Under the leadership of Congress President Kuldeep Singh Rathore, Congress leaders today staged a protest at the Ridge, against the government's failures due to the rising corona cases in the state.
District Shimla Urban President Jitendra Chaudhary, Rural President Yashwant Singh Chhajta, Congress Secretary Harikrishna Himral were also sitting in this protest.
While answering the queries of journalists, Rathore accused the government of completely failing to deal with the Corona epidemic. The government did not take any measures in time.
The work of vaccination in the state is going on at a very slow pace. There is not enough quantity of vaccines available for youth above 18 years of age. He said that the rural youths are facing a lot of difficulties due to the registration work being complicated.
He alleged that the government as per its convenience has increased the time gap between the first dose and the second dose due to the acute shortage of vaccines in the country. He asked the government to tell which expert recommended that the duration of the second dose be extended, while after the first dose he was also given 6 weeks time.

Rathore said that due to the lack of vaccines in the country, the government has extended its time period which just playing with the health of the people.
He said that earlier the government exported vaccines that were made in the country and due to this today there has been a huge shortage in the country.
He said that the government should now global tender it so that its deficiency can be met. He said that after the first wave of Corona, the government did not take any measures to fight the second wave. The epidemic has been overcome to a large extent in foreign countries while this is not under control in the country.

Expressing concern over the fast-growing cases of corona infection, Rathore said that its spread can cause serious problems in the remote villages of the state. There is an urgent need of door to door testing and vaccination. He said that there is already a huge deficiency of health services in rural areas. He said that the test report should come within 24 hours.
He said that there is no facility for testing and sampling in rural areas. He demanded to start mobile van services for this. He said that there has been a huge shortage of beds, oxygen, ventilators, and other necessary equipment in hospitals. People affected by corona are under heavy mental stress. The death toll is increasing day by day.
Rathore said that Congress is trying all possible help to protect the people from Corona. We are providing all kinds of help to anyone who requests us under the Gandhi Helpline.
The entire system of the government has collapsed and as such has forced the Congress party to sit on dharna in order to awaken the government.

CM directs officers to ensure availability of labourers to avoid inconvenience to horticulturists

Each and every person visiting the State from other parts of the country should be properly tested and traced to ensure that he has no symptoms of COVID-19. This was stated by Chief Minister Jai Ram Thakur while addressing the Deputy Commissioners, Superintendents of Police and Chief Medical Officers of the State through video conferencing from Shimla today.

Chief Minister said that SOP regarding entry and checking of persons visiting the State should be strictly adhered to and special care should be taken to diagnose the persons arriving from the hot spots. He said that the people coming from hot spots should be invariably tested for coronavirus and allowed to go for home quarantine only after they are tested negative.

Jai Ram Thakur said that special thrust should be paid on Information Education and Communication (IEC) regarding taking fundamental precautions such as use of face mask, social distancing and seeing a doctor in case of any ILI symptoms. He said that people should also be sensitized to avoid unnecessary visit to public places and maintaining proper social distancing at work places as well.

Chief Minister said that the home quarantine facility must be made more effective and violators must be dealt with strictly. He said that team of health workers, ASHA workers, Anganwari workers and PRI representatives should adopt pro-active approach to keep a vigil on home quarantine persons to check spread of the virus in case a person in home quarantine turns out to be positive.

Jai Ram Thakur said that efforts should also be made to ensure availability of labourers particularly in apple belts so that the horticulturists do not face any inconvenience. He also asked to ensure proper testing of labourers coming from other States and if necessary they should be properly quarantined. He said that steps should be taken for providing adequate manpower in mango growing areas of the State as the mango season is nearing.

Chief Minister said that about 1.92 lakh people of the State working in different parts of the country had arrived in the State and all of them have been kept under quarantine. He said that therefore the people of the State need not fear about the sharp hike in number of COVID-19 positive patients in the State.

Chief Secretary Anil Khachi directed the Deputy Commissioners to strictly follow the guidelines issued by the Union Government as well State Government.

Director General of Police Sanjay Kundu, Additional Chief Secretary Health R.D. Dhiman, Principal Secretary Revenue Onkar Sharma and other officers attended the meeting.

