If you had used a Preacher Tool beforehand, you pop out the bad bushing, install a Blind Bushing (one without a pivot hole) position the Preacher and create a Divot on the blind bushing. Use this Divot to locate the original hole, drill and broach to pivot size and your done.

A Taig or Sherline lathe with a 3/8 keyless chuck is preferred but a small drill press on its side will do the job spinning the arbor horizontally.
