Security review ahead of announcing LS poll In J&K

SRINAGAR NBI NEWS 09 MARCH 2024:The Union Ministry of Home Affairs and members of the Indian Election Commission met to discuss the security situation in Jammu and Kashmir in relation to the upcoming Lok Sabha elections in the Union Territory.

Noting that the Commission will be visiting J&K on March 12 and 13 for two days is pertinent.

The potential of holding Assembly elections in Jammu and Kashmir concurrently with State Assembly elections in Andhra Pradesh, Odisha, Sikkim, and Arunachal Pradesh was allegedly explored by ECI officials with Home Ministry representatives.

It is important to note that the Supreme Court ordered the Election Commission (EC) to hold Assembly elections in Jammu and Kashmir by September 30. This was last December.NBI

SRINAGAR NBI NEWS 09 March 2024/: Ghulam Nabi Azad, the leader of the Democratic Progressive Azad Party (DPAP), stated on March 9 that the people of the Union Territory can no longer wait for the Assembly elections in Jammu and Kashmir to take place shortly after the Lok Sabha election. He added that the statehood of Jammu and Kashmir would be reinstated.

"We have been anticipating the Assembly elections for many years. We hope that the polls happen right after the election of the legislature. Following a public meeting in the Chittergul area of this south Kashmir district, Mr. Azad told reporters, "I think the people of Jammu and Kashmir cannot wait anymore now."
Jammu and Kashmir's statehood would be reinstated, according to the former Union Minister.
In response to Omar Abdullah's comments on Mr. Azad criticising his father, NC president Farooq Abdullah, he poked fun at the leader of the National Conference (NC). Another milestone towards ‘Brashtachar Mukt J&K’

SRINAGAR, AUGUST 26: In line with the stated objective of J&K Government to make J&K ‘Corruption Free’, the Chief Secretary, Dr. Arun Kumar Mehta today launched the J&K Regular Departmental Action (RDA) portal developed by the General Administration Department in collaboration with the Kashmir University for processing and monitoring of disciplinary proceedings initiated against employees. The launch was attended by the Commissioner Secretary, General Administration Department, Sanjeev Verma along with other senior functionaries of the J&K Government.

This portal will enable the concerned authorities to monitor the disposal of RDAs in a time-bound manner and will also ensure that there are no data losses vis-à-vis disciplinary proceedings. In consonance with the timelines prescribed for disposal of RDA, the portal has features to generate alerts wherever there is delay in timely completion of the requisite step prescribed in the disciplinary proceeding. This will ensure that the misdemeanor does not go unpunished and will act as a deterrence. The need for portal was felt after it was noticed that some of the RDAs have stretched for more than a decade without closure and in some cases, employees getting superannuated with RDAs still intact even though the RDA is supposed to be completed in one year. This will also address any complaints of connivance of employees in keeping the RDA un-attended.

This initiative is in continuation to multiple steps taken to curb corruption in the past including Budget Estimation, Allocation and Monitoring System (BEAMS), Aapka Mobile-Hamara Daftar initiative – UMANG (Unified Mobile Application for New-age Governance), Rapid Assessment System (RAS), e-Office, J&K Employees Performance Monitoring Portal (EPM), Implementation of -tendering, AA/TS & JKPaysys, PROOF app, JANBAGHIDARI, Digital Payment, e-stamping, e-GRAS, Electronic Vigilance Clearance System, Aapki Zameen Aapki Nigrani, Property Return System, Auto Appeal System (AAS) etc. which have ushered new era corruption free, transparent and accountable governance.

Speaking on the occasion, Dr. Mehta directed the General Administration Department to ensure that the portal is equipped with all the resources like sample templates/formats, training videos, orders/circulars, CVC guidelines etc.to act as a guide for time-bound completion of disciplinary proceedings in a user friendly manner.

