*Howard Tugume Statement on Bugoma Forest Issue*
I greet you all in the name of God. I have faith that the good Lord is in control of our lives and in the same spirit, I want to draw your attention to the current Bugoma Forest Issue as follows:
On August 14, 2020, National Environmental Management Authority issued a certificate of approval for Environment and Social Impact Assessment (ESIA) authorising Hoima Sugar Limited to concert part of (21 square miles) of natural forest into sugarcane plantation.
This came after protracted legal battles (on going) led by National Forest Authority that claimed ownership against Bunyoro Kitara Kingdom. Most of us (Banyoro) stood with our Kingdom to repossess our God given heritage. We won NFA in court only to be surprised by the King's decision to lease the said forested land.
I contend that the decision to lease this forest was and is not popular among we the subjects but we are obliged by our culture to adhere to what the King decided. Therefore the question may not be about ownership of land here.
On recieving the title of property, the new owners have decided or had already decided to destroy the forest and plant sugarcane. This is what should alarm us as people who know the danger of such environmental degradation. I also do not recommend Hoima Sugar Limited to grow her own sugarcane because cane growers will receive a row deal as their privately grown sugarcane will have no buyers.
On my way to this forest, I have seen armed forces in large numbers that raise suspicion on the motives and legitimacy of the whole project. There is also evidence that the press is not allowed to cover whatever is going on in this area. To the extent that journalist have been arrested several times trying to report on the same. Our local and national politicians have either ignored the issue or understand it beyond explanations or have been compromised by fear I hope not been bribed.
A few that speak about it, concentrate on ownership and yet the danger is in land use changes. That is from forest to sugarcane plantation. They claim that this land is grassland and yet they don't allow the public to see if indeed grass is being slashed or the forest is being destroyed.
*Resolutions:*
1) To have a clear understanding of what is going on, site visits are needed for those that care about the environment.
2) To make our position on the matter known, public petitions are required for people to express themselves especially, since public gatherings would risk people's lives to COVID-19.
3) To take lead on this politically, I have taken the Bugoma Forest Issue as one of my key campaign issues.
4) To succeed on this issue, I call upon everyone to support my campaign in general and support our proposal on Bugoma Forest Issue.