CM hails announcements made under Tranche V of Atamnirbhar Bharat

Chief Minister Jai Ram Thakur has hailed the announcements made under the Tranche V under the Atamnirbhar Bharat Package by the Union Finance Minister Nirmala Sitharaman today.

While welcoming the decision of increasing the budgetary allocation under MGNREGA for the year 2020-21 by Rs. 40,000 crore from the existing provisions of Rs. 61,000 Crore. He said that this would go a long way in providing more assured employment to the people besides strengthening rural economy.

Jai Ram Thakur said that the announcement of upgrading health infrastructure in rural and urban areas of the country to make the country capable of dealing any COVID-19 like situation in future was also a welcoming initiative which would help in strengthening health infrastructure particularly in the rural areas. He said that the Wellness centres would be ramped up and the district level hospitals in the country would be provided with a separate Infectious Disease Block. He said the diagnostic lab network, particularly in the rural areas, would be strengthened and Health Labs would be established at the block level across the country. He said that this would totally revamp our health infrastructure and prepare the nation in meeting out any eventuality.

Chief Minister has also hailed the announcement of the Union Government regarding Pradhan Mantri e-Vidhya Programme for digital education with multiple modes to encourage e-learning in the country. He said that the One Nation One Digital Platform would be established and e-learning would be facilitated through dedicated TV channels. He said that this would facilitate the students in studying from their homes and their studies would not suffer due to any future lockdown. He said that special e-platform would help the visual and hearing impaired children.

Jai Ram Thakur said that announcement of exempting SMSEs from being categorized as defaulter loans would ensure no insolvency proceedings against the MSMEs for the next one year. He said that proposal of bringing a new policy for the Public Sector Enterprises where all the sectors would be opened to the private sector. He said that this would help in revival of sick PSUs of the State.

Chief Minister also welcomed the decision of the Union Government for enhancing borrowings limit of the States from the existing 3 percent to 5 percent of the GSDP. He said that the limit from 3 to 3.5 percent will have no conditionality, however, the next one percent of the borrowings (3.5 percent to 4.5 percent) would be available in four tranches of 0.25 percent each and each tranche would be tied to four reforms related to One Nation One Ration, Ease of doing Business, Power DISCOMS and ULBs. He said that this would help the State in creating its own resources.

Panchayat Pradhans should come forward to help poor and migrant labourers: CM

Chief Minister Jai Ram Thakur while addressing Panchayat Pradhans of various Gram Panchayats of Solan and Sirmour districts through video conferencing from Shimla today urged them to give their wholehearted support to the State Government to sensitize the people of their respective areas regarding COVID-19 and also ensure that the people who had arrived from other parts of the country do not jump home quarantine.

Jai Ram Thakur said that Pradhans were one of most important part of democratic setup, as they head the grass root institutions of the democracy. He said that their proactive role in development of their areas as well as in social issues was of paramount importance. He said that Pradhans should come forward to help the poor and migrant labourers by providing them food and shelter. He said that panchayats must also come forward to provide face covers and masks to people.

Chief Minister said that as many as 1.15 lakh people have arrived in the State from various parts of the country and about 60,000 more have registered for returning to the State. He said that mass arrival of people from different parts of the country has resulted in increase in the number of COVID-19 patients. He said that there was only one active patient on 1st May, which today has gone upto 34 today. He assured that there was no need to panic as Government was fully prepared to fight the virus and with the help of people of the State, Himachal Pradesh would soon become a corona free state in the country.

Jai Ram Thakur said that collective efforts were required to tackle the situation. He said that Pradhans must educate people regarding importance of home quarantine. He said that no one should be allowed to jump home quarantine and if a person does not obey quarantine protocol the same could be brought to the notice of the district administration, so that the violator could be sent for institutional quarantine.

Rural Development and Panchayati Raj Minister Virender Kanwar while welcoming the Chief Minister said that the steps taken by the State Government to tackle the cases of Corona have been appreciated even by the Prime Minister Narendra Modi. He said that adequate funds have been made available for panchayats. He said that works under MNREGA would be taken in hand in large scale at the earliest and the same should be expedited.

