Pinuri ng mga tagasuporta ng pamilya Duterte ang pagtanggal kay Ako Bicol Party-list Rep. Zaldy Co bilang pinuno ng House Committee on Appropriations at sinabing ‘karma’ umano ang nangyaring ito sa kanya dahil sa mga tirada ng mambabatas laban kay Vice President Sara Duterte.

Inalis si Co bilang chairperson ng committee on appropriations noong Enero 13 matapos ang mosyon ni Deputy Majority Leader at Ilocos Norte Rep. Sandro Marcos na ideklarang bakante na ang puwesto.

Pagkasibak ni Cong. Zaldy Co bilang puno ng appropriations committee, ikinatuwa ng netizens

MAYNILA - Tila ipinagbunyi ng mga netizens sa social media ang pagkatanggal ni Ako Bicol Party-list Representative Zaldy Co bilang Chairman ng House Committee on Appropriations.

Ito'y matapos ipinanukala ni Senior Deputy Majority Leader Sandro Marcos na gawing bakante ang pwesto ng appropriations committee chair, na inaprubahan din ni House Speaker Martin Romualdez.

Opisyal na tinanggalan si Co ng kanyang titulo bilang tagapangulo ng kumite sa muling pagbubukas ng mga sesyon Kongreso noong Lunes, January 13, 2025.

Nagbitiw din naman ng pahayag si Co noong Lunes at sinabing kusa niyang binakante ang kanyang posisyon para tutukan ang kalusugan, na tingin ng ilang mga netizen ay paraan lamang ng mambabatas upang isalba ang sarili sa kahihiyan matapos patalsikin sa pwesto.

“The highly demanding nature of my role has taken its toll, and I now need to prioritize seeking the medical attention necessary for my well-being,” saad ni Co.

Unang naging mainit sa paningin ng ilang mga personalidad si Co sa gitna ng taong 2024 dahil umano sa mga kuwestiyonableng pinaglalaanan ng pondo para sa 2025 budget.

“Drama lang Yan Nag resign Mag gamit nanaman sila ng iba para maka iwas sa batikos,” saad ng isang netizen sa Facebook.

“...bakit nagresign sa komite lng,kung tlgang kalusugan nya ang dahilan dpat sa pagka kongresman sya nagresign,nagresign nga ba o tinanggal,dpat nagresign o baba na din sa pagka speaker yang c tambaloslos,” dagdag pa ng isa.

Itinanggi naman ni Executive Secretary Lucas Bersamin na may kinalaman ang kasalukuyang administrasyon sa pagpapatalsik kay Co sa pwesto.

Sa mga unang buwan ng 2024, nagkasagutan rin si Co at si Senator Joel Villanueva, kung saan ipinaalala ng Senador ang umano'y kwestyunableng track record ng Congressman dahil sa pagkaka dawit nito sa Pharmally scandal.

GARBAGE CRISIS SA LUZON, NAGSIMULA NA NGA BA?

Sa kanyang TikTok na “Models of Manila”, ibinulgar ng senatorial candidate at vlogger na si Marc Gamboa ang nag-uumpisang garbage crisis sa Luzon sanhi ng pagpupumilit ng Clark Development Corporation (CDC) na maipasara at mabawi ang Kalangitan Sanitary Landfill kahit labag ito sa batas.

Ayon sa kanya, ang CDC at ang operator ng Kalangitan na Metro Clark Waste Management Corporation (MCWM) ay kasalukuyang may legal dispute at kailangan pa muna itong resolbahin ng korte bago mapaalis nang tuluyan ang MCWM sa landfill.

Ang world class na Kalangitan Sanitary Landfill ay nagseserbisyo sa higit 100 local government units at sa maraming industriya sa iba’t ibang panig ng bansa.

Clark locators fear Porac waste facility not ready

Locators and investors here have expressed apprehension over the readiness and capability of the materials recovery facility in Porac, Pampanga to “manage” their waste after the City of San Fernando LGU said the area may become an “open dumpsite.”

“Are they ready to cater us all?,” asked PhilExcel Busines Park, Inc., one of the biggest investors in this freeport with 220 tenants, noting that Prime Waste Solutions Pampanga (PWS) has yet to “visit our area and answer our queries.”

There are more than 1,000 foreign and local investors inside the Clark Freeport, who mostly relied on the engineered sanitary landfill of the Metro Clark Waste Management (MCWM) located in Kalangitan, Capas, Tarlac.

“Since the CDC (Clark Development Corp.) has already provided us the guidelines and we’re expecting Prime Waste to be present today to answer our queries. Firstly, are they going to pattern the same procedure as of that MCWM? Secondly, why until now they were not able to provide us their guidelines? Thirdly, were they able to visit our place considering we have 220 tenants,” asked the PhilExcel management.

