- Visiting the UPL main office will require an appointment. The scheduling of an appointment will be handled by our UPL processors. Please wait for them to contact you regarding a schedule. We will not entertain any walk-ins.

- When visiting the UPL main office, all visitors must be in proper PPE (Personal Protective Equipment). Minimum requirements of proper PPE includes a face mask, face shield and gloves.

Our remote operations will still continue for the purpose of the repatriating remaining crew members overseas, continued care of repatriated crew members undergoing quarantine, facilitation of the RT-PCR testing, and coordination for the transportation back home for crew members that have tested negative for COVID-19.

IATF recommends current ECQ to stay in NCR, Region III, other high-risk areas

The Inter-Agency Task Force for Emerging Infectious Diseases (IATF-EID) on Thursday, April 23, recommended to maintain the enhanced community quarantine (ECQ) in the National Capital Region, Region III, Region IV-A and all other high-risk areas up to May 15.

Provinces considered high-risk in Region III include Bataan, Bulacan, Nueva Ecija, and Pampanga. High-risk provinces in Region IV-A are Batangas, Cavite, Laguna, Rizal and Quezon. Oriental Mindoro and Occidental Mindoro comprise high-risk provinces in Region IV-B while Albay and Catanduanes are the high-risk provinces in Region V. Benguet in CAR, Pangasinan in Region I, Tarlac and Zambales in Region III may change by April 30.

In the Visayas, the IATF considered Antique, Iloilo, Cebu and Cebu City high-risk, all subject to recheck, Aklan and Capiz, which are both subject to ECQ. In Mindanao, Davao del Norte and Davao City are considered high-risk, while Davao de Oro is subject to ECQ and subject to recheck.

High-risk areas will be under ECQ until May 15, subject for further evaluation. Moderate-risk areas meanwhile will be under general community quarantine until May 15, also subject for further evaluation. Low-risk areas will fall under general community quarantine until May 15, and if there is no deterioration, GCQ will be relaxed leading to normalization.

The IATF likewise recommended a minimum health standard to be implemented starting April 27. The Department of Health, the Department of Transportation, the Department of Trade and Industry, the Department of Labor and Employment and the Department of Public Works and Highways (DPWH) will prepare the guidelines by April 25.

Areas previously under ECQ but remain under GCQ will allow workers to go out and work in phases. Young people, senior citizens and high health risk would stay at home.

For GCQ areas, restricted mall opening covering non-leisure shops would be allowed. There will be mandatory temperature check, mandatory wearing of masks, mandatory alcohol use. Limited number of people, particularly those with age 21 to 59, with ID and not looking sickly, would be allowed to go inside.

Priority and essential construction projects would likewise be allowed to resume, subject to minimum health standards, physical distancing, and barracks for workers. Public transport modes would likewise be allowed to operate at reduced capacity. Local government units (LGUs) would enforce curfew at night for non-workers.

The decision on ECQ and GCQ were based on the risk of outbreak. Areas under ECQ would again undergo evaluation if the decision can be relaxed starting May 16, 2020.

Mga Sir, Nag slowdown ang DOLE - OWWA sa pagtanggap ng online application para sa financial assistance ng mga OFW. Dinagsa daw kasi sila. Ang daming mga kasamahan natin ang mga nag rereklamo na ang dami daw requirements, kahit naman may record na tayo sa owwa at tila ba ang makakatanggap lang eh yung mga may live contract or nakapirma na ng kontrata, Paalis na sana. Eh paano naman yung mga nakaline up na dapat pero hindi pa nakapirma ng kontrata diba? Lahat naman affected, kaya dapat gawan nila ng paraan na maabutan ang lahat. Hating kapatid nalang.

Mga Sir! Eto na naglabas na ng guidelines ang OWWA para sa financial assitance na P10,000. Natupad ang dasal natin maging online ang transaction. Online submission ng mga requirements pero wala pa silang malinaw na nababanggit dito kung paano ang release. IKung Thru Bank account ba o pick up sa OWWA regional office. Pero sa palagay ko ipapasok nalang nila to sa bank acct. Antayin pa natin ang confirmed information about sa releasing.

Mga Sir kasama palang makakatanggap ng financial Assistance from DOLE through OWWA na halagang P10,000. Ang mga seafarer na apektado ang employment dahil sa travel ban dala ng covid-19 pandemic. Ayon sa DOLE inihahanda pa nila ang guidelines ukol dito. Ang tanong? Kailan matatapos ang pagplansta nila ng guidelines? Antayin pa daw natin ang ilalabas nilang mga requirements sa pagclaim nito at sabi pa nila kailangang pumunta sa OWWA Regional office para makuha ito. Kamusta naman ang social distancing doon? Sana pagisipan pa nila ito at sana mapagisipan nilang idaan nila sa online transaction para di na kailangan maexpose sa crowd ang magclaclaim.

Mga Sir Eto pala yung mga Training Offered under SEAFARERS UPGRADING PROGRAM ng OWWA. Sayang din yan maari po kayong makatipid ng halos P5,000 hanggang P7,000 kung SA GOC mo gagamitin. Sulit diba!? Kaso Sir di dyan kasama yung BT, tyaka yung refresher and upgrading niyang BT. Anyway meron naman dyan BTLGT or PSCRB. Laking bagay pa rin niyan. Dalawang linggong budget din ng Pamilya ang matitipid niyo.