Dr. Mehta further observed that the portal is employee friendly as it would help in fast-tracking closure of RDA and ensure that the employees found innocent are not harassed. He directed all the departments to ensure that legacy data of existing disciplinary proceedings is uploaded on the portal in one month’s time and that General Administration Department shall conduct Capacity Building Programme for all the departments in this regard.

Union Minister for Rural Development and Panchayati Raj, Shri Giriraj Singh, joined the conference virtually.

“Meri Panchayat App”- an integrated and unified m-governance platform was also launched on the occasion.

Union Minister Shri Giriraj Singh commended the UT Administration for its efforts in strengthening the three-tier Panchayati Raj System in J&K.

He said initiatives like “Meri Panchayat” App are the new form of good governance and digital India to empower rural India.

In his address, the Lt Governor Shri Manoj Sinha welcomed the representatives of Panchayats, stakeholders and domain experts from across the country to Jammu Kashmir.

He said the deliberations on exemplary strategies, convergent actions and best practices aligned with Localisation of Sustainable Development Goals over the three days will make the governance at Panchayat level more effective and efficient.

“Hon’ble Prime Minister Shri Narendra Modi ji has given us a vision of ‘Gram Uday se Bharat Uday’ and it should be our sincere efforts to realise the limitless potential and possibilities of rural areas, to change the destiny of the country,” the Lt Governor said.

The Lt Governor shared the efforts of the UT Government in the last three years to ensure responsive, inclusive, participatory and representative decision-making at all levels.

“Sustainable Development Goals can be achieved through transforming the villages and making them Aatma-Nirbhar. It is our firm resolve to make the PRIs empowered, stronger and ensure their increased participation in development initiatives,” the Lt Governor said.

The development projects are being taken as per the needs of the people and completed at a faster pace. Infrastructure development is bridging the gap between rural and urban J&K and timely completion of projects shows our rural society is becoming prosperous and growth is inclusive and sustainable, the Lt Governor added.

The Lt Governor also appealed to the people and all the stakeholder departments to work together on Panchayat Level indicators for the good governance. He said the government is ensuring necessary resources as well as giving Panchayats the responsibility of implementation to strengthen the solid foundation of inclusive development.

The Lt Governor reiterated the commitment of the UT Administration towards the welfare of the last man in the queue and improving the standard of living of rural population.

We are working together to take necessary steps for effective and seamless public service delivery as well as benefits of government schemes and programmes to fulfill the aspirations of all the villages, he said.

Self-employment schemes and Self Help Groups founded and run by rural women have immense potential for making rural society self-reliant and to increase household incomes by creating more opportunities for employment and self-employment at the grassroots level, the Lt Governor said.

In order to meet the housing needs of the poor, we have taken a concrete initiative to provide land to landless and a pucca house, he added.

Yatra to remain temporarily suspended from 23rd August in view of reduced pilgrim flow & track restoration works

Chadi Mubarak to mark the culmination on 31st August

JAMMU / SRINAGAR, AUGUST 20: The 62-day long Shri Amarnathji Yatra, 2023 commenced on 1st July this year and it will culminate with the event of Chadi Mubarak on 31st August 2023.

The Yatra commenced simultaneously from both the routes - the Pahalgam track in Anantnag district and Baltal in Ganderbal district.

This year the Yatra has seen overwhelming footfall with more than 4.4 lakh pilgrims having taken darshan at the Holy Amarnathji Shrine so far.

Shrine Board authorities have informed that due to considerable reduction in the flow of pilgrims and the urgent repairs & maintenance of the Yatra tracks at vulnerable stretches being undertaken by Border Roads Organization (BRO), movement of pilgrims on both the tracks leading to the Holy Cave is not advisable.

Hence, the Yatra shall remain temporarily suspended from both routes with effect from 23rd August, 2023. Chadi Mubarak shall proceed via traditional Pahalgam route marking the culmination of Yatra 2023 on 31st August.