Chairman Zila Parishad Solan Dharampal, Member Zila Parishad Sirmaur Vinay Gupta, Pradhan Gram Panchayat Sataun, Sirmaur Rajneesh Chauhan, Pradhan Gram Panchayat Radiyali Solan Indu Vaidya also shared their views on the occasion.

Governor appreciates efforts of SHG preparing masks

There are several Non-Government organisations and Self Help Groups (SHG) contributing in fight against COVID-19 with the assistance of the Government by providing useful services and preparing essential items required to check spread of disease. These organisations and SHGs are making notable contribution by stitching masks for use of general public at a reasonable cost at various levels in this pandemic. The market value of the masks was Rs. 25 whereas the masks prepared by these SHGs are costing Rs. six only.

Governor Bandaru Dattatraya, who is also the chairman of Himachal Pradesh State Red Cross Society was today presented five thousand masks by Block Development Officer Nalagarh. These are triple layered masks of fine quality. The masks prepared by SHGs are being purchased by Rural Development and Panchayati Raj Department.

Shri Dattatraya has appreciated the contribution of SHGs. He said that these masks would be distributed to the public through Red Cross. He said that with this initiative the needy women would be able to generate income and motivate them as well.

Secretary to Governor Rakesh Kanwar was also present on this occasion.

Punjab State Industrial Development Corporation (PSIDC) chairman Mr Krishan Kumar Bawa today lauded the decision taken by Chief Minister Punjab Capt Amarinder Singh regarding opening of tiny/cottage industries. He said that the decision to extend the time of opening of shops from 7 am to 6 pm for counter sale has once again proved that the government is worried about the well being of common man during the ongoing lockdown/curfew.

He further said that package of Rs 20 lakh crore announced by Prime Minister Narendra Modi is just a “jumla” for which our Prime Minister is notoriously famous for. Senior citizen facilitation centers to be set up in State: Suresh Bhardwaj

Education Minister Suresh Bhardwaj today here held a cabinet sub-committee meeting with the Departments of Agriculture and Ayurveda to discuss various developmental issues

While presiding over the meeting Suresh Bhardwaj said that the State Government have adopted Swarnim Himachal drishtipatra-2017 of Bharatiya Janata Party Himachal Pradesh as its vision document and the State Government is committed for its implementation and all possible steps are being taken in this direction.

He said that Senior Citizen Facilitation Centre would be set up in Shimla, Dharamshala, Mandi and Hamirpur. He said that these centres would have facilities of assisted living, skilled nursing care and ayurvedic center. Skill development center would also be established in these centres where senior citizens would provide skills to the youth. He said that Ayush University along with facilities of homeopathy, naturopathy and indian systems of medicine would also be established in District Chamba and special encouragement would be given to Yoga. He said that medical tourism will be promoted by development of health resorts, yoga, panchkarma and ayurveda centers.

Sub-committee member and Industries Minister Bikram Singh said that all the necessary efforts have being made for the welfare and progress of farmers and horticulturists, so that their income could be doubled and their products could be marketed as per better marketing strategy. He said that the sub-committee will take appropriate steps on various issues such as providing compensation of agricultural land, bringing farmers under the ambit of Pradhan Mantri Fasal Bima Yojna, improving the functioning of marketing boards and market committees, making e-marketing system effective and also starting a 'Janani Program' under which the fellowship and internship opportunities would be provided to women farmers in big agricultural universities in the country and abroad.

Sub-committee member and Forest Minister Govind Singh Thakur said that 19 Mandis have been brought under the e-Nam system in the state, under which 59 products are being traded in the state, mainly consisting of fruits and vegetables. As many as 119554 farmers and 1947 traders are buying and selling agricultural produce through e-Nam.

Under the Mukhyamantri Khet Sanrakshan Yojna, for the year 2019-20, an amount of Rs.18.18 crore has been spent for the assistance of the beneficiaries.

Member Secretary of Sub Committee and Secretary General Administration Devesh Kumar and Senior Officials of Agriculture and Ayurveda Department were also present on the occasion.

Incentives announced by GoI for MSMEs will boost industrial production: Bikram Singh

Industries and Labour & Employment Minister Bikram Singh has hailed the economic package announced for the nation by Prime Minister Narendra Modi.

