MANILA, Philippines — Senator Robin Padilla wants the Department of Foreign Affairs (DFA) to hold an information drive on the Visiting Forces Agreement (VFA) and the Mutual Defense Treaty (MDT).

Padilla’s suggestion was raised during the Senate finance subcommittee’s hearing on Friday after the DFA shared its plan to hold an information campaign on the arbitral award on the West Philippine Sea.



“Kanina po ang sinabi po nila, para po sa information, public information ng West Philippine Sea, ‘yung arbitral ruling na nanalo po tayo.

(They earlier announced a plan on public information on the arbitral award we won on the West Philippine Sea.)



“Ang sinasabi ko po, dapat kapag gumawa po sila ng publisidad patungkol diyan, dapat ay kasama po ang patungkol sa Visiting Forces Agreement at ang Mutual Defense Treaty sapagkat iyan po ay magkakapatid,” said Padilla, Senate committee on public information and mass media chairperson.

(I’m saying if they create publicity about that, it should include the Visiting Forces Agreement and the Mutual Defense Treaty because they come together.)




(EDITORS NOTE: The VFA – It was finalized in 1998 between the Philippines and the United States. US service members traveling to the Philippines on official business (such as for bilateral training or military exercises with the Philippines) will find the entry process streamlined thanks to this agreement, and any problems that arise as a result of US forces being stationed in the Philippines will be handled according to a set of outlined procedures. The MDT- The US hasn’t followed up on its MDT promise regarding attacks on Philippine assets in disputed waters. Security objectives can be achieved without resorting to large-scale confrontations in asymmetrical and hybrid warfare through gray zone techniques. China’s use of similar gray zone techniques in recent years is believed to counter the US influence and conventional military power. The Philippine government has not yet challenged Chinese actions in the South China Sea in court. Even after the Permanent Court of Arbitration ruled in July 2016 that the Philippines had won in its maritime claims dispute against China, incursions by Chinese ships have continued. To protect marine life from Chinese ships that damage coral reefs, fishermen and farmers in Palawan petitioned the Philippine Supreme Court to enforce the Fisheries Code. – source Center for Strategic and International Studies )

Padilla pointed out that information dissemination on the MDT and VFA is necessary as people have become “too brave” knowing that the United States (US) will defend the Philippines in case of attacks.

The senator stressed that the US Congress must convene first when the Philippines is attacked under the MDT.

“Sa Mutual Defense Treaty po kasi, malinaw po doon na dadaan pa tayo sa Kongreso ng Amerika kapag tayo po ay inatake. Papa’no po kaya ‘yan?” he asked.

(In the Mutual Defense Treaty, it is clear that we must go through the US Congress when we are under attack. How is that?)



“’Yung iba pong mga kababayan natin ay masyadong naniniwala na kapag tayo po ay inatake kagyat, kagyat nandito ang Amerika. Pero doon po sa defense treaty dadaan pa tayo sa Kongreso. Magbobotohan pa sila. Baka po bago sila pumayag at sila’y ano ay nabura na po tayo sa mapa,” Padilla lamented.

(Our other fellow Filipinos believe that America will immediately be here when we are under attack. But the defense treaty we will pass through US Congress. They will vote. They may help us when we are already erased from the map.)

The senator then pushed for the information drive so Filipinos learn not to be “too brave” and not bypass dialogues.

“Siguro kailangan po maging malinaw ang ating pagpapaliwanag sa ating mga kababayan para huwag po tayong nagiging masyadong matapang,” he said.

“Kasi alam niyo po, para po tayong langaw na nakapatong sa kalabaw na masyado po tayong matapang minsan. Nakakalimutan natin makipag-usap,” urged Padilla.

While Padilla pushed for spreading awareness on the DFA’s role and the MDT, VFA, and arbitral ruling on the West Philippine Sea, he stressed that what’s important for fisherfolk is to fish freely.

“Patungkol sa West Philippine Sea hangga’t hindi nakikita ng ating kababayan na nakapangisda ang kababayan natin doon, kahit tayo mag-tumbling, hindi nila maintindihan ‘yan,” he said.

(On the ground, at the grassroots, our people won’t understand the role of the DFA, the MDT and the arbitral ruling. In the West Philippine Sea, their bottom line is to fish there freely, no matter how we explain.)

Janica Nam Floresca speaks up on ‘truth’ behind death of boyfriend Hashtag Franco Hernandez
Nearly a month since Hashtag Franco Hernandez’ passing, his girlfriend Janica Nam Floresca has come forward with her account of the drowning accident which cost her boyfriend’s life.
In an exclusive interview with the Philippine Entertainment Portal, her story differs in key details that were given by the boatmen and their companion, Hashtag Tom Doroma
Floresca, who was with Hernandez for nearly a year, was with her boyfriend’s parents, Raul and Marissa Lumanlan during the interview. Franco’s full name is Franco Miguel Hernandez Lumanlan.
Doromal’s family owns the resort in Don Marcelino, Davao Occidental where Floresca and Hernandez were vacationing from Nov. 9 to 13.



No life vests on boat ride

Doromal aired his side on the TV show “Rated K” days after Hernandez was cremated.




Doromal’s and Floresca’s stories of Nov. 11 add up when they talk about going to a white beach instead of making a trip to the waterfalls because it rained.

Doromal was the one who suggested going to the beach. According to Floresca, both she and Hernandez told him they didn’t know how to swim.

