7. Transport and Communication Ministry- P1.82 billion.
8. Presidential Affairs Ministry- P1.58 billion
9. Agriculture and Food Security Ministry- P1.44 billion.
10. Remaining Ministries share the remaining budget of P7.32 billion.

What Is Entrepreneurship?
Entrepreneurship can be defined as a system through which innovative and creative ideas are exploited to meet real customer needs through effective use of financial, human, and material resources. Entrepreneurship is expected to benefit the promoters through wealth creation, employees through decent salaries and meet necessary regulatory requirements. Innovation and creativity are key elements of entrepreneurship and as a result, the risk is inherent in entrepreneurial enterprises.

Both managerial and organisational skills are required in entrepreneurship to organise resources that can produce goods and services that can satisfy customer needs.

Entrepreneurship is typified by the following characteristics:

1. Dynamic economic system. Entrepreneurship is an economic system through which resources are organised efficiently to create value for customers and generate wealth for the promoters. Entrepreneurship usually takes place in an environment characterised by change and uncertainty, therefore is seen as a dynamic process.

2. Profit potential. Entrepreneurship involves significant risk to the business owner. Therefore, the entrepreneur should expect a financial reward for taking such a risk. The financial reward makes entrepreneurship an economic activity rather than just a hobby.

3. Inherent risk. Entrepreneurship is characterised by risk. Developing and implementing new and innovative ideas involves uncertainty and risk. New business ideas develop through an iterative process, they are hardly well developed right from the beginning. The results from new ideas are not always certain or rewarding, therefore the entrepreneur has to embrace the risk that comes with that uncertainty.

4. Creativity and Innovation. Entrepreneurship creates economic value through innovation and creativity. New ideas that emerge from such a process are used to produce products and services that serve unmet customer needs. Innovation and creativity are not limited to products and services only but extend to business operations as well. Through entrepreneurship, effective and efficient systems of operations are discovered, developed, and implemented in a way that makes the enterprise competitive in the market.