Renovation Of Ghats Along Jhelum River In Srinagar Undertaken
SRINAGAR, Aug 19: Authorities in Jammu and Kashmir’s Srinagar have taken up an ambitious project to renovate about 40 ‘ghats’ as part of the Jhelum riverfront development project to restore them to their old glory.
As part of the project, under the aegis of the Srinagar Smart City Project, 20 ghats on the Jhelum River here have been restored so far.
The initiative aims to preserve these heritage sites and revive these important public spaces, reconnect the city with the river and develop infrastructure to support water transport.

Apart from being places to socialise, the ghats were important for business as well, which was done through the water transport system.
“As per the riverfront development project beyond Amira Khadal to Chattabal we have around 40 ghats. Those used to be important public places and also for water transportation. Twenty of them have been restored and we will inaugurate them in a few days,” chief executive officer (CEO), Srinagar Smart City Project, Athar Amir Khan said here.
He said the ghats helped people to connect and socialise.
“They were also used for water transportation. We are working and many of these ghats are also getting converted into boarding and deboarding points for water transportation,” Khan added.
Bilal Ahmad Dar, a washerman, who works at one of such ghats, said their renovation was essential.
“Ghats have significant importance as it generates employment for those who work at ghats. Renovation of ghats is essential as they are quite damaged. This step was much needed as it will help people like us to earn a livelihood. If the government will work more on ghats, it will bring in more benefits,” he said.
Another washerman, Showkat Ahmad Dar, who washes shawls at one of the ghats over the river, said Kashmiri Pandits used to perform rituals at such places.
“Repairing ghats is very important and they should be cleaned properly,” he said.
The ghats were once the backbone of the people of Kashmir as they used to live and do trade at ghats.
“In Srinagar, the artwork of Kashmir is dependent on these ghats. Significant mosques, shrines and temples are on the bank of the Jhelum River. A number of ghats have been renovated as it was an important step because it added up beauty,” he said.

Mushtaq Ahmad Beig, senior supervisor at Srinagar Municipal Corporation (SMC), said for 40 years river ghats were non-functional, but now due to the Srinagar Smart City Project, they have been renovated.
“Heritage is preserved through these ghats and authorities are planning to run cruises in Jhelum river for which ghats will serve more purpose. In order to promote tourism, renovation of ghats is a good step,” he said.
The renovation is also operated in the traditional way to showcase heritage. Some more work like benches are to be installed as well. When river transport will get started, their importance and use will be amplified,” Beig added.
Rashid Rahil, a historian, said the renovation of ghats is a huge step in revitalising Kashmir’s heritage.
“In the current governor rule, many ghats have been renovated under the Srinagar Smart City Project. But, water transport has not been brought to life yet. If authorities get successful in reviving water transport and the traditional heritage of ghats, then it will be a remarkable thing. It will be a huge step in revitalising Kashmir’s heritage. It is a welcome step,” Rahil said. (Agencies)

2038 dead due to floods, landslides, lightning since April 1: MHA data

NEW DELHI, Aug 18:
As many as 2,038 people lost their lives due to floods, lightning and landslides this monsoon, with Bihar reporting the highest casualty figure of 518 and Himachal Pradesh 330.
According to the data prepared by the Union Home Ministry, 101 people went missing and 1,584 received injuries during the rains and floods from April 1 to August 17.
As many as 335 districts were affected by the rains, landslides and lightning – 40 of them in Madhya Pradesh, 30 in Assam and 27 in Uttar Pradesh.
Twelve districts in Himachal Pradesh and seven districts in Uttarakhand were also hit by the monsoon floods and landslides.
Altogether 892 people drowned due to floods, 506 died due to lightning and 186 lost their lives due to landslides during this period, according to the home ministry data.
A total of 454 people also died due to various other reasons during the monsoon.
Besides Bihar and Himachal Pradesh, 165 people died due to rains, floods, landslides and lightning in Gujarat, 138 in Madhya Pradesh, 107 each in Karnataka and Maharashtra, 90 in Chhattisgarh and 75 in Uttarakhand.
A total of 160 teams of the National Disaster Response Force have been deployed in various states. Of them, 17 teams were deployed in Himachal Pradesh, 14 in Maharashtra, 12 each in Uttar Pradesh and Jammu and Kashmir, 10 each in Assam and West Bengal and 9 in Uttarakhand, according to the data.