“‘Sabi niya, ‘Ay, hindi naman tayo maglalangoy ng malalalim. May beach naman kasi dun,’” recalled Floresca. (He said, “We’re not going to swim somewhere deep. We have a beach there.”)

She was uncertain if his family also owned the boat, but said that he and his family knew the people who lived in the area, including the boatmen Rico Igalan and Efren Kilang.

She noted that they were not offered life vests, despite the two boatmen claiming in a separate account on “Umagang Kay Ganda” that they refused to wear them.



“Hindi ko alam kung bakit nila nasabi yun—na meron daw life vest. Ayaw daw namin suotin.” (I don’t know why they said that there were life vests, that we didn’t want to wear them.)

“Wala silang life vest na ibinigay or in-offer. As in, wala talaga.” (We were not offered life vests, none at all.)

The group of five, along with the two boatmen made it safely to White Sand Island. Floresca identified the individuals as herself, Hernandez, Doromal, Doromal’s girlfriend, and Doromal’s cousin Cleo.

Forced to jump

The boat ride back and what happened after are when the stories differ.

Floresca said that on the way back to Don Marcelino, the boatmen suggested splitting up into smaller groups.

“Nag-usap na kami ni Franco na, ‘Ano? Tayo na muna ba? Tayo magpapahuli?’” she said. (Franco and I asked, “Are we going first or last?”)

According to her, Doromal asked the boatmen if they could all fit and they agreed. As with Doromal’s account, strong waves hit the boat and began to flood it.

She said the boatmen told them to jump down from the boat and swim to shore. She noted that they omitted this in their account. She initially stayed on the boat, but Hernandez told her to jump before the boat sank.

Stranded in the sea

When she jumped, Floresca held on to one of the boatmen and Hernandez held onto her, but a strong wave separated them.

“Yung isang kasama namin na guy, si Cleo, nauna na. Tapos yung dalawang bangkero, nauna na din. Parang iniwan na talaga kami.” (Our male companion Cleo went ahead. The boatmen also went ahead. It’s like we were left behind.)

One of the boatmen said they went ahead to call for a rescue team, but Floresca questioned this.

“’Paanong tatawag ng rescue kung patay na kami? Dadating yung rescue, patay na kami, di ba?” (How will they call for rescue if we were already dead? They would arrive and we’re dead.”

She said they were apart from one another and had difficulty trying to stay afloat for about 30 minutes. At that point, she said she had already accepted their fate.

She said she became alert when she heard Hernandez yelling and she could see him floating. She wanted to tell him she loved him, but instead she shouted back, “Love, laban lang!” (Love, keep fighting!)

One of the boatmen returned for them; he rescued her first. Hernandez eventually held onto her and the boatman but he could no longer breathe.

He was weighing them down so she kept trying to pull him. However, she was also weak and kept throwing up saltwater.

“Sabi ko nga, kahit ako na lang, e. Kahit huwag na siya. Kahit siya na lang mabuhay,” she further said in the interview. (I said, it should be me, not him. He should be the one to live.)

He was unconscious when they reached the shore.

Not rushed to the hospital

On her page, Floresca shared a comment of Hernandez’ mom about what happened after they were rescued.




Contrary to Doromal’s account, Marissa Lumanlan said that Hernandez was not rushed to the hospital. He was brought to the Doromals’ house where there was a nurse.

Marissa said Hernandez died in Doromal’s home. Floresca still insisted on bringing him to the hospital.

“We are waiting for part 2 of this interview,” Marissa wrote, stating that the events following her son’s rescue were “very crucial.

The successful rescue was facilitated through the established collaboration between the civilians and Marines in the area, wherein a phone call from a concerned civilian reached the NTG informing that M/L SURATULYA, operated by Wahid S. Sabdani, male, 61 years old, resident of Barangay Indangan, Simunul, Tawi-Tawi, encountered engine trouble and was fast drifting in the open waters due to bad sea condition.
Immediately, combined elements of the NTG-Tawi-Tawi led by its 3rd Boat Attack Division deployed Multi-purpose Attack Craft (MPAC) BA491 and conducted humanitarian assistance and rescue operations in the reported area.
As a result, 12 passengers and other crews of the distressed vessel were rescued and ferried to safety towards Lamion wharf and subsequently provided with the needed medical assistance.

Are Drones Expensive?
Agricultural Drones More Economical As Farm Workers Become Scarce
The most common reaction of naysayers in Agricultural innovations is to dismiss new farm equipment as expensive which would take away jobs from farm workers.
First, let's talk about the economics of an Agricultural Drone.
It would take one day for 5 farm workers to plant Sorghum manually in an hectare and assuming that they would be paid P400 each, that's P2,000 per hectare plus another P500 for food and snacks.
Drone rental per hectare is only P800 to P1,000 and it could cover the whole area in 10 minutes, plus there would be no food and snacks.
That's a savings of at least P1,000 per hectare.
If the field is ready, one drone could cover 50 hectares in one day saving the farmer P50,000.
Now, for the claim that using modern farm equipment would disenfranchise wokers.
First, there's not too many farm workers available now.
Since the government implemented the 4Ps program, so many rural workers now would rather wait for the pay-out than work under the heat of the sun.
This is real-talk based on testimonies from farm owners and even agricultural companies that they had a hard time looking for workers for at least a week after the 4Ps payout.
Agricultural Drones like the DJI Agras T30 costs between P800,000 to P1.1-M.
Compare that to a 95HP 4-WD farm tractors which costs about P2.5-million.
So, if we really aspire to produce enough food for the country, it is time to embrace modern agriculture technology and farming innovations.
