South Carolina's state Senate has passed a six-week abortion ban, sending the bill to the governor's desk where it is expected to be signed into law.

South Carolina Gov. Henry McMaster signed a previous so-called "heartbeat ban" into law in 2021, but it was struck down by the state's Supreme Court in January.

Fifteen states have ceased nearly all abortion services since the U.S. Supreme Court overturned Roe v. Wade, ending federal protections for abortion rights.

The new ban prohibits all abortions after fetal cardiac activity is detected, which generally occurs at six weeks of pregnancy, with limited exceptions, according to the ban.

Food and Drug recalls substandard “Purcill” Hand Sanitizers

The Government Analyst Food and Drug Department (GA-FDD) has issued an immediate recall of the “Purcill” hand sanitisers from the local market, due to its substandard quality.

This brand of hand sanitizers only has 0.53% alcohol, not 62% as stated on the labels.

The Department said this is way below the stipulated strength of at least 60% of alcohol as is required for efficacy. This constitutes a direct violation of the Laws of Guyana Food and Drug Act of 1971 Chapter 34:03 Section III Part 10 (1) and the Food and Drug Regulation of 1977 section 58 (2).

he Government Analyst Food and Drug Department (GA-FDD) wishes to alert the general public of the immediate recall of the PURCILL Brand Hand Sanitizer from our local market.

The Department on 24thMarch 2020, received a consumer complaint regarding the sanitizer’s use and efficacy. A decision was taken by the department to analyze the product in our excise laboratory.

Our Excise Laboratory on the 26th March, 2020 issued results which revealed that the percentage (%) alcohol is only 0.53 % in the Purcill Brad Hand Sanitizer and not 62 % as stated on the label. This is way below the stipulated strength of at least 60% of alcohol as is required for efficacy.This constitutes a direct violation of the Laws of Guyana Food and Drug Act of 1971 Chapter 34:03 Section III Part 10 (1) and the Food and Drug Regulation of 1977 section 58 (2).

The Department was able to perused invoices furnished by Andrews Enterprise of Lot 00 Hadfield Street Worthmanville & 1 E ½ Durelane & Austin Street C/Ville, representing the sale of two thousand three hundred and fifty bottles (2350 X 237ml). The Department’s efforts to effect seizures of this product from the shelves of retail outlets and visits to the alleged distributors were stymied because of the current situation.

Consumers are therefore advised not to use this product since the expected results cannot be guaranteed, particularly for the sanitizing of hands during the Covid-19 Emergency. However, the alleged distributor(s) will be contacted and asked to make immediate contact with the department.

This product is purportedly made in China as claimed by the label “Made in China” and “Distributed by Congreat Enterprises Inc, Miami, FL-33178 U.S.A.” Manufactures and Importers of sanitizers are asked to ensure labels of sanitizing agent are dully approved by the department and obtained the necessary license or permits before releasing for sale on our local market.

Consumers are reminded to ensure that labels of sanitizers declare the percentage (%) alcohol and the name of all the active ingredients.

A woman and her son from Hopewest Enmore ECD with suspected COVID 19 symptoms shows up at the village Polyclinic today at around 3pm. Information is that last evening she went to GPHC..and instead of being quarantined she was told that no tests are available and sent away..Today at the Polyclinic she was advised by doctors to remain indoors and given the hotline to call for help..The Clinic and Health officials at the GPHC were in contact about the suspected case..The woman is a conductor of a minibus driven by her husband plying the Enmore Gtown route...It is not clear whether the hazmat team from the Ministry of Health has been dispatched..

GECOM awaits court decision before taking the next step – Singh to Jagdeo
Chairperson of the Guyana Elections Commission (GECOM) retired Justice Claudette Singh has written to the Leader of the Political Opposition, Bharrat Jagdeo, to inform him that the electoral body will not be taking any further steps with regards the announcement of the 2020 General and Regional Elections, until the determination of the ongoing court hearing.

The position was communicated by way of a letter to the Opposition Leader, following a correspondence by Jagdeo, outlining formally, concerns over the declarations of the Region Four (Demerara-Mahaica) electoral results.

Jagdeo, in a letter to the Chairperson on Saturday, noted that under the guidelines in Section 83 of the Representation of the People Act, the ballots had been counted and Statements of Poll (SOPs) generated, each of which was carbon copied to political parties.

He was adamant that based on those SOPs, the People’s Progressive Party/Civic (PPP/C) had won the elections by a margin of more than 15,000 votes.

According to Jagdeo, in relation to district/Region Four, the verification process catered for under Section 84 (1) of the statute, did not run smoothly and was interrupted intermittently for various reasons including illness, exhaustion or unavailability of elections officials.

He noted too that on one occasion, the process had been stopped by the need to locate about 20 SOPs, in relation to votes which had been recorded on a spreadsheet by the Chief Elections Officer (CEO), Clairmont Mingo, for Region Four.