“Locators are asking how Prime Waste can do the service considering they never even visited and inspected their place. MCWM does this procedure that before we even have contract with client, there is (an) inspection, orientation and on-site meetings,” said the PhilExcel Business Park, Inc. management. “We already spoke to them last week and till now we didn’t hear anything from them that is why we asked the assistance of the CDC president.”

A tenant inside PhilExcel also said: “All of us were only given one week to work with Prime Waste. Too tight for all of us.”

“May we know the reason why there is an abrupt change of hauler?,” asked another.

In a statement on Sept. 27, the PWS noted that “the Clark Development Corp. has named Prime Waste Solutions Pampanga Inc. (PWS Pampanga) its newly-accredited lone service provider authorized to handle collection of residual waste within the Clark Freeport and Special Economic Zone.”

It said PWS Pampanga operates a modern, large-scale materials recovery facility (MRF) in Porac, Pampanga with a capacity to process 5,000 tons of solid waste per day.

Earlier, the City of San Fernando LGU expressed fears the proposed waste facility in Porac, Pampanga, will become an open dumpsite in the wake of mounting complaints in Cebu City where PWS operates a similar MRF.

Maria Theresa Doble, OIC, CSF City Environment and Natural Resources (CENRO), has said the proposed waste facility in Porac may replicate the problems besetting their operations in Cebu City which allegedly became an open dumpsite.
Cebu City residents had reported the foul odor emanating from the Binaliw Landfill.

Cebu City Acting Mayor Raymond Alvin Garcia has already ordered an investigation into the incomplete PWS MRF which reportedly emitted foul odors, contaminates water, and facing operational inefficiencies.

Garcia, who conducted an on-site inspection of the Binaliw landfill on Friday, September 20, said urgent steps must be taken to solve the pressing issues of foul odors, contaminated stagnant water, and runoff during heavy rains.

“Hindi malayo base sa kung sino ang nago-operate. Ang nago-operate sa Binaliw Landfill is the same management operating at the Prime Waste Holding. Binaliw is not a landfill but an MRF base on the news and statement of Mayor Garcia of Cebu City,” according to Doble.

When asked if the Porac waste facility is ready to accept the volume of waste in Central Luzon, Doble said it cannot cope up with its current capacity. “No, they are only mechanized Material Recovery Facility not an engineered sanitary landfill wherein they have only Residual Containment Area (RCA) for the residual,” Doble said.

Doble said the City of San Fernando which has “35 barangays, only have 12 city trucks running whole day from 2am to 10pm and other subdivisions transferring their residual waste in our CMRF, the average residual waste of the City is 120-125 metric tons a day.”

“The best solution for the waste management is waste reduction, waste diversion and informed and disciplined waste generators,” Doble said.

More than 150 LGUs all over Central Luzon, and parts of Pangasinan and Benguet had been opposing the closure the only sanitary engineered Kalangitan Landfill in Capas, Tarlac.

Meanwhile, some members of the Environmental Practitioners Association (EPA) who asked not to be named, said the new wastes facilities in Porac and Floridablanca “are not yet tested” and they prefer the services of the MCWM in Capas, Tarlac.

Members of the environmental group and locators inside the sprawling Clark Freeport said they are not ready to utilize the waste facilities in the towns of Porac and Floridablanca because these are not yet “tested.”

The Porac and Floridablanca wastes facilities are not also accredited by the PEZA to haul wastes from the more than 1,100 foreign and local investors inside the Freeport zone.

The City of San Fernando has raised concerns that the proposed waste facility in Porac town could turn into a problematic open dumpsite similar to the one in Cebu City which is operated by the same group that will handle the waste recovery in the area.

The city environment and natural resources office (CENRO) of San Fernando said it feared that the Porac facility would replicate the issues faced by the Binaliw landfill in Cebu City which is also managed by Prime Integrated Waste Solutions Incorporated (PWS).

PWS started to operate the materials recovery facility (MRF) in Cebu City in March. The same company is also scheduled to begin its operations in Porac in October.

Councilor Pastor Alcover Jr., during the executive session, said that when they hiked the mountains around the landfill last Aug. 29, he saw that the landfill was turned into an open dumpsite.

He pointed out the possible violations Prime Integrated Waste Solutions Inc. (PWS) committed, which were creating an open dumpsite, which is considered to be illegal, heightening landfills, imposing danger similar to a landslide, and contaminating the water in nearby areas.

Alcover also said that the concept of a landfill would be having a base of plastic lining underneath the garbage, which serves as a catcher of wastewater. However, they did not see any plastic lining during their inspection, he added.

Acting Cebu City Mayor Raymond Alvin Garcia has initiated an official investigation into complaints about a foul odor emanating from the Binaliw landfill. Garcia tasked the Cebu City Environment and Natural Resources Office (CCENRO) with a three-day probe into the issue, following a petition from local residents of the Santa Ana Homeowners Association.
