*1592* more covid-19 cases in the last 24 hours, taking the overall tally in Jammu and Kashmir to *49134* , officials said on Thursday. This is the eighth consecutive that the J&K reported over one thousand COVID-19 cases.

With 112 travelers among them, 770 cases were reported from Jammu Division and 822 from Kashmir Valley, officials told news agency GNS.

Giving breakup of the cases, they said,

*SRINAGAR:* Contrary to the Central government’s stand, Lieutenant Governor Girish Chandra Murmu said the high-speed 4G internet will not create any problem, even as he picked holes in Jammu and Kashmir’s new media policy and promised few corrections.

“We have been making (a) representation for this… I feel that 4G will not be a problem. I am not afraid of how people will use this. Pakistan will do its propaganda, whether it is 2G or 4G. It will always be there… But I don’t see an issue,” Murmu told The Sunday Express in an interview.

In an affidavit filed on Thursday in the Supreme Court, the Centre had said that a special committee set up to examine the demands for restoring 4G services, following the orders of the court on May 11, had met twice on May 15 and June 10, and arrived at a decision that “no further relaxation of the restrictions on Internet services, including 4G services, would be carried out at present”.

The special committee comprises the Union Home Secretary, Department of Telecommunications Secretary, and the Chief Secretary of J&K.

To another question on the J&K Information Department’s Media Policy 2020, which empowers the DIPR (Department of Information and Public Relations) to examine media content for fake news, plagiarism and unethical or anti-national activities, Lt Governor Murmu said, “I will check this, this is not required. There are relevant IPC/ CrPC and other laws for this.”

The policy, implemented by the Information Department on May 15, 2020, said, “DIPR shall examine the content of the print, electronic and other forms of media for fake news, plagiarism, unethical or anti-national activities.” Any individual or group indulging in this shall be de-empanelled, it said.

“A suitable mechanism with specific ToRs (terms of reference) shall be set up by the DIPR for monitoring the above and ensuring adherence to the guidelines,” it said.

The Lieutenant Governor said that the DIPR did not have the capacity to decide whether the news is “anti-national.”

“This obviously, only the agencies can check. We can delete this also (from the revised media policy). They (DIPR) only have to do the checks required for accreditation, but not facts… if there is such a situation, they will get it checked from agencies. What is ‘anti-national’ is a parameter of law… the Supreme Court has given judgments on this from time to time… Again, agencies or police will have to do (look into this),” he said.

“I have already told the Information Department to re-check all this,” Murmu said

*_LG launches 73 projects worth Rs 476 crore in 6 Kashmir districts_*

Stresses on speedy completion of under construction projects, strict adherence to Covid-19 SOPs

*Srinagar:* Lieutenant Governor Girish Chandra Murmu e-inaugurated as many as 48 developmental projects worth Rs 151.79 crores and laid e-foundation of 21 number of projects worth Rs. 290.80 crores during his recent extensive tour to six districts in Kashmir.

During visit to district Kupwara, Lieutenant Governor inaugurated IPD Block at SDH Kupwara worth Rs. 24.80 crores, Video Conference Hall in District Administrative Complex worth Rs. 23.9 lac, and laid foundation stone for construction of parallel Bypass to Lolab road project worth Rs. 1.88 crores. On visit to Kulgam, Lieutenant Governor laid the foundation stone of 50-bedded integrated Ayush Hospital project worth 7.40 crore at Chawalgam Kulgam.


The 48 projects e-inaugurated includes 8-bridges, 5-schools, 2-colleges, 3-receiving stations, 5-hospitals, 4-hostels, 9-Water Supply Schemes, 7-buildings and 5 other works during his visit to Bandipora, Kupwara, Kulgam, Pulwama ,Shopian and Baramulla districts.

Lieutenant Governor also laid e-foundation of 21 mega projects that include, 50-bedded Ayush Hospital at Kupwara, 2-Hospital at Kulgam and Sopore, 2-transit accommodations at Shopian and Kupwara, 5-road projects, 2-Water Supply Schemes, 1-number of 12 Mega Watt Hydro Electric Project, 2 Colleges, 4-buildings and 1-Indoor Stadium and Community Bunkers in these districts.

Lieutenant Governor was accompanied by Advisor to LG Baseer Ahmad Khan; Director General of Police Dilbagh Singh; Divisional Commissioner Kashmir, Pandurang K. Pole; respective Deputy Commissioners, SSPs and other concerned officers of various departments.

During meeting with DCs, Lieutenant Governor reviewed the pace and progress of ongoing development projects executed by Health, RDD, PWD, Jal Shakti, PDD, Agriculture/ Horticulture and other departments in all these Districts. He stressed on concerned to expedite the work process on all under construction projects to ensure their speedy completion.

*_Amarnath Yatra cancelled due to coronavirus pandemic._*

Jammu and Kashmir administration has decided to cancel the annual Amarnath Yatra this year owing to safety concerns of pilgrims in the wake of the coronavirus pandemic.

This decision was taken during the 39th meeting of Shri Amarnathji Shrine Board that was chaired by J&K Lieutenant Governor Girish Chandra Murmu on Tuesday. The meeting was held virtually and was called to discuss the current Covid-19 situation and its likely impact on the Amarnath Yatra.

The meeting was attended by Shri B.V.R. Subrahmanyam, Chief Secretary; Shri Bipul Pathak, CEO SASB; Shri Anup Kumar Soni, Addl CEO SASB & senior officers of Shrine Board. Threadbare discussion was held on the current circumstances of COVID-19 pandemic and its likely impact on the Yatra.

The Board discussed the Supreme Court order dated 13.07.2020 in which, the decision to conduct the Yatra was left to the Administration/ Government after assessing the ground realities prevailing in Jammu & Kashmir.

The Board was informed that the arrangements were on track since February 2020, but due to nationwide lockdown and pandemic, State Executive Committee, J&K has still continued to keep religious places and places of worship closed for the public. These prohibitions continue till 31st July.

The Board further discussed that pandemic has put the health administration system to its limit. The spike has been particularly very sharp in July. Health Workers and Security Forces are also getting infected and the focus of entire Medical, Civil and Police Administration at the moment is on containing the local transmission of the COVID-19 pandemic. The health concerns are so serious that the strain on the health system, along with the diversion in resources to the Yatra, will be immense. This would also unnecessarily put the Yatris at risk of catching the COVID-19.

The Board also discussed the decision of High court of J&K in Writ Petition (No CM No. 3022/2020 in WP(C) PIL No 5/2020 in which the Court directed SASB to take a final view in light of order of Hon’ble Supreme court dated 13.07.2020 and keeping in view the compliance of all healthcare protocols, Standard Operating Protocols notified by the Central Government as well as by the Union Territory of Jammu & Kashmir.

The Board further deliberated the considered views of the Government. The Government made reasoned observations supported by facts which suggested that it would not be advisable to conduct Shri Amarnathji Yatra 2020 and it would be advisable to cancel it this year in larger public interest. This would enable the Health, Civil and Police Administrations to focus on the immediate challenges facing them rather than diverting resources, manpower and attention to the conduct of the Shri Amarnathji Yatra.

Based upon the circumstances, the Board decided with heavy heart that it is not advisable to hold and conduct this year’s Shri Amarnathji Yatra and expressed its regret to announce the cancellation of Yatra 2020. The Board is aware of and respects the sentiments of millions of devotees and to keep the religious sentiments alive, the Board shall continue the Live Telecast/ Virtual Darshan of the morning and evening Aarti. Further, the traditional rituals shall be carried out as per past practice. Also, the Chhadi Mubarak shall be facilitated by the Government...
