President Rodrigo Roa Duterte convenes with several Cabinet members to discuss updates on the procurement of vaccines against the Coronavirus Disease 2019 (COVID-19) and the government’s efforts in mitigating the effects of the health crisis amid the new strain of the virus recently discovered in the United Kingdom.

As COVID-19 vaccines are already being rolled out in other countries, President Duterte assures his ‘kababayans’ that the Filipinos will not be left behind in the mass vaccination, especially those in the vulnerable sectors.

He also issues a stern warning to individuals who skip the mandatory quarantine period by negotiating with the authorities, stressing that they will be jailed together with concerned officials if caught bribing or negotiating.

President Rodrigo Roa Duterte gathers several Cabinet Secretaries, members of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and medical experts from various government agencies, academe and organizations to resume discussions on the recently discovered new Coronavirus Disease 2019 (COVID-19) variant and other related concerns in a meeting at the Heroes Hall in Malacañan Palace on December 28, 2020.

With the threat and emergence of the new strain, President Duterte reassures his ‘kababayans’ that the government will implement and review as necessary the needed testing, quarantine and safety protocols to prevent its entry in Philippine shores.

The Chief Executive also announces the Community Quarantine Classification that shall be implemented in different cities within the country from January 1-31, 2021.

Furthermore, he reads the list of Representatives allegedly involved in corruption with the Department of Public Works and Highways (DPWH) and orders the Department to reshuffle its district engineers throughout the country to avoid familiarity in the area.

Among the top recipients of the PhP4.506 trillion national budget are the Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) and state colleges and universities (SUCs) with PhP708.181 billion; Department of Public Works and Highways (DPWH) with PhP694.822 billion; Department of Health (DOH) with PhP287.472 billion; Department of the Interior and Local Government (DILG) with PhP247.506 billion; and Department of National Defense (DND) with PhP205.471 billion.

The 2021 GAA includes an allocation of PhP72.5 billion for the purchase, storage, transportation and distribution of Coronavirus Disease 2019 (COVID-19) vaccines. Of this amount, PhP2.5 billion is lodged under the DOH while the remaining PhP70 billion is appropriated for unprogrammed funds, dependent upon the government’s revenue next year.