Industries Minister said here today that the announcements made by the Union Finance Minister Nirmala Sitharaman for Micro, Small and Medium Enterprises (MSME) will benefit Himachal Pradesh and would boost industrial production.

Bikram Singh said that at present there are about 55 thousand MSME industrial units in Himachal Pradesh. It constitutes 98 percent of the total units and the MSMEs have 93 percent share in employment generation. MSMEs contribute 85 percent share of the total industrial production. Thus Himachal Pradesh is an MSME state.

The Industries Minister said that as per the announcements made today, the investment limit for micro category has been enhanced from Rs. 25 lakh to Rs. one crore and the turnover limit has been fixed upto Rs. one crore, this would benefit the small entrepreneurs. Similarly, the investment limit has been enhanced from Rs 5 crore to Rs 10 crore for small scale industries and from Rs. 10 crore to Rs. 20 crore for medium scale industries, which is beneficial for the medium enterprises.

Bikram Singh said that MSME industries would have to repay the loan of Rs. 3 lakh crores in four years and debt-ridden small scale industries would be given loan of Rs. 20 thousand crore rupees without any guarantee. This would provide funds to the entrepreneurs for the obtaining raw materials and other expenses to grow their business.

He said that the tenders up to Rs 200 crore would now no longer be a global tender. This will increase domestic industrial production. This will directly benefit MSME units. There will be no guarantee fees till 31st October 2020 and would be benefiting 45 lakh units.

The Industries Minister said that the availability of e-market link would facilitate the units of MSMEs in selling their products. Under the Pradhan Mantri Garib Kalyan Yojana, the period of depositing the amount in the provident fund account of the employees by the Government of India has been extended by three months, he added.

Punjab Education Minister Mr. Vijay Inder Singla, while giving a big relief to parents of the state, said that only those schools which are imparting online education will be allowed to charge only tuition fee for lockdown period and admission fees, uniform or any other charges in any form will not be charged from the students. He added that the school managements should also refrain themselves from increasing the fee or any other charges during academic session 2020-21 in view of the nationwide disaster.

In a press communiqué released here today, Mr. Singla said that economical activities have reduced to the minimal extent due to the countrywide curfew/lockdown, hence there is dire need to provide relief to the parents of the students. “We have passed an order mandating the schools to charge just tuition fees during the lockdown period”, he said, adding that the government order clearly states that only those schools, who are conducting online classes, will be eligible of charging only tuition fee from students. Schools that are not conducting online classes cannot be able to charge any fee or fund," he asserted. He said that although interest of the students is paramount for us but with the new guidelines we have tried to strike a balance by allowing Private schools to charge tuition fee so that they can meet their monthly expenses and pay their staff timely.

Mr. Singla categorically said, “This order has been passed complying with the guidelines of the Delhi High Court judgment with the sole aim of giving relief to the students and their parents. The concerned DEO will ensure that beyond tuition fee, no school should charge any transport fee, mess charges, building charges and any additional charge.

He also directed said that no school can expel any student, if he fails to pay tuition fees in time or gets it delayed due to any reason. He added that the livelihood of many parents has been affected severely due to the pandemic and school managements should also stand by them in this tough time. “We have also provisioned that parents can pay tuition fees for their children on monthly basis instead of quarterly basis so that parents of the students are not burdened with the amount,” he added.

One Nation One Ration card to provide ration at any fair price shop

Chief Minister Jai Ram Thakur has hailed the Rs 20 lakh crore economic package announced for the Nation under the leadership of Prime Minister Narendra Modi. The details of the various aspects of this package were today given by Union Finance Minister Nirmala Sitharaman and Union Minister of State for Finance Anurag Thakur.

Chief Minister said that under 'One Nation One Ration' card all migrant labourers would be authorised to take ration from any fair price shop in the country. He said that this would be done through National Portability scheme of ration card. He said that it would benefit about 67 crore people of the country and lacs of people of the state.

Shri Jai Ram Thakur said that Centre Government has decided to provide free food grain for two months to about eight crore migrant labourers. Those labourers who do not have any card would be provided with five kilogram wheat or rice and one kilogram gram pulse per person.

