THE LOW PRESSURE AREA EAST OF MINDANAO HAS DEVELOPED INTO TROPICAL DEPRESSION "VICKY"

Hazards affecting land areas:
• Strong winds: Areas under Tropical Cyclone Wind Signal (TCWS #1) will have strong breeze to near gale conditions during the passage of the tropical cyclone.
• Heavy rainfall: The combined effects of Tropical Depression VICKY and Tail-End of a Frontal System (Shear Line) will bring:
o Today: Moderate to heavy with at times intense rains over Caraga, Davao Oriental, Davao de Oro, Davao del Norte, Bukidnon, Misamis Oriental, Camiguin, Southern Leyte, Leyte, and Bohol. Light to moderate with at times heavy rains over Bicol Region, the southern portion of Quezon, Lanao del Sur, Zamboanga del Norte, and the rest of Visayas, Davao Region, and Northern Mindanao.
o Tomorrow: Moderate to heavy with at times intense rains over Bicol Region, Eastern Visayas, Central Visayas, Quezon, and the northern portion of Palawan including Calamian and Cuyo Islands. Light to moderate with at times heavy rains over mainland Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Bulacan, Metro Manila, Camiguin, Dinagat Islands, and the rest of CALABARZON, MIMAROPA, and Visayas.
o Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged periods of rainfall, especially in areas identified to be highly or very highly susceptible to these hazards and in localities that received significant antecedent rainfall over the past couple of days or weeks. Adjacent or nearby areas may also experience flooding in the absence of such rainfall occurrence due to surface runoff or swelling of river channels. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings in their respective areas of responsibility while the Hydrometeorology Division and River Basin Flood Forecasting and Warning Centers may issue general flood advisories and river basin flood advisories/bulletins as appropriate.

Hazards affecting coastal waters:
• In the next 24 hours, the combined effects of the surge of the Northeast Monsoon and the approaching tropical depression will bring rough to very rough seas (2.5 to 4.5 m) over the entire seaboards of Northern Luzon, the seaboard of Aurora, the eastern seaboard of Quezon including Polillo Islands, the seaboard of Camarines Norte, the northern seaboard of Camarines Sur, the northern and eastern seaboards of Catanduanes, the eastern seaboard of Albay including Rapu-Rapu Islands, the eastern seaboard of Sorsogon, the northern and eastern seaboards of Northern Samar, and the eastern seaboard of Eastern Samar including Homonhon Island. Moderate to rough seas (2.0 to 4.0 m) will be experienced over the coastal waters of areas under TCWS #1. Sea travel is risky over these waters especially for small sea vessels.

Track and intensity outlook:
• Track: “VICKY” developed into a tropical depression at 2:00 AM today, making it the 22nd tropical cyclone of the year and the 1st for the month of December. This tropical depression is forecast to move generally west-northwestward and make landfall in the vicinity of Davao Oriental-Surigao del Sur area in the next 12 hours. After crossing Mindanao, the tropical depression is likely to emerge over the Bohol Sea tomorrow early morning, pass close or over Siquijor, and make another landfall over the southern portion of Negros Island. By tomorrow morning or afternoon, “VICKY” is likely to emerge of the Sulu Sea.
• Intensity: VICKY is forecast to remain a tropical depression while crossing the Philippine archipelago.

Location of eye/center: At 4:00 AM today, the center of Tropical Depression "VICKY" was estimated based on all available data at 210 km East of Davao City (07.1°N, 127.7°E).
Strength: Maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h.
Movement: Moving West Northwestward at 15 km/h.

Philippines wins its first Miss Eco Teen International crown

In spite of the COVID-19 pandemic, another Filipina soared high a new record for Philippines in international pageantry as she scored the country's first Miss Eco Teen International crown on Saturday, December 5, 2020, in Hurghada, Egypt.

The 18-year-old Roberta Ann "Ro-An" Tamondong who is a Laguna-native bested 34 contestants from all over the world. Her winning court included South Africa who is her first-runner up; Netherlands as the second-runner up; followed by Egypt as the third-runner up and Paraguay as the fourth-runner up.

During the question and answer portion, Tamondong was asked on her thoughts if social media is hurting personal relationships. She responded on the uses of the social media highlighting on how it can educate the youth to the planet's struggles.

"I want the people know that social media can be a powerful change to use as information about what's happening to my environment and that's my advocacy [which is] to spread awareness towards the youth about environmental issues via social media," she said.

Moreover, the Laguna lass clinched recognitions during the pre-pageant events. Tamondong bagged the second-runner up position in the talent competition. Her sizzling performance in the beach wear contest spared her the first-runner up placement. Also, she got the top prize in the eco dress competition with her Filipiñiana-inspired serpentine ensemble adorned with colorful plastic bags and rice sack emplaced with plastic beads.

On the coronation night, Tamondong owned the national costume portion with her inclusion in the first place. She showcased a Filipiñiana dress accentuated with coconuts.

Tamondong had only less than a week to prepare for the said beauty contest. When asked about how she was appointed, the request went through a phone call from the Miss World Philippines organization, the country's franchise owner for Miss Eco Teen International, if she would like to wear the Philippines sash in the said pageant. After that, Tamondong did not hesitate to fly to Egypt despite the COVID-19 outbreak.

Philippine bet Roxanne "Roxie" Allison Baeyens finished as Miss Earth Water 2020.

With Baeyens' successful stint in the Miss Earth international contest, the archipelago has collected its third Miss Earth Water title after Catherine Untalan in 2006 and GMA News correspondent Athena Imperial in 2011.

CNU online student portal officially introduced

To shed light on the students’ clamor for unhazardous grade viewing amidst the COVID-19 pandemic, Cebu Normal University (CNU) publicized the release of its online student portal in a Facebook post on November 10, 2020.

The online student portal provides easy access to grades via Internet to enrolled undergraduate and graduate students of CNU despite being afar the school campus.

In a statement of Omar Roma, CNU's Data Protection Officer, expressed that the student portal was “conceptualized before the pandemic.”

Roma stressed that the student portal have been fully functional since September 2020. However, the University Administrative Council had not shown their green signal to make it online until November 2020.

Maria Luciyel Tumulak, a second year BA Communication student, shared her relief as she doesn't have to go outside risking herself in the dangers of the pandemic.

“It's really useful and timely now that students are mostly adjusting to the new normal, as it doesn't have to take much of their time when trying to use it,” she said.

Meanwhile, for Threcia Mea Juariza, a second year BS Psychology student, vented her frustration on the online portal as it did not display several of her grades from the last semester.

“Dili pa jud fully developed ilahang portal. Nag-evaluate ko both Zoology Lecture ug Laboratory but wala nigawas akong grades,” she wrote.

Considering that this service is still on its preliminary stage, Juariza anticipated that the online portal will undergo future enhancements in order to heighten its capability.

“What I mean is it serves its purpose man, but it could be better,” she added.

The online student portal can be located at the Registrar button in the CNU official website.
