decongesting the prison. Technology will also be tapped to find contraband and identify colluding guards.

Despite the many issues in Bilibid, Catapang said he will be compassionate towards the inmates.

“I will understand iyung kanilang sitwasyon kung paano sila nagkamali na sila eh ididiin mo sila. Malay mo magbago saka that’s not the way to deal with them.”

“Binagsakan pa ng LPG sa katawan noong nakahiga ang bata. Binuhat, inuntog sa sahig, nilunod pa ang bata. Pinalabas nila, naaksidente raw sa CR dahil sa kalikutan kaya sinugod nila sa ospital,” sabi ni Police Lieutenant Anthony Dacquel, investigation section chief ng Quezon City Police District Station 14.

“Sa ngayon naghihintay pa kami ng autopsy pero ang nasa death certificate niya is blood trauma to the head. Karamihan kasi puro sa ulo ang tama niya eh,” dagdag ni Dacquel.

Wala ang mga suspek nang puntahan ng mga social worker sa kanilang bahay, pero nadakip din sila ng pulisya.

“Nakainom din po ako sa araw na iyon, nagdilim ang paningin ko kaya nagalit po ako doon sa bata,” sabi ng live-in partner ng tiyuhin.

“Dinidisiplina lang, sinasabi ko rin naman ho sa kanila kung ano ‘yung kasalanan,” sabi ng tiyuhin.

Bukod dito, sinasaktan din umano ng mag-live in partner ang dalawa pang kapatid ng biktima na edad 10 at 7.

Nagpakita ang isa sa kanila ng mga sugat at inipit na kuko gamit ang pliers.

Mahigit isang taon na ang pananakit sa mga bata ng mag-live in partner, ayon sa pulisya.

“‘Pag nagsumbong daw po kami makukulong sila, wala na raw pong mag-aalaga sa amin,” sabi ng isa sa mga kapatid ng biktima.

Inilahad naman ng panganay na ginahasa umano siya ng partner ng kanilang tiyuhin, bagay na inamin ng suspek.

“Malaki po ang pagsisisi ko. Malaki rin ang pagkakamali ko sa nagawa ko,” sabi ng partner ng kanilang tiyuhin.

Hiwalay na ang mga magulang ng bata.

OFW sa Saudi Arabia ang ina ng mga bata, na kapatid ng tiyuhing suspek. Bodegero sa Caloocan naman ang kanilang ama, na matagal nang hindi nakikita at nakakausap ang mga anak.

Nasa Isabela noon ang ama at kaniyang mga anak, nang kunin ang mga bata ng mga kaanak ng kaniyang misis para pag-aralin umano.

Sasailalim sa counseling at stress debriefing ng mga doktor ang mga bata.

BERLIN, Germany – Berlin’s zoo closed its doors without warning on Friday out of precaution after a case of avian flu was discovered in a wading bird that died earlier this week, it said in a statement.

The zoo, which welcomed over 3.7 million guests in 2019, its latest figure, did not mention when it would reopen to visitors.

“We have reacted immediately with far-reaching quarantine measures. Almost all birds – including our penguins – have now been moved to rear aviaries or stables,” said Christian Kern, the zoological director of the zoo in Berlin’s center as well as the Tierpark zoo in the eastern part of the German capital.

Kern added that no other birds were showing corresponding signs of illness but all would still be tested for bird flu.

The entire zoo has been closed to visitors to avoid the risk of bird flu being introduced into other populations, according to the statement, and staff are wearing protective clothing.

The spread of highly pathogenic avian influenza (HPAI), commonly called bird flu, is a concern for governments and the poultry industry due to the devastation it can cause to flocks, the possibility of trade restrictions and a risk of human transmission. — Reuters

Ngayong kapaskuhan na marami na naman ang namimili–sa mga pisikal na tindahan man o via online– dapat tandaan na ipinagbabawal sa batas ang “no return, no exchange policy,” kung sakaling nagkamali o depektibo ang nabiling produkto.

Sa Kapuso sa Batas, ipinaliwanag ni Atty. Gaby Concepcion na bawal ang “No return, no exchange” policy dahil itinuturing itong deceptive sales act sa ilalim ng Republic Act 7394 o Consumer Act of the Philippines.

Kaya bawal sa mga seller ang paglalagay ng mga katagang “no return, no exchange” sa mga contract of sales, resibo, mga paskil sa tindahan o online advertisements.

Dagdag ni Atty. Concepcion, walang takdang araw na binanggit sa batas kung kailan dapat isauli ang isang depektibong produkto. Pero inihayag niya ang kaniyang opinyon na dapat itong ibalik sa makatwirang panahon.

Kapag depektibo ang isang produkto, dapat umanong tandaan ng mga consumer ang tatlong “R” na: “Replace” o papalitan ang produkto, “Repair” o ipagawa ang depekto nito, at “Refund” o kunin ulit ang perang ibinayad.

Ayon sa Consumer Act, “Sellers are obliged to honor their warranties and grant corresponding remedies to consumers.”

At kung hindi pumayag ang seller sa hiling ng consumer, maaari itong ireklamo o isumbong sa Fair-Trade Enforcement Bureau ng Department of Trade and Industry. —FRJ, GMA Integrated News

Kailangan ng Israel ng 1,200 na Pinoy workers para sa kaniyang hotel industry. Habang 600 Filipino female nurses naman ang hanap ng Saudi Arabia.

Sa ulat ni JP Soriano sa GMA News “24 Oras” nitong Huwebes, sinabing government to government ang transaksiyon sa pagkuha ng Israel ng mga Pinoy hotel worker, housekeepers.

Humigit kumulang P80,000 umano kada buwan ang starting salary, bukod pa sa mga benepisyo, batay sa anunsyo ng Department of Migrant Workers.

Kabilang si Lenny Walit, nakatapos ng kursong hotel and house housekeeping course ng Technical Education and Skills Development Authority (TESDA), sa mga nag-apply.

Para kay Lenny, pagkakataon ito para mabigyan ng mas magandang buhay ang kaniyang dalawang anak.

“Dito minimum wage po sir, kulang na kulang na po lalong-lalo na sa kagaya kong may anak,” aniya.

Sinabi ng DMW na kailangan mag-apply mismo sa kanilang tanggapan at hindi sa recruitment agencies ang mga interesado sa trabaho.

Wala rin daw anumang babayaran ang mga aplikante.

Para sa mga nais mag-apply, kailangan daw may NC-II TESDA certificate at magparehistro muna online bago pumunta sa mga opisina ng DMW.

“Ang ating pong initiation ng ating application is of course online. Kinakailangan lang ng po sundin ang mga requirements,” saad ni DMW Undersecretary for Licensing and Adjudication Services Atty. Bernard Olalia.

Samantala, ang Ministry of Health ng Saudi Arabia ay nangangailangan ng 600 Filipino female nurses.

Nasa ilalim din ito ng government to government at naka-schedule ang mga interview para sa mga aplikante mula December 5 – 9.

Hindi bababa sa P62,000 ang basic salary na maaaring madagdagan depende sa years of experience, ayon sa ulat.

Bukod sa bansang Israel, ikinakasa na rin ang mga pag-uusap para makabuo ng kasunduan sa bansa ng Germany at Portugal para sa mga trabahong puwedeng pasukan ng mga Pilipino.

Paalala naman ng DMW sa mga aplikante na huwag papatulan ang mga trabahong inaalok sa social media pages para hindi mabiktima ng mga illegal recruiters. —Mel Matthew Doctor/FRJ, GMA Integrated News