He said that the migrant labourers would be provided ease of living at affordable rent. He said that Govt of India has decided to provide interest subvention of two percent to those who have taken loan below Rs. 50 thousand, after providing relaxation of 3 months instalment. This would prove boon for small entrepreneurs and marginal farmers. With this decision street vendors and hawkers would become eligible for getting loan facility of Rs. 2000 to Rs. 10000.

Jai Ram Thakur said that the Centre Government has decided that Credit Linked subsidy Scheme for middle income group whose annual income is between Rs. Six lakh and Rs.18 lakhs would be extended upto year 2020-21. This would create significant number of jobs by giving boost to housing sector and would stimulate demand for construction material.

Approval for rationalization of subsidy on pulses, edible oil and sugar being provided by the State Government to the APL families

Himachal Pradesh Cabinet in a meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur thanked the Union Government led by the Prime Minister Narendra Modi for announcing Rs 20 lakh crore economic package for the country to tackle the adverse affects on economy due to lockdown imposed in wake of COVID-19 pandemic.

The Cabinet observed that this package would go a long way in reviving the economy of the country by providing much needed relief to weaker sections, MSME, business community, workers and general public. It felt that the package would prove a milestone in making of a strong, vibrant and self reliant India.

In order to provide more employment opportunities and to facilitate employers of tiny and small units and petty contractors, the Cabinet gave its approval to make necessary amendments in Section-1 of the Contract Labour (R&A) Act, 1970 (37 of 1970) in its application to the State of Himachal Pradesh, in Sub Section-4. The amendment proposes to enhance the threshold limit for contract employment from 20 to 30 workmen. This would also help in increasing industrial investment, production and ease of doing business in the State.

The Cabinet also gave its nod for amendment in Section-2 (m)(i), 2(m)(ii), Section-65 (3)(iv), Section-85(1)(i) and insertion of New Section 106 (b) for compounding of offences in the Factories Act, 1948 to increase the manufacturing activities by small units in the State by enhancing the existing threshold limits of ten and twenty workers to 20 and 40 respectively. This amendment will encourage the establishment of small manufacturing units resulting in creating of more employment opportunities for workers. Similarly, presently a worker may work overtime for maximum 75 hours in any quarter. But the amendment in clause (IV) 3 of Section 65 proposes to increase this limit to 115 hours subject to the condition that the overtime will have to be paid twice the rate of ordinary wages, so that the workers may get more opportunities to earn.

It also gave its consent to make amendment in Section -22, (I) Section 25 F(b) Section-25 K of the Industrial Disputes Act, 1947, (14 of 1947). This would increase industrial investment, production and employment opportunities and further enhancement of ease of doing business in the State. This would ensure in providing a conducive and business friendly environment to the industrial establishments as well as to the workmen helping increase employment opportunities.

It accorded its approval to upgrade Community Health Centre Tihra in district Mandi to 50 bedded Civil Hospital.

The Cabinet also gave its approval to open Primary Health Centre at Bhekhali in Kullu district.

It also decided to provide extension in the validity period of Letter of Intent in favour of M/s Alco Spirits Private Ltd. at village Kundla (Gumti) in tehsil Nahan of district Sirmaur to facilitate the Company to complete its project work which has been delayed due to COVID-19 pandemic.

The Cabinet gave its approval to exclude income tax payers from drawing benefits of subsidy under Targeted Public Distribution Scheme for one year as proposed by the Cabinet Sub Committee for Post COVID-19 Economic Revival.

It also proposed to enhance the upper income ceiling limit for selection of beneficiaries of BPL/priority households to Rs. 45000 approximately. This will increase the number of National Food Security Act households by 1,50,000 thereby making them eligible for getting wheat atta and rice at the highly subsidized rate of Rs. 3.30 per kg. and Rs. 2 per kg. respectively.

It also gave its approval for rationalization of subsidy on pulses, edible oil and sugar being provided by the State Government to the APL families.

The Cabinet decided to open 15 Atal Adarsh Vidyalayas in various parts of the State to facilitate the students in getting quality education.
