As of May of 2020, the Covanta incinerator salaries 6 Chester residents. This contradicts the community's host agreement with Westinghouse, the former owner of the facility, which promised at least 55% of the plant's personnel to Chester residents.

Episode 1 discusses the Cerrell Report of 1984, wherein industry scientists make the case for siting waste incinerators in areas "of least resistance."

While these types of facilities may hold the legal right to operate where they stand, that does not mean the process through which they obtained that right was ethical.

While residents are typically hard-pressed to prove legal discrimination by waste companies, we can easily view their predatory intentions.