Revival of Cinema theatre after the gap of three decades, better road and communication connectivity, augmented power infrastructure, better health, sports and education facilities are the testimony to our commitment towards transforming the standard of living of the people of the district, he said.

Speaking on the measures taken to strengthen the infrastructure and facilities for Holy Machail Mata pilgrimage, the Lt Governor reiterated the resolve of the UT Administration to ensure smooth and seamless pilgrimage for the devotees.

Construction of road, solar power and tented accommodation for pilgrims has spurred the influx and this year's figure has already crossed more than one lakh pilgrims, he added.

The Lt Governor expressed gratitude to the Hon’ble Prime Minister Shri Narendra Modi and the Government of India for extending the support for survey, gemological studies of Sapphire mines.

In next one year, we will be in a position to auction the Sapphire mines in a scientific way that will give a boost to the local economy and it will also become one of major contributors of growth of Jammu Kashmir, he said.

Addressing the issues put forth by PRIs and the locals, the Lt Governor assured time-bound and appropriate action on all public demands projected during the interaction. He also directed the Principal Secretaries Higher Education and Public Works (R&B) to take concrete measures, in consultation with all stakeholders, to address the concerning issue of their respective departments at the earliest.

We are committed to meet the aspirations of every section of the society. Hon'ble Prime Minister Shri Narendra Modi ji has ensured that Paddar gets reservation on the regional basis because he always maintained that underprivileged and marginalised section of society has the first right on the government resources, he said.

The Lt Governor sought active participation of PRIs and the people in implementation of all the initiatives of the UT Administration to push forward the development of Kishtwar.

He also called upon the youth of the district to avail the benefits and incentives under home stay schemes of the government.

The Lt Governor also visited the Buddhist Gompa at Paddar, where he sought blessings of the Lord Buddha and interacted with the members of the Buddhist community.

“Buddhist community is an integral and equal part of our society. They have all the rights on the resources. Administration will provide all possible assistance for the all round growth and empowerment of the families,” the Lt Governor said.

Students of Government Degree College and Himalayan Cultural School Gulabgarh presented the Padari and Buddhist folk dance performances.

Dr. Devansh Yadav, Deputy Commissioner Kishtwar; PRI representatives, senior officers and locals in large numbers were also present on the occasion.

DC Ramban encourages youth to establish startups by availing self- employment schemes

RAMBAN, MAY 25: Deputy Commissioner, Mussarat Islam today inaugurated a startup-Dayal House Bakery, established by a young entrepreneur in the main market of Ramban town by availing benefit of government’s self-employment scheme.

The Deputy Commissioner congratulated the owner for opening the Bakery shop with all varieties of bakery. He wished him best of luck for his future endeavours. He advised the start up owner to maintain high standards of quality, hygiene, punctuality and discipline for achieving greater success in the business.

Prominent civil society members and a large number of the general public attended the function.

The Deputy Commissioner highlighted the success of the centrally sponsored schemes and urged the unemployed youth to avail the benefit of these schemes to establish start up in potential sectors and live with dignity.

“The Government is very keen to solve the unemployment problem by offering a range of employment generation schemes to tap the available potential in different sectors,” he said.

He said that the procedure to apply for the schemes is paperless and hassle free and include expert guidance and skill training to the beneficiary.

The DC further said that the youngsters of Ramban are talented and can excel in any field, if given an opportunity. He said a platform is needed for them to take a leap and PMEGP, KVIB are one of these platforms available to them.