According to Jagdeo, “those votes purported to represent the votes recorded in the corresponding Statement of Polls but they were far different from the carbon copies of Statement of Polls which the counting agents had in their possession.”

Formally lodging his complaint with the election’s authority, the PPP’s General Secretary and Opposition Leader noted that by this time only 421 of the 879 ballot boxes had been verified using the stipulated process provided for in the Representation of the People Act.

According to Jagdeo, the RO—Mingo—subsequently announced that he had a declaration despite the fact that the verification process in accordance with the laws had not been resumed and this led to an uproar at the RO’s Office at the Ashmins building.

The Opposition Leader in his missive called on the Chairperson to resume the verification process in accordance with the provisions of the law, voluntarily and without prejudice to the pending proceedings.

Justice (retd) Singh responded by saying, however, that the matter in light of the court proceedings is ‘sub judice’ and that the Commission will have to await the outcome of the litigation before taking its next step.

Jagdeo had charged too that a request for a recount has been submitted to the RO and that should the Commission not find favor with resuming the verification process then it should proceed with an immediate recount, without prejudice to the pending court case.

The Opposition Leader also demanded of the GECOM Chair that Mingo and the Commission preserve the original SOPs for Region Four.

WHAT EXACTLY HAPPENED IN REGION 4 WITH THE SOPs

(Please read so you will know what exactly happened)

There are 879 polling stations in Region 4. After voting closes and ballots are counted, the results are summarized on a standard document - is this called the Statement of Polls (SOP). The sum of electors on these 879 SOPs total 285K electors, the largest for any region in Guyana.

When polls close, the presiding officer along with each political party representatives will count the votes, tally and prepare the SOP. Each political party is given a copy of the SOP, one is printed and posted on the polling station, 2 copies are prepared and put into separate envelopes, sealed with GECOM official seal and the political party seals.

Of the two SOPs that are in sealed envelopes, one is for the Returning Officer (RO) and one is for GECOM’s CEO. The RO for Region 4 having received all of the individual SOPs must disclosed the totals in a open verification process, as per the law. This is where each of the 879 sealed envelopes will be opened in the presence of the political agents and observers. The tallies will be called out loudly and each political party will used their copy to make sure it matches what is being called out. When all the SOPs are verified by everyone, a grand total for the region is tabulated and the numbers are declared for each party. The final step here is those numbers will be verbally declared (called the declaration) and a written copy is submitted to the CEO of GECOM. When the GECOM CEO receives all 10 regional declaration, he will then tabulate them to derive to totals for the entire country.

(Note: All of this information is available to the public in the relevant laws and in the GECOM operation manuals).

HERE IS WHAT HAPPENED IN REGION 4

GECOM started to verify the SOPs, it finished 349, therefore 530 remains. GECOM refuses the verify the remaining SOPs. Multiple tactics was used including shutting down the verification process, refusing to use the SOPs to verify the numbers and instead wanting to use some spreadsheet with numbers it came up with from nowhere. Observers stayed in the building for days and nights and GECOM continues to give excuses for why the verification cannot continue. For example, staff sick, staff tired, can’t find other staffs to work, etc. On every turn, party agents objected to the process and requested for it to be done as the law stipulates. After about two days of doing nothing, the RO (the gentleman that was not well) showed up with a declaration already prepared without verifying the remaining 530 SOPs. So where did the numbers come from? No one knows? The totals on the declarations are also widely different based on tabulations from copies of the SOPs made publicly by the PPP/C.

Based on the tabulation of the numbers from copies of the SOPs provided by the PPP/C and available to all on the internet, the numbers suggests PPP lost Region 4 by around 35K votes. However, when you add all the surpluses that the PPP/C won in the other regions (as declared by GECOM; this too is public knowledge), PPP/C appears to be the frontrunner with about 18K votes more than APNU. Let me be clear, these numbers are not the official numbers, they are based on publicly available information. GECOM is the only body authorized to verify and announce the results. No political party can announce or declare results.

So the question here is, why is GECOM refusing to verify these numbers openly in the presence of everyone? If you believe the acts describe above by GECOM are brazen and bold, then you are correct it was exactly that. Observers and agents were threatened with bomb scare and with rescinding of their accreditation. These tactics were intended to get people of out building which would have left the SOPs without 24x7 security which is necessary to ensure there is always custody until they are verified. The refusal to verify the SOPs and all the tactics GECOM use was done in the presents of the US, UK, EU, Commonwealth, AmCham, GCCI, PSC, Bar Association observers plus all the political agents.

If you didn’t know, now you know! So decide with your own conscious, regardless of which party you support, whether this is lawful and consistent with free and fair elections.

It suffices to say that they would be punitive and range from sanctions by Western countries to expulsion from the Commonwealth. There would also be sharp repercussions for APNU+AFC both without and within Guyana were it to be re-installed in office on the basis of a rigged election.