Eto binasa ko na, Ang pinaka summary at key points dito ng IMO. Sinasabi nila dito, na sana tayong mga seafarer ay bigyan konsiderasyon ng mga government or state na magpatuloy ang CREW CHANGE sa kabila ng COVID-19 Pandemic. Hinihiling nila sa mga government sa buong mundo na magkaroon ng excemption pagdating sa ating mga seafarer, lalo na ngayon sa mga pinalawig na travel ban sa iba’t ibang bansa. Sabi ng IMO na ituring din tayong front liners at nararapat na bigyan ng excemption na magkaroon ng CREW CHANGE. Tama nga naman dahil tayo ay patuloy na natratrabaho sa kabila ng crisis na ito. Kung baga para sa akin tayo ang nagpapaikot nang mundo dahil sa ibat ibang goods na trinatransport natin. Without seafarers i believe na mapaparalisa ang mundo. Kaya sana talaga mapagbigyan ang hiling ng IMO. Nagpadala na sila ng mga sulat sa iba’t ibang state kaugnay nito. Ipagdasal natin na mapagbigyan tayo na magpatuloy ang CREW CHANGE.

Kawawa naman kasi yung mga kasamahan nating pitong buwan at mahigit nang onboard. Ganun din ang mga matatagal nang nakabakasyon at wala nang pang gastos.

Mga Sir! Paalala ko lang hah! Meron tayong nakukuhang 1 free training voucher sa OWWA. Kung sakali man na sa paguwi niyo o yung mga kasalukuyang bakasyon Ay pakuhanin ka ng training ni Sir Loui o kung sino man ang crewing mo. Every 3 Contracts to, ibig sabihin kung hindi ka nakakuha nito sa nakalipas na tatlong kontrata mo,qualified ka! So kung makakuha ka ngayon after ulit ng 3 contract bago ka makakuha. Halagang 7,500 to, pero ISANG TRAINING lang applicable ang voucher. Kahit halagang 5,000 lang ang training mo. Hindi mo na magagamit sa iba pang training ang tira na 2500. Basta isang training lang. Meron ka sa kanilang pagpipiliang training center kung saan available ang training na inaapply mo. Meron din training lang na pwedeng pagpiliian. Isusunod ko ang mga listahan ng mga to sa susunod kong post. Kung meron pa kayong katanungan tungkol dito mag comment lang po kayo sasagutin natin yan.

Magandang araw mga kabaro!
Ngayon lang! Inaprubahan na ni Pangulong Duterte ang Extension ng enhanced community quarantine sa Luzon hanggang sa ika-30 ng Abril 2020. Confirmed na po yan!

Ibig sabihin lamang po nito na yung mga kabaro natin na nakabakasyon ay maaring maextend ang bakasyon. Kaunting higpit muna po ng sinturon. Ganun din ang mga kabaro natin na onboard maari pa pong maextend ang mga tapos na ang kontrata kaya kaunting pasensya pa po. Isipin niyo nalang more stay more money.

Susubaybayan din po natin ang magiging adjustment ng MARINA at ng UPL matapos ang desisyong ito ng gobyerno.

Sa katatapos lamang na Presscon ni Pangulong Duterte. Ayon sa kanya Kasalukyan nilang pinagiisipan na iextend ang Enhanced Community Quarantine sa luzon hanggang sa April 30. “We are inclined to extend the lockdown up to April 30” -PDU30

Hindi pa po ito confirmed, Sa ngayon hanggang April 12 pa rin po ang ipinatutupad na ECQ. Abangan po natin sa mga susunod na araw kung ano ang magiging desisyon nila.

Ang impact nito sa atin.
Ibig sabihin po maaring pang maextend ang mga kasamahan nating nasa barko na tapos na ang kontrata hanggang April 30, ganun din ang kasamahan nating nasa lupa ngayon maaring maextend ang bakasyon.

Attention all seafarers! With the removal of “Online Evaluation” step, the processing for the Certificate Issuance of BT, SDSD, ATFF, MEFA, MECA, FRB, BTOC, BTGLT, OIC-NW, OIC-EW, and GOC through MISMO is now reduced to seven (7) quick steps starting WEDNESDAY, FEBRUARY 12, 2020.

Just be sure to provide your CORRECT NAME and BIRTHDATE as these will be reflected in your official documents. Also, provide the correct requested information and appropriate documents to avoid any delay in the process.

Rest assured that the MARINA is continuously enhancing and developing its online systems by making the remaining processes simpler and more user-friendly. Soon, all of our services can be accessed online!

Here are the seven (7) quick steps for your Certificate Issuance application:

1. Go to the MISMO website at https://online-appointment.marina.gov.ph/ and submit your application.

2. Attach the required documents as indicated in MISMO and then click SUBMIT.

3. Select your preferred processing center then select an appointment date & time most convenient for you. Click PROCEED.

4. Pay for the appropriate fees and charges at any available MARINA payment channel like: Bayad Center, 7/11, GCash, LBC, Cebuana, and many others.

5. After receiving your confirmation, visit your chosen processing center on the appointment schedule you selected. Don't forget to bring your original documents!

6. Present your documents for the final evaluation.

7. Done! Your requested STCW certificates will now be given to you.
